Fire underscores dilemma of tenants, officials

The fiery death of a 9-year-old girl Monday in a Lewiston apartment that had no power and was being lit with a candle shouldn't have happened, said area landlord Mary Ann Norcross.

The body of Taylor McQueeney was found in an apartment where a candle left burning overnight ignited a bed, officials said. The flames destroyed two buildings, damaged three others and forced the evacuation of dozens of people.

In a story published two days before Monday's fire, Norcross, who owns several Lewiston-Auburn
apartment buildings, tried to warn about such situations, saying if a tenant's power has been disconnected, a
landlord cannot find out unless the tenant lets them know. She said Central Maine Power Co. doesn't notify landlords due to customer privacy rules.

The reason for that rule is to protect consumers' privacy, said Derek Davidson, director of the Consumer Assistance Division of the Maine Public Utilities Commission. However, the state rule does not prohibit CMP from disclosing disconnections to safety officials, Davidson said Monday.

John Carroll, Central Maine Power corporate spokesman, said Monday there wasn't much he could say about the tragedy. "It was a terrible thing. My condolences to the family," he said. "We'll cooperate with any investigation."

He declined to comment further on the specific case, but did say during the winter it's rare for CMP to disconnect power because of the hardship that would create. Different rules apply from April 15 through Nov. 15.

We really try and work with customers having a difficult time paying their bill," he said. Customers are referred to public assistance programs and a number of other programs available in the winter.

When customers fall behind "we send them bills and notices." Customers are offered payment plans or ways to pay with credit cards. "Before we disconnect we call several times and visit the building once or twice," Carroll said. "We do what we can."

The director of the Lewiston's Planning and Code Enforcement said renters using candles because their power has been turned off does happen. "But I don't think it's a significant problem," Gil Arsenault said.

Kim Wettlaufer, executive director of the Trinity Jubilee Center, an inner city social service program, said more are living in downtown apartments where the power has been turned off because they didn't pay the electric bills. His program helps feed the poor, but is not set up to help with utility costs, he said.

"I've been getting a lot more people saying their power is about to be shut off in the last couple of months," he said. "More are asking for help."

Lewiston Rep. Peggy Rotundo, D-Lewiston, said officials should know
when electricity is turned off for nonpayment when it puts others at
risk, including an apartment building with several units and other
buildings close by.

"With so many people losing heat and electricity in a terrible
economy, it seems really dangerous for people not to know," Rotundo
said. "I am looking into it."

When my mom first told me about her dieing, I said, "Whos is Taylor Mcqueeney?" then my mother started discribing her and she was one of my old little friends. 3 year difference and she was like the sister I always wanted. I loved her to peices still do, I have a little sister now but she still is a little sister to me. I miss her so much!! My friend was over so it didn't really hit me right off cause I didn't want to ball my eyes out right out front of her. I talk to her and my grandfather every night (try) and I miss her and love her so much she was one of my best friends at the time. I'm sorry that idiots left her there to die if I seen them I would try to kill them, thats how mad I am! Sometimes I talk to her mother cause (my mom and her family are friends) asking her how she is and everything. But I am filled with questions to ask Taylor. I'll ask her years from now cause she's in a beatiful place called HEAVEN and I'll go there when it's my time or accidently death. I know she must miss family but knowing her she has made many friends, and probably seen many people that are relitives. I just wish we could go back and time knowing what was gonna happen and save her cause at the moment I feel crappy I wish she was still here to experiance everything that happens in life to become an adult. It's sad she only lasted 9 years. I LOVE YOU TAYLOR AND MISS YOU YOU WILL ALWAYS BE MY BEST LITTLE FRIEND. <3

blamming CMP isnt going to bring Taylor back.....CMP is not the ones to blame......They are not the ones who was watching that little girl. They are not the ones who allowed that little girl to go spend the night with 3 grown men. I really hope that justice gets served on all the adults....and I mean every last one of them including the mother boyfriend and the 3 men.....something happened to that little girl that night and they started the fire as a cover up.....thats what first came to my head and thats what Im going to continue to believe until I hear differently

i am Taylors aunt and IT WASNT ANYONE related to us.. the 2 men where my dad's cousins' son's not my brother.. Taylor only had ONE UNCLE that she cared for.. he payed attention to her like the rest of us did. She called this guy uncle craig because that's what she was told to say.. not by us...my brother was no where near lewiston on Monday mornin when the fire started.. he lives in Leeds with our sister Lena, and i live in Livermore falls.. and me and Lena r the only 2 that have children besides Taylor's mom .. and our kids weren't down there at all till later monday morning.. our children are hurting very much.. we would of never ever ever let Taylor go out that late and definitely not with 3 older men that we didn't know much about .. maybe becky (her mother) did know them..but we did not. please respect us as i write this .. it was the ******BF who said it was an uncle and cousins.. apparently he didn't have a clue who he was sending my niece to .. to sleep over. TV / Video games or electricity...Well we know what the priorities are! Some-one MUST be held accountable for this young ones death....and it's not CMP. How is it 3 Grown men make it out, yet the child didn't... Did they even try to help Taylor? If there was drugs, did something else happen? What was she doing alone with these men...Any chance this was arson made to look like an accident?

