AUBURN — Frustrated by years with no progress redeveloping the old Great Falls Arts Center, councilors Monday voted to demolish it in June 2011.
Councilors voted 4-3 to vacate all tenants from the building by May 2011 and demolish it the following month. That will give the building's tenants — including Community Little Theatre and the Share Center — time to find new locations.
Members of the theater board of directors approached councilors earlier in the meeting, asking for time to put together a new proposal to take control of the building.
But councilors said no.
"We've had dialogue after dialogue about this building and nothing has changed," Councilor Mike Farrell said.
Theatre Board Vice President Tom Peters said in some ways, the council's decision was a relief.
"It's good to finally know the theater's future," Peters said. "We will begin looking for a new home. For 70 years, Community Little Theatre has called Auburn home. Now, it may be time to look somewhere else."
Councilors briefly considered boosting rents to the buildings tenants at a meeting earlier this month, but tabled the matter until Monday. Beyond the theater and the Share Center, the building is also home to two dance schools and dance gear retailer, artists, exercise groups and arts teachers.
The building continues to lose money — about $29,000 during the 2009-10 fiscal year. It amounts to a running loss of $240,000 over four years.
As it stands today, the city expects to spend $63,247 on the building, almost half of that for heating fuel. Despite the building's shortcomings, $1,171 was budgeted for repairs, according to the city's year-end financial reports.
Farrell estimated actual repairs — modernizing the building's heating system, building an elevator and building a parallel storm sewer — would cost the city $250,000 this year and every year.
"There is just no way anyone could charge enough rent to make this building work," he said. Councilor Dan Herrick agreed, saying he toured the building Monday afternoon, before the council's meeting.
"It's a beautiful old building," he said. "I love it, but I don't see how a developer could ever preserve it in a way to make a dollar of profit. I just don't see anyone doing it."
Herrick did propose taking requests for proposals to redevelop the building through May 2011. That would have given the theater group and others time to come up with some sort of redevelopment plan.
But Herrick's proposed amendment didn't get support.

Damn Shame
I think its a damn shame that this is happening. As a city, we have wasted a lot of money on far more useless projects than this (i.e. - Building festival plaza and replacing the ugly awnings how many times, and at what cost and THAT brings in SO MUCH revenue. LOL. And a city building that is way more than we needed). They are about to displace numerous performance and arts classes, groups that will more than likely be forced to move to other towns. CLT has been there 70 yrs, Camire Dance has been there 11 years, and many others have moved in only recently and haven't even had a chance to make it work. This affects thousands of children and adults that take these classes. Again another loss for the city. I am disgusted at our city council for doing this. They are not willing to do anything for this but sit on there butts and criticize the tenants. You, as a council, should be ashamed and I, for one, will definitely be looking at others to take your places come the next election.

People don't want to move here because our schools are falling apart, the roads are crumbling, and the city won't be plowing some roads after 11pm.

million dollar challenge. Councilors wouldn't have proposed it had not property owners pushed for lower taxes. This is Auburn. Not the gold coast of Maine ie. Falmouth, Freeport, Yarmouth, Cape Elizabeth. We don't have an abundance of professional people. People are trying to just get by. We have no desire to become an elitist community.

"The building just cannot operate the way it has," Aho said. "We need to either invest significant amounts of money in it or we need to sell it. But legally, we cannot leave that building the way it is."
Notice that he did not mention demolition as one of the options. I don't think that the city has really put any effort into selling or renting the building. At one time CLT offered to buy it! Does anyone remember that???

This is a bit off the topic, but had to comment. I attended the City Council meeting last night and couldn't believe the lack of decorum by Councilor Farrell and Councilor Herrick. It was truly embarassing to see them attempt to bully the other Councilors, break rules of order, and just generally be rude. IMHO, they certainly make our City look bad.
Furthermore, this Council is in a very bad habit of 'suspending the rules', and taking up issues not on the agenda. The Great Falls building is proof of this. They were only supposed to vote on increasing lease amounts to tenants. Instead, they 'suspend the rules', and vote to demolish the facility. How can you say you value public input when you throw new items on the agenda with no notice? I guess that's way of getting around that time consuming thing know as public opinion.
What's the point of producing an agenda if you're not going to follow it? What is the point of having 'rules', if you're going to vote to suspend them every Council meeting?

I so agree with you Dave! I am very embarrassed that Dan Herrick is the councilor from my ward!!!!! He is rude, ignorant and an embarrassment to our city! I've noticed that bullying nature as well. If we had all known that a vote about demolition was going to happen we would have turned out in FULL force I'm sure!!! I am so frustrated with politicians who are supposed to represent the people yet they do NOT listen to the people!

