The latest go-around involving Lewiston Mayor Larry Gilbert's rebuttal of a statement made by Paul LePage only reaffirms my opinion that politicians love to talk just to hear themselves talk.
LePage (mayor of Waterville) obviously knows the workings of city government better than Lewiston's illustrious mayor. Every citizen in Lewiston knows that not all of the excise tax money goes toward road repair, maintenance and such, and we didn't need an outsider to tell us that. Lewiston's streets would not be in such disrepair if money was set aside each year to maintain them, as Gilbert would like people to believe.
In a common-sense world, a set number of streets would be done every year, but obviously, they are not. With the mild winter we just had, extra money should have been available on top of the money saved by not demolishing Bates Mill No. 5.
I live on a street that has not been repaved since 1988 and I'm sure there are many others like it around. The asphalt on my street is so grooved by the elements that any major rainstorm or such will create massive wash-aways or sink holes.
So, the question arises, where is the money actually spent?
Jacqueline P. Smith, Lewiston
Wingnuts
Pirate, what would you know about "facts," you only want right wing dogma. It's why you're merely another cackling, ignorant, anti-rational RepubliCON merely regurgitating the day's Fox drivel for the mindless wingnut masses.
As for the other wingnuts, America's industrial base was its most robust during Carter's time. Inflation was present but ever segment of the economy worked, plus we were on a path to get 20% of our energy from renewable sources by 2000. Reagan was a cancer, not only undoing that but leaving behind a sea of red ink ... just like Bush did and now, a brilliant President in Barack Obama, has stabalized the economy, addressed health care that was a festering sore that Republicans refused to address, and even the car companies paid back their loans. Or didn't you know that wingnuts ...

Here are FACTS about the differences between Carter and Reagan. Ignorant Republicans may have swallowed the tripe offered by the Republican party, but facts don't lie. Reagan was a terrible President. Carter a very good one.
Government Spending
How much did the government spend for every dollar of revenue?
Jimmy Carter, 1977-1980: $ 1.16
Bill Clinton, 1993-1996: $1.25
Bill Clinton, 1997-2000: $1.01
Democratic Average: $1.16
Ronald Reagan 1981-1984: $1.31
Ronald Reagan 1985-1988: $1.38
George H.W. Bush 1989-1992: $1.34
George W. Bush 2001-2004: $1.27
George W. Bush 2005-2007: $1.24
Republican Average: $1.29
The difference between $1.16 and $1.29 may not seem like a lot, but the impact on the national debt is huge, especially when you consider that $1.29 applies to 19 years, and the budgets under this president are so much larger.
Increases in Government Debt
Growth In Debt Held By the Public [$US trillions]
Jimmy Carter, 1977-1980: 0.2
Bill Clinton, 1993-1996: 0.7
Bill Clinton, 1997-2000: -0.3
Democratic Total: 0.6

Do you remember the Carter years? Double digit inflation. Double digit unemployment. Double digit interest rates. Yeah. We want some more of that. It was so bad they had to invent a term to describe it. "Stagflation"

LeBovine from Waterville has done absolutely nothing for that city. By charter he doesn't have anything but a veto and Waterville has its city administrator to thank for the mill rate, not LeBovine. The Bovine is a typical Republican who prattles on about issues without even understanding the contaxt. The good thing is that if LeBovine is "elected" by the most ignorant that Maine has to offer, he will bring exactly the kind of "prosperity" to Maine that Bush and Republicans brought to America ... which as Bush left office included 800,000 jobs lost a WEEK! America ought to put President Obama's face on a coin in thanks for the job he has done in less than two years just to stabalize the economy that Bush left behind. Now, Republicans are counting on enough Americans being ignorant to the point of delusion. There's no other way to describe ANY PERSON voting for a Republican after what they did to America from 2000 to the present, including the party of "no." By the way, did you know that RepubliCONS wound up releasing a "health reform" plan based on "repeal" of the health reform plan passe by Democrats. Surprise. Surprise. Surprise. Republicans have over a dozen ideas in their "new" plan that were ripped off from the Democratic plan. Republicans have no "ideas" except doing more of the same that nearly drove America off an economic cliff. Republican: We're worthless by nature!

"So, the question arises, where is the money actually spent?"
If you are really interested, it is easy enough to grab more than a decade's worth of city budgets from the comfort of you home: http://www.ci.lewiston.me.us/ You'd see that in this case, Mayor Gilbert is indeed correct -- annual expenditures on road construction, maintenance, clearing, and lighting exceed what the city collects in excise taxes.
You might prefer that city workers were paid less, or that streets were not lit at night (outside your neighborhood, of course), or that the city magically purchased asphalt and other supplies at below market prices, but any such wishes that the city spent less than its excise revenue don't change the actual numbers.

Too bad that some people are this ignorant. LePage as Major of Waterville had a ceremonial position. He's an expert in one thing only - Marden's. He expressed his ignorance on road repair by answering a reporters question about the backlog of road repairs by saying that the problems were solely caused by "bloated bureaucracy". The bloated bureaucracy disappeared years ago with the Republican recession.
