RUMFORD — Work started Tuesday with a national hospitality consulting firm hired by selectmen to conduct a feasibility study to recruit a brand name hotel to town.
Town Manager Carlo Puiia said he and Jim Rinaldo of the Rumford Economic Development Committee met with Thomas C. Blake of the northeast branch of Colliers International's PKF Consulting USA.
“It was a good first meeting,” Puiia said Tuesday afternoon.
He said they began the process by introducing Blake to the community, identifying potential sites and providing a history of Rumford.
They also spoke about losing The Madison Inn, which was converted to condominiums, and how Sunday River Ski Resort in Newry is creating a bigger draw to the area, and Black Mountain ski resort in Rumford.
Puiia said rooms are lacking for big events, short- or long-term rooms needed for patients of Rumford Hospital, and engineers, management and consulting officials brought in by the Rumford paper mill, NewPage Inc.
In addition, now that state voters last week OK'd the Oxford casino referendum, Puiia said he and Rinaldo also mentioned that as a potential magnet.
“We figured there could be people not wanting to stay right there (in Oxford), like it is at the ski area, where they might not want the night life and they're just there for the day activities, or they may be traveling through,” he said.
Jump-starting economic development in town has been one of the board's priorities this year.
Phil Blampied, chairman of the Economic Development Committee, told selectmen and Puiia at Thursday's board meeting that they should soon decide whether to pursue a second Community Development Block Grant grant to continue improvements to housing.
“We have two areas where we have a good shot at a grant this year,” Blampied said. “One is the housing grant. Very often the federal government is well disposed to giving a second grant to a community that has already won a grant.”
Last year, Blampied helped land a $200,000 CDBG for housing. He said significant work has been done to 20 different buildings thanks to the grant.
“The impact in Strathglass Park is quite noticeable if you go through there,” Blampied said.
To apply for the housing grant, voters need to approve it by December or January.
“The other grant that we have a good shot at is a planning grant,” Blampied said. It would require a $2,500 cash match.
He suggested getting a planning grant and having the Androscoggin Valley Council of Governments in Auburn look at the Cumberland and Waldo street areas.
“They would give us a road map to what we might do to restore and develop that area,” Blampied said.
He also urged selectmen “to get serious” about applying for tax increment financing districts.
“We can greatly enhance our appeal to new businesses if we have a TIF district set up where they can come in and get the benefit of a tax incremental financial arrangement,” Blampied said.
“There are a variety of ways that you could use the money that would come out of a TIF arrangement. What most businesses want to see is what's called a 'credit enhancement agreement' and what that is, is you help them pay the loans they took out to do the project.”
Blampied also suggested making TIF districts of the Business Park, and the Lincoln Avenue, and Waldo and Cumberland streets block, and the strip going west beyond Marden's.
He also said he would like the board to start marketing the Business Park area.
Rinaldo then suggested that selectmen hire a part-time economic director.
“We haven't seen any real economic development since we lost our economic development director in the 1980s,” Rinaldo said. “Doing piecemeal economic development is tough.”

The post by D Wilson has pretty clearly come from Candace Casey who is the person who offered to write a grant for Strathglass Park.
Ms. Casey wanted to ask for $300,000 in order to undertake a study of the Park by high priced professionals. Not only was it unlikely that the request would succeed, but a study of the privately-owned buildings in the park would probably be ignored by the residents who never asked to be studied in the first place. When asked if she would be willing to work on a more realistic proposal, she angrily severed her connections with the Strathglass Park Preservation Society.
I had little to do with the Blue Ox and have urged from the beginning that it be handled differently, with more participation from residents rather than a flat-out purchase by the town government.
I didn't divert anything. The grant, as approved by the state, prominently aimed to help landlords meet the fire code requirements that were being enforced by the town. Landlords shared half the cost of all work done under the grant.

