Panelists present one side of wind farm question

RUMFORD — Questions ranging from how installing wind turbines might affect tourism and wildlife, to beliefs that such devices could cause physical and mental illnesses were put forth by some of the members of a panel Tuesday night that explored the possible ramifications of building a wind farm atop three local mountains.

Conspicuously absent were representatives from First Wind LLC, the Newton, Mass., company that is tentatively planning a 40-megawatt project along the ridgeline of Black, North Twin and South Twin mountains.

Town Manager Carlo Puiia said he learned at about 11:30 a.m. Tuesday that the company's first official presentation of its plan at the forum, hosted by the Wind Farm Development Committee, would not take place. He later said that First Wind didn't believe the panel would be balanced.

Attempts to contact First Wind were unsuccessful early Tuesday night.

Puiia said the company will instead make its first presentation at a selectmen's meeting sometime before the end of the year.

In the meantime, signatures are being gathered on a petition calling for a moratorium on wind development until an ordinance can be written. Mike Breau was gathering some of those signatures in the corridor of Muskie Auditorium Tuesday night. In the few weeks that the petition has been circulating, more than half the 500 signatures needed to force a special town meeting to act on a moratorium had been collected.

Selectmen had turned down a request last month to call for a moratorium.

Puiia said a town meeting will likely be called to act on a six-month moratorium. Also, a special committee would be formed to draw up an ordinance that would govern the development of a wind farm, with possible action on the regulations to take place at next June's annual town meeting.

Anne Morin, serving as moderator of the forum, said Tuesday's session was the first of several the Wind Farm Development Committee hopes to hold.

"This is not a debate, but the facts from a diverse group of people. Listen to the facts and make your own opinion," she said.

Among the panelists was Lisa Linowes, a New Hampshire resident who is director of Industrial Wind Action Group, who said Maine already produces about twice the needed electricity. She said wind turbines generally produce the most power at night rather than in the afternoon when most power is needed.

J. Dwight, a member of the Maine Heritage Center, said jobs would be lost rather than gained, and the cost for electricity would increase with the use of wind power.

He also said carbon dioxide would not be reduced, as state advocates have said.

"This is a bad policy for this area, state and country. First Wind is a bankrupt company backed by two hedge funds," he said.

Dr. Albert Aniel, a local physician, said medical studies have shown that the Mars Hill wind farm, also built by First Wind, has resulted in a variety of illnesses ranging from sleep disturbances, headaches and dizziness to feelings of anger and hopelessness for people living near the facility.

Tom Powell, a Dixfield resident who is also involved in that town's consideration of a possible wind farm project, told the 100 or so people in attendance to forget about new jobs and tax relief.

"I consider wind power a fad. They'll (the turbines) all end up in a junkyard. This is ridiculous. If this was a great idea, where are the big guys?"

Steve Thurston, an activist against the Roxbury wind power project and a contractor in Vermont, suggested that federal and state money designated for the development of wind farms be redirected to making homes more energy efficient.

"About 360 miles of Maine ridges with turbines would produce only 4.5 percent of the energy needs for the electric grid," he said.

Selectmen Chairman Brad Adley said late during the session that he thought the panel was a little unbiased.

"It served as a kickoff," he said.

I was told from the beginning and throughout the planning and execution of this meeting by those organizing it that First Wind was not coming. The only time I saw that they were coming was a newspaper article that came out either the day of or the day before the meeting. When I spoke with organizers after seeing the article and going to the meeting since I believed First Wind would be there, I was told they would not be there and had not been expected. I would not have attended if I had not read First Wind would be participating. None of the other participants are qualified to speak on the subject and therefore held no interest for me, I am looking for facts not opinions based on emotion. Hopefully the town or someone else will hole an educational meeting now that the emotional one is out of the way. Perhaps such a meeting would include First Wind as a participant.

If we could only return to common sense...

