Dale McCormick: The other side of the story

A recent Sun Journal editorial (Jan. 21) questioning MaineHousing’s response to a Freedom of Access Act request from the Maine Heritage Policy Center misrepresented the facts.

MaineHousing has a checkbook register for the last decade, and our computer system does keep records by date, vendor and amount. But there is more to this process than just handing over the check register.

MaineHousing is a $1.6 billion financial institution that uses numerous software applications to process its transactions. Most importantly, we are required by law to protect the identities of those we serve.

Part of the MHPC request was for eight pieces of information about every financial transaction made during a 13-year period. To meet that request, we needed to review hundreds of thousands of transactions to black out (redact) our clients’ personal information to comply with the identity law.

In a meeting with the MHPC, we informed them that we could provide the details of their request in two separate files. Consistent with best practices and transparency, we would provide a vendor list with the address information they requested and then, later, provide the check register once the redaction process was complete.

The MHPC said that was acceptable and we received a check on Nov. 28 to cover the $10-per-hour charge allowable under FOAA. The actual cost is $28 per hour. MaineHousing staff started its work and the vendor list was given on Dec. 12.

What wasn’t acceptable to us was what happened next, and was reported by Maine media as MaineHousing being non-compliant with the FOAA. The MHPC knew the detailed check register list was in progress, yet publicly complained that we were stalling when it released its inflammatory review of our vendor list, which included unfair speculation and innuendo about the transactions.

If MHPC was interested in the facts, it could have asked for more information on the vendors it selected to emphasize, and we would have provided it. Our expenditures support MaineHousing’s mission and its business operations are not funded by state money.

To provide this information in a short period of time, as well as attend to the needs of our clients, is a credit to the dedication of MaineHousing’s staff.

MaineHousing is committed to transparency and open government. We respect the public’s right to know and we obey the Freedom of Access law.

Some speculate that the law has become a political tool; others say that is the price we have to pay for open government. While that debate continues, we are doing our best to respond in a timely manner to this and seven other requests while at the same time continuing to assist the 90,000 Maine people we serve every year.

There's one thing I don't understand

Ther's one thing I don't understand, among many things I don't understand (hey at least I'm honest)
The record keeping has been done the same way for lets say a decade. Noone ten years ago new that certain information would need to be presented to someone for whatever. Unfourtunatly there are laws in place protecting certain privacy. In order to make everyone happy. Names and other personal information, which was recorded with everything else, needs to be manualy removed or blacked out. Thats hundreds of thousands of files. Thats going to take a very long time and they can't be rushed.
What I'm thinking is that all that money should be going into a recording file system that separates this information now. Then when this information is needed its readily available.
Those ten years of records will take along time and money, we don't have, to complete. Let at least create a system that won't repeat this in the future.
If the powers that be are so hell bent on fireing a few people. Just fire them its unfair I know, but we can't afford this waste of money and time.

If all spending is above board, and accountable. than why is McCormick so upset and defiant when it comes to granting powers to the board of Directors, and opening up the records to a oversight committee? That's the reason directors are put in place.

Can anyone tell me how much

Can anyone tell me how much this investigation is costing the taxpayers of the state? Can anyone tell me where the state is getting the money for this investigation since we are "broke"? Can anyone tell me how Ms. McCormick is responsible for stuff that happened before she took the position?

As far as I am concerned the only questions Ms. McCormick should have to answer is for anything that occurred on her watch. If it happened in 1998 then the person in charge at that time should be held accountable. The way it is going at the moment is like saying my parents are responsible for my choices even though I am in my 40s and no longer live at home.

Look up MSHA Statement of Revenues, Expenses and changes in Fund Balances.
The two biggest sources of revenues are from "Grants and The State". Where does the State get the money to give to MSHA? Perhaps from us taxpayers, you think?

Years ago I was the business manager for someone known as Jolly, (prior to him going belly up). We used to drop ex-lax in his morning hot chocolate, by 10am he left to go back home. He hated the dealerships bathrooms. God, that was funny and is little known fact. Don't dehydrate the parrot!

MSHA funding

I believe the funding from the state is actually from a dedicated portion of the real estate transfer tax that is collected on the sale of real estate in the state. This has been in effect for many years, gong back at least into the 80's. The funding is not part of the states general fund budget.

But a tax is a tax by any definition. If there is a tax on real estate transfers someone is losing money and some entity is gaining.

Well thoughtout explanation.

Ms McCormick, when you were questioned by the members of your board of directors you should have offered them this explanation instead of your combative and evasive attitude. Perhaps your as clean as newly fallen snow, but it's this attitude instead of honest answers that has pissed everyone off and raised more questions.

Witch hunt reply require courtesy?

When a partisan who may be defrauding the state of Maine and is violating its Constitution and ethics laws starts an unfounded witch hunt to discredit an efficient, dedicated, and throughly competent administrator, do we expect her to be courtest in her reply. Her letter is more than that. Mr. Pelletier's charges are like the MHPC investigation groundless and partisan.

My belief is that this administration is trying to paint Ms McCormick with the same paint brush as was used on the Maine Turnpike, however all we have is the paint smell and no paint is actually sticking. I think the above letter is very explanatory and sounds reasonable. Keep up the good public service, Ms. McCormick.

Ms McCormick, the only reason your agency is being investigated is because you cannot be replaced by a lepage crony. Forget the fact that the person confronting you is himself STEALING money from the taxpayers of his town, AND violating the State Constitution, your job cannot be given to a lepage campaign contributor until you're out. Keep the faith, you're doing an excellent job, but the heat from the lepage administration will not end until the end of your term.
