Council considers recycling future, continues budget cut hunt

AUBURN — Councilors voted Tuesday to end the city's curbside recycling program, and will meet next Tuesday to discuss its replacement.

Options include curbside recycling collections twice a month instead of weekly, or the city could hire a contractor to collect recyclables, or it could create a series of stations around the city where residents could take their recyclables.

No matter what councilors decide, it will be stop-gap measure that will be replaced in July 2011, City Manager Glenn Aho said.

"We just need something to get us through this year while we work out what our final program will look like," Aho said.

Councilors decided last week to end the current curbside program. While a majority of councilors supported the decision, it came informally at a workshop budget discussion. Mayor Dick Gleason said the issue deserved a formal vote.

The city operates a recycling program, with two city trucks collecting and sorting recyclable materials left curbside by residents. An older truck is parked at the Mid-Maine Waste Action Corp. incinerator on Goldthwaite Road.

Aho said the city's current program is broken, and the city needs to hire more staff and replace trucks.

The city's solid waste collection contract with Pine Tree Waste expires in June 2011, and Aho hoped to develop a new program that would combine modern recycling methods with regular trash collections.

Last week, Aho asked councilors to consider hiring a contractor to collect the recycling and haul it away while the new program was developed. He estimated the program would cost the city $210,000. Instead, councilors opted to cancel the program and have the city park its trucks.

Councilors said they received plenty of comments after their decision last week.

"It's time we find a better solution," Councilor Dan Herrick said.

Aho also unveiled a plan to trim $1.2 million from the budget Tuesday, surpassing a council directive last week to trim $1 million from his draft 2010-11 budget. He unveiled $848,000 worth of cuts last week that included less snow plowing, no lifeguard at the Lake Auburn outlet beach and a single polling place for voters

The city's share of support for the Fourth of July fireworks would be cut under Tuesday's proposal. Aho said he also considered furlough days, closing Auburn Hall one day each month, but instead opted to close offices two hours early every Friday.

"It's been my experience that salaried people continue to come in, even though the office is closed," Aho said.  "We can't have that."

Closing early on Fridays would save the city $224, 576, he said.

Aho's budget also does away with school resource officers, absorbing them back into the regular police patrol to cover sick time and overtime. It would save an estimated $25,000.

Cynthia Brown of 155 Nottingham Road urged councilors not to pull the officers out of schools.

"It's not just for the safety of my children, but for the other children that are really helped by that program," she said.

Councilors will continue budget discussions at a special April 20 meeting.

I wonder if there are enough people interested to force a peoples referendum locally to force our cities to share staff and merge some departments, but keeping each city with its autonomy.

I have been thinking about a remark that you made regarding mayor Gleason and his lack of knowledge about a particular aspect of the Budget. Surely Norm you must be aware of the fact the the Mayor is the person who Acts as a Moderator and in some case when the opportuniy comes up he or she which ever is the Case casts a tie breaking vote.

I am not aware that the Mayor needs to understand the 'Nut & Bolt's of the Budget. That is why Auburn has a City manager and in this case seven very good  and informed City Councilors. Now in an earlier Post you referred to the Mayor as a 'Nincompoop' we all know that is not the Truth. Norm you owe 'Mayor Gleason' an 'Apology' I say that because when you particapate on this Blogg you should make an attempt to be 'Civil' and conduct your self as a 'Gentlemen' and not an 'Idiot' and only an 'Idiot' would call a successful 'Man who has great respect not only in the Twin Cities but through Oxford County such a degrading Name.

I would hope that Civility would alwas be the Norm in all discussions.

Not my words

I would never use the word "nincompoop". I believe the word is rather dated. If you will reread the post in question you will find I was merely reporting speech that I heard from other citizens of this city. The word "nincompoop" was used by a 70 something I was talking with at breakfast one morning this week. I often eat at local diners and love to listen to and talk with citizens (especially the older ones who have lived here forever and know everyone) regarding happenings in this city. I don't think this would constitute a breach of civility. Further, I'm not sure what "we all know is not the truth". Tron and others tendto think things are true that I don't, for example. There are some things they think are true that I also think is true. So I don't feel we have a consensus on truth here. And I don't think any of us is universally respected anywhere, so blanket statements like that tend to give the impression of naivety.  

But I do take exception to your analysis of the duties of our mayor. He was elected mayor to lead. I understand he is there mostly to referee the council and keep things on track. But, in some instances he must make the deciding vote. He only gets to vote if there is a tie, so he ALWAYS makes the deciding vote. Surely you would agree, then, that he should understand the "nuts and bolts" of the budget or any other topic being discussed.

And, finally, thank you for your civility in calling me an idiot.

Norm: I really have to disagree with you. First I do watch the tapes as you refer to them Actually in the Modern World they are known as Dvd's that is of course unless you are still using a VHS system to record. I can't imagine just exactly it is that you are speaking with . The property owners in Auburn whom I know are very pleased with Mayor Gleason and perhaps a word of Caution Dick Gleason is a Very Intelligent well informed mayor.