3 men knew she was in there 2 of them didnt even bother to get her but the last one tried to but he should of. someone should of told the fireen cause they would of done everything to get her out asap.what if it was your little girl at someones house and the place caught on fire. you think they would forget your kid, hell no. they would put their life on the line to save all the children and people and animals. so why wouldnt you do the same??. but right now shes in heaven with her great grandmother cote, a niece elizabeth and a cat named nicklos. and everyone needs to keep it all postive. the family needs all the support they can get. cause the family needs alot of support, meaning people to be there for them in this very very hard time. the brothers of taylor need alot of support and the mother needs alot alot of support. it was her first child and only girl. so please show only your support and be there for them cause they really really need you now. no body should be saying anything negative cause its only making everything so much much worse and harder for the mother, and the kids and the family. so please show your support have a heart and show them you have a heart full of love and be there physically , mentally, and emotionally for them all.

i heard the bf let her go over there. n i also heard all 3 grown were doing cocaine n the bf was too n selling it. people coming in n out out the building strang people, people down stairs across the street n even thoses 3 men. cell phone ringing n texting all day.. n what do you think about all this? i know all of its true. n the 3 men knew she was there n just left her. n they didnt tell anyone else about the fire so they was endagering everyone. n they killed/murdered n let taylor die. n one guy is in the insane place the other 2 i dnt think r getting charged with anything but they all said they knew she was there..so what now. its all true. they should of grabbed her. but they didnt. cause y??? ask them.

How many times does a similar situation HAVE to occur? Shouldn't it have NOT even happened!?! Would it have taken everyone in the buildings to be harmed? It is true that we can't control what tenants chose to do or not do in their own 'homes'. I think anyone would result in burning candles and oil lamps for some kind of lighting if their power has been shut off. We've even heard stories of people using generators during winter months and dying or getting sick from carbon monoxide in an enclosed home. Its a normal act to try to do something like this in an act of desperation to have light or keep warm. A simple mistake.

CMP and other power companies are in the same category as people who sell oil/gas... in a sense. Its all about money while polluting our atmosphere!

Aside from this horrific tragedy-I think we have failed miserably in the State of Maine and CMP somewhere, somehow along the line of not having a better program/help for energy. NOT everyone can get a credit card because of lack of credit, no credit, or bad credit. It sounds like an easy thing to do. Times are hard and they seem to get harder-I wish that there was an better way to help our fellow neighbors in times on need. Better programs. Through the summer and winter. "Different rules apply from April 15 through Nov. 15." Does anyone remember how cold it was in Oct. last year-in the very beginning at that! It is difficult to get any kind of help! It's impossible to get help if you're a working class citizen-working everyday of your life-overtime... aside from the fact that ordinary people can't predict what tomorrow entails! Stuff happens, life happens... loss of job, what have you!

CMP is non-negotiable. It's on their terms whether you make the effort or not. You are late you say you can pay this much and they say no you have till this date to pay this+++ much! It's on their terms whether you've been paying in full the whole time. Then it causes panic and everything else... and deciding if that you're only going to eat maybe one time a day to have at least a few more dollars to pay them so you don't get shut off. I think they should be more willing to help people and more willing to take what the person can give in their time of need. Not everyone is a waste case or doesn't think that not paying them is no big deal. Plain and simple.

BTW-Never heard of CMP visiting a place before disconnecting! Never seen it either! What would be there purpose? DO MORE!

you are exactly right i think the news should take a look at cmp..They dont work with you. Yeh they might tell you to go to the town or public asst. I tried that but they told me i made too much money for help. These programs dont consider car ins and other bills like that. I struggle to keep my power on also. And what about in the winter time? when we lose our power int he storms. We all use candles. I send my condolances to the family i couldnt imagine what they are goin through i make sure i hug my children every day. But i do think people should take another look at cmp because you either pay your bill or they shut you off and the payment arrangements they make with youa re on their terms and they are ridiciculous..my bill for example runs about 200 a month and they wanted me to pay 200 on top of that for an arrangement. They use to go a long period of time but not an longer. its their way or bye bye power.......

After reading this article I called CMP to ask them to work with me. I know they are a company that needs to have people pay their bills but I feel as though maybe if our futures and our grand children's futures didn't go for bailout of crooks that did this to us and instead to America's people. Who then they turn around and give it to the employees for bonus's. Bonus's for what? For taking down a nations economy?

