Dixfield warrant vote a formality, selectman says

DIXFIELD — Board of Selectmen Chairman Malcolm Gill said Thursday the vote on signing the election warrant this week was a formality, because the board already voted to place the items on the ballot.

At issue was a 2-2 vote Monday night on signing the Nov. 6 warrant.

Selectmen Scott Belskis and Hart Daley voted not to sign the document;  Gill and Selectman Bob Withrow voted to sign it.

Belskis said Tuesday afternoon that he and Daley did not sign it because they believe the proposed wind ordinance should not be on the warrant,  because some changes should be made. The ordinance provides regulations for the development of wind power projects.

The warrant includes the wind ordinance, a selectman's race between former Selectman Norine Clarke and former Planning Board member Norman Mitchell, and a question asking residents whether they want to spend up to $50,000 to begin the withdrawal process from RSU 10.

Gill said all three issues were approved by selectmen for the November ballot. Monday's vote was to sign the election warrant.

He said he checked with the town's lawyer, Lee Bragg, of Augusta before Monday's vote to learn whether a majority of the board must sign the warrant.

We did not need a vote. All had been passed by selectmen. It was just a matter of putting them on the ballot,” Gill said.

The vote on the wind ordinance will determine whether the town will allow Patriot Renewables LLC of Quincy, Mass., to continue with plans to construct 10 to 13 turbines along the ridgeline of Colonel Holman, Burnt and Little mountains.

We want guidance from residents. This is the time for people who have not had a chance to speak, to give their opinion,” he said. “This will determine whether the town will have windmills.”

Belskis and Daley, along with several others in town, have voiced their opposition to the wind project for many months.

Gill said if the ordinance is voted down, a special town meeting would be called to authorize a wind project moratorium. If a moratorium were enacted, another ordinance banning wind development would be written and voted on by residents.

Bob and I will go with whatever the people decide (on Nov. 6),” Gill said. “This will affect our town in the future.”

Ordinance not ready....vote NO

Do not approve of $50,000 for RSU study....save your tax dollar.
Vote NO on WIND ordinance.....WIND is a scam.
Vote for Norman Mitchell as he is seeking the truth.

First of all, an outright ban

First of all, an outright ban of wind development is impossible. Every other town that has written an ordinance that has kept developers from pursuing projects, was written, based on the science and evidence that shows turbines of this size has bad consequences to neighbors. None of these ordinances has been overturned by legal action. Our neighbors in Rumford, Sumner, Buckfield, Wilton and Byron have successful ordinances in place.
The ordinance proposed for Dixfield was hastily written , guided by dreams of easy money and with thoughts that the development would quietly take place before those truly affected would notice.
Now, the residents of Dixfield have sought , researched and asked the questions to understand what grid scale wind development is all about, while Gill , Withrow, Clarke and Skitbitsky can't get out from under the visions of the power of money. Most of us have come to learn from our elders long ago.........Easy Come.....Easy Go

I guess now with Skitbitsky leaving, Gill needs to look elsewhere for guidance. Funny, he would say the people are the source of his needed guidance, while he continues to be all for no public comment allowed at meetings.

During a board meeting in

During a board meeting in September, the ballot questions were brought up. The vote for a new selectman and the wording of the question was deemed adequate by the board, but questions arose on the wording of the questions on the wind ordinance and the RSU withdrawal . The items were tabled for the following meeting to enable correction to the wording of the questions.
The following meeting was cancelled due to lack of quorum, two selectmen could not make the meeting.
This left the Town Manager making the decision on the wording to be used without guidance from the board due to the absence of two of them, Absentee voting was the cause of this time dilemma.
At such a critical time as election time is, it seems some avenue of making this a ballot people can be assured has the faith of the whole board could have been arranged.
The wind ordinance, as all the select board agreed, needs reworking and is not ready for enactment. Vote No and let's get this process done right.

This is not about the wind farm this is about gill and withrow knowingly putting an Illegal question before the people this violation needs to be known why wont the press print the truth about this ?? We are about to have an Illegal Vote in Dixfield on an invalid ballot this just cant be !! please print the truth I know you have it Eileen M. Adams Please as a matter of fairness after this came back from MMA and AVGO with legal opinions as the select-board had requested and they said the ordinance was invalid and needed over 90 changes before it could be put before the voters and this invalid ordnance was why Hart Daley and Scott Belskis refused to sign the warrant they did not anything to do with allowing the town to vote on an ordnance that was invalid and worthless !!! “We did not need a vote. All had been passed by selectmen. It was just a matter of putting them on the ballot,” Gill said. Law states ballot must be signed by a majority of the selectmen or None shall sign it plain and simple the prior board never voted to sign this warrant as this warrant did not exist prior to June when we got a new select board !!! and thats a fact !!!
