LEWISTON — Lt. James Minkowsky was tapped Tuesday for the No. 2 spot at the Lewiston Police Department.
Minkowsky, 41, joined the department in 1990. He has served as patrol officer, sergeant and lieutenant. He was the first supervisor to run the department's Youth and Family Services Unit after its creation in 2000, according to a release.
He also has served as acting police chief in Monmouth, where he lives with his two daughters.
Chief Michael Bussiere said he picked Minkowsky from a group of qualified finalists that included two lieutenants, a sergeant and a patrol officer.
"Jim is a consummate professional and a dedicated public servant who will continue to serve this city and the Lewiston Police Department well," Bussiere said.
He said he and Minkowsky started at the department at about the same time. The two also served together in the same Cub Scouts troop, which met in the basement of Holy Cross Church.
"We go back a long ways," Bussiere said.
He stepped into the top job in May after former Chief William Welch stepped down. Bussiere was officially named chief in August.
Bussiere said Minkowsky has "exceptional leadership capabilities." He'll be charged with overseeing departmental training as well as helping to develop and staff a new community resources division within the department.
Minkowsky also was picked for his ability to work well with other city agencies, such as code enforcement, fire and administrative officials, Bussiere said.
He said he expected Minkowsky to be appointed to community boards and to become involved in various community functions in the city.
"That's very important to me," Bussiere said.
Minkowsky is scheduled to be sworn in at a formal ceremony at 3 p.m. Monday at the police station.
Minkowsky earned a bachelor's degree in administration of justice from the University of Maine while working as a police officer. He is a 2008 graduate of the FBI National Academy. He is a licensed polygraph examiner and serves in the U.S. Naval Reserves.

Don't focus on the $70,000 Baldacci salary. He has an excellent package of fringe benefits:

- a home, food, chefs, vehicle, driver, security guard, landscaper, etc.
- a killer pension plan. Very rich. That he can start drawing very early.
- gold plated health care plan for he and the family
All in all, probably worth about $200,000 a year.

I've known Jim for 37 years and he definately deserves this. As far as wages go, they're all under paid. As for the Governors pay, he's got this State in such a horrible condition, HE should be paying the State. Government won't be happy until they completely control our lives. They make these new bogus laws then expect people like Mr. Minkowsy to enforce them to use the fines to bail out their bad choices. Congratulations Jim and best of luck to you.

Tron, it took me all of 2 minutes to get on the city's website and find the salaries for the chief and the deputy chief. The 2009 adopted budget lists the chief's salary at $95,656 and the deputy chief at $82,492.
The governor earns $70,000 annually, the lowest state in the nation. This has been the salary for 20 years.
A more realistic comparison would be the governor's salaries for NH and VT; $108,990 and $143,957 respectively. Or.... if the governor's salary was adjusted over the past 20 years for the Consumer Price Index, the position should be paying $121,542 today.
And you can't compare the duties of the governor and a police chief.

True the Governor controls a workforce of thousands and the police chief maybe a hundred. The state budget is BILLIONS, the police force a few hundred thousands. So definitely the police chief and his assistant is worth more than the governor. I thought we were in a recession, but the city government keeps right on spending.

INLINE4NUT, I am certain that Lewiston is paying through the nose for these two Pros. I hope neither of them makes more than the Governor of Maine, since neither has the ability or duties to equal his. Of course we don't know, since the SJ doesn't report such things. It's all a secret, that's the way the Council does things.
