AUGUSTA (AP) — The Maine Department of Corrections is investigating how a video showing an inmate being pepper-sprayed by a corrections officer got leaked to the media.
The video provided to the Portland Press Herald/Maine Sunday Telegram shows Capt. Shawn Welch spraying into the face of an inmate who's bound in a restraint chair after the inmate spat at an officer in June 2012. The inmate was left in distress for more than 20 minutes.
A story appeared in the Portland newspapers and other Maine Today Media publications, and a video was posted on their website.
The state Corrections Department has assigned an investigator to determine how the video and related documents got out.
The Legislature's Criminal Justice and Public Safety Committee also plans to seek a review of the incident.
