Vote kills Casella trash deal

LEWISTON - Voters will not see a landfill management deal on the November ballot after councilors unanimously turned back the plan Tuesday night.
But two councilors defended the decision to discuss the management deal, as did City Administrator Jim Bennett.
A third, Ward 3's Councilor Lillian O'Brien, warned the crowd attending that the landfill issue was not dead. Lewiston still faces a costly expansion there during the next few years.
"I hope citizens realize this is not a one-shot deal," she said. "Trash is expensive to deal with."
Before the meeting started - before councilors had even taken their seats on the stage of the Multi-Purpose Center gymnasium - Bennett said the deal was finished.
"As far as I'm concerned, this issue is now dead," he said. "The only way it will ever be brought up again is if the members of the council bring it up. Staff will never bring this idea up again."
The 6-0 against the Casella deal, with Councilor Ron Jean absent, came as a relief for 150 people at the meeting.
They clapped after each councilor voted and cheered the final vote.
The plan would have seen Casella Solid Waste managing the city's landfill. The Vermont-based company would have paid the city up to $2.5 million the first year, plus a minimum of $800,000 per year in monitoring and host fees. Casella would have been allowed to bring in building and demolition debris from outside of Maine for the next four years.
The deal would have meant more money for the city - up to $100 less in property taxes for the average home over the next 30 years. It would have filled up the usable space at the landfill, including expansions, within that time.
That was the biggest factor for most councilors.
"Where would we be when 30 years goes by?" Councilor Stavros Mendros asked. "In 30 years, that money will be gone. We'll suddenly have a $1 million hole in our budget that we've depended on, and we'd be faced with a huge expense of building a new landfill."
Other councilors said they feared damage to the city's image.
"I'd like to promote the city through economic development, rather than trash," said Ward 6 Councilor Mark Paradis.
But Paradis said the idea of the privatizing the landfill started with councilors, not city staff.
"If there are any fingers being pointed up here tonight, they should be pointed at us, all seven of us on the City Council," Paradis said.
Ward 2 Councilor Renee Bernier said the idea arose from council efforts to trim city costs without losing services.
"We asked our city administrator to look at avenues where we could save taxes, and this was one idea," she said. She couldn't support it in the end, however.
"It's just the wrong plan," she said.
Opponents of the deal said afterward they were not finished. They've formed a group calling itself "Don't Dump On ME," according to Dan Gregoire of Mitchell Street. They intend to fight Casella's operations in other parts of Maine.
"This all comes down to them bringing in construction debris into Maine," he said. "It's not just Lewiston anymore, but all of Maine. And it all begins with construction debris."
The group will focus its efforts on legislators, according to member Jim Lysen.
"The fact is, we have to deal with this on a statewide basis," he said. "We can't solve this one city at a time. We need to have a statewide plan for solid waste." |

They have stuck the citizens of Lewiston with Bennett for another expensive five years as a parting gift to us. Last evenng was all about saving face for Bennett. The rats were deserting the sinking ship. If not for vigilant citizens, Bennett and crowd would have stuck us with 30 years of trash. They got caught at it, and now are distancing themselves from it. Thank you, Elaine Makas, for standing up to this foolish plan.

Councilors, like Bernier, O'Brien,Samson,Paradis, Rousseau and others took the heat because they are leaving office and needed to save face for themselves and especially Bennett. The council has implemented fees in the past for trash pick up for apartment homes, and toyed with the idea of charging for each bag of trash for single residences.
But had never heard of the Casella deal until it was brought to their attention by staff, after one million had been eliminated from a proposed budget. The Casella deal is a bad deal for Lewiston, and the citizens have stood up and showed the council and Bennett that they don't want Casella in Lewiston, and cannot be bought off for a hundred dollars. Elaine Markus should commended for her hard work on this issue. Mr. Bennett is only looking for additional monies in the budget to spend for his pet projects, and you can rest assured that as long as he is city administrator that this Casella deal will be alive, it will be kept on the back burner until he can find a way to get it done behind everyone's back. The city council did not have the guts to stand up and tell it like it is because they just extended the administrator contract to five years including a increase in compensation, how would that make them look.

Just out of curiosity, how many towns or cities actually give their administrators a 5 year contract. I thought the contracts were usually 2 to 3 years. Just their way of sticking it to us citizens of Lewiston.

She has first hand knowledge about solid waste issues and she learned early on about the politics and back room deals that were made when the State purchased the Georgia Pacific landfill, only to have Casella Waste take over.
The failed public policies of solid waste issues fall on the Governor and legislature. The more powerful environmental groups such as NRCM look the other way when it comes to these issues. Your community will be a much better place to live in without all these trucks bringing in out of state waste.
Congrat's again, it was the right thing to do.

