Last week, the Lewiston City Council clashed again, this time over who has authority to name a citizen committee to review applicants for the city's top job. Mayor Laurent Gilbert says it is his, while his fellow councilors say they should have a choice.
This debate bogged what should be a simple procedural discussion: how should this council, which created this problem by dismissing the former administrator, fill the job. Instead, it became another example of how wielding power, and not serving the people, is important to this board.
What's ironic, though, is wielding power is just what this council needs to do, rather than delegating the culling of applicants to a citizen committee. That the councilors cannot agree on naming its members is Exhibit A for not having one.
The panel to do the reviewing is the council.
A citizen committee comprised of representatives from diverse community interests, or political appointees, is merely a proxy for the council's responsibility. By farming out the proverbial "heavy lifting," councilors are insulating themselves against negative outcomes. If something goes wrong, the citizen group could provide a tidy scapegoat. This is not inspiring leadership.
In dismissing the former administrator, Jim Bennett, councilors made strong statements about the city of Lewiston needing a new direction. By assuming full control of the administrator search, the council can start to chart this new, fresh course. It can buttress its words with action.
The goals of the citizens committee would remain: Building consensus among various interests and stakeholders of the community, to ensure the final candidate — whoever it is — has a keen understanding and appreciation for the challenges of this city and its management.
Engaging in a little coalition-building, after all, would be a good thing for this council, after all the divisiveness its actions and interactions have caused. Politics can build and destroy; Lewiston politics have been on a tornado-esque path of destruction during recent months. Councilors should use this search as an opportunity to reconnect with constituents, and rebuild political capital.
A panel of citizens would proffer palatable, consensus candidates, like a popularity contest, for the council to select from. Yet it's more important for the councilors to do this, to forge consensus from among the community and, most important, work together themselves.
This can happen if councilors stop arguing over who has power, and simply use the power they has.

Thats great then we could have more bad deals like the Colisee - and lets see - eliminate the personnel board so a councilors son could get hired by the police force, get a sweetheart deal for security at a large venue, hmmm what else can we think of that the last council stood for, oh yeah buying property the city woul;d later need? There is a reason none of them ran again....

I just wish this council would agree on something, this is getting to be a little ridicules, Stop wasting tax payers money you want to hire Phil Nadeau, is he the best choice that’s not for me to decide, the council has made many mistakes what’s one more, Mr Reed im sure you can read a compos just fine but when it comes to the direction of this city you get lost very easy, I cant wait to read what you have to say in response, so hire Phil and save the tax payers money...

I don't agree with the SJ on this one. What harm could come by having a citizen panel, which is advisory only, provide some feedback to councilors so they can make a more informed choice? As Bob67 said below, it worked well for Auburn. If it slows down this lightening speed process the council seems to think it must engage in, then all the better. But I'm sure tron is right about the council having already made up its mind for Mr. Nadeau, and they're just going through the motions for appearances sake.

Not at all. But I doubt he is the ONLY good candidate. And if adequate time is not allowed to fully explore all good candidates, Lewiston could miss out on a good opportunity. And by adequate time, I do mean to suggest that a well planned and administered hiring process may not be wrapped up by January, when a new council (perhaps including some of the current council) is sworn into office. I think it was Councilor Poulin who expressed the other night that waiting until next June or so would be a bad thing. I totally disagree. The current council seems to hold Mr. Nadeau in high regard, as do many citizens (including myself). So if the new adminstrator wasn't hired until next summer I'm sure Mr. Nadeau would do a fine job as acting administrator and Lewiston would continue to exist. I just don't understand the current council's perceived need to quickly fill the position, especially when the city has Mr. Nadeau. Auburn didn't fall apart when it took nearly a year to refill their manager position. I know you won't care for this comment Robert61, but the council's rush to hire, whether fair or not, gives the PERCEPTION that minds have already been made up, or that there are agendas.

Do you think yourt actions and comments will get you any favors, points or goodwill with other members of the current council who would be re-elected? This is why some of the smartest new candidates have remained silent on the issue.

A citizen panel is a good idea, because each councilor seems to have their own petty little agenda and bias. But I firmly believe the decision to hire Mr. Nadeau has already been made, so this is merely a formality and waste of time.
