RSU 10 faces budget gap, spending cuts

DIXFIELD — The local school superintendent said schools across the country must endure one more difficult year before the economy turns around.

And Western Foothills Regional School Unit 10 is no exception, Superintendent Tom Ward said.

At a special board meeting set for 6:30 p.m. Monday, the board will begin the 2011-12 budget-development process that already includes a $1.2 million gap. It's likely that several positions will be lost when the final budget figure is adopted by the board and presented to voters in May.

Layoffs didn't happen during the past two years because of attrition and retirements. Ward doesn't expect that to happen again.

He said the $34.1 million district budget has remained flat for three years. With fixed costs such as negotiated salaries, utilities and oil on the rise, as well as an expected jump in health insurance premiums, Ward said the final budget likely would be higher than that of the past three years.

He believes that merging the three former SADs has been critical to maintaining flat budgets.

“The timing couldn't have been better for consolidation,” he said.

He said among the major hits the district will take is a loss of federal stimulus money that allowed several positions to be retained. Those funds will be gone at the end of the current school year.

State aid might also be reduced.

On the positive side, because the total population of the region's 12 towns has fallen below 20,000, the district will receive more Title I funds (for remedial reading instruction) this year, and the district also has about $200,000 remaining from jobs-bill funding. Those two pots of money may offset some of the $1.2 million gap.

At Monday's meeting, Ward will unveil the initial budget requests from each of the district's cost units. That figure, which was not tallied late Thursday, will be pared down during the next few weeks as each of the district's cost centers, such as each school, special services and transportation make presentations to the board.

Tentative plans are for the board to adopt a 2011-12 budget at the end of April, with a public vote set for May 26, followed by a referendum validation vote on June 7.

At Monday's special meeting, the board will also review a proposal that calls for all three high schools in the region to require the same number of credits for graduation. Those schools include Dirigo in Dixfield, Mountain Valley in Rumford and Buckfield High.

No, No we won't go!

I understand that Rumford has this great big school that has lots of rooms empty. It's not my town's job to fill it. We already have students getting on the bus at 6:45 in the morning. Now you want them to board a bus by 6:15 so that they can travel to Rumford to fill vacant classrooms? Not okay! The first consideration should be the students. In Dirigo, we've got first grade classrooms with more than 20 students, what does Rumford/Mexico look like? Pretty sure those numbers aren't even close! Look at ways you can save in your own town before looking to other towns to make sacrifices first.

We are one district now.

There are NO empty classrooms at Mountain Valley High School. Meroby has some class sizes over 20 students as well. Meroby has no empty classrooms either and actually has converted rooms not meant as classrooms into classrooms (some without windows). I am not sure who told teacher06 that there are lots of rooms empty. I am not sure about RES or MVMS, but I guess there is little if any extra space. I voted against consolidation because I worried that our area would lose out money and staffing trying to get Dirigo and Buckfield staffed the way they should have been prior to the merger. The former SAD 43 area pays the bulk of the RSU 10 budget and is not looking to bus Dirigo kids to Meroby or any other school. I see few benefits from consolidation going to the former SAD 43 area. Our kids are part of one district now and we do want what's best for all of RSU 10 students. People living in the RSU 10 area should be working TOGETHER to ensure a quality education for every student and that could include paying a little bit more in taxes. My kids are worth it. I believe your kids are too.

It's time for Change

What does consolidate really mean. To me it means to combine where ever possible and it's not being done. This is because people don't want to move forward from keeping their own identties in tack. This comes with cost with this frame of mind. I've given this scenario once before and it seems that their are way to many deaf ears on this RSU Board. One high school, one Jr. high 7-8, one K-3, and one 4-6. At least here in River Valley. Then look at the sports programs. If you can combine for one lacrosse team for all schools then it can be done for all sports. Another chunk of change being saved. Bite the bullet board or keep paying the high price. There are benefits to the students by doing so. If you can't see the positive potential to this idea then you shouldn't be on this RSU Board.