Mr. Blampied, my husband just read what you wrote and said we should not let this pass. You asked my sister to help you get a grant to have all the properties of Strathglass Park looked at for structural problems, for historic preservation, to figure out what needed to be done and how much it would cost. She did the research as to who was the right person to do this and how much it would cost. She asked my husband a lot of questions about what you wanted and who would be right for this because he is a general countractor. One of her daughters went to Savannah College of Art and Design which has the best historic preservation program in the world, she even contacted the school about coming in with students to do work for free as they do in their studies in phase two when the fixing part started with a second round of grants she was willing to write for free. The students would have stayed in local motels which would have helped the economy up there a lot. Candice did all the research for you for free, she paid for the calls and everything. She did not ask to be reimbursed one penny for any of the cost of the research, writing the grants, she would have even paid for the printing and mailing. Candice was very upset and felt very guilty when she had emergency surgery and missed a deadline for one possible grant in August because she felt she let you and the Strathglass Park people down. My sister is obsessively consciencious. She worked hard to come up with other grants to do the study to replace the missed deadline. It has upset her a lot that the Preservation Society has not moved ahead with the applications because the park means a lot to her, but she has not ever said one bad word about you or the Preservation Society People. She has spoken very fondly of you and she thinks the world of your sister. It is disappointing to see you say such hateful things about my sister who has done nothing but try to help you when you asked. Online there are 4 Wilsons listed in Rumford who knows how many are unlisted or only have celphones. Of the 4 Wilsons listed two are in Strathglass Park. You should be ashamed for attacking my sister because someone who uses their own name DWilson points out things they are upsetting about things you are involved in that don't make you look so good. You would be better served expending your energy doing the right things instead of looking to place the blame on somebody else who has nothing to do with what you did or making it public. I can see why you have such a hard time getting people to volunteer to do things if this is an example of how you treat them. I can also understand why after this my sister might not want to help you with anything else though knowing her kind heart she is sucker enough to do it because she will feel sorry for the people in need that is the kind of person she is. I don't know your sister personally, but I get a lot of her on this forum. I will share with you what I do know about her.
She thinks she knows absolutely everything about every subject submitted, even when she is wrong. If anyone tries to explain to her what the truth is, she gets very angry and attacks them. Her written attacks on here can be pretty extreme.
She is a busybody. She gives her opinion to everyone whether they want it or not.
And she is long winded. When she goes on a rant, it goes on and on.
And it appears from your posts, that her traits are family traits and not limited just to her.
I hope she can move to Florida so that you can take care of her......and soon.

What we saw on here was my sister reporting how someone tried to break in to her house and the police did not come when she called 911 not the first time. It seems to be a serious problem up there. She also included the story my husband brought home. We also saw some positive things about the boy scouts and Camp Gustin where her son used to go with his troop when he was a scout in Maine and she was a leader almost 20 years ago. She has also been able to provide accurate information on the misunderstanding people up there had about the governor elects wife, Ann LePage that she can legally claim a homestead exemption here and been living near me for quite a few years taking care of her mother. She can write about this because she knows about it since we all live in Volusia County. My sister has a huge heart is a very smart woman with a lot of education and experience that should be taken advantage of, she has helped a lot of people. She has been very frustrated there but the people she has been working with don't want her to give up and have not wanted to let her come home. They want her to keep trying she is too softhearted and they keep talking her into staying.

I think you are confused FatandHappy. I am one of Candice's sisters. We all live in Florida though Candice has been in Maine with a philanthropic mission project for a year and a half. We really did not want her to go up there but she has always been so kind hearted that when she was asked knowing how bad things are up there she couldn't say no. My sister was asked to go up there because of her worldwide reputation with over thirty years of business and public policy and management experience. It was hoped that her talents would be put to good use in Maine to make a difference. Instead my sister has repeatedly been placed in danger. She would have been better off had they sent her to Somalia or South Africa, or to Iraq or Afghanistan where two of her foster boys are serving in the Army. As far as I know, we are no relation to DWilson who wrote the objection to the town investing in a hotel.

