Muslim advocacy group files complaint with Lewiston School Department

LEWISTON — A national Muslim civil rights organization has filed a formal request with the Lewiston School Department to allow a middle school student to pray on school property. The group also wants Lewiston to modify existing policy and provide "constitutionally protected religious accommodation," such as a designated prayer room.

The group has also requested the school department institute diversity training for school staff, and to ensure the middle-schooler won't face retaliation because of her request to pray at the Lewiston Middle School.

According to the Washington, D.C.,-based Council on American-Islamic Relations, seventh-grader Nasra Aden had been routinely "praying discreetly during her free time or lunch break in a corner of a school hallway." But, on Tuesday, CAIR asserts a teacher told Aden "never to pray on school property" after Aden was seen preparing to kneel in prayer in a corner of one of the hallways.

After Aden told her mother, Jamad Warsame, what happened, Warsame spoke with school Principal Maureen Lachappelle and asked the school to accommodate her daughter's desire to pray. According to CAIR, Warsame's request was rebuffed and she has been "forced to pick up her daughter every day and take her to a nearby park to pray."

Lachappelle said Aden is not being forced to leave school to pray, but that the district accommodated her mother's request for her to leave the campus this past week for prayer.

Lewiston Superintendent Leon Levesque, who learned of CAIR's written accusations hours after a press release had already been published on various Web sites, said, "Students are free to pray quietly during class if they choose as long as it's not disruptive," because "prayer is constitutionally protected in schools."

"They can pray audibly or silently," and are subjected to the same rules of order as apply to other students in the school. "We have never denied a student's right to pray," he said.

Aden's uncle, Ismail Warsame, who lives in Orono, said Lachappelle and another school official told the family that because the school department "could not provide a room for Muslims to pray, it was against the school policy for anyone to pray."

Lachappelle disputes that was the department's explanation.

Lachappelle said she told Jamad Warsame that the school department cannot provide special prayer rooms for students of any religion, but that "students certainly have a right to pray in school. We know that's their constitutional right."

A lot of kids pray silently in school," Lachappelle said, at their desks before a test or during study hall. "We don't promote prayer and we don't deny" students' right to pray, she said. "We're neutral."

Levesque said that staff is trained to protect the right of students to pray, and he's certain many students do pray unnoticed. The district also allows religious clubs to meet in school buildings before and after school, and that students are permitted to be excused from school for religious holidays.

In a written statement, Ismail Warsame called school officials' alleged actions in responding to Aden's effort to pray "a stunning scenario of lack of multicultural competency" and "clear violation of our constitutional rights to free religious expression."

Warsame also accused Lachappelle of hanging up on him as he was asking whether the school department would accommodate the family's request to accommodate the specific religious needs of certain students. Lachappelle acknowledged she did end a phone conversation with Warsame abruptly because "he wouldn't take no for an answer."

According to Lachappelle, after an involved conversation about the school's position on allowing silent prayer, she said she told Warsame that "this is what the ruling is. We're disagreeing, and I'm following district policy. I feel we need to end this conversation."

CAIR National Communications Director Ibrahim Hooper said Friday that if the Lewiston School Department did not address its four requests to allow prayer, modify school policy, institute training and protect Aden from retaliation, "we wouldn't really have much choice but to take the case further" because "the student has the legal right and the constitutional right to pray in school in a manner that is not disruptive to the learning environment."

Hooper said no one from CAIR spoke to school officials before filing its four-prong request because it is their general practice to file requests and then follow up with schools and other organizations to institute changes.

First, CAIR is following our laws and our Constitution. Second, Christians have never faced discrimination in public schools since organized, state sponsored pray was removed. Third, obviously a problem exists between the super and the parents. Various court decisions require that governmental organizations make reasonable accommodations to allow people to exercise their Constitutional rights. Lastly, its not a question of Muslims becoming Americans. Its a question of Americans changing to accept new Americans and new Americans learning to live among us.
The racism, religious intolerance, and dowright bigotry in these comments unfortunately doesn't amaze, but it will give Lewiston a bad name.

