Paris revaluation funds in question

PARIS — The interim town manager has recommended that a proposed revaluation of properties not be paid from the general fund after an unexpected shortfall in that account.

Michael Thorne said he originally predicted that the undesignated fund would increase from $589,000 at the end of the 2008 fiscal year to $750,000 at the end of the 2009 fiscal year. Instead, an audit determined that the fund stood at about $432,000 after the 2009 fiscal year.

"Given the fund balance of that smaller size, it would not be prudent to take $225,000 from it," Thorne said.

A special town meeting had originally been proposed for Dec. 3 to ask voters if they would approve the use of $225,000 from the fund to hire an outside agency to conduct a revaluation. Former assessor Kevin McGillicuddy resigned in 2007 after his revaluation was criticized by townspeople who said it resulted in a sharp increase in their property taxes. Assessor John Brushwein has said he is working to correct errors in the assessments. He estimated that it would take until 2013 to complete a revaluation process if the assessor is the only person working on it.

Thorne said the shortfall apparently resulted from expenses exceeding revenues in the prior fiscal year. In addition, the undesignated fund helped pay for a project to install sidewalks along High Street near Paris Elementary School.

Thorne recommended to the selectmen on Monday that any funds approved for a revaluation should not come from the undesignated fund. He said it is possible that the town could borrow money for the project by soliciting bids from local banks.

In addition to the revaluation question, the special town meeting was to ask residents if they would approve the use of funds to repair the Fire Department's water tanker and rebuild a recreational trail bridge over the Little Androscoggin River. A fourth item proposed a voluntary adoption of state ethics regulations on campaign funding.

At Monday's meeting, selectmen voted to postpone the Dec. 3 meeting after accepting two recall petitions filed against Chairman David Ivey and Selectman Troy Ripley. Selectman Ray Glover said that by state statute, the recall petitions would have to be placed on the next special town meeting.

Glover said Friday that since the next regular meeting of the board won't be until Dec. 14, a special selectmen meeting will be held to satisfy the requirement that a recall election be called within 14 days of acceptance of a recall petition. Glover said it was unclear whether all of the original articles would remain on the warrant.

Ripley said the board would conduct interviews for a new town manager on Dec. 1. He would ask for a special meeting to take place later in the week to set up warrant articles for a special town meeting, he said.

For the rest of the story. Responding to the information reported in the article, which is what I thought the purpose of this forum was for, I would recommend that someone learn a little more about the town's finances, as reported in the audits, before quoting some of this information to reporters. He and some of the responders to this article might not have to wipe egg off their face. The following information can be found in the last completed audit of June 30, 2008. This audit, with charts and graphs, is also printed in the last town report. I would suggest reading the "Management's Discussion and Analysis" letter and review the financial statements to "Designated Funds" and "Undesignated Funds" since they are not the same. The balance in both accounts make up the "Unreserved General Fund Balance". The 2008 "Unreserved " balance is recorded at $800,691 and the 2005 "Unreserved" balance was $433,563. The "Designated" balance at year end 2007 and 2008 is $211,239. At the recommendation of the auditors, after the voters approved to enter into a contract with MEDOT to pay for 1/3 the cost ($150,000) of the High Street Sidewalk Project, the $150,000 was recorded in the "Designated Fund Balance". "Designated Funds" are carried into the next fiscal year budget to be used for projects that are ongoing or uncompleted at fiscal year-end. It was always "expected" this balance would be reduced by that amount when the project was completed. Nothing "Unexpected" and "No Hidden Agenda". The "charts and graphs" in the audit will also show the 2005 "Designated" balance was $45,447. As for the "Undesignated" balance, the 2008 balance was $589,452 and the 2005 balance was $309,053. Since the 2009 audit has not been completed, there are no facts to show the "Designated", "Undesignated", or "Unreserved" balances will be lower than the balances in 2005. Once the 2009 audit is complete, you might be surprised to find the balance in the "Designated" and "Undesignated" accounts will not be lower than the 2005 balances and will have an "Unreserved" total balance consistent with the 2007 balance of $665,424. Nothing "Unexpected" and "No Hidden Agenda". This information does show the town's finances were at their lowest in 2005, increasing in 2006, decreasing in 2007, increasing in 2008, and will be expected to decrease in 2009 to the 2007 totals. None of these balances have ever been lower than the 2005 balances. And as for revenues, I think someone should wait until the final audit numbers are in before quoting the revenues received at year end June 30, 2009. You might be surprised to find revenues received exceeded revenues budgeted. It is unfortunate that some of the writers truly don't understand or know what they are talking about, therefore misrepresenting the financial picture of the town. I would expect no less from the writer who identifies himself by name. His goals are more in line with throwing stones and misleading the readers than with effectively understanding and reporting the financials as reported in the audit. I would however, expect that a 20 veteran manager would be more careful to correctly report on the financials as reported in the audits.