The only question I have is why are people in this area so afraid of change? We are having a hard time with businesses closing or moving out of town. New businesses don't want to move in because the buildings on congress that are for rent need way to much work. Every time the town has a shot at getting a big business in the area, someone has to shoot it down. Pretty soon they won't have to, its going to become a ghost town. Time for a change!! As a lifelong resident of Rumford I have to say this is one of the stupidest, most ridiculous, most wasteful things to come out of the Board of Selectmen yet. It can only be a Phil Blampied/Jim Rinaldo original.These are the same guys who brought us the deformed $6000 Blue Ox last year.
A year ago Blampied got the people to come up with money for a match to get CDBG money to get things rolling with Strathglass Park which was great. Until he got a bunch of the money diverted to help some landlords outside the park get into compliance with code or have their buildings shutdown. A lot of other buildings are not in code and nothing is being done about them. This was a selective enforcement action and diverted money from Historic Preservation. That was wrong.
The Strathglass Park Preservation Society was lucky enough to have a student from USM’s Muskie School working with them this summer to try to get more grant funding. The hope was to do a study to find out everything that needed to be done to restore the park to compliance with the National Registry of Historic Places so we could then get grants to fix the park up so maybe we would have a nice place for people to live and have an historic tourist attraction. Historic places are all the rage these days. Phil Blampied who doesn’t even live in the Park or own property there has put the kibosh to the project and the student from Muskie School has moved on. The park now has no chance of getting fixed up and it is likely that very soon this historic place will be lost forever.
We don’t need hotel rooms for events. There are no events in Rumford unless you are talking about the once every 100 years ski event at Black Mountain we citizens have to pay for including housing and feeding the skiers and coaches at hotels and restaurants in Farmington, Lewiston, Auburn and Bethel. A hotel in Rumford can’t make it on one week long event once every 100 year event with maybe 100 participants.
Rumford Hospital is nothing but a bandaid station and that is all it has ever been and all it will ever be owned by CMMC which also owns lifeflight and hauls everyone who MIGHT need more than a bandaid off to Lewiston. There is no need for hotel rooms for family of patients at RCH. RCH does not provide cancer treatment, trauma treatment, cardio vascular, burn, orthopedic, ob/gyn, neonatal intensive care, neurosurgery, neurology or any other serious medicine. We do not have qualified doctors here to provide these services; it is questionable whether we have qualified doctors for routine care. Anyone with any moderate or serious condition will be taken to Lewiston or if they are smart to Portland or Boston, VA patients go to Togus. If your family member is in Lewiston, Portland, Boston or at Togus, you sure wont be staying in a hotel in Rumford. Stating Rumford needs hotel rooms for family members in Rumford Hospital is so lame.
NewPage is on the verge of shutting down. The days of engineers, management, and consultants coming to the mill ended when the Boise Cascade sold out to Mead Paper. That is what led to Madison going condo. A huge section of the Madison used to be dedicated to accommodating these people and their meetings, with the loss of the business Madison was going under. Linnell Motel ended up in foreclosure because they lost all that business. There are also no longer contractors working in the mill and wont be cutting off that need. Linnell is serving a different purpose for its current owners or it would be closed as well since it is always empty.
There probably will be people from the new casino in Oxford who want to get away and do other things for part of their visit. But get in touch with reality Mr. Puiia, they do not want to come to this slum town. They will go to Portland and visit the Old Port to shop and to the Maine Mall. They will go to Wolf’s Neck State Park hiking. They will go to Freeport to LL Beane. They will go to Bethel to ski a real, reliable and long season ski resort, Sunday River and to the Bethel Inn and Country Club to play golf at a topnotch course. They will not come to look at that deformed Blue Ox thing that cost the taxpayers $6000 last year, Paul Bunyon, the rusting mill stacks, the mismanaged anthill of Black Mountain, and falling down buildings of Rumford.
Get in touch with reality. Stop wasting time and our money on this shit. We need you to get our town cleaned up so businesses and tourists will have a reason to come first. Get the grant for Strathglass Park back on track. Get the CDBG grants and use them right. Start organizing the neighborhoods to cleanup and work together. Cleanup the island and I don’t mean painting ox footprints down the sidewalks, get the dog shit and trash off them. Clean up around memorial bridge and do like watchdog says and fix down falls hill. Do something about Hancock Street between Rumford Ave and Lincoln Ave.
Rumford looks like hell. I dread having to go out my front door and look at it. What effect do you think it has on visitors? I’ll tell you, they just want to drive through town as fast as they can, they certainly don’t want to check into a hotel here.

