RUMFORD - Jim Doar has decided not to request an extension of his contract when it comes due on June 12.

"I plan to be here until then, and will help in the transfer after that, if necessary," the town manager said Wednesday afternoon. Doar was 29 when he took the job last June.

The official announcement will be made at Thursday's selectmen's meeting. Doar told many of department heads about his decision Wednesday morning.

"I was hoping he would give it three years," said recently appointed interim fire Chief Richard Coulombe. "But with all that's going on, I'm not surprised. It's a shame he didn't get a chance to actually get started on what he was hoping to do."

Doar, an Aroostook County native, left a position as financial analyst for the state of New York to take job as Rumford's town manager in June 2007.

Greg Buccina, selectmen's chairman, said that although he is disappointed in Doar's decision, he wasn't surprised.

"He's a very professional and ethical young man. I was hoping it would not happen (ending his town manager duties)," said Buccina. "Rumford's loss will be another community's gain. Wherever he is, that community will be successful."

Buccina and others believe part of the reason Doar is leaving is the ongoing political turmoil in town. Doar would not say that.

"It's been a more-or-less enjoyable experience," he said. He said he's learned from his nearly one year on the job, such as not to take things personally and to be transparent and open about what's being done and why.

He said he is weighing options and would like to remain in municipal government and in Maine. He has three or four possibilities open.

"I've enjoyed this opportunity and I'm exploring other opportunities," he said.

Police Chief Stacy Carter, who had served several months as interim town manager when Steve Eldridge left in January 2007, said he wasn't overly surprised that Doar was leaving.

"I am saddened by it. He was providing good leadership. He has done a good job," said Carter. "It's a political atmosphere. I found in the short time I was there, it was hard to accomplish anything because of the complaints. I can only hope that they find someone with a good vision to go forward."

In the meantime, Carter said he will work to move his department forward and provide the best service possible.

Andy Russell, public works director, is disappointed and believes Doar could have made a positive difference in town.

"He's a good manager but the political turmoil, and spending a fair amount of time dealing with board issues, I don't blame him. He's been through a lot," he said.

Selectman Arthur Boivin said he believes no one is irreplaceable.

"That's his personal choice," he said.

Tax collector Carlo Puiia said he was shocked to learn about Doar's decision.

"I'm at a loss for words. I didn't see this coming," he said.

Selectman Brad Adley feels like he's not only losing a town manager, but a friend.

"The climate he's been working in has not been conducive to doing business. It breaks my heart that he's not going to be around. He could be a heckuva good town manager," he said.

Bradley added that as a selectman, he's involved in town business part of the time. For Doar, it's different.

"As a rookie selectman, it has been trying at times. But it's his life. He's there everyday. He's a professional," said Adley.

Selectmen Mark Belanger and Frank DiConzo did not return calls for comment.

Buccina said the board will likely get moving on plans to replace Doar when they meet Thursday.

In the past , that has included contracting with the Maine Municipal Association for assistance and forming a search committee.

Doar said he believes much was accomplished in his short tenure, including laying a foundation for regionalization and putting the town on a better financial footing.

The town manager has announced he is not seeking an extension to his position...he is leaving Rumford..suddenly, everyone interviewed, with the exception of Mr Boivin (which is not suprising), talks about him like he is their best friend....no wonder the man is leaving...while he is in office he is treated like the 'enemy', now that he is leaving, he is the 'hero who would have done the town good'. Small town politics...can't beat it.. Mr. Doar, Best of Luck to you in your next 'adventures'..hopefully your next job will one where they treat people with respect....all the time, not just when they announce they are leaving.

Mr. Doar shows the integrity I know him to possess. He probably doesn't want to sit at a desk, collecting a good paycheck for turning out good work and recommendations that will not be considered or used by the micro-managers who now dominate the board of selectmen. It's sad because this man is always a professional - twenty-four-seven. Best wishes to Jim and his family!

Just so I'm clear, Woulfe's gone, Doar's leaving, and we're in the worst recession ever. Oil is sky rocketing. People can't afford anything. Sounds pretty bad to me. But, what the heck, lets throw up a $2.2 Million Dollar building for Med-Care! Will you do us one favor Mr. Doar on your way out, and sqauash that plan?

I dont live there anymore....but I watch from afar...I loved my hometown. Im saddened to see so many people try to run it their way, have conflict all the time and when someone has a new idea, a new focus, a fresh new face, it has to be ridiculed, stomped on and then tossed out. When that person says enough is enough, everyone is surprised, Wake up People.

Though saddened to hear this news I'm not at all surprised. A person wanting to establish a career doesn't want their resume tarnished by Rumford's foolishness. I can only hope our next town manager isn't one that has had a hand in all this controversy if you know who I mean.