What an opportunity for collaboration with other organizations.
CLT could use the Lewiston Junior High School auditorium...an amazing facility that's far more comfortable than their current location.
What about a collaboration with the Franco Center or the Public Theater? This is truly an opportunity to move foward, collaborate and build the arts.
Stop whining CLT. See the possibilities that are at hand. Almost $32,000 to heat that building is absurd!

Don't you think that CLT has already thought of those ideas? There is no way that CLT will be able to collaborate with Franco or Public. They have completely different mission statements, uses and facilities. Lewiston Junior High is booked constantly. There's no way to fit CLT's schedule into theirs. $32,000 doesn't really sound like that much to me. Why doesn't the money from rents cover that? The city doesn't know how to balance the costs with the revenues. Of course no one wants to pay higher rent either - the building is NOT worth it!
The problem isn't so much finding another place to hold performances, anyway. The problem is the timing! The city wants to tear the place down right in the middle of CLT's season for which they have already sold tickets to season subscribers!! It's just BAD business practice!!!

Franco Center stage is not conducive to theatrical productions. Lewiston Junior High (I thought it was the Middle School now) has an ok facility, but nothing special. Problem is that sets are not built in a day, and there is usually 2 months of rehearsal prior to a performance occuring. For a space that is rented out for many other functions, it would be difficult to work this for the 5 annual shows the CLT puts on. Besides, need space for wardrobe, set materials, etc. etc. etc. Public Theater is a nice facility, but again, collaboration is difficult due to the realities of staging a play.
It's a shame that the City of Auburn doesn't care about the arts. No wonder nobody wants to move here.

The council has asked for proposals in the past. The council was asking for an idea from CLT this meeting but none was forthcoming. The council has tried to sell the building to CLT for $1.00 a number of times (as stated by Mr Peters last evening).
Now, after years of trying to get some positive movement on this project, the council takes decisive action. They gave CLT a great number of chances. The council was very patient.
Further, CLT has paid far less than market value for it's rent for a good number of years. It was stated last night that CLT uses approx. 10,000 sf and pays a bit over $700.00 a month. That is incredibly low. In the time that this has been going on, why weren't they able to save some for exploring purchasing the building? To me, that is definitely supporting the arts! And we are even going to do it this winter as well. According to the lease agreements the city signed, they need to give tenants 60 days notice. They have given them 6 months notice, more than fair.
I will agree that the city has done a poor job of marketing the space. The management of this facility has been less than professional. If the city is incapable of being a responsible landlord, they should hire a private real estate management company to act as it's agent.
So, for now the die is cast and CLT must look for another venue. It is not the city's responsibility to find another venue for CLT. I hope CLT looks at it as an opportunity to find a more suitable, updated facility. It has been said that the building contributed to it's limited success as people didn't like the accomodations when attending a play.
I wish CLT well and hope to again enjoy their productions in a new home.

Norm - you know as well as I do that selling a building to a small non-profit entity for $1 that needs millions of dollars of upgrades is hardly a bargain. I disagree that CLT has paid far less than market value for its rent. Tell me, who would pay more? Market value is what the market will bear.
What many refrain from considering is what the economic impact of the city is. Ever heard of Economic Multipliers? Simply put, people that come to attend a show will typically also spend money eating at a local restaurant, shopping at local stores, and putting gas in their vehicle.
Could/should CLT do more fundraising, capital campaigns, non-profit maneuvering to move forward? Absolutely.
Finally (and you can start laughing), but thereare my intangible benefits to supporting the arts in Auburn. As the City Manager stated, the value of 'human capital'. I've seen dramatic (no pun intended) positive benefits of the theatre. Increased self-confidence of the participants. Increased community participation. The smiles and tears of the audience. I know. I can't establish a dollar value on this. I just know it's something that makes our community better.
Auburn has been stagnant for a long time. If it is to lure people, like the highly coveted young professional crowd, back to the area, it needs to support the arts. Let's be honest, out of a $60 million budget, this isn't the financial catastrophe that some of the council would like to proclaim.
Thank you for your support of the CLT. Unfortunately, I'd guess they'll be leaving Auburn. Wonder where the Edward Little drama club will perform now? Wonder where the dance studios and other artists will relocate? Yeah, let's be frugal Auburn, where we support nothing except building ugly retaining walls and don't plow our roads after midnight. Disgraceful.

On the ungly retaining walls and lack of plowing. I have argued at city meetings for some time now to stop wasting money on frivolous expenditures. I personally think the narrowing of Main St is disgraceful. I think spending nearly $40,000 for a couple park benches in front of Vincent Block was a huge waste - especially with a couple parks less than a block away. I think Dunn Street was a complete waste of money as well. I have brought all this forward and have not yet gotten any satisfaction. I wish others would attend the meetings, contact the councilors and let them know what you think is screwed up in this city. I try to let them know when i think they are doing a good job as well.
I think the city is headed in the wrong direction and I hope we can all get to the meetings and convince the council of that. Even if you disagree with me, come let the council and the city manager know...