In answer to anonymous Ratzo, I only want to point out.

The figures that we are discussing in this article and blog are not from the budget ending in June 2008, but are from this current budget and today's figures.

Sharon clearly misled the Board of Selectmen, Budget Committee, taxpayer, citizens and voters of the Town of Paris, when discussing the 2009 - 2010 budget. In her quest to artificially raise the towns bond rating, she may have done more damage to the town than we currently know.

We will have to wait and see how all of the forensic investigations and audits by different interested parties pans out first.

I feel that you have unfairly depicted "writer who identifies himslf by name" (another classic play by Babs), Dirk is just doing his job. He is after all identified at the beginning of the article as the writer.

Just for historical purposes, I will cut and paste all of the article and responses on my forum at www.paris.yuku.com for us to be able to continue monitoring the factual basis of all bloggers comments.

The citizens of Paris were told that we had tens if not hundreds of thousand dollars more then we actually have. In fact, today we have about as much in our account as when Steve McAllister was at the helm, except that Sharon supposedly put us in better financial positioning.

Is that why you zombies want to talk about Sharon Jackson? If so, take a real close look at what she and her supporters have claimed compared to the facts at hand. Yeah, we bought a sidewalk on high street and we approved the spending. I encourage all interested to go to the youtube video and review the meeting at which her buyout clause was engaged. Listen to her own words carefully. lol

He feels the only way he has a chance is to attempt to recall the two most honest selectmen out of office. Greg, Honestly - I applied for the position, and then I had a fellow councilor here in Lewiston tell me within 3 days that he knew I had applied. As I told no one other than my wife, what am I to believe? Was it a town employee who had access to the resumes or one of 5 selectmen? Clearly all it showed me was that So Paris needs someone to put the community back together and regains folks trust in their elected officials. Obviously, I was less than pleased that the information was leaked out and posted my comments because of that.

I have not turned them in as it is unnessesary. His term will expire in June. He does not plan to run again. Why waste resources of our town voting whether to get rid of him or keep him four months before his term expires.

We as a town were told by the Rev Anne Stanley, one of your spokespersons, that a persons hair color is sufficient reason to unelect our elected officials, but told us it could never be accomplished.

Was this negligence or was this criminal?

I thought her claim to fame was that she brought the town out of a financial black hole and lifted us to lock box financial security.

Now the facts show us that we have less money in the undesignated surplus than we did when she was hired.

Why were we as citizens misled on the budget projections? Why were we not told that the $150,000.00 for the sidewalk was technically spent, but the check had not been written? That $150,000.00 should not have been included in our projected surplus balance.

What else have we not been told, while Sharon pursued her own private agenda?

So what exactly did she do while she sat at the helm of our financial ship?

Apparently she did just that, sat there...

Please pay more attention when Forrie Everett talks about the town's budget. Review the tapes of previous selectmen's meetings. Pay attention and you might learn something. The citizens of Paris voted in the $150,000.00 for the sidewalk project. Maybe Sharon could have taken the money home and hidden it under her pillow for safe keeping!

It appears his information given in public was wrong and misleading.

His credibility with the voters of Paris is falling fast, thanks to his "friends" at the Paris Repeater.

Sharon knew it was spent money but reported to the selectmen, budget committee, citizens, voters, taxpayers that it was undesignated surplus that would survive to the end of the fiscal year.

She used that misleading information to artificially show financial health to regulators and gain higher bond rating and a raise for herself.

In fact, her one claim to fame that she raised our undesignated surplus was actually a lie and is lower now than when she was hired.
