Portland police warn public about heavily armed man

PORTLAND — Portland police are urging the public to be wary of an Iraq War veteran they say paraded while heavily armed down Forest Avenue late last month. He also has been charged with drug and weapons violations.

Carlos Reed, 27, of Portland, has countered that he was exercising his constitutional right to bear arms and has promised to do so again, with or without police approval, Portland Assistant Police Chief Vernon Malloch said in a Friday afternoon announcement.

Reed has been released on bail and is now walking free. Friday’s announcement was issued for “public safety purposes,” Malloch stated.

According to police, Reed was found by officers just after 1 a.m. on Sept. 27 walking down Forest Avenue near Woodfords Corner wearing a camouflaged bulletproof vest and carrying an assault rifle with a scope and laser site. He was carrying a total of four magazines for the assault rifle, containing 120 rounds of ammunition, and had a handgun strapped to his ankle, police say.

Responding officers confiscated his weapons at the time, but did not immediately charge him.

After an investigation, he was subsequently charged with Class D threatening display of a weapon. When state police arrested Reed on that warrant in Lebanon on Friday, they allegedly discovered illegal narcotics in his possession and tacked on charges of Class D illegal possession of hypodermic apparatus and Class E possession of schedule Z drugs.

A .22-caliber handgun and bulletproof vest were also discovered in Reed’s vehicle at the time, according to police.

“Reed has repeatedly stated that he was exercising his constitutional rights to open carry and he intends to arm himself again and force confrontations with police,” Malloch stated in Friday afternoon’s announcement. “Reed is an Iraq war veteran who stated that he was conducting a military training mission when he was stopped by Portland officers.”

Bail conditions placed on Reed now prohibit him from possessing firearms and ammunition, and force him to comply with an 11 p.m.-to-6 a.m. curfew. Police insisted Friday that anyone who witnesses Reed walking armed in the city keep his or her distance, and to call 911.

Constitution - is continually subject to review and re-interpretation by the Judiciary; you haven't noticed in reading Decisions of the Supreme Court?

This guy was marching down a busy street at one in the morning in camouflage, and heavily armed. Technically he was breaking no laws. Do you as a resident in a small community, with children, elderly, and let us not forget, other psychos out there, I mean, that sort of behavior tends to be contagious among the fruit loop society, support this behavior?
I'm not looking at this as a legal or illegal thing. Is it appropriate behavior? There are lots of things that are legal but shall we say, not always appropriate. If this guy wants to play solder then he should reenlist, and go back over seas. Portland isn't the place to be conducting military exercises.
I'm almost afraid to tell anyone anymore that I'm a gun owner. For over thirty years I never had a problem, until the gun nuts out there, and there are lots of them, have decided that not only do they have a right to carry, but they have a right to flaunt it any which way they please. The more outrageous the better. It's embarrassing what these idiots are doing to the image of legitimate gun owners these days. I just feel sorry for the poor cop who is going to end up shooting this nut. That cop is going to have to live with that the rest of his life. Anything to protect his rights in the Constitution????????????

The guy is 27 years old. I have had guns longer than he's been alive. I have yet to struggle with the urge to conduct "military training" walking down a public thoroughfare. He states his intention to force confrontations with police, that to me is going overboard.
This is another one of those situations where the guy goes out and shoots up something maybe even kills someone, and everyone sobs and asks why they didn't see any signs of trouble. Well folks open your eyes.
When anyone angrily claims to be exercising their constitutional rights, I think, they are really screaming out for help..........................

I think I was more concerned with the pro gun zealots out there. I understand their absolute strangle hold they have their constitutional rights, but when they defend their rights to carry arms, using an obviously mentally unstable individual. I just have to wonder what this world is coming to. I mean there's legal, and there's stupid. Where do they draw the line...........

Are you just noticing that the world is bleeped up? It's been going on for 25 years. As the Rev. Wright said, "America's chickens are coming home to roost". And, it ain't going to be pretty; (my words).
People are at wits end. All we hear about are government shutdowns, ACA that is catastrophic on a good day, etc. etc. and people are just strung out. They're worried about their health, their healthcare, their jobs being cut to part time status so that their employers don't have to provide ACA. It's just plain nasty out there. The unstable ones are the ones we see on the TV news or read about in the papers. Government has been successful in dividing us (dems vs. repubs; blacks vs. whites; illegals vs. legals; liberals vs. conservatives, poor vs. rich. They've divided us. They're not quite ready to conquer us yet, but it's coming. The lines have been drawn, but nobody cares. As long as their govt. checks keep coming, everyone's happy. Until that big shoe drops.

Precisely why I moved to a nice quiet dirt road, surrounded by friends, in the middle of nowhere. I started early in life, running from the insanity. Being a truck driver, I was forced to drive back into the quagmire on a regular basis. There is one particular point on the turnpike between Gray, and New Gloucester, I used to look forward to passing every time I came back north again. I called it my "point of sanity". That was when I decided I was home again, either returning from my fathers house in MA, or after three weeks on the road all over the midwest.
I'm afraid the insanity is approaching that landmark, you are right it's only a matter of time. I'm keeping my eye's on Lewiston/ Auburn, if the craziness overtakes them, I got my eye's set on Jackman.............
