Nadeau, former Gardiner, Falmouth heads top Lewiston list

LEWISTON  — Interim City Administrator Phil Nadeau, former Gardiner City Manager Jeffrey Kobrock and former Falmouth Town Manager John "Doug" Harris are the top three contenders for the city administrator's job in Maine's second largest city.

Councilors and members of a city hiring committee met with a group of seven candidates during the last two weeks,  narrowing the list to three as of Thursday. Those names and their resumes were released by the city on Monday.

Lewiston Human Resources Director Denis Jean said he is currently performing background checks on all three candidates — including credit and drivers license checks and criminal background searches on local, state and National Crime Information Center databases.

Jean said he expects members of the current City Council and those elected at the polls in Tuesday's balloting will bring the three candidates in for a final round of interviews within the next two weeks.

Councilors could name a new city administrator as early as the end of the month, Jean said.

Jean said experience and accreditation in public administration was a
top concern for city councilors. All three candidates have extensive
experience in government administration.

Nadeau has been acting city administrator since councilors fired Jim
Bennett in July. Nadeau is a Lewiston native and has been the city's assistant city administrator since May 1999. He serves on a number of
city boards and committees in that job, including the Lewiston-Auburn
Transit Committee, the Androscoggin Valley Council of Governments
Executive Board and Healthy Androscoggin Board of Directors.

Before that, he was the town manager in Richmond, from 1994 to 1999.

Kobrock
served as the Gardiner city manager from 2000 to May 2009, resigning
his position after he was unable to negotiate a new contract with that
city's council.

Before becoming Gardiner's top administrator, he
served as the executive director of the Gardiner Board of Trade from
1997 to 2000, and as the town of Bucksport's Economic Development director from 1995-97.

Harris most recently served as the
finance director for the city of Atchison, Kansas, from March to August
2009. Before that, he was the county administrator for Franklin County,
Kansas, from January to November  2007. He served as town manager in Falmouth,
Maine, from 1979 through 2006.

All three have master's degrees in public administration. Nadeau also has a bachelor's degree in
public policy, Kobrock has a bachelor's in east Asian history and Harris has a bachelor's degree in urban studies.

I'd have to agree that we

I'd have to agree that we should go outside Lewiston. The best man regardless seems to be Harris. While Nadeau is a native of Lewiston, it would be best to get fresh new ideas.

Phil Nadeau is a good man

Phil Nadeau is a good man however he has been shown to be for one a puppet of King Larry. Also he on his own made it so landlords would get fined for not supplying electricity to appts that were shut off cuz the tenant didnt pay it.

Phil Nadeau is the man for the job !! He has been through it all and been there when the city needed him ! Sickenlewistoian didnt you raise through the ranks to get where you are ?? Didnt you support an out of towner before ??? All that one did was hurt the city!!! Give Phil the chance he deserves without the builtin buyout clause if after two years he does not proform terminate him ! Who ever gets the job will have a hard time with the new carnaval coming to town !

Doug Harris would be very capable. Falmouth did well by him.

Yeah...it would be horrible

Yeah...it would be horrible to have a Lewiston native...a highly qualified Lewiston native at that...get the job. This is his second time as interim admin...the other coming before the hiring of Mr. Bennett...and he has steered a straight course each time. He knows the faces and personalities...and knows how to work with all those faces and personalities. He's been in the admin's office for a decade already and would be the perfect man for the job. It's too bad that we "Lewistonians" can't see a good thing when it's right in front of our face. Good luck Phil!

Actualy this is his 3rd time

Actualy this is his 3rd time as Interim Administrator....before Bennett was an administrator who only lasted about a year, Mr. nadeau stepped up on both prior occasions.

The fix was in for the Clay

The fix was in for the Clay vs. Liston fight...but not for this. If the fix was in the two previous times...as the other poster noted...wouldn't he already have the job? On two previous occasions, he has stepped in, but didn't receive the job...why? Because...he didn't apply for it, and didn't want it. Now he does. The city has done so well bringing in people from out of town...said dripping with sarcasm...mostly because they were unfamiliar with the town's demographics and circles of "authority." Phil brings experience, networking skills in the city, state, and across the nation.......plus......he's a proven quantity. Go ahead folks...roll the dice with someone else. And...to the poster that noted his policy on landlords...in the current economic environment, would you rather see more homeless on the streets of Lewiston...I think not.

I personally do not want to

I personally do not want to see Nadeau become the new administrator. I feel we go outside the city and hire someone who has no ties to the council nor has been around for any of the actions of the city at all. Tron dont blame the entire council for hiring the new administrator as some want to do just as the people voiced and wanted and let the new city council do the hiring. But as usual King Larry and his henchmen do things as they please regardless what we the tax payers have voiced as our concern and wishes.

It would be totally

It would be totally inappropriate for this lame duck council to appoint a new Administrator to serve. Of course, propriety never stop this council from doing anything, but considering most of the councilors will not be around, I believe the new councilors should be the ones to determine the new course for Lewiston. Of course, the fact Mr. Nadeau's name emerges only reinforces my belief that he was the "chosen" one from the start.