Why are we not bailing out necessities like power for people instead of wasting millions on turtle bridges and Nancy Pelosi's precious mouse study that also is getting millions? John Murtha has put Billions into a so-called public airlines that services about 20 people! What's up with that? Obama gave New Zealand our money that equals 30 thousand to every resident, why not give it to Americans to put into the economy, why New Zealand? Bernanke can't say where 1/2 a trillion went??? Under oath he said, "I don't know." What's that!

Perhaps if I didn't pay my taxes like the whole of the Obama Administration DOESN'T I would have more money.. I didn't get much of a lift from the $16 that Obama added to my monthly pension..... WOW what a guy! Our politicians voted to import 16000 India(n) visa workers A MONTH, to take Americans jobs. He can give OUR money to other countries people while we all fall apart ..........

Imagine how all that money that Obama uses flying around EVERY DAY, campaigning STILL, on Air Force One, that money could help all of Maine! Back to my CMP rant ...

It's a LIE they won't, I told the guy 5 times I can only pay $100 and that's it. He said if I didn't have the rest, $61.29 by the 25th that I would be shut off because I have no old people or kids living here.

I am just worried about the over 90 degree weather basically. If I could get by that I don't care about electricity. I have a gas range and a river on my road.
I'd rather be able to eat, thank you very much!

I know things are going to get worse for all of us as everything we buy doubles and triples.

CMP really cannot be blamed,

CMP really cannot be blamed, it is certain that they do work with you on your bill to avoid being cut off. So many posts on here call them dirtbags, etc. suggesting that they cut out luxuries that you do not know for certain they are purchasing. None of us can know for certain why the bill was not being paid. However, what I do find most disturbing is the fact that the mother and boyfriend were not really aware of where this child was, or at least that is how it seems to be explained in the news article. Upon watching an interview with the boyfriend he stated that they didn't know she was missing until the firemen came to the residence, he is the one that said the adults bailed on Taylor, and that we cannot know for certain. I questioned at the time where the mother was, and in the article today it stated she was in another room when Taylor left and it seems she wasn't aware of the child's location until the fire department came knocking. Did she not put her child to bed? Did she not at least check on her before she went to bed? Doesn't this strike anyone as odd? I had to question if that is the reason why she spent so much time with the uncle and older cousins, so that at least someone was paying attention to her? It is a tragic loss of a young life. I have to agree with KONPHL1c7 that it is more about the situation that surrounds the cause than about CMP. The downturn in the economy has caused a ton of problems and there are situations where people have to make a decision to pay the rent or buy food, pay the electric or pay the rent. I know my daughter and I have both lost hours due to the economy but we manage to keep the electric on, the rent paid and healthy food on the table for her child, my grandchild, and we do not receive state assistance of any kind. This is just a very disturbing situation with children involved and as adults and parents we simply have to do the best for our children instead of being so preoccupied with boyfriends and "me" time. A very tragic loss of life indeed, this child should have been playing outside, eating popsicles and getting ready for the upcoming school year. May you rest in peace Taylor.

Condolences to the family, I am so sorry for the loss of your little girl.

My comment is regarding landlords: I can't understand why CMP doesn't notify landlords of power shut-offs in apartments. They claim customer privacy rules. If someone is not getting power from CMP because of a shut-off they aren't a customer, so why does that defense even make sense? Landlords should have the right to know these things in order to protect their property.

I am very sorry for the loss a little girl who was visiting family members. But I do feel that the adults that were in charge of this child should face CRIMINAL CHARGES ..I also undertand that people run into money problems.. but in the grown up world, responsibility would of been to protect those that you re in charge of. its sad that no one got the girl out or died trying, and that it was more important to have power to supply the tv and game system,but couldn't use it to supply a lamp or microwave or even fridge...people should wake up and put the blame on the ones who actually is at fault... these people will have to live with the fact that they took a innocent childs life,but lets hope they learn from this beause it would be sad if this happens again... With bringing charges on these people may make others take this resposibility more serious.I also feel that DDHS should get involved for failure to protect and provide (your lights are a necessity not a luxury)

Speaking as a landlord who

Speaking as a landlord who just spent $25,000 dollars to bring a building totally up to Life Safety 101 and NFPA 72 fire code, it still does not stop people from making bad decisions, but can help other tenants from being hurt or killed from such bad decisions. However, there is nothing available for grant or low-interest loans for responsible landlords to do such. In a time when federal money is being spent on "cash for clunkers", "Obama-care", and bank and auto-maker bailouts, why is there no money available for landlords to repair their buildings to bring them to code? This would be in the interest of public safety and there is nothing. There is grant money for lead-abatement and energy efficiency, but not public safety. For something that is govt. mandated that is ridiculous.