First of all,when some muslims and somalis dont get what they want, they say negative things about the city of Lewiston and its citizens.The franco-Americans were not the only ones to help "shape" the city of Lewiston and there are plenty of us that can lay claim to having franco-American ancestors.While it may be true they were, so called "non-natives",we today,who were born here and live here,are true natives of Lewiston.Has far as Lewiston being a dying city before the somalis came ,its still dying today. Somalis didnt make any difference....more manufacturing jobs, will.Your right about immigration being an American story.We welcomed all who wanted to come here and become legal American citizens.Yet alot of racism and bigotry is aimed at us Americans by some of the immigrants we welcome here because we dont conform to their ways. This is coming as a shock, but I do agree with queenhoneeybee. To say that they are filthy and smell is an unnecessary attempt at a low blow and can be construed as racist, though it is your right to think that. I do agree that since they are here, they must follow our laws and regulations. When I was in H.S., a group of teens used to gather around the flagpole and pray BEFORE the start of the school day. The were told to stop because it was being done on school property, they weren't a school authorized group, and the school couldn't show favoritism to one religious group. This was about 15 years ago. Where are the groups that fought to keep prayer out of school now? Caught in between a rock and a hard place: protecting their rights and being called racist, or siding with one religious group over another. I bet those groups never thought this would happen, which is why they are now silent on the matter. I think that if they are going to have a prayer room for one religious group that it should be open to any student of any religion who wants to pray, and that that room should be monitored for safety, and controlled with times and student capacity and scheduling. That would show tolerance of all cultures and religious organizations. Muslims in this country must be tolerant of other cultures and religions too.

I see Lewistonites all over seem to expect the Somali community to become flag-waving Americans the day they stepped foot on American soil. When any community of immigrants comes to a new place, there is always a rocky period of problems before things can be sorted out. People who don't understand this are clearly oblivious the the history of the Lewiston's French-Canadian and Acadian population. It will get better with each generation. Unfortunately the Muslim population will have to accept the unfortunate fact that in this country we are all treated alike. If they want special rules, such as allowing prayer in school, they will have to provide their own schools as the Catholic and Christian denominations do. If they want to pray at work, work for a company that allows it.

To our School administrators, congratulation for standing up to this special interest group; especially to the one who terminated the phone conversation. To our politicians, stand up for America.

Certainly these people left their homelands for a reason; they came here of their own free will and must live according to our laws and customs.

There is a Maine State Employment Law that PROTECTS being discriminated against for religion. The Muslim Community should not have to change their ways in a religious sense for anyone else's.

Our laws and our customs PROTECT religious freedom and protect people from being discriminated against. "Our laws and customs"-who says? We are a diverse nation. Not "your way or the highway". Rubbish!

my comment was in response and thought-specific... however for the sake of clarifying-so what makes anyone think that an employer wouldn't hire someone who is Muslim Religion because they KNOW that some pray during the day? I would hope that many would accommodate and at the very least schedule their break at the time when its most needed. however this has happened with many people with many religions. i know that NOT eveyone on SJ comment is an employer-heck I'm not even an employer. however, i would hope that a situation like that wouldn't impair someone who is fully capable and qualified for the job due to their faith. I don't think think that anyone is talking about serving beef here either.

I was bullied in school-tormented... every single day of my childhood life. For what? My hair? My skin color? I never understood the reasons until I went to a school far away from here. The day I was called the 'n'-word was the day I realized that I WAS different. I was called the 'n'-word and I wasn't even African-American or even Mixed African-American. I can tell you from personal experience that when a child/woman/or man is backed into a corner their survival mechanism kicks into gear. I know the Muslim Communities Children are being faulted and being verbally, physically attacked. I know the Muslim Community is being faulted and verbally/physically attacked. A lot is due to ignorance and people having the misconception about a different culture and people the are angered by their own government. Maureen Lachappelle and Leon Levesque have gone to great lengths to provide a quality educational experience to the students of all faiths and political systems. Do some research on C.A.I.R. and learn about their agenda. It isn't pretty.

Honeybee, it is easy to hide behind a moniker and take shots at good people. We'll start to take you with more than a grain of salt when you post under your own name. Maureen is a professional, caring administrator who has dedicated her life to her students. You ought to be ashamed of yourself.

Kudos to Lachappelle and Levesque for their stand on this issue. If they allow the muslims to have a prayer room on school property, they damned well better be prepared to have one for Christians and Jews as well.

This isn't about prejudice. It is about recognizing historical evidence. Politically correct multicultural attitudes are eroding the identity of this country. The country allows small minority groups to enforce on the whole society their notion on what they think their rights should be. The CAIR organization is a joke. They try to bully towns like Lewiston with political correctness. Just look at their stance on Fort Hood and how even with mounting evidence the guy wasn't a nut but a devout muslim radical. This country earned its reputation as a melting pot. It's what made us the envy of the world. It's why people over the course of time, died trying to get to America. It's the same reason why people volunteer to defend America. Far too often people want to change this country into silos of people who don't want to integrate but rather exist here in their own communities, not learn the most common languauge BUT benefit from taxpayer benefits. Why is it the Muslims have become so demanding in the past 10 years? It's becuase our political correctness has emboldened them. If a Judeo-Christian group did that in a Muslim run country how far do you think they'd get? Next they will want to institute Sharia law rather than follow established laws. They have already tried this in Europe. And stats show that the average Muslim family is growing faster than native Europeans so they will have evntual voting power to do what they want. The lunacy is many can barely afford to support their large families so they benefit from taxpayer aid. Does Jamad Warsame work? Hmm I wonder with free time to pick up her daughter during the school week? I have alot of issues with the way schools are run BUT NO prayer room please and NO visual displays of religion in school. It insults me they would even ask for such a thing at taxpayer expense. The minute CAIR gets involved it reeks of joke organization, farce, and sympathetic in many circles to radicals trying to use political correctness to get it's way. Lewiston be strong and don't be pushed around by Jamad Warsame or the farce CAIR.

