A Lewiston man has been charged with raping a woman and her 2-year-old daughter in what one career investigator called among the worst cases of sexual assault he has ever seen.

Repeat sexual offender Joshua A. Whitlock, 30, of 850 Main St., was indicted Wednesday on 19 counts, including gross sexual assault, sexual exploitation of a minor, criminal restraint and possession of sexually explicit materials.
The charges date back to December when Whitlock is accused of sexually assaulting the young girl. According to the indictment, Whitlock held the girl's mother against her will and raped her in May.
He is accused of sexually assaulting the 2-year-old on five occasions in Lisbon and Lewiston. Investigators say he also raped the girl's mother on two occasions in Lewiston.
Whitlock is also charged with nine counts of possession of sexually explicit materials, including photographs of the 2-year-old victim, police said. For that, he is also charged with sexual exploitation of a minor.
Before he was arrested in May, Whitlock was investigated by detectives in Lewiston and Lisbon as well as the Maine Computer Crimes Task Force.
"There was a tremendous amount of work putting the case together," said Jonathan Pyska, a former Lewiston police detective and now Whitlock's probation officer. "It was a tough case for a lot of people."
At the time of his arrest, Whitlock was on probation stemming from a 2004 conviction for having sex with a 13-year-old girl he had met on the Internet. For that he was convicted of three counts of gross sexual assault, sentenced to nine months and a day in jail and ordered to serve four years of probation.
As part of that probation, Whitlock was prohibited from having contact with minors. He was also required to register as a sex offender. In court records, Whitlock is described as a sexually violent predator.
Whitlock remained at the Androscoggin County Jail in Auburn on Wednesday night without bail.

Why has this SEX OFFENDER been released? I feel all sex offenders, even the one timers, should never be let out of jail. My husband feels that anyone, being a judge, parole officers, etc. should be held accountable for releasing these perverts, and should also be jailed for putting the public in jeapordy. I totally agree, lets not just hold these perverts responsible, but the nuts who put them back out there. It has been verified, over & over, that once these nut jobs are released, they will do it again, so hold these public officials responsible.

DonaldR- Though I am as disgusted by this as you, It has been proven in other states that a broad stroke of the three strikes rule brush only leads to over crowding of the prison system and the punishment not fitting the crime. We cant substitute one injustice with another. However there needs to be changes to the severity of punishment for sex offenders. But I dont feel they should be allowed three strikes to offend. First offense should = mandatory 10 year minimum with release only on completion of extensive psycho-therapy and life long probation. If offenders commit another offense then lock em away with bubba and throw away the key.
