Nadeau candidate for city administrator of Lewiston

LEWISTON — Acting City Administrator Phil Nadeau announced Friday that he is a candidate for the city's top post, saying he's well qualified after serving as interim administrator three times and deputy administrator the past decade.

Lewiston's Deputy City Administrator Phil Nadeau said Friday, July 31 he was now a candidate to be the city administrator. He was appointed to serve as acting administrator by the Lewiston City Council on Tuesday, a job he has done twice before during his more than 10 years of service to the city.

Nadeau said he made the decision after discussing potential contract conditions with Ward 7 Councilor Robert Reed and Ward 4 Councilor Denis Theriault on Thursday.

Nadeau said he believes the search process to find a replacement for Jim Bennett, who was fired by the City Council on July 14 after eight years on the job, should be competitive and open.

"I think at the end of the day that's the process you want to ensure you find the absolute best candidate for the job and for the city," Nadeau said.

After officially becoming a candidate for the post on Friday, he said he could not be involved in the selection process. 
He said several resumes for the administrator's post have been received, but he is not looking at them and had decided early on that until the council settles on a selection process he would not.

Besides his most recent appointment to the acting post July 14, he served in that capacity from April to November 2000 and from Nov. 15, 2001, to March 24, 2002. Prior to coming to Lewiston, Nadeau worked as the town manager in Richmond from 1994 to 1999.

On Tuesday night, councilors met behind closed doors for about an hour, first with Nadeau and then without him, to discuss the terms of his interim administrator contract. He said he couldn't discuss the details until the council voted to ratify it, but the terms would be, "pretty straightforward." Under the arrangement, Nadeau would return to his  position as deputy administrator if not selected as the administrator.

Nadeau is currently paid more than $87,000 a year.

Councilors voted 5-2 to buy out Jim Bennett's contract without cause. Councilors Tom and Nelson Peters both voted to retain Bennett. Bennett receives the $110,000 remaining in his contract and full benefits for a year.

Robert61- These are direct quotes from the above article. The term "potential contract conditions" and stating that this discussion is what led to his decision to apply for the job would lead readers to believe "potential contract conditions" were discussed therefore not creating a level playing field for other possible applicants. If this is not the case and I were involved in that meeting I would be making a phone call to sunjournal to retract this story and correct the facts. Since noone asked for a retraction I would understand the story as its written..........WHAT DO WE BELIEVE?

On a side note as far as contracts go for someone who makes over $100,000.00 yearly. Should the taxpayers really have to foot the bill for a city vehicle too? This seems to be a bit much. Great pay, great insurance, and a vehicle. Also are they allowed to fill up the tank at the city garage too. If so I and I'm sure many others feel this is too sweet a deal. If the citys buisiness is conducted within the city with the occasional trip to Augusta Im sure the taxpayers would rather pay the bill on logged mileage put on the personal vehicle of the administrator. This closes the door to the possibility that someone could abuse the priveledge of having the vehicle to take it on weekend trips or for personal uses that are not city buisiness oriented. Im sure we have all seen this type of thing with state employee issued vehicles found in some of the strangest parking lots on the weekends. I know I have seen them. In my opinion if a state employee's issued vehicle is found to be in use on the weekend or when employee is not "on the clock" they should be reprimanded formally on they're employment record . Three strikes your out. This is no different than a Dunkin Donuts employee stealing donuts and coffee, or maybe a police officer using department cell phone for personal use and not covering the bill at the end of the month.(which we have seen happen in the past year with some depts)

Apparently the city of Lewiston is not an equal opportunity employer. So I ask Why do other candidates for admin job not have the right to negotiate terms of possible contract. When will Reed and Theriault be meeting with them in a public forum. Are other candidates not getting a fair shake. Or is there a provision for preferential treatment. I think the people of Lewiston deserve the best person for the job and if that means bringing in new blood with no ties to current councilors or council issues. That is what we deserve.

Concerned, you may be

Concerned, you may be confusing the "acting administrator" negotiations which are currently in process with any contract wishes of a permanent (probably not the best words) administrator. The only thing negotiated now is what should the compensation be to be acting administrator - Mr. Nadeau will still have his regular duties, plus stepping in as acting administrator until a candidate is hired and begins work. Any candidate for that would probably have salary demands and other requests to be negotiated with the city, just like past contracts. No one has discussed contract terms for the permanenet administrator or any other facets of the job with anyone to date.

Robert, Tron and Eagle, why

Robert, Tron and Eagle, why don't you use the telephone? It is very unprofessional if you work at the City to argue on this blog. I'm just a taxpayer, but my argument would have been from the get-go, why pay 2 people for the same darn job? Why not let Bennett work out his contract and that would be it? It was a stupid idea. I guess the city council doesn't care how much the taxpayers of Lewiston have to pay. I'd say it's time for a change in the council. As for administrator, Mr. Nadeau sounds like a good man since he's been doing the job and has experience dealing with the clowns at the city anyway. Good luck Mr. Nadeau, you'll need it!

The contract would not have expired until August 2012, contrary to what people think they know....I was not wishing to leave him in office for 3 more years and then to still remove, and still have to pay out a severance package.

Tron, The council instructed

Tron, The council instructed Mr. Theriault and I to have the meeting and they did so in open session, thus its not a secret meeting. To make sure it was impartial and represented the wishes of the entire council and that it followed correct protocol and policy I asked that Mr. Denis Jean who is the HR director for the city also be present and provide information related to the discussion. The council will be given a complete copy of the contract and it will be voted on in open session by all councilors. At that time the public and media will also have access to that information. Feel free to contact Mr. Jean yourself if you beleive anything else was disucssed or if you don't beleive me, and then immediately write your retraction.

Gee, after a secret meeting

Gee, after a secret meeting with councilors Theriault and Reed, he decides he wants the job permanently. Wonder if any secret agreements were made? This whole process smells to high heaven, which is unfortunate because from what I know about Mr. Nadeau he's a decent guy. But the way this council is conducting itself, the stench will never leave him no matter what happens, and if he gets the job before this council leaves, he will reek.
