Selectmen join fight to end unfair foreign paper trade practices

RUMFORD — Following a presentation Thursday night, selectmen voted 4-0 to join Maine's fight to end unfair foreign paper trade dumping and subsidy practices by Chinese and Indonesian paper companies.

Dumping happens when a foreign producer sells into U.S. markets for less than the price that producer charges in its home market, or when its U.S. prices are below cost to produce the product, according to an update by Rumford paper mill NewPage Inc. on trade cases filed on Sept. 23, 2009, by NewPage, Sappi Fine Paper North America, Appleton Coated LLC and the United Steel Workers.

Coated paper is used in high-quality writing, printing and other graphic applications, and includes paper used in printing catalogs and magazines.

Board of Selectmen Chairman Brad Adley took Selectman Mark Belanger's motion to approve a resolution of support one step further: Adley motioned that selectmen also write a letter to International Trade Commission Secretary Marilyn R. Abbott, detailing the effect on Rumford of unfair subsidies to coated free sheet paper industries in China and Indonesia.

That motion was also unanimously OK'd without discussion.

Action on the resolution came following a presentation by Verso Paper employee Daniel Lawson, who is on leave to work for the Alliance for American Manufacturing, an organization that advocates equitable trade policies.

“We're in a fight,” said Lawson, who is also the rapid response coordinator for USW Local 261 in Bucksport. “In fact, it's actually a battle to save the paper industry and our way of life.”

“The imports of these companies are putting our jobs in this area at risk,” Lawson said.

“Right now, they have 30 percent of the market,” he said. “Their goal is to take 40 percent of it. At a time when demand for the paper we produce is down, they're increasing their market share.”

“So, basically, they've targeted three mills in the United States to try to take the business away from them,” Lawson said. Two of those mills are in Maine — the Sappi mill in Skowhegan and Rumford's mill.

“Now, granted we don't even make this paper — that is being imported into the country — here in Rumford,” he said. “But, from a business standpoint, NewPage makes this paper in Luke, Md. They are a cheaper overall producer of paper than we are here in Rumford.”

“So, if they lose their employees in Luke, Md., they are going to transfer employees from Rumford down to Luke, Md., which actually has the impact here in Rumford,” he said.

“We have 800 employees here. We can't afford to lose any more employees here in the State of Maine. We've lost 27,000 manufacturing jobs in the state. But what that doesn't take into account is the ripple effect of how many other jobs are affected when a business goes down.”

“You're looking at that overall picture of 800 to 900 jobs,” Lawson said. “If that went away, you're looking anywhere from four to six times that many people impacted by the ripple effect, and that's not even including what would happen to taxpayers if the largest employer in the county were to disappear.”

Lawson asked the board to approve a resolution to support positions on the issue by Maine's congressional delegation of Reps. Chellie Pingree and Mike Michaud, and Sens. Susan Collins and Olympia Snowe, to ensure that ITC Secretary Abbott understands the effects.

When asked by Adley if an additional letter from selectmen would help, Lawson welcomed the notion, saying he was also looking for grassroots support from Maine communities, and letters from people and businesses affected by these unfair trade practices.

“We have to educate everyone we can about what this means to the state,” Lawson said. “We're going to go to Washington and fight this all the way that we have to. We're not going to give up.”

Set the record straight

I received a copy of this article along with the comments through email from Ciabhon O'Hara AKA ArmyMom. I have not been reading SJ online or in print for months. I gave up on the online before Christmas when it went down for the umpteenth time. Furthermore, as you can see, my user name is my name, I do not hide behind something to obscure my identity in any way. Obiously KNSiasi is wrong in asserting that I wrote ArmyMom's comment in third person for personal gain given the above and that I have nothing to gain.

KN Siasi is also wrong when he says I did not follow proper proceedure for obtaining recycling bins. After waiting many months, the Town Manager personally delivered 25 bins to me in December for Community Pride Project to distribute to the 71 families we had trained in August. After waiting six weeks for the second delivery we gave up. It should not take 7 monthes to get 71 bins that are at town hall.

