JAY — A local man faces charges after police say a Davenport Hill resident was assaulted and barricaded herself and her daughter in a bedroom Saturday.
Zackary P. Moore, 27, faces charges of violation of condition of release, criminal restraint, domestic violence assault and obstructing the reporting of a crime.
He showed up at the woman's home where he wasn't suppose to be Saturday, Lt. Niles Yeaton of the Franklin County Sheriff's Department said.
The woman told him to leave and tried to call police who did receive the call at 1:18 p.m. Moore knocked the phone out of her hand, he said. She went upstairs and barricaded herself and her 7-year-old daughter in a bedroom.
When police arrived, no one answered the door so they contacted the prosecutor's office for an order to allow them to enter, he said. They found Moore inside the home and the woman and child who were OK.
Moore faces the criminal restraint charge because she had to barricade herself and he didn't allow her to leave, Yeaton said.
Jay police, under Chief Larry White, and a Livermore Falls officer arrived and entered the home. Franklin County Cpl. Nate Bean made the arrest, Yeaton said.
Bail was set at $180 cash and a Maine pretrial contract when Moore made an appearance in Franklin County Superior Court on Monday, according to jail administrator Doug Blauvelt.

When are they ever going to learn?????
It's like reading the same story over and over again, each time hoping the outcome will be different. It never is.
We have an individual who flagrantly disregards the law, he's just man enough to approach and assault a woman and her small child in her home. That alone should be grounds for "NO BAIL", but alas, he has his rights to. He physically assaults her by knocking the phone out of her hands, just barely avoiding the "failure to allow the report of a crime" charge because a 911 call somehow made it through. Hey, he still has his rights. He has the right to inflict an emotional traumatic injury to this child as well as her mother, something that may affect them, both for the rest of their lives. He has the right to scare the daylights out of two innocent people just minding their own business, in the sanctity of their own home.
The scariest part of all this is, with all of $180.00, bail, less then the bail would be for littering, he gets the right to try again. This time he may get lucky, a lot of these twisted individuals do. That's the big problem, we get to see too many results of second and much more violent attempts.
When will the court system learn. Their duty should be to protect the general public, not the rights of someone who would do harm to a mother and her young daughter. The system is backwards, people are injured and killed as a result of these $180.00 bail's. We need to have teeth in the system that protects the public, if we can't do that, we need to lock these idiots up till court time. At least give the victims a little feeling of safety................

I'm serious when I say, WE need to do something. Complaining to each other isn't enough. We need to write or call our legislators, country prosecutors and judges and demand better protection for people who have protection orders, but those orders don't get enforced. We need teeth in them and those teeth need to actually bite hard when someone violates the order. If enough of us demand change there will be change. As for his rights, when he is served with the protection order, he knows that if he violates the order he goes to jail.. so he has a choice. His rights are protected. All he has to do is obey the law, just like the rest of us have to obey laws or get arrested and thrown in jail.

This is what is wrong with our system. It offers no protection to women who are in imminent danger. Here is a guy who dared to violate a protection order. Showed up at her home, knocked the phone out of her hand when she tried to call police and she had to barricade herself into a room in order to avoid being seriously injured. And what happens to the guy when he gets arrested? He gets an incredibly ridiculously and shamefully low bail of $180!!!! Oh yeah, and he signed a contract, which we all know he will obey, since he paid so much attention to the protection order! So he will be out in no time and more angry at her than ever. The time has come – is long past due – when we MUST demand that women who are in danger of being injured are provided with REAL protection. Protection orders must provide REAL consequences when men break them. It’s shameful and terrifying that this state does not offer real protection for women. Of course, men don’t fear violating protection orders. Why should the? History shows us that nothing is going to happen to them. Nothing will happen to him unless he actually seriously injures or kills her. THEN he’ll be in trouble! Of course, it won’t do her much good since she is going to be in the hospital or worse. Most of our murders in this state are a result of domestic violence. Shouldn’t that fact, alone, tell us that we are not doing a good job of protecting women who are in serious danger? Please, write your legislator, your county prosecutor and your judges and demand that they start providing real protection for women in danger and real consequences to men who violate protection orders… the FIRST time they violate an order.

Will that judge thing he or she did the wrong thing if the woman winds up dead because the system didn't protect her from this man? What is wrong with this picture?! Why is it that women have to be seriously injured or killed before men who violate protection orders are put in jail as a result of that violation, and KEPT THERE!? This lack of protection is shameful, yet the justice system seems to feel no shame. We need to write our legislators and our prosecutors and our judges and demand that there are REAL consequences of violating protection orders, and that women who are in danger are REALLY protected!
