Jay school board OKs sending merger plan to state

JAY — With a vote of 4-1, Jay School Committee members reconsidered and authorized sending a plan for consolidation of Jay Schools and RSU 36 to the commissioner of the Department of Education during a special meeting held Monday.

Chair Mary Redmond-Luce’s motion to submit the plan included an addition that encourages the RSU Planning Committee to meet "prior to their final submission to the Department of Education to discuss the concerns from each of the respective boards, especially the composition of the new school unit board of directors.”

Three members agreed with the chairman but committee member Michael Schaedler opposed the motion.

The special, 45-minute meeting was held after Thursday's motion to submit the plan failed for lack of a second, following disagreement about the makeup of the a new school board.

Schaedler said Thursday that he believes the plan would have a better chance of being approved by voters in January if Jay had one more voting director on the proposed board.

Without a Jay vote to submit the plan to Augusta, the plan could not move forward and voters in Jay, Livermore and Livermore Falls wouldn't have a chance to vote on it in January, Jay Superintendent Robert Wall said previously.

Redmond-Luce shared an e-mail she received Monday from Angela Faherty, commissioner of education, advising that the “reorganization law does not give school boards/committees the option to refuse to submit the plan.”

Faherty also stated that “by not submitting the plan, the school committee will be depriving the citizens of Jay the opportunity to vote on the plan. The Legislature was clear in its desire that the public have an opportunity to vote. Submitting a plan does not indicate ‘approval’ or ‘endorsement.'”

A school board can advocate for or against the plan but not take away the voter’s right, she wrote.

A subcommittee of the RSU Planning Committee dealing with governance of the new school unit proposed a 13-member board with each representing about the same number of people. Based on the each town’s population, Jay would have six members on a new board, Livermore would have three and Livermore Falls four. It comes close to meeting one person, one vote, Wall said.

During the Monday meeting, Wall explained the four methods considered by the subcommittee composed of both Jay and RSU 36 superintendents, town managers for Jay and Livermore Falls and the administrator for Livermore and other members of the planning committee.

The subcommittee proposed the one person, one vote route as opposed to methods that included designating sub-districts similar to those used in large cities, appointing members at large where the school board members receiving the most votes were elected regardless of town, or a “weighted vote” system where each member carries different voting power and the amount has to be figured for each and every vote taken.

Instead of a 13-member board, a second look reveal that a potential 19-member board representing the estimated 10,072 population of the three towns could work and would result in nine members for Jay, four members for Livermore and six for Livermore Falls, Wall explained.

The subcommittee proposed the one person, one vote system “in good faith” that it was the best option, Wall explained. They were given the right to do what they need to do to come up with a plan to submit to the state, he added.

RSU 36 school board members will discuss submitting the plan when they meet at 7 p.m. Tuesday at the central office.

Glass Half Full

It's really disheartening to watch and hear how cynical and pessimistic some of the adults responsible for leading us through this monumental opportunity for the 3 towns of Jay, Livermore, and Livermore Falls, truly are. Their attitude reminds me of scorned and jaded people preparing for a "marriage" while at the same time preparing for the divorce and disolvment of the same "union". Not a healthy way to go about a merge. This school consolidation is not an episode of SURVIVOR. There can be no "secret alliances" "swing votes" and "blindsides". This consolidation plan is about students; the children of these 3 towns, of this ONE COMMUNITY! This plan is about the opportunities it will both grant them and preserve for them. When the voters of this community vote to pass the consolidation plan it will be bacause they realize that status quo is no longer an option. That no governor, present or future, is going to repeal the initiative that allows for school districts with dwindling populations and resources to strengthen themselves through partnerships with other districts. And they will pass the plan because it is a GOOD plan for EVERY CHILD in Jay, in Livermore, and in Livermore Falls. "And the children shall lead us..." For the children know no town lines, no tax values and revenues, they know no school board representation, and no deep rooted athletic rivalries. (They learn all that from watching and listening to us adults). But the children do know how to be optimistic, hopeful and trusting. They know how to be teammates, classmates, and friends. So, let's follow their lead and do this for THEM! It CAN be that simple.

I can say as a voter in the

I can say as a voter in the town of Jay, that I cannot vote for a proposal for a school consolidation with Jay paying 71% of the cost but not having a majority of the school board vote. With the current proposal we are going to let L/LF run Jay students when their town's schools are some of the worse in the state? To me, it doesn't matter that Livermore and Livermore Falls has a higher population.. Jay has the money. Money pays for books and teachers, and labs. Jay has run its school very well considering the issues faced with declining population. Most people you talk to, both Jay and Livermore residents agree that Jay should have more votes than the other two towns because we have the money. Apparently only the Consolidation Board doesn't believe that.

Facts

Jay is not paying 71% of the total budget as wrongly reported in the Sun Journal. They will pay 71% over EPS which Jay is now paying 100% over EPS. I urge you to attend one or all of the joint public informational meetings the Regional Planning Committee will be holding in December and January and ask questions. I grew up and was educated in the Jay school system. I pay tax bills in all three towns. I am a resident and voter in Livermore Falls. I own a business in Jay. I also serve on the RPC and was a member of the Buildings and Maintenance Sub-committee. I am very confident that the nearly 100 people that gave their time and effort throughout the summer, while the vast majority of voters in all three towns never bothered to attend a meeting, have the students best interest in mind. Please get educated with the real facts before you cast your vote. Thanks, Kenny

Good morning:
As the Jay school board member that voted no during this meeting. I felt the need to clarify what that was about.
First: We all want the towns to be able to vote on a reasonable and responsible consolidation option. I have never been involved with or seen in any organization that when it's board creates a committee and that board doesn't have the right to tell the committee when it comes to the board with it's conclusions, that the committee needs to go back and rework part of the proposal. We were manipulated with an interpretation of a letter from a person from the state, which stated we would not be in compliance if we refused to pass this consolidation proposal. All of us want to consolidate, but three of us had wanted the committee to go back and revise its proposal, that was last Thursday. Last night we were told we would be out of compliance with the State if we didn't vote for the proposal that was handed us, with no revision. What would you do? How would you feel? You see the results, so be it.
Second: There were three other choices for board member structure that fit the guidelines that could have been chosen, which would have made the number of board members even between Jay and RSU 36. allowing a cautious move forward into a new school system relationship between 2 current school systems.
Third: The choice of 6 for Jay and 7 for RSU 36, doesn't allow Jay to protect it's taxpayers or school children from poor choices, if and or when made, while Jay will be responsible for 71% of the cost of the new school system. What has been the history of the two school systems in relation to state rated performance? Does it matter to you? Does it matter to the student’s future? What do you think/feel?

You could say I am a sore sport for loosing the voting. Feel as you may.
I am frustrated that we were manipulated to have to accept an unacceptable configuration without forcing the committee to review their choice.
If the choice for consolidation stays as it is, I will vote no as a resident of Jay.
I don't want Jay's town budget to be held hostage to the whines of others. We struggle to do the best for Jay citizens with what we have already.
I hope others do the same to force us to have a more reasonable and responsible consolidation offer.

Ps. concerning the state fines for not consolidating. I have a hard time believing the new administration in Augusta will continue with the past administrations fining of our 2 school systems of around $1,000,000 already. We do want to consolidate, just more fairly.
