Site for methadone clinic wrong, neighbors say

LEWISTON — Neighbors of a proposed Mollison Way methadone clinic were clear Thursday night: They understand the need for a drug treatment center but believe it belongs somewhere else.

"I just don't think the neighborhood is the right fit for this," said Bruce Pelletier, who owns a business at 780 Main St.

Other neighbors who run a day care center and a pediatric clinic in the same complex but more than 1,000 feet away from the proposed center, agreed.

"I guess we're not so much worried about what you will do, but what you will do to our business," said Jamie Bolduc, of Lever's Daycare. "You can bring us in and educate us about what you do. But can you bring all the parents in here? The ones who will stop coming when they find out how close you are to our door?"

Officials and spokesmen for Quincy, Mass.-based Community Substance Abuse Centers hosted the meeting Thursday night at the Ramada Inn to meet with their potential neighbors and to answer questions.

The company is proposing to build Lewiston's first methadone substance abuse treatment facility on Mollison Way, near the Spare-time Recreation bowling alley.

Methadone is used to treat addiction to opioid drugs, such as heroin or OxyContin. The company operates 11 clinics in Connecticut, Massachusetts, New Hampshire and a 12th at 2300 Congress St. in Portland.

Chief Executive Officer Matt Davis said the facilities are clinical, clean and inconspicuous. Neighbors frequently don't realize the clinic treats drug addiction.

"Historically, I think that's what you see if you research the company," Davis said. "One of the things we pride ourselves on is that we operate as good community members and good neighbors."

Planner Mike Gotto of Stonybrook Associates of Turner said the company hired him to navigate the city's zoning codes and find the best spot. Gotto said Lewiston's ordinance, adopted in 2006, made that difficult.

Lewiston's methadone clinic rules require substance abuse treatment centers to get business licenses from the city. Those licenses must be approved by the City Council and then reviewed annually by the council. The ordinance allows substance abuse treatment centers to be built as long as they are a minimum of 1,000 feet from churches, schools, parks or day care centers.

"You look at the city and it looks wide open, until you start drawing 1,000-foot circles all over the place," he said.

The company looked at several locations around Lewiston, before settling on Mollison Way, he said.

"Right now, under this criteria, we think we can get approved," Gotto said. "It may not make anybody happy, here in this room, but we think we meet the requirements."

Dr. Linda Glass of Pediatric Associates at 33 Mollison Way said there must be better places. Gotto agreed, but he said those other places don't fit Lewiston's zoning rules.

"It may be that Lewiston's zoning is wrong here," Gotto said. "But we need to proceed with the process we have."

Gotto said the company had not applied for the business license but planned to next week. He said he was pushing for a workshop meeting with the Lewiston City Council and the Lewiston Planning Board to discuss the matter and he hoped it would come to the city for a formal vote in February or March.

If approved, the company would open the clinic late in the summer or the fall of 2011.

Location, location location

I think they should put the clinic on Pine St so that all of the addicts could walk to it and Mainecare wouldn't have to pay for transportation.

A medical marijuana store next to it would be convenient for them also.

I think it's rediculous this

I think it's rediculous this issue is even up for discussion. Heroin and Methadone addicts are DANGEROUS. Maybe not all of them, but all it takes is ONE addict to have ONE bad detox in front of ONE child. I mean, there is the largest childcare facility and the only children's doctors within FEET of the proposed area. Are you telling me someone out there cares about junkies being more comfortable than our children? I'm sorry if it sounds harsh but i'm just being realistic because this issue needs a whole lot of reality right now. When it comes to my kids, I take no chances and i refuse to wait until something bad happens to see that this idea is a bad one. Matter of fact, how about "Mr. Bad Idea " finds someplace else to go, someplace where the people taking advantage of his "free morning fix" can walk to.....let's say...... a few miles down Main st, in the other direction. If he did his homework he would find thats where the majority of the people live.I'ts speading fast enough,do you think we should help it? In one of the FEW safe areas we have left? I have more faith in my city officials than that.(fingers crossed) So i don't see the point in damaging two of the best children's facilities businesses in town when they've done so much for our community. In trying to make the cities better,they will actually do some damage. It's IRONIC......Don't you think? Tell me how its easier to put drug addicts near our children then putting a few slot machines in the woods. The law shouldn't be 100 feet it should be 100 miles from the kids. i have an idea, let's put the new medical marijuana despensary there instead,that way maybe our kids will have a good laugh with their new neighbors rather than a desperate cry. Let's make the city a better place and help the people that need help without the expense of our kids safety and an industrial park with a collection of renound businesses such as Marco's restaraunt...Spare Time Recreation....Lever's Daycare Center...All small businesses that have Best Business Awards under their belts. ENOUGH SAID.