I came to Rumford to serve the community I grew up in for one year. I have nothing to gain but the personal satisfaction of knowing Rumford is a better place for those I will leave behind at the end of that year. Mr. Siasi on the other hand who can not even remember in what year he was a selectmen in Rumford and I dare say many of his constituents would rather not remember his tenure either may have a lot to gain in slandering and smearing others. In reading his comment referencing the board after the next election, it would not be surprising to see his name on the June ballot. These types of comments Kevin are not beneficial unless you are looking to run on name recognition only with no regard for character, honesty and integrity.

I thank the readers for taking the time to read this comment and thank all the Commubity Pride Participants for their involvement with the program. I am delighted to see so many individuals taking an interest in and pride in their homes again.

No slander on MY part

Candice,

I have not slandered you, but it seems that my character is being drawn through the mud. I received my information regarding the bins from Mr. Puiia. The complaint is addressed in this article: http://news.google.com/newspapers?nid=1914&dat=19930415&id=fQ4gAAAAIBAJ&sjid=EGYFAAAAIBAJ&pg=1803,4016581. As you know, the terms of selectmen do not run on a calendar year. This is why I was unsure if the action had occurred in 1992 or 1993. I don't obsess over such things, so they are not in the forefront of my mind.

I have no reason to believe that you are not using two different accounts to post here. I googled Ms. O'Hara and found no reference whatsoever (except for on the SJ). Every time you get up to speak, you say the same thing in the same way so, based upon the post,  it is difficult to believe that you are not ArmyMom. If you have been following my posts so closely, you would know that I have no intention of running for selectman this June. You would also know the reasons I have given for my decision.  You and I both know what happened in the 1990s. If you have any questions about abything that happened when I was on the board, I would be more than happy to discuss what I can with you.

It is ironic that you first insult and slander both Candice and I than agree as to the basic problem with the Rumford Selectmen and Town Manager. In your words they are too timid to set goals and take action and use no stragic planning, objectives, or timelines so they can lead Rumford to a more prosperous future.

I did some checking and found that you were elected as a teenager to a one year term to finish the balance of a three year term vacated by a selectmen stepping down for personal reasons. You did not get along with your fellow board members, the town manager at that time or your constituents and have not been elected to another office so faf as I have been able ti determine. You were certainly not re-elected for a full 3 year term dispite running as the incumbant.

Also complaints against town employees and officials including selectmen at that time would have been made in writing to the town manager. There is no complaint such as you describe against three selectmen during your very brief one year in office made to the town manager, noted in either local newspaper or to Mr Shurtleff's recollection by Candice Casey or any other person. There were many many instances of complaints filed by you and uttered by you, Mr. Saisi before and since right up to recent selectmen's meetings.

I do not know what your problem is, sir, but you are putting yourself in a very precarious positions when you publish comments such as you have here. I personally take offense and if Ms Casey took enough so I believe she could retain an attorney to seek damages. So take it from this old ArmyMom , Ciabhon O'Hara, watch what you write and what you say. I will be emailing Candice the article and comments as she and I met through missions networking and she should be aware of your activity.

Your sources are wrong. First of all, I was not a teenager, I was in my 20's.  The Town Manager at the time was John Madigan, whom I supported (which is what caused the rift between me and the majority of the board) until the day he left. After John, Robbie  Welch was interim Town Manager. We didn't agree on everything, but we didn't fight either. 

The turmoil at the time was symptomatic of the composure of the board, the fact that a majority was working to get rid of Mr. Madigan, and various discriminatory attitudes among board members. It was a difficult time and rules were not being followed. I was attempting to get the rules enforced through the bylaws.Unfortunately, they had been written in such a way as to be unenforcable. The issues during my term helped people realize that they needed to be changed.

If you have questiona about the bins, perhaps you should check with Mr. Puiia , as I have. 

