Jay man charged in terrorizing case

JAY – A local man was arrested Wednesday morning after he was accused of terrorizing people with a gun at a residence on Franklin Road during a custody dispute, Jay Police Chief Larry White Sr. said.

A loaded .22-caliber revolver was taken as evidence, White said.

Jeffrey Offord, 47, of Jay was arrested on a felony charge of terrorizing with a firearm, White said. He was released on $250 cash bail from the Franklin County jail later in the day. He is scheduled to appear in court Oct. 15.

If convicted, Offord could face up to five years in jail.

Jay officer Matthew Billian responded to a custody dispute call at about 10:42 am. on the Franklin Road, which is also Route 133.

Dispatchers advised Billian of one person who was in possession of a handgun, White, who also responded, said.

Upon arrival, Billian and Jay Cpl. Jeff Fournier were able to get some of the alleged victims and brought them to safety across the road, he said.

“Mr. Offord was then seen in the doorway and was ordered out by officer Billian and taken into custody,” White said.

Police continue to investigate the incident, he said.

Jay police were assisted by the Franklin County Sheriff's Department and Wilton and Livermore Falls police departments. The units cleared the scene within 90 minutes.