Im sick of hearing how this is going to affect levers,sparetime,etc.the fact is dosing hours during the week are from 530 to 11.weekend 7 to 10.so if spare time is going to throw a party during the week,it usually starts when this place is closed.Other business have hade no problems and there is a daycare closer to discovery house in portland.stop using excuses.its ok other places and it will be fine here

You contradict yourself and need to learn to read better. They are looking at this location because it is one of the ONLY locations in all of Lewiston that is MORE than 1000 feet from a school, daycare, etc. If they took your suggestion to move it downtown it would be within 1000 feet of a daycare and/or school. Do the children downtown deserve to be exposed to it any more than the children being "cared for" by the filth at the daycare in the industrial park? I am personally more concerned with what the kids in that center are being exposed to indoors, than in the rest of the park.

They are not seeking to put this in a neighborhood, in an upscale area of town, in a flourishing community - this is an industrial park in Lewiston. Did you know that until recently there was a DHHS center that catered to the mentally unstable in the same industrial park? Were the children unsafe? Were the children even aware of that? Were they exposed to anything harmful? Not at all.

If you want to jump on a bandwagon, at least inform yourself before hand so you don't look like such a fool.

My kids go to lever's and i have been nothing but satisfied with how they run their business. my kids are very happy there and NEVER have they shown any signs of filth. thats a pretty strong word to use when you could never back it up. When I say neighborhood,and i think i speak for everyone else that says it,I mean the area it is in is surrounded by neighborhoods full of people who have been supporting the park since it was a raceway.We all grew up bowling at Spare Time and attending other events so it's pretty much one big neighborhood.So now to your other stupid comment about the mental health center,Yah,it's real different from drug addicts running around the area freely. Anything else you wanna say? I assume you have a personal problem with someone at Lever's and now you see a chance to TRY to damage the business with your miserable words. The Daycare has parents that went to Lever's themselves. You couldn't find a thing wrong if you bring your most prized possesion,your child,there. Another thing, dingbat, I don't believe for a second that this place is the ONLY place it can go. We have alot of free space around town,theres not a school near EVERY free location. Reading your run-on sentences

Reading your run-on sentences and poor grammar hurts my head, but I was considerate enough to read it all and attempt to understand.

I do not have a personal problem with that child care facility. They interjected themselves. I do not need to damage their business, they do an excellent job of that on their own. I do however know for a fact that there are several problems, issues and lack of professionalism that goes on there. I also know that any respectable, decent family in the area would rather tie their children on a leash in the yard than send them there. Their clientele (you included) are a direct representation of the service they offer.

The "award" of best day care that they have received for years in a row is an advertising campaign. The company that publishes that "Best Of" list SELLS the positions for advertising. The daycare, the hair salon, the restaurant, etc that is listed as "Best In L/A" in those rating has paid for that position. It is not based upon anything except money.

I grew up in the area long before you were growing up at SpareTime. I watched the horse races their at the actual racetrack when I was a child, before SpareTime, DHHS, DMV, Levers, etc were there.

The issue is not about what is there now or what was there 20 years ago. The potential clinic coming in will not be detrimental to the area. It conforms to the city mandated guidelines, and that is what matters.

Now please enlighten me, what is it about my post that makes me an "anonymous phoney coward", yet you are not?