We have many opportunities to recycle more, and introduce curb side pickup. The small amount we generate could be reduced even more and our cost would be minimal.
The benefits would be a huge economic boost to our area. We have beautiful historical buildings that many new creative young people are waiting to develop. We have a waterfront that is just calling for a vision.
Side walk cafes, cobble stone streets, can you see it? I can and I know we can and must do better. We just need the political courage. As far as a settlement the lack of vision from our elected officials was to settle with them for another five years. They agreed to drop the law suit we had pending with them, business as usual. They dropped the law suit, the neighboring town settled for one point five million dollars, and to appease Biddeford, Casella just sent us a check for one hundred thousand dollars. What a joke?

There will be a cost to pay and a good chance that cost will be greater than incinerated in your own city given transportation costs alone. Did anyone consider returning the check?

the economic benefits will be greater then the cost of sending our trash to eco-maine. When you factor in the wear and tear of our roads, the dioxin and furans and heavy metal emissions that make us sick, the odor that makes us vomit, the continuous fires at the plant.....etc, etc, etc,
we can only benefit,,,,,No one considered returning the check, the elected officials are in bed with Merc...........

Posted By:Robert at September 12, 2007 10:31 AM (Suggest Removal) Lets try to make this a much simpler question which you may have answered. (1) Does Biddeford have a long term plan to dispose of its trash when MERC eventually closes down? (2) Whats it going to take for the facility to be closed?
I only ask as many in Biddeford had hoped our deal with casella would go through based on a white paper that indicated such a deal would assist and speed up the process by which MERC was closed.

Important distinction as we do not place any MSW type in our landfill. Amazing how Lewiston is selfish just because it worries abotu itself before it worries about helping Biddeford.

Specifically it was a question about closing MERC and Lewiston accepting the MSW from Biddeford. The Casella spoke person stated that MERC would be running for the foreseeable future and was completely unrelated to Lewiston. That was a clearly misleading statement at best.

First things first, I have been an activist before I was ever a politician. This incinerator came to Biddeford in the early 80"s. We were sold a bill of goods and that is a story unto itself. Let me fast forward, the so called white paper was a paper that was circulated in Biddeford by our local elected officials, they have been quoted in our local paper that the incinerator would close if the deal with Lewiston went through. They signed a five year contract with Merc, and dismissed the law suit we had pending against them. That is where my in bed with Merc comes in, they were not interested in what the three hundred people had to say at the meeting, they knew it all......
Now let us not pit one community against another, we all generate waste and we have to deal with those facts. The Nimby factor should not play out here. Do we all love Maine? Do we want to ensure that all our water aquifers are protected from toxins that would leach into the system?
The problem with all of our solid waste issues should be ours.
I don't want to dump on Lewiston just to ensure our incinerator will be closed. I don't want to dump on Old Town either. I have made friends with each and every group that wants to stop pollution in their community. We need to look at who benefits and who profits. The importation of solid waste is massive, and Maine aslo imports our waste such as the waste from Maine Yankee to Texas, remember that question on the ballot, Maine was asked if we should import our nuclear waste to Texas and the voters said, Yes.
I did not however, I believe we need to take care of what we generate. The incinerator is a breeder of waste, it needs waste to survive. We don't generate enough waste to keep them happy, so they import out of state waste. Hope this helps, not enough time to respond but please do not pit one community over another, I did what I could to help Elaine Makas, and she in turn has helped me, together we tried to help Old Town, and so it goes.........

The ash that use to spew all over our gardens and our cars was lime dust our city and DEP officials use to tell us, they use to hand out free car wash tickets, until I collected the samples myself, few labs in the country can test for Dioxin, and the results were unacceptable levels of lead, Dioxin that spewed all over us. The children were home from school on that Columbus Day playing in the leaves that were laden with this ash.My samples brought a two million dollar fine to this facility. Sorry the in bed comment bothers you, but I actually made beds for two city council groups and presented them. Have to go now,,,,,,,Joanne

He carved canoes out of fallen trees and created Old Town Canoe...or rumor has it. Joanne..as someone who lived on Hills Beach and later on Fortune Rocks Road, I am glad to see Biddeford cleaning up. I used to lift at Liberty Street gym in the early 90's and I agree..that entire sidewalk area could be amazing. Heck, lower Lisbon Street could be amazing if we could get rid of the mosque, the homeless bums, and Mayor Moonbeams 12 hour club.
