LEWISTON — Saying it wouldn't be responsible to delay hiring a new top administrator, councilors voted Tuesday to try to fill the job in the next three months.
"It would be councilors abdicating their responsibility to do their job," Mayor Larry Gilbert said. "You are elected until you are no longer in office. This council has a responsibility to do this."
Councilors said they needed more time to settle on a process for finding a new city administrator. They scheduled a special workshop meeting for 6:30 p.m. Thursday to discuss who should serve on a citizen search committee — citizens chosen by ward or by social and economic group.
The city administrator's job has been a political issue since the council voted 5-2 in July to fire Jim Bennett without cause and buy out his contract for $110,000 plus benefits. A group, led by Tom and Nelson Peters, city councilors in wards 1 and 2 and the two dissenting votes on the Bennett firing, met at the Ramada Inn earlier this month to urge councilors to put off hiring a new administrator until a new council is seated.
That group was well-represented Tuesday. It included mayoral candidates Nick Knowlton and Michael Dumas, council candidate Donald D'Auteuil and former councilors Renee Bernier, Norm Rousseau and Joyce Bilodeau, all urging a delay in the search.
"This is too important a decision for the city to give this a rush job," Bilodeau said.
But sitting councilors had their defenders. Dan Gregoire of Mitchell Street said he had faith in councilors.
"Firing anyone is never easy," Gregoire said. "What you did was make a tough decision, but I think it was the right one."
Robert Soucy of 373 Pinewoods Road agreed.
"I think this council should do as it sees fit," he said. "Afterward, if we don't like your decision, then we can throw stones."
For a majority of councilors, that meant not waiting. Councilor Betty Dube said new councilors have plenty to learn upon assuming office. That would add another delay to bringing in a new administrator.
"To learn to work with each other, and get settled on your new committees, to take this very important decision on top of all of this orientation is a big burden," she said.
Councilors voted 5-2 not to delay the process, with the Peters brothers dissenting.
That left the decision of the hiring process. The city has received 26 resumes for the position so far, and will accept applications through Sept. 1.
Councilor Robert Reed said he favored creating a committee to review the applicants and recommend final candidates to the council. He suggested one person be selected from each ward, along with three or for city department heads. He also recommended Auburn City Administrator Glenn Aho be invited to join the committee.
"I think that's important, because we want the two cities to work together as much as possible," Reed said.
But Ari Rosenberg and Barbara Rankins of the Visible Community, a downtown advocacy group, argued against appointing citizens to the committee based on ward. They recommended having social and economic groups — including downtown residents, rural residents, immigrants, business owners and social agency members — fill the committee.
Councilors said that sounded like a good idea, but it needed further discussion. They decided to postpone those discussions until Thursday's special workshop.

Name calling will not settle anything. The council is always elected to do the work required of it. If they do not act properly the voters will get them out. Seems that is what happenned last time around to the council that gave Mr. Bennett that contract. Hopefully the council will find someone qualified to lead Lewiston and will be able to do it at a more reasonable cost than the last administrator. We are still in hard financial times and there must be someone qualified out there who is willing to work for a more reasonable pay than Mr. Bennett was paid and probably with less fringe benefits.

As usual citzens were not listened to. Councilors showed their true colors again last night when they tried to switch the order of the agenda. Why would you move approval of the hiring process before the vote on whether to delay the process. That just does not make sense unless your mind is set in stone and you don't care what the citizens have to say. Why have public comment if it does not matter? It was easily 4 to 1 for the delay of the process at the meeting last night. It was said the new direction is looking for a new leader. How many times does it have to be said the Council leads the city the adminstrator follows. 5 months left and they still do not know their job.

I counted 9 speaking in favor of waiting and 4 opposed to waiting, that seems more like 4 to 2 ration than 4 to 1...and that does not include all the people who told us when we ran that they wanted Mr. bennett gone, all the people who have supported us since. I hope the voters see this for what it is and vote what they beleive is best for lewiston in November. Thats democracy and thats when we will really know what the "people" wanted.

I don't agree with your numbers Robert. I watched that entire section of the meeting last night and while I did not count those who addressed the council, there were only 3 or 4 individuals that spoke in favor of the current council hiring a new administrator, whereas there were at least 15 to 20 who asked you all to defer the hiring to the next council. Though I don't have an exact count, it was well more than 9. Regardless, I'd be interested to know how many signed the petitions requesting you all to defer the hiring to the next council.

Ron, my understanding is there are about 60-80 signatures between all the various pages that were flaoting around, but I could be off a little. Given almost 17,000 voted in the last election, thats about half of one percent of all eligibles.

All seven current councilors started as a team and then five of the seven separated from the Tom Peters led team. What does that tell you about the Peters? Tom lost his voting block power and now seems to be running several candidates campaigns.

