Selectmen hear earful on manager firing in Paris

PARIS — Following sharp criticism from angry residents Monday over its decision to fire the town manager without cause last month, the Board of Selectmen unanimously voted to hire an interim replacement.

Michael Thorne, who served as the Harrison town manager for 21 years and the Raymond manager for two years, will take the position immediately. He will work a 25-hour week and be paid $600 a week.

Thorne replaces Town Clerk Anne Pastore, who declined appointment as interim town manager after the board voted 3-2 on June 22 to terminate the town's contract with Sharon Jackson.

Monday's meeting was the first opportunity for residents to publicly address selectmen on the issue, and several people expressed anger or dismay over the decision.

Forrie Everett, chairman of the town's Budget Committee, said the termination would lead to extra costs for hiring an interim town manager and paying town employees for working extra hours to cover Jackson's duties. Everett questioned where the money would come from, as the year's budget has already been established.

"I don't know if they're going to do like the past administration did and start robbing from Peter to pay Paul, or you're going to do what's supposed to be done and have a town meeting to approve these monies that are being foolishly spent," Everett said.

Ivey said the board had not yet discussed where additional money would come from.

"You haven't gave that a thought, have you?" asked Everett.

Ivey replied that he had not responded in such a way, and told Everett that his time to speak was over. When Everett tried to continue, Ivey said he would have Everett removed, prompting shouts of protest from the audience.

"I'm telling you, you're a snake in the grass," Everett said. "I have no faith; I have nothing in you. And I'll do whatever the town asks me to do to get you three out of here."

Ivey, along with selectmen Troy Ripley and Glen Young, voted in favor of firing Jackson. Selectmen Raymond Glover and Lloyd "Skip" Herrick voted against the termination.

Carmen Rubonas, a Paris landowner and taxpayer, asked the board to provide in writing the reason for its decision. She said Jackson had received favorable performance reviews prior to the decision.

"I am here tonight because I question the motive and intent of the majority of this board that's sitting at this table," Rubonas said.
Other residents urged the board to rehire Jackson.

"The most expedient, quickest, least expensive, most cost-effective way to do it is for you to vote to undo the mistake you've made," said Al Bancroft, founder of Bancroft Contracting.

Resident Greg Harris questioned allegations that Jackson's predecessor, Steve McAllister, left the town in a poor financial state when he departed. In defending her record to the board before her termination, Jackson said she had helped bring the town out of financial difficulties.

"I'm wondering if there are any facts that will support the unfavorable allegations, or is it just the way Sharon Jackson told the story when she wanted to make changes to her own way of doing things," Harris said.

The board unanimously accepted Pastore's resignation as interim town manager after a half-hour executive session, and unanimously approved Thorne's appointment after another half-hour executive session.

However, Herrick questioned how Thorne had been selected.

Ivey said Thorne had approached the town after reading about the vacancy. Herrick protested that neither he nor Glover had been told about Thorne's interest in the position.

"It's quite evident we have a three-man board operation here," Herrick said.

Young said he was also unaware that Thorne had approached the town.

Jackson was hired by the town in December 2004. She previously served as finance clerk for the town of Oxford for eight years, as well as interim town manager there on two occasions. In September 2004, she was considered for the Oxford town manager position but was not hired.

Under her contract with Paris selectmen, the board had the right to terminate Jackson without cause, but would have to pay her salary and benefits for a period equal to one month for each consecutive year of service. Jackson told selectmen last month that the town would be required to pay her $40,000.

Sharon Jackson's pay was too high? Poppycock. With her last raise, it brought her in line with other Town Managers around the state who handle Paris-sized populations. Where are you getting your 'facts', Sheesh? Out of your butt like David Ivey does? I bet!

No matter who was on the board of selectman, she SIGNED a LEGAL document stating they could fire her with no cause and they did. Now she needs to get her tissues and move along. Laws are laws and rules are rules. IF you don't like the rules then you don't play.

I'm glad she's gone and I hope it stays that way. She caused a lot of problems for the town of Paris poor folks. Nuf said!

I've never gotten a damn thing from Sharon Jackson and I still support her! Only you Poison Ivey types think that the reason why we support her is because she's helped us in some way. WE STAND UP FOR HER BECAUSE SHE HAS RUN PARIS WELL IN THE LAST FEW YEARS, OUR BUDGET IS SOUND, AND WE ALL FELT SHE WAS WORKING FOR ALL THE PEOPLE OF PARIS.......AND NOT JUST FOR THE 17 DISGRUNTLED LANDOWNERS WHO SO BADLY NEED TO SUCK THE BREAST OF POISON "DAVE" IVEY NOW! I have permission from Richard Kennagh to print this info on this site. I sat on my front porch this morning july 20, 2009 and had a very interesting conversation with Richard Kennagh in response to Al Atkinsons bit he wrote on computer under the sun journal/connecting with your community section stating richards garage is in the middle of the road. Richard said, "I got a call one evening from someone that works at the town office , and it wasn't Sharon Jackson. That person informed me that there had been meetings taking place in different homes concerning the placement of my garage. Then at a later date I received a call from Lawyer Dana Hanley requesting that I meet with him at his office at my convenience. I went to his office and asked him what the meeting was about. He said,"I am representing a group of business men who have an offer for you that if you will go in on a piece land behind your house and behind your garage and would develop a road to town spec in subdivision that they are opting to buy that they would no longer pursue the demolition of my garage. " I thanked Mr Hanley for the meeting and told him that I would definatley look into the matter. 'This was never brought out in any meetings or otherwise until now by Mr. Atkinson. Mr Atkinson seems to want to push my buttons. I suggest he come see me personaly with out a phantom computer name and I will explain the whole matter to him in a way he"ll understand it!!These FACTS can all be proven inlike his. This was pure, blatant blackmail!!! Is this how we want south paris politics to be run? S o to make a long story short and state the facts they wanted me to put in a road that would have cost me approximately 150.000 for them for free that then they would drop the harrassment on my garage and would enter on the road that was already laid out for that subdivision.They already had access to that property without demolishing my garage. This was simply a ploy to get a $150.000 road base put in for them for Free!!!It had nothing to do with my garage. All these facts were quoted to me by Richard Kennagh himself. Forrie Everett