For Phil, I don't think Candice Casey was even back in Rumford when you found got the selectmen to have us vote on the CDBG money. And it is really rude to misspell someone's name. Like Candice Casey who posts under her name Candiceanne, I post under mine DWilson which I take great pride in. I believe that if you are going to write something here you should own up to it unlike some people here.
I happen to know first hand that the relationship between Candice and the Preservation Society board members ended amicably with her offering the work product to the board to utilize however they want. She has also taken on two other projects since that have nothing to do with the Park, our loss. She told me about these other projects you asked her to do. You wanted her to try to get money for a sign on Hancock Street and some park benches and flowers and stuff. She is right, the park is gross, we don't want people coming here expecting a well kept tourist ready historic place. A lot of the yards are like junk yards, damn man. We have been fighting with the town for how long to fix the stump mess on Hancock street and you are talking about her getting someone esle to pay for flowers and park benches. How long do you think it would be before the twon ripped them up? There has to be a plan first and that was what the grant project was tht Candice was working on for us. Yes she was bringing in professionals instead of mickey mousing it which is just what we need for a change. She was bring credibitility. If we do it write the first time we just might get some place.

Like I said, I am very upset today, cause I found out about someone trying to break into Candiceanne's apt the other night. I could just kiss that big lug of a dog of hers for chasing them off before they hurt her. She has been doing a lot of good things around here and we should all be real glad to have her home if only for a short-time. It has been real tough since we all lost Dot Sanchaz, God Blessed us sending Candiceanne up to fill-in with good works if only for a little while. I am CandiceAnne's sister in Florida. She was booted off by that B**** at SJ for telling the truth about the attack 11/8 and the police not responding to the 911 call. She was on the phone with family while it was happening. SJ should be ashamed for not covering the story and for booting my sister for telling her story, the truth. We understand that you folks want to keep her up there that she has been a great asset to the area the past year and a half. We are sure you can appreciate how concerned we are for her safety and if it were your sister you would want her home where she would be close by and safe. This is the third time there has been a problem and the police have not responded. There have been two times that Candice and Buttons have been out late at night when she thought she would be safe from dogs running loose only to be attacked. One night six neighbors ran to her rescue when she screamed for help and we are so appreciative. That time there where big vet bills for poor Buttons but Candice was only scared not hurt. The second time a dog bit Candice and wouldn't let go. Because she wears leg braces that cover most of her lower legs it wasn't as bad as it could have been. Luckily Buttons wasn't hurt and eventually the dog ran off on its own. Now we insist that Candice have one of us on the phone with her whenever she takes Buttons out and we have the number for the Maine State Police though experience shows that probably will not do any good and for the animal control officer in a neighboring town we think we can trust in an emergency if anything happens. We try to have her on the phone whenever she is out around town on her own for her safety too.

Candice is definitely not an only child she has a brother and two sisters. And this was dismissed because the complaint was made by someone who was keeping two pitbulls that attacked other people and had charges pending. When the guy lost control of his dogs and they got loose while Candice was up in Maine visiting family they went after her, her service dog, and the people they were with. He tried to file charges but her dog was on a leash and harness connected to her confirmed by witness statements people she was with and strangers. When the case was investigated the DA dropped it and prosecuted the pitbull owner, again.