 

As for the slander accusation, I see no basis. I can prove all of what I have said about Traci's background regardless of what she "remembers".  I will accept that you believe yourself to be someone other than Candice, but we all know how easy it is to have two profiles. It is a common belief that  your profile is used regularly by her to promote her agenda.

There goes Candice with her self promoting speech. She writes it in the third person to give the appearance that anyone else would be so empassioned to support her. As we hwve discussed in the past, the Recycling Bin issue was merely a case of Candice not following the established procedure. She has a history of doing this. Back when I was on the board (1992?) she filed complaints against three members of the board in an attempt to get the remaining two (myself and Eddie Shurtleff) to remove them. We all know that two members of a board cannot take an official action, let alone removing the majority. But she tried, and the effort failed.

 

I am very pleased that our town has a board that gets along, and a Town Manager who takes the time to listen to all citizens. It has taken many years, but we now have a functional board. I have been asking them to set goals and take action, but they apper to be too timid to do so. It is my hope that the members of the next board (after June election) will use a strategic planning process to set goals, objectives and timelines so that they can lead us into a more prosperous future.

And so, when Washington comes

And so, when Washington comes to see Rumford's "way of life" that's being endangered, they're going to see what? A depressing, run-down little area that nobody has much cared about for decades.  That nobody has effectively represented for decades. That's not going to a point in Rumford's favor.

Still, everyone in the U.S. has got to start caring that we've bled out most of our jobs. We have to care way beyond paper mills to every remaining industry we have.  Any industry that is currently paying companies or consultants outside the U.S. to perform any kind of labor or provide any kind of service is robbing the U.S. economy. And what are we doing about it? Nothing. No U.S. company is made to pay a penalty of any kind for laying off its employees, stopping contracts with U.S. vendors, to employ foreigners and buy foreign goods instead. Our jobs are gone, we can't even buy U.S.-made goods anymore, and the companies pat themselves on the back for making themselves and their stockholders just a little bit richer each year.

This is why we should make sure we don't do one more thing to help any U.S. company richer if it employs foreign workers or buys foreign materials.

So what are the Selectmen doing for Rumford

That's nice that the the Selectmen are signing some petitition to send to Washington tasking tariffs be put on Chinese paper, but what are they doing for Rumford? The key word here is "doing." The Rumford Town Manager and Selectme raised your taxes 22-1/2% this year and blame you for voting in the budget they presented. They knew about the impending decreases in valuation to your paper mill and power plant, but neglected to tell you. They have a lot of other informarion they do not share with you that should effect the budget and would effect your vote. What they do do is keep most things as big or bigger i.e. police than your town at more than twice its current popullation.

Last June The Community Pride Project came to Rumford to help save the town money, clean-up, organize community voulunteers and make the community more attractive for residents, visitors, and new business. This is when I met the Director of that project Candice Casey. They were sucessful in painting school classrooms, cleaning up streets, getting property owners such as Hammond Lumber (Former Puiia's Hardware) to cleanup their property, organizing a citizen snow removal program for fire hydrant (since your police chief nearly obliterated your fire department during the brief period you had a public safety director and he was it ), and many other projects. What Candice and the many Rumford citizen volunteers were not able to do in nine months was get any cooperation from the town manager or selectmen right down to let them have recycling bins for 71 families trained to recycle. The town fathers preferred these collect dust and junk at the town office than money generating recyclables in the community. Community Pride is a zero funding organizationm No one gets paid, in fact each participant covers their own expenses. Candice Casey went to great personal expense to move to Rumford do aid this community with this project because she truly believes in helping not just signing a petition to ask someone esle to do soething sometime. Candice has been in Rumford doing it NOW. After nine months of frustration the 12 month project has been terminated early in Rumford and Candice is spending her remaining time in Maine helping commuities that have contacted her and are sincerely looking for change for the better. SO WHAT ARE RUMFORD's TOWN MANAGER AND SELECTMEN GOING TO DO NOW, SIGN PETITIONS OR FINALLY TAKE ACTION?