One more thing al atkinson(oops topgun), al bancroft got a loan from the growth council of the oxford hills as did the suttons of maine machine. The growth council not the town business developement fund. Are you implying that Sharon Jackson did something for them too???, Dick Kennagh built his garage over 30 years ago under the watchful eye of the paris building inspector/ceo, and town manager, If it was wrong to build it there then why did they let him do it??? Get your facts straight!!!!!!! forrie

Obviously some people just like to spread rumors and half truths. I was in the parking lot and saw the incident. It was not Ivey doing the pushing and it was not Ivey that the 2 police officers grabbed.... it was the elderly man that was doing the shoving with his wife striding along with her big mouth going. So get the facts straight. Ivey could have pressed charges but didn't, just asked the officers to get them both out of there.
Taxes will be going up all right but not because of this incident, it will be the the State reduction in grants (homestead exemption $) to the municipalities and the removal of a large percentage of the fee collection for auto registration.
It is obvious to me that the people that are supporting the troubled 2 are only doing so because one way or another Jackson did something for them. Like R Kenaugh who still has his garage in the middle of a road, and A. Bancroft whose business got a loan from the town business development fund.
It's just possible that there were good reasons that Jackson's contract was terminated but these "people" just don't wish to see them. We need a new direction for sure and maybe its one where these big mouths keep their voices quiet and listen for a change.

When chairman David Ivy gets so unglued that he was seen shoving an elderly guy in the parking lot, it's pretty clear the"new direction" he is taking our town ... DOWN. Had this been caught on tape, Ivey would be toast but like any good bully he apparently approached this guy from behind and away from the crowd. Some school yard bullies never grow up. They just find new targets like the elderly, handicapped, etc. How pitiful!!

The bottom line is.......Ivey,Young,and Ripley need to go!! Forrie,if you can come up with a way to get them out for the save of this beautiful little town i am sure you will have the back up for most of South Paris...Get these idiots out!!

I agree with Nancy that it's sad to see all this small-town nastiness going on in South Paris. To outward appearances, it seems like a nice little town with the promise of positive future growth, but wow, when you see what's going on in town politics, it's very off-putting. No reasonable person would feel encouraged to move or start a business there.

In any political arena, few people are able to judge impartially and make logical rather than emotional choices. It's really a pity, because that's where logical choices are needed most.

Lovely the taxes will be going up yet AGAIN! How can they offer a salary and not know where the money is going to come from? $600 for 25 hours a week is nuts a lot of people don't make that on 40 hours! I'd really like to know why Sharon was fired.

I am so glad Sharon Jackson is gone. I didn't like her motives. I also feel that her paycheck was way too high! No wonder our taxes are going sky high! I see greed with town managers! She was way over paid, period! I feel that paying Michael Thorne $600 for a 25-hour week is too high also! How come the appointment of this job was not given to the voters? Why did the selectman decide? The town select person is working for the whole town so why shouldn't the town vote? I do agree that it seems there is three town selectman? Maybe we need to dispose of all the selectman and get some select women in there to get the job done right. Need blood on the board I think would be a good thing. It also appears that there is no communication between all of the selectmen? No wonder there are so many problems.....

So what your saying is all the other selectpersons in the rest of the State are all wrong because they overpay too, as you call it!! For all of the tireless hours these managers put in on their salary, well over forty by the way, you accuse them of being overpaid, you are either totally blind or just completly....well just use your imagination on the rest!!!! I guess I missed the memo that said women are better selectpersons..yeah must have missed class that day. Oh and by the way if you wern't so completly COWARDLY maybe you would put your real name instead of initials..love it when people think they need to open their mouth and can't show who they are, oh wait, I figured it out you must be be like the "three blind mice" on the selectboard that like to hide things!!

I am a property owner in

I am a property owner in South Paris as well as Harrison. I am always sadened every week to hear the goings on in So Paris........although I am excited with the appointment of Thorne. He did a wonderful job here in Harrison and it was a sad day when we lost him. The longer his replacement is here .... the more we all miss him. You now are the lucky ones.