 

Now Norm I am sorry to disappoint you 'I have not entertained the Thought of a Conspiracy'However seeing that you have raised the 'Issue' here is a thought for you to consider.

When Councilor Farrell,Berube, Herrick, introduced their so-called Citizen inspired list of concerns. It made me Wonder ,when Mr Berube towards the end of the Discussion offered the Olive Branch to settle for One Million instead of the 2.5 that they were originally hoping for.I had to think this was their plan for the tart. Like a good Salesman alwas start High and leave youreself an out by going Low.

I talked with Councilor Herrick

Councilor Herrick informed me that there was no agreement ahead of time to try for one million in reductions. He strongly wanted the whole $2,500,000 reduction.  He stated that was why he ended up not voting in favor of the resolution - because it wasn't a deep enough cut.

So, if Councilor Herrick did not lie to me, and he has no reason to do so, there was no conspiracy to try for only $1,000,000 reduction.

Another theory

I should think it would be easy to find out. Councilor Herrick strikes me as a pretty straight forward guy who says exactly what he thinks. Why don't you call him and ask? I will do the same. We can compare notes perhaps tomorrow.

Also, thanks for your condescention to me. Perhaps that is why you didn't notice when the mayor treated Mr Wellehan in the same manner. (I'm sure you know that "look at the tape" is a figure of speech and I don't need to explain my speech pattern to you.)

Johnc- if your home were on

Johnc- if your home were on fire, how would you feel if the dispatcher told you it would be a few extra minutes while the fireman drive back to the station (in a car with no sirens or lights) and then get on their gear and head to the fire...may not be a great answer, but thats why they take the truck with them, only other option is to buy the food before they come on duty.

another way to save  money for the tax payer is  (i have bitched at the city managers office) is to not have the fire trucks go to hannaford and do grocery shopping i have seen them many times there  use the fire cheif vehicle

John C - don't worry about a fire at your house

The fire department averages one actual fire a month so the odds of it being your house are remote.  It amazes me that we need 60 full time firefighters for fewer than 20 structure fires a year. We should get rid of most of the firefighters and hire EMS personel to make our emergency services the most practical and efficient for our city.

Thank you for informing the city manager's office of this waste of taxpayers' money.

Consolidating services

There have been several thorough studies over the past few decades that have proven again and again that both Lewiston and Auburn could realize millions of dollars in savings, and reduce property taxes!, if they would work together to consolidate some of their city services.  This does NOT mean that the individual cities would become one city, or that each city would lose its identity.  It simply means that the two individual cities would share the costs of a pooled public works department, fire department, police department, assessing department, etc.  But every attempt to further consolidation efforts has been met with lack of support, even outright contempt, by the councils and/or city management.  It's pathetic.  They are more concerned with protecting their turfs rather than working together for the economic good of the citizens of both cities.  Nothing will change, however, if citizens don't become engaged and DEMAND that their councilors REQUIRE that the management of both cities work together to consolidate appropriate services and eliminate those unnecessary redundant costs.

Tough times in Auburn

Lets face it these are some serioustimes facing Auburn, For way to long the Sense of almost 'God' Given entitlement' has prevailed in Auburn. Now it seems as though the 'peasents are at the Gates Clutching Their Pitichforks demanding a place at the Table' righfully so. To Me I cannot help wonder who is driving some of these Councilors? .By that It seems that Councilor Farrell has a Silent partner behind him pulling his Strings. Ray Berube spends way to much time in the Councilor's office .

 

However it would seem that there are some ways that could be accomplished to reduce even more. In many ways the behavior and Actions of the City manager & City Councilor's are a great example of how the Democratic process should work. Auburn has been blessed with a very Sharp Mayor and at times even he has reached his Breaking Point by the behavior of a somewhat Blind sided City manager and a very Agenda Driven Councilor in Mike Farrell. But over all e as a Nation are facing far more Tougher times than many really understand. This is not a Cycle that will readjust itself over time. That is the misinformation that has seduced many who cannot truly comprehend the sheer magnitude of the crisis.

Councilors Farrell and Berube

I don't know either of the councilors personally, but I must say I don't understand your point of view. Councilor Farrell as the one who proposed the $2,500,000 reduction. But after listening to the discussion and the city manager, he willingly revised his proposal and made it $1,000,000. Routinely he asks the most questions and seeks clarification on what others have stated. He seems to want to hold taxes to a minimum but also provide the services that the citizens seem to want.

Councilor Berube, who is my councilor and whom I've talked to only once so far, should be in the councilor's office. Why not? He is retired and he is using his time to help the city. I believe he doesn't have a computer at home (since his email is only the city supplied email address) so he is at the council office doing council business. What is the problem with this situation? It has been made public that he has sat in with the mayor and city manager on meetings to get a perspective and voice his opinions.

Seems to me like you are seeking a conspiracy where there is none.