I applaud the 5 councilors that finally woke up and said "This isn't right" (also a violation of the charter,) and called them out on it. Tom seems to try to manipulate everyone, and when called out on his game finds others to use as his puppets to try to get this way. Even the two women couldn't be bullied by King Tom this time! Yes, that meeting was held with the city HR director present at my request and as you can see by the contract, nothing special was proposed other than what has been standard in the past. As to timing, who is to say that we cannot find a good administrator in a down economy in 5 months - the ads are already running, resumes coming in (26 at last count)...are you already saying that none of the people applying is qualified? Are you saying seven councilors and the Mayor plus a citizen review process would not be able to make a good decision for the city moving forward. Even though at times heated, I did like some of the suggestions last night and hopefully Thursday we can begin to iron them out and figure it all out. Yes I drove Pond Road Sunday evening actually, bringing my son to a friends home on Pond Ridge drive. But I've also driven old Greene Rd and seen the vast improvement on that road and hope that once other roads such as Pond get to the top of the list they too will be repaired and made better. The budget only allows for so much road improvement and many of us had hoped that the stimulus money would providefor more road repairs, but clearly that was not the intent of the money from the feds. It's kind of funny that this is the first time anyone called me a bully, its one vote we're talking about. No one called me a bully when i was on the losing end of a vote, amazing that one issue and suddenly I'm a bully - well I must be a pretty smart one because its now almost six weeks and still no smoking gun, but you just won't quit. The hullaballou that followed is reminiscent of what's going on now. The old French saying that "the more things change, the more they stay the same", holds true in 2009. Then, as now, people felt wronged , misunderstood and convinced that there were good guys and bad guys, leaving the rest of us to wonder what happened to civility and the right to dissent in a public forum without it becoming so confrontational and personal. Lighten up, everyone. You're not as important as you think you are. And if you think you're the only one with all the answers, you shouldn't be in public office. Those of us who are watching your antics are embarrassed.

Having people on the committee based ojn social class seems really backwards, like colonial America backwards. And who is gonna do that? "Okay Mr. Mayor, these are the candidates for the poor spot on the committee..." Not gonna happen. The way the wards are drawn up, you are bound to get a cross-section of social classes anyways.
Here's my idea: A committee made up of representatives from each ward (along with dept. heads and potentially Aho), who are NOT running for office. Remove the politics from the process. Leave the committee with a Council liaison (Not named Peters, as they seem bound and determined to railroad anything), and have them choose a top 3, or 5, or something along those lines. The council chooses from that group. If they don't like any of those candidates, the decision is left to the next council.
EDIT: Upon further thought, the council would take the top 5 and then do the interviews/hiring. I forgot that step.

I also watched this portion of the council meeting last night. There were a few individuals that expressed the opinion that the council should go ahead and hire a new city administrator now, but the overwhelming majority asked the council to defer the decision to the next council, which may possibly include members of the current council. I agree with those that stated that hiring a new administrator in just three months (before the election) would result in a rushed job that would not serve the citizens of Lewiston well. Tom Peters made a good suggestion: don't rush the process, and after the election invite any newly elected councilors into the evaluation process. That seems totally reasonable to me. It seems that the current councilors who are running again seem confident they will be re-elected; if they truly believe this, then following Peter's suggestion should not be much of an issue. But if they do not have such confidence, than I can understand why they want to rush the hiring process. I, for one, find it hard to believe any councilor that says they have no agenda but is unwilling to slow the process down and do a thorough, well-reasoned job.

Reed and Gilbert never cease to amaze me. Betty Dube you are definitely a puppet. As for the idea of people from each ward being on the committee I feel that is a great idea for the fact the administrator is not paid by committee money but by the taxpayers so let the tax payers have a say as to who is hired. I still feel the current councilors should abstain from hiring the new administrator and as for Gilbert's comment of the council doing their job if most of you were doing your job for one bennett would not be fired and for 2 we wouldnt have half the problems we do now.

exactly what other problems do we have right now? It all boils down to a small but vocal group of people not liking what occurred and trying to make it seem as if the entire city is outraged. Why not just let the election take its process and then we'll see what the VOTERS really think - what are people so afraid of? If the voters are truly upset then we are out of office, no problem, I like that kind of democracy - but why go to such lengths to make untrue allegations and continue to scream and shout? Talk about being a bully - theres a classic example, bullying people to vote against us or for new people whose only platform is they like Mr. Bennett.

Agree with "tron". Watched some of this marathon meeting that went on and on and on all needless and caused as result of prior off-the-wall actions by this same Council. Crystal Ward was amazing in her summary of the Charter. I also loved Betty Dube's bold and heartfelt statement insisting she was no one's puppet in making decisions, and that anyone who wants to hear her reasons for firing Bennett should call her and she'll explain them to you... apparently one constituent at a time. As a citizen at the meeting asked her... Why does she not grab her rarely used microphone and state her reasons for all the public, the record & history? Her answer: "I look forward to your call." Poulin and Bailey? Were they even there last night or were those holograms in the chair. No statements from them about their actions to this point. Five hour meeting and I don't think Baily ever uttered a word on any topic. As that same citizen also said... until we have a clear reason why this Council did what they did to Bennett, and handled it all in the secret manner in which they did, I am very nervous about them having any hand in selecting the new City Administrator.
