Wind towers cut Roxbury mill rate by $10

ROXBURY- Residents in the small town were pleasantly surprised when they opened their 2012-2013 tax bill and found that their mill rate dropped from 16.86 (per thousand of valuation), down to 6.93.

“This is absolutely huge for taxpayers,” noted Town Clerk, Renee Hodsdon. “The selectmen even put in a five-year road improvement plan and we’re still able to keep it this low.”

The Record Hill wind towers pay roughly $610,000 in taxes to the town of Roxbury, thus, affording the citizens a break in their taxes.

“It’s been overwhelming to hear from the taxpayers,” noted Hodsdon. “I’ve gotten phone calls from people asking if there was a mistake. Asking if they can expect the second bill later in the year. Everyone I’ve spoken to are pretty pleased.”

Taxpayers also see another break, in that, they receive a check for $111 every three months to cover the cost of their power supply.

During a recent visit from former governor and former owner of the Record Hill project, King noted, “I’ve only heard of two complaints of noise since the towers were finished and haven’t heard of any runoff into the lake. We even went through Hurricane Irene and there was zero runoff. I was, and still am quite impressed with the DEP and their contractors for ensuring me the lake will remain clean and safe.”

The town’s county tax stands at $37,633, Municipal appropriations are $524,004.71 and their local education appropriation is $403,441.72.

Using numbers and formulas from RSU 10 handout from last budget meeting.

Roxbury valuation = $49,500,000 = 3.255% of total school units valuation
Roxbury student enrollment = 28.5 = 1.019% of total

The formula for budgeting is 75% valuation and 25% enrollment

.75 x 3.255 = 2.441% .25 x 1.019 = 0.25475%

2.441% + 0.25475% = 2.695% = Roxbury's portion of (" Total To Be Raised " = $16,456
,519.44)

.02695 x $16,456, 519.44 = $443,503.20 ( This is $45,698.44 higher than actual obligation of $397,804.76 because formulation of 75%/25% is gradually being implemented into RSU formulas, Roxbury's percentage obligation is being bumped up over a period of time. Dr. Ward said it would be two to three years for all obligations to follow the 75%/25% formula.)

Roxbury valuation with wind = $49,500,000 + $88,000,000 = $137,500,000 = 8.547% of total school units valuation

The formula for budgeting is 75% valuation and 25% enrollment

..75 x 8.547 = 6.410% .25 x 1.019 = 0.25475%

6.410% + 0.25475% = 6.665%

.06665 x $16,456,519.44 = $1,096,827.21 OR $699,022.26 above current obligation

The mil rate of 6.93 would jump to 11.9+/- .
The State will lower it's revenue to the RSU as overall valuation has suddenly increased by the wind project value. State proportions school revenue by RSU valuations.
The State Revenue Sharing for Roxbury will also be lower, as per Mike Rogers
The county tax will increase.
The value of the wind project will depreciate with time, therefore residents will have to pick up the difference lost in depreciation.
It appears the mil rate will go over 13 as all this kicks in. That's not considering budget increases or effect of depreciation of turbines.

Is it Really Worth It?

Well, duh! High valuation industrial facility, small number of residential taxpayers. Yes, property taxes are likely to go down. That is formualic. Enjoy it, Roxbury residents, as the repercussions will soon set in. Some of your fellow...citizens have been condemned to having problems related to audible noise and low frequency sound waves.

Nobody is going to want to buy into Roxbury for the scenic vista of ugly 459 ft tall wind turbines. Property values for Roxbury Pond owners will plummet and the marketability of properties will suffer.

Then, two years from now when the state adjusts it's valuation, state revenue sharing and state education subsidies will drop, leading to a rise in your local property taxes again.

If you are happy with wind turbines for a small drop in property taxes, you truly are easily bought off and soul-less.