I am one of the leaders of "Friends of Lincoln Lakes", a citizens group organized to stop First Wind from destroying the ridges and lakes in Lincoln. I came to the forum in Rumford to ask First Wind a series of questions that, if they had responded honestly, would have given valuable insight to the good people of Rumford about what kind of company wants to establish an industrial wind site on Black Mt. and N & S Twin Mtns. The fact that First Wind pulled out of this forum speaks volumes as to who they are and how they operate. They want to careful control "Informational Meetings". They are masters at propaganda and spin for their message. They will never give direct answers and many of their answers are vague or they state they can't answer because it is proprietary information. They prefer to work behind the scenes, working with public officials outside of the opportunity for public scrutiny. They are devious, relentless, and manipulative. Its why the New York State Attorney General investigates them. Its the experience we have had in Lincoln for the past year.
People of Rumford, get a moratorium in place! Take control of the fate of your town! Demand that every bit of interaction between this company and Rumford officials (elected or appointed) be conducted strictly in the open. If you do this, First Wind will by-pass you and look for another town to ravage. Good luck!

Wind Power may turn out to be a major source of power, but not in Maine. All the power will be shipped out of the state, but the transmission lines needed to take it out-of-state will be paid for by Mainers. We get the costs; people elsewhere get the benefits. Now does that make sense.
Anything Dr. Aniel comments on has no credibility. In politics he's a joke.

Yes, I agree it was one sided. Yet, if First Wind was invited and they said they would show and back out at the last minute why does anyone defend them? If they believe in what they are doing and it is for the good of the people they should be able to defend that against anyone. When they had thier meeting at Black Mtn. where was the other side present? I would hope those people that spoke last night would have spoken at Blk Mtn if asked, even if they thought the "panel wasn't balanced".

Wind Farms are hardly "a fade" they have been around for decades in other parts of the country and look how long wind mills have been in use in Holland. As for Dr. Aniel's comments as to people living near wind farms feeling angry and hopeless that is an understatement as to how the people of thie are already feel and have felt for 50 years concerning the mill, so what. Dr. Aniel has no special knowledge in anything related to wind power and health and is only repeating the views of others that would serve his personal agenda on yet anpther issue. This is not the first time the aniels have gotten involved in an issue, remember radon dor example and done very well for themselves with it and it turned out it was nothing.

Steve Thurston is an out of State Roxbury Pond Camp owner mad because he can not vote there, can not get a third referendum, and the last two fo ban wind power in Roxbury failed. He does not live here. His livelihood is not here. He has no special knowledge in any field related to wind power. He is a contractor building for all he is worth in Vermont and trying to freeze Maine in the 1800s for his personal retreat while we have to ltry and ive here.

Lisa Linowes' education is in Marketing and she has bounced around a bunch of big compamies out of state and has now found a way to make a name for herself and big bucks by marketing anti-wind power propaganda. she has no education in the field and if you check the backgrounds of the people on her website and literature none of them do either. That is were the "fade " comes in Dr. Aniel mentioned I guess.

Last evening was a complete waste of time. The petition will only cost the town a lot of money since it wont change a thing. Wind Power wont be here for at least two years so a 6 month moratorium does nothing since nothing would happen in that time any way.

As for change in carbon footprint, since none of the speakers want any new business or industry to come to Maine and therefore jobs this is true. I would like to see new jobs and with all the existing incumberances to new business and industry here, having cheap power that is carbon emission free would be a definite help especilly with all the movement by the same people opposed to wind power to tear down the hydro power dams.

I am not signing this crazy petition and discourage my fellow citizens from signing it. I hope that someone, perhaps the high schoolscience department or town will bring in a QUALIFIED panel to inform us. Enough with the junk, scare tactics and personal gain already.

Were you at the same meeting I was? You say they were for tearing down hydro???? They were for protecting hydro and the two other generating plants in town..... You say they are against cheap power???? Wind power is the most expensive form of power generation... Just look at all your tax dollars that go to it. you pay for it twice, once on your power bill the other in the taxes in your paycheck that go to the subsidies! Did you read the artical in the paper a while ago how some of the big business in the state are scared to death that the cost increases associated with wind are going to drive them out of business....