Go watch the budget workshops. If you can get hold of the tapes, look at the one where they are almost done with the budget talks and they are discussing the parks and rec budget. Everyone asks and answers and then they decide to do Ingersoll Arena at that time. The mayor asks "Is that in with the parks and rec budget?" That is very telling. If he had ever actually opened up the budget to look at it, he would have known like everyone else at that meeting and those of us following along at home that it was an entirely separate budget area. He had "participated" in all the budget talks for the entire city, but seemingly hadn't ever opened his budget book.

He doesn't deserve to be mayor. And that's not only my point of view. I have talked with lots of Auburn residents who think the man is a nincompoop.

Again, I had no idea the city

Again, I had no idea the city wanted our refuse metals to recover some of the cost of Spring Clean-up. I would gladly take my metals to MMWAC for the city coffers. Is there an area/bin set up for this? If not, there should be and announce it to the public.

Also, if those recycling trucks scattered around the city have to be manned, it kinda defeats the purpose. How much would that cost?  Either scrap the recycling program, and start over with a better plan or let folks take their recycling to MMWAC in the meantime.

Also, how about an anonymous way to submit suggestions to enhance/cut the budget. Is there a "suggestion box" anywhere?

SRO officers, are you joking?

By eliminating the SRO positions the city says it will be able to cut $25000 from the budget by making them cover vacations and overtime. Well that may look good on paper but they forget to take into consideration the increase in juvenile crime that happened the last time they cut the SRO position in 2004. A 38% increase in the juvenile crime rate. So what happens? More police assistance is required to cover this which alone will increase the cost in the budget; rather than one police officer being able to take care of this (at a lower crime rate) they will need multiple officers. Not too mention that all of the court and jail fees will be absorbed by the state making the state deficit bigger which will make the state cut more funding in the school systems for the 2011-2012 fiscal year. way to pass the buck A($$)ho!Now as far as AHO freezing his pay last year to help with the budget good for him, am I supposed to feel good about this? I have not had a raise in my position in 4 years; no cost of living increase...NOTHING and I am sure more people out there are in the same boat as me. why dont you lay off the city workers that stand around smoking while the laborers are digging the holes, we all see it 3 supervisors for every one laborer is what it looks like from my point of view.

Too many chiefs

Lewiston and Auburn sufer from the ame problem - too many chiefs and not enough indians...some managers and supervisors might only manage 3-5 people and given that is there really a need to call them a manager? Both sides have resisted merging services (administration more than councils) but have also resisted merging departments and department heads. We need to look at how small towns survive where people have multiple hats to wear and multiple duties to perform. Then we must look to go from 13-15 department heads down to 5-7 neccesary heads. For example, combine tax assessor, tax collector & city clerk office.  As labor is typically at least 1/2 of the budget, this is the only place you can make change that might save real dollars.

Face it

the city government is in a bind. Citizens want all their services but refuse to pay the additional taxes to maintain them. Wonder what the tax rates look like for Home Depot, Lowes and Mall Wart? Oh I forgot we had to "entice" them to come here so they pay no taxes. Auburn is one screwed up city.

Look at the budget

The city manager gets $6,600 per his contract for vehicle related expenses. I'm not sure if that is a car provided to him or if that is for use of his own vehicle. Either way, it would save us money but minimally. There are far bigger things to cut in the budget. Also, I believe the city manager has frozen his salary for this year to help meet the budget requirements.

The city also employs an assistant city manager for $96,000 or so per year.  That is higher than I have been able to find anywhere else in Maine.

There is also a secretary outside Mr Aho's office, though I don't know if she is technically his or if she works for the entire office.

Can you possibly try to focus somewhere else and find some cuts? Though, honestly, I don't think the town is listening to us. We go to council meetings or send emails or call and we get nothing except the mayor being condescending as he was with Mr Welehan last evening and overzealous with his clock watching. But we can continue to try to help.

"Either way, it would save us money but minimally." Here I have to disagree with you Norm. If we found 10 things that are "minimal" it would add up to a nice chunk. I think that looking for small things can actually have the biggest impact. Plus, they are most likely the things that overlooked because people think that saving this or that won't add up when it actually does. In our house we cut out pay tv, home phone, lowered our internet bandwith, and went with higher deductables. Those aren't much if you look at them individually but together they have helped us get through this economy and no pay raises for the last 2 years. Think about it.

How much money would be saved

How much money would be saved if taxpayers did not have to pay for city vehicles that some of the city's highest paid officials get to drive. I can understand why the chief of police gets one, because he's out there dodging bullets for the taxpayers, but I'm not in favor of the city administrator getting a city paid car when he makes more money than 95% of the taxpayers paying him. If a car is in the city administrators contract the council can vote to remove it like they removed spring clean up. If Aho's contract said that he gets a car,and I had my way I'd get him an old ford pinto and tell him "thanks for chipping in on trying to save the city money". Does Aho get a secretary with his free car and big bag of money ? Are free sandwiches at council meetings in his contract too ? Consolidate lewiston + auburn city administrators to save money.