All other religous beliefs have been removed from schools, why should the Islam be any differnt? Why because the Government is scared of them. Let the Christians also pray, maybe the kids would learn more respect if they learned about God and prayed to him. Also it is time for the leason of holding your hand over your heart during the Anthem. Don't bow to the Islams with out bowing to the Christians and any othe Denominations.

First off I have to say I can't believe Maureen Lachappelle STILL is at the Middle School. Her demeanor and attitude-everything about her STINKS! I do not doubt this one bit. Not only by the schools standards "by protecting one of their own" but who Maureen is and her personality in general. Its more than apparent that it hasn't changed. Lewiston Superintendent Leon Levesque should've maybe schooled his teachers and principals in the matter before it got to this point and portrayed themselves/Lewiston/Maine as discriminating, prejudiced losers. Shame on you Maureen for telling a mother and her child to take them out of school and pray at a park! Leon Levesque finally can her, will ya!?!

I can't believe it took a Muslim Civil Rights Organization to back up Jamad Warsame and Nasra Aden. Anyone and everyone-don't matter who they are should be able to pray if they want and the schools (as public and diverse as they are) need to be accommodating to children with any and all religions. I am very sorry to them both and probably the many other children who were denied their right and religious freedom to pray in a safe, comfortable environment within the school.

Aside from all of this-I know of too many children's stories who are discriminated against and harassed at school because of their religion-Muslim. Children learn from their parents-we as adults and teachers and people who are looked up to-set examples in how we treat others. Another thing I can't stand is how SOME parents blame the Muslim Community as a whole for fights that might break out or arguments in the schools. Don't think that you're children are the angels because you refuse treat the Muslim Community Equally yourselves. Have you ever been backed into a corner or bullied every single day of your school life? Its not fun. Stop discriminating and thriving on hate people! Stop being so dang prejudiced.

I am just glad that this situation has been reported and something is being done about it. I hope that the school does something about this immediately. Maureen needs to know that she can't treat kids and their mothers like crap. Fire her!

as far as a school for a child with special needs... i agree something needs to be done in the state of maine for the best quality care and more schools/facilities. i can only assume your comment refers to a child who is mentally or physically handicapped/blind/deaf or both. how does that start? i don't know-maybe people who can be advocates for a place such as that within the state of maine.

My comment stated that ALL people with ALL religions should have a safe, comfortable place to pray-if they must. We are a country of diverse and unique. This isn't the 'white-man's' land no more. Never was. As far as the Muslim religion. This is what is asked for them do to. They shouldn't have to change their ways or routine to please anyone else.

You have just offended all of us who live here.It seems has if your the one who discriminates and thrives on hate.Your always throwing the hate word around like its the only word you know.Just because someone disagrees, or believes in right & wrong does not make it hate.We that went to public school never had a special room to pray in.We also didnt have special rooms for kids with blue eyes and kids with brown eyes.A schools purpose is to give an education,not a safe, comfortable place to pray.Even muslims need to adapt to where they are living,if they need to pray during school hours than they should probably attend a muslim school that practices their ways.We are not going to change the whole city of Lewiston just to suit everyones culture.Has far as being harrassed and such at school because of their religion,it sounds like one of your special interest themes.They do those things (fight,discriminate,harass,argue,ridicule)in school also. I see them go by my house every day, and alot of them behave like the rules that we have to live by ,do not apply to them. There are alot of muslims who are nice,peaceful,hardworking people that are adapting to this country and dont expect special treatment.You stir up and incite hatred with your anti-Lewiston talk.You really need to have a talk with your ownself.

Lewiston Superintendent Leon Levesque should've maybe schooled his teachers and principals in the matter before it got to this point and PORTRAYED THEMSELVES/(THEY PORTRAYED) Lewiston/(THEY PORTRAYED)Maine as discriminating, prejudiced losers.

Wow - talk about prejudice!

Wow - talk about prejudice! While I don't really care for the principal or vice principal at LMS, I think she handled it the way it should have been handled. No matter what I say, I am sure I will be called racist or Prejudice, but I believe that SOME of the people in the muslim community believe that they are entitled to special treatment because they are muslim. I have heard way too many conversations with them which lead to them yelling and arguing to have it "their way" and they won't bend until you give in. I don't blame her for hanging up on him, she said he wouldn't take no for an answer and I believe that is true. This is a tough situation no matter what, but why does everything have to lead to filing some kind of "case" against everyone???