At this point, my 'issue' is the lack of any long-range planning. It's all about today. Auburn needs a vision. My vision is an arts-friendly community (along with our industrial park offerings) that makes us a great place to live. The current mantra is to cut costs in the short-term, even if it costs us more in the long term. I don't like that. I'm leaving as soon as I can sell my house... there's no future here.

I didn't understand Councilor Farrell's numbers last night so I emailed him today to ask what they represented and where he got them. He called me back to explain. (To you who think the council doesn't listen, email them or call the number listed on the city's website. I almost always get a response.)
Councilor Farrell told me that his numbers come from communication with CLT and the city's finance department. According to him the number he has been quoted as saying - roughly $250,000 the past four years - was taken from the city's finances. However, he claims they fail to include the money from the TIF zone financing that was created a number of years ago to finance this project. He stated that if we included those funds that don't get accounted for through the city's finance department on the regular books, the figure would be nearly $200,000 more. so now we're talking nearly a half million dollars - that isn't chump change.
As far as the "social capital" that Mr Aho talks about, the same can be said for the Little League fields, the skating arena, and lots of other public activities that happen in our city. I do enjoy the arts and I wish there were more in Auburn, but the aforementioned venues - Public Theatre, Franco Center, the various schools - are great. Also not to be overlooked are the Theater in Monmouth, Oddfellows Theater, Celebration Barn, and Sawyer Memorial to name a few. These are all private (I think) and are making it on their own. It is time for CLT to get out there and make their dreams come true on their own.
If the city should vote to build a new high school with a modern theater I hope something can be worked out to allow all to use it. But in the interim, I hope CLT will find a new venue close to (preferably in) Auburn so we can continue to see the shows.

Norm, I don't totally disagree. At a minimum, I'd like to see the deadline continue until September, to allow CLT and the other tenants to finish out their seasons and plan to move on.
Bottom line, though, the City of Auburn has shown that they could care less about the arts. Their meager contribution to LA Arts, and their callous disregard for this facility proves that. Instead of adapting an arts-friendly vision that would enhance the city, they are instead choosing to do nothing. That sucks.

I have never been so mad at elected officials to write a letter or consider a protest!!! I wanted the council to just make a decision but THIS decision is ridiculous!!!! How can they expect everyone to move out of the building by May?!?! That is right in the middle of CLT's 71st Season, the dance studios will be nearing the end of their school year and preparing for recitals, Finer Pointes dance supply store just signed a lease! Do they have ANY idea how many people are affected by this numbskull decision?!?

While I wanted the Council to just make a decision one way or the other about the building so that we would know our future and get on with it, this is definitely NOT the right timing!! You need to give all these organizations and businesses time to find new homes, and move out. And not make us do that right in the middle of our seasons. This disrupts the lives all the people listed above.
The Council has been given several proposals for redeveloping Great Falls Performing Arts Center over the last several years. The problem is that the members of the council keep changing and maybe current councilors never heard of the past proposals. CLT offered to buy the building many times and had an extensive study done which included a beautiful redevelopment plan just a couple of years ago. The City just kept pushing it aside and complaining about how much the building was costing the city. Yet during all that time or indecision, they continued to spend money! Stupid, stupid, stupid!
The councilors have said that "the taxpayers do not want to continue paying for this building". Did they ever ask the tax payers??? No!! Did they ask us when they spent millions of dollars on the City Building and give themselves a beautiful, plush council chambers??
I have never been so mad that I even considered joining a protest against any level of government. Now I am ready to rally the citizens and users of GFPAC!! Let's show the Council how many people will be affected by this very poor decision, how many people care about the groups, organizations and businesses which currently use the Great Falls Performing Arts Center! And show them that we are angry about this ill conceived decision that they made last night!!

In my opinion, the reason the building continued to lose money year after year is because the City of Auburn did not market this building as an "Arts Center". I never heard it called that until this article and I've lived in Auburn all my life and went to Great Falls School when it was open. If they would have put in a little money into the facility to redo the inside to make dance or art studios, dark rooms for photographers, etc., I think more people would have been drawn to start a business there.
And I agree with lawntobemowed, this building should be put on the historical landmark registry because it was the site of the old Edward Little High School and had that famous fire years ago and having an open lot there would be pointless.

I really doubt that between then and now that the building will be demolished. Someone will get it on the registry of historic buildings. Possibly the CLT could relocate to the Lewiston casino. That would be a great place for a community auditorium. What ever happened to the old Ritz theatre in Lewiston? I thought that was a community performing center too?
