BETHEL — A dispute at a local eatery ended when the town's code enforcement officer punched a local developer in the face, Town Manager Jim Doar said Thursday.
Code Enforcement Officer Robert Folsom was confronted by contractor Rick Savage as they were eating breakfast Thursday morning at the Crossroads Diner & Deli on Route 2, Doar said. He said it remained unclear which of the two started the incident and that the men's stories did not agree.
The diner's owner, Frank Del Duca, confirmed Thursday that there was an altercation at his restaurant. He said the matter had been turned over to the Bethel Police Department.
Doar said he spoke with Folsom, who confirmed he threw a punch but said he was acting in self-defense. Savage told the town manager he was walking away from the incident when Folsom attacked him, Doar said.
Doar said Savage may have confronted Folsom over the town's scrutiny of Savage's development and contracting business. He and his brother Ron do an exceptional amount of work in Bethel and have a lot of interaction with the code enforcement officer, Doar said.
"I don't think it's that they are being treated any differently than anybody else; it's just that they do an awful lot more work than others," he said.
Folsom is expected to return to work on Monday.
"I don't know that any disciplinary action is warranted yet, but at this point I would be wrong to say yes or no," Doar said.
He said the police report on the incident was forwarded to the District Attorney's Office in Paris. It will be up to the DA's office to determine whether any criminal charges are brought against either man.
In 2007, Savage was charged with criminal threatening after an incident at the Bethel Town Office when Savage got into a heated argument with former Town Manager Scott Cole. Savage raised his voice and shook his fists at Cole.
The court filed the charge for a year, providing Savage had no contact with Cole outside public meetings until May 5, 2008. That case was heard in Oxford County Superior Court in Paris.
And on Dec. 15, 2008, Savage agreed to a deal in which charges of disorderly conduct-offensive words or gestures were filed in 11th District Court for one year, with the agreement that he engage in no further criminal conduct during that year and have no conduct with Wendy Blair.
Attempts to reach Savage and Folsom for comment were unsuccessful Thursday.

What is it with construction workers and bad tempers? I think some, like Savage, should find another business to get into. Like work-from-home, where he isn't threatening others in public. Sheesh.
HAHAHAHAHA You know what I think? That the town of Bethel needs to get there heads out of their (!). They have nothing better to do but harass people for certain things than just over look those same things with certain people. Bethel and its corruptness will never change just like the states!!!!

I would be careful to judge and point the finger at Ricky right off the bat. Folsom tends to try and intimidate when he doesn't get what he wants and I know for a fact he can be quite cowardly so an attack from behind is not something i would leave out of the question. Two people with quick tempers make for a bad mix. I'd wait for all the facts
If he got attacked from behind, then why did his lip get split from a punch to the face. Savage was not walking away.
I have never had an employer raise their voice to me. Parent yes. Having personal involvement in the Wendy Blair issue, I can tell you just how frightened this woman was of Rick Savage. It's time he grew up and acted like an adult and a stop was put to his outbursts. Maybe some jail time and anger management classes might help. These issues sited in today's paper are just a small number of incidents this man has had losing control with people. He is no longer allowed in the Greenwood Town office because of his harrassment of one of it's clerks. Earlier this summer a man was put to the ground and put in a choke hold by Mr. Savage. Ask around town, any contractor will tell you of the problems here.
I think people are taking raising your voice and shaking your fist way too far. How many family members raise their voices to the spouse or children. How many bosses raise their voice to employees, teachers to students, the list could go on and on. Are they to call the police every time, I don't think so. Communication is the problem here and every one wants someone else to solve their problem. Or else they just want to see their name in the paper and get the few minutes of shame oops I meant fame.
there certainly seems to be a trend it's either him or one of his siblings that is making news in local area. I don't think there are any Tony Sopranos in O xford county, but some maybe Wannabees.
It seems that he may get what you suggest.It has not been a year yet and he is back at it.It is time to show him that this is not exceptable and there are consequences to his actions.
Three incidents in three years? Mr, Savage,I personally do not know you but, I would strongly encourage you to seek some assistance in anger management before your temper lands you in jail and/or you have to live with seriously harming someone. I wish you the best in working through this.
Agreed! The only thing I'd add is "or before you run up against someone who puts some serious hurt on you".
