Maine is a mental health parity state. Meaning if you have health insurance then your insurance has to cover quite a bit of your mental health needs. It isn't perfect, there are "carve outs" but in this state, thankfully, if you have insurance and have mental health issues then you have at least basic coverage for those mental health issues.

He could be talking about Obama's deal which continues the no negotiation policy in return for 80 billion and up to 150 million in advertising to support health care reform.
