The board made its decision Jan. 13, after holding a public hearing on the proposal by Archie's Inc. of Mexico.
Lots in the subdivision will have views of Webb Lake.
The owner will retain one lot, which has lake frontage, and the other 13 lots with no lake frontage will go up for sale.
One of the conditions has already been met with the submission of the final Maine Department of Environmental Protection storm water management approval, Shoaps said.
Other conditions include the installation of a dry-hydrant system at Swett Brook and West Side Road on or before Jan. 13, 2011, and if that does not work out, then a fire pond will need to be put in on lot No. 5, she said. Lots 1 through 13 will also be subject to any easement restrictions and conditions registered at the Franklin County Registry of Deeds in Farmington.
Archie's Inc. plans to build a road network of about 2,000 feet to access the 13 single-family residential lots.
Those lots range in size from 1.37 acres to 4.35 acres. The 13 lots and the road combined equal about 35 acres.
The lot to be retained by the owner is 278 acres.