I wanted to write earlier and voice my frustration on the comments on yesterdays article. Everyone wrote in and blamed the landlord, cmp, the gov't, and so on, and so on. I'm glad to see people write that the parents and caretakers are to blame. I'm so tired of people not taking responsibility for themselves and blaming others for their misfortunes. I am so sorry this little innocent girl died but the parents are idiots. I wonder if the parents smoke and drink. If it were me, I would quit smoking cigs at $6 a pack to get my electric back on. My kids, if I had any, would be well worth it. There is no reason why the electric should be shut off for non payment. I live in a house and my electric bill never is above $60 a month. How exspensive can it be, $30 a month? Does anyone know what dollar amount the bill has to be before CMP shuts off the power?

Though CMP is a monopoly and there should be a competitor for them to compete with(which would keep rates from rising) they are not to blame here. The only people at fault are the 3 dirtbags that left a little girl to die. I am a father and would move heaven and earth and absolutely would give my life to save my child or yours from certain death. These 3 beings (not human in my eyes) should be charged with criminal neglect. Just like the person who puts a child in a car with no seatbelt or child seat and then drives 100mph while smoking a ciggarette in the vehicle with the child(smoking in a car with a child is illegal and considered endangerment). We know they would be charged or fined. Why not these guys.

CMP is a monopoly that NEEDS competition. Maines electricity rates are outrageous and some of the highest in the North East. Problem is,,if you can't find a job you can't make the money to pay your bill. Then you enter into one of their so-called payment arrangements which most people ultimately break. Now CMP has you by the boot straps and the "payment arrangement" path has been set to disconnection. CMP like any other business wants and needs their money too. But due to these hard economic times people are having a hard time more than ever to pay these huge CMP bills. I wish I had the $$ to get off their grid and say goodbye to them forever because ultimately,,,,they suck !

CMP's rates are actually

CMP's rates are actually fairly reasonable compared to much of the United States. Maybe not New England, but in comparison to other regions that have massive conglomerate power companies in a monopoly situation CMP isn't very expensive at all.

American Electric Power just demanded a 45% rate increase last year in Ohio to put a little persepective to it. They asked for another 16% increase this year. It's a little hard to afford electric for those families living paycheck to paycheck when the power company increases their rates 61% over 2 years.

There is no reasonble excuse for having your electricity shut off like that. If you "can't find a job", you ration. You don't play videogames, you don't use the T.V., you don't use AC. You can cut your bill down to 50$/month or less. If you can't afford that, cut out your effing Big-Mac meal once a week and quit smoking Ciggarettes. Hell they could have SOLD the TV and Videogame system to pay the bill.

Ok, first I was under the impression that there was one grown man and two young boys in the apartment....not 3 grown men. Did I miss something? Also it is my understanding that the police are investigating why three people made it out of the apartment and one little girl did not. Until they complete their investigation and determine anyone was negligent, how about we hold off passing judgement? And finally.....how many of you have ever woken up to find their home on fire? It is a scary, panicked, disorienting situation. It's possible all three of the people who survived thought the little girl was with one of the others.....not to mention the fact that if this little girl did not sleep there on a normal basis, they forgot she was there. I mean how many of us have woken in our own beds in the middle of the night from a nightmare and not realized where we are for a few minutes? Now combine that with fire surrounding you and how do you think you would react?
Again, lets reserve judgement until we know all the facts and pray this poor little girl finds peace.

Actually this article is more about the situation surrounding the cause of the fire, and less about the tragedy. I do sympathize with all involved, and it breaks my heart to hear that a child was killed due to neglegance, but I must point out-

FIRST, the mother of the child NEVER should have let her stay there in the first place. It clearly wasn't a healthy environment for a child.

Also, she was having a slumber party with 3 grown men, all of whom left her behind? Were they drunk, stoned, or just plain stupid?

Next, I have been paying for electricity for over 10 years now, and there has never been a time where it would have been shut off. I have lost jobs, been broke, living off Mac'Cheese from Save-A-Lot, and still managed to keep my power on. You have to be pretty irresponsible to let it get to the point where they cut you off. CMP is VERY reasonable when it comes to setting up payment plans; you simply have to MAKE AN ATTEMPT.

Yes, this situation was avoidable, and it was a tragedy. But lets not let the "poor economy" or "the recession" be a cop-out excuse here. It sounds to me like there was plenty of BAD DECISION making that led to this terrible incident, in which one young innocent child was taken.

I would like to pass on my condolences to your family. This comment section is for the family and not for badmouthing CMP or anyone else. A young child was lost to us. She will be in heaven with the angels and will be watching out for her family and friends. For the ones complaining tell someone who cares. Taylor sounded like a lovely young lady who loved life. She will be watcfhing over her family and friends and I am sure she would want you to go on. As for the people that left her in the building they will be judged by God. I haven't heard the police say they would be making arrests. Let justice be done and get on with life. If people thought with their head and not with their mouths, the world would be a better place. Rest in Peace Taylor.