Maybe Rumford needs to elect a mayor and council men. There are lots of nice and friendly people in Rumford.... and then there are the "my way or the highway" bullies. Try to get rid of the animousity because the way things are going with this administration, the next move will close down the mill.

MaineGal the quote from Carlo saying he didn't see it coming speaks volumes. I find it hard to believe he didn't, this is just a lie on his part. For the sake of Rumford you had better hope that the Reporter of The Rumford Reporter doesn't get it either. All she has done is slam Rumford and the Town Managers position. Oh just want she is going to say she is the most qualified and that she has a Masters degree. The select group takes down another town manager. How many people are we going to allow this group to take down and run over before we set up. Mr Bovin's comments show us his IQ and you really didn't think Belanger or DiConzo were going to make a comment. They are the happiest people in Rumford right now along with the other 14 or so people that are taking this town down. WE ALL NEED TO STEP FORWARD AND TAKE THIS GROUP DOWN AND TAKE THE TOWN BACK OVER.

Frankly, I'm surprised he has stayed this long! Shortly after he arrived he was informed that his secretary would no longer be recording the minutes of the selectman's meetings and that it would now be his responsibility. I guess that would have been my first inclination that I was being micro-managed by a bunch of micro-brained idiots. As a former resident, I sincerely hope that the people of Rumford will take back their town. Boivin, Belanger and Diconzo have made you the laughing stock of the State. There are a lot of good people in Rumford and I pray that some of them will have the courage to run and replace the three that consistently set their own agenda. Greg and Brad, hang in there....get the job done! Farewell Jim Doar, sorry you had to endure such turmoil.

Mexico's Town Manager was already Rumford's Town Manager and he was run out of the town. Why would he want to come back to Rumford? Good for you Mr. Doar. You do not deserve what you have had to put up with for the past year. Best of luck in your next endeavor; our loss is certainly someone else’s gain. I am sure you will bring much success to a town that truly values your expertise and professionalism.

Jim Doar is one of the most professional people to have come to our town. He possesses intelligence, integrity and an inner calm which I can only admire. It is a shame to see someone so talented and who came here with such hope for creating a better Rumford leave. Good Luck, Jim, wherever you go. We may be soon behind you because it is getting harder and harder to find anyone to stand up to the bullies of this Town. If you do, they make certain to make your life miserable. Good luck to you and your delightful family.

The saddest thing is that those who have had a hand at making Mr. Doar's life so miserable will see this as a victory and a time to put up one of their own again, so that all of their agendas can go through. We, The People of Rumford need to be heard!! We are loosing a professional to be replaced by what? Oh, how sad this day is....where is justice for what is right? How long can this joke go on. People, Our Town is going to the dogs literally.....when will enough be enough?? When will we stop letting the bull dogs have their way????? They are running another good and decent and humble man out of town......We have enough loud pseudo-intellects in Rumford. We need some genuine people to represent those of us that are concerned about our town and it's reputation and future...

Besk of Luck you are right. Madigan was ran out of town by the same group of people that have run out the past two. Madigan did great things for Rumford and now the select group is even taking this from each department. He had started the 5 year plan which helps department collect money to replace equipment. Now the select board and the select group want to take this away from each group saying it is a slush fund for each department. If used correctly which most departments do it helps keep budgets down by replacing equipment with money that the department put away. Now they want to stop this practice and make department come the people everytime they want to replace a piece of equipment and ask for the full price. Wake up people... The 5 year plan works and should be kept in place. What doesn't work is the three selectmen and the select group...They need to be stopped or we all will be paying in the end...

I wasn't referring to Carlo, I think he'd do quite well in that position. I was referring to the Rumford Reporter crew as far as stirring the controversy pot. I think that they think if they make the job undesirable to anyone wanting to keep their resume blemish-free that their "savior" will step in and do the community a "service" by humbly offering herself up for the position. (and for less pay at that)

.....and Rumford won't be the last! The closed minded vocal minorities who live with their heads in the sand are doing as much to destroy this state as the elite brainiacs in Augusta. Competent leaders are systematically destroyed by the insecure has-beens and want-to-bes with the backing of the so called "community minded" activists. However, they are anything but"community minded"......instead, they are short sited, agenda promoting dinosaurs. Good luck Mr. Doar, we will miss you. I hope you find a job where you are appreciated and respected.

The June selectboard election will be key. There are already 3 "wild" cards on the board. (I don't know if Belanger is running for re-election) If you add the 4th who is publicly running the balance is tipped toward the vocal group that has dedicated themselves to "infiltrating positions of power". I wonder how many others of their "posse" (K.S. or R.T.?)will decide to run to up their odds of filling those board vacancies. I agree that Rumford should have a Mayor voted in by the majority of the people. Not a manager elected by only five.

Here, here, taxpayer. Mergers, whether entire towns or individual departments DO NOT SAVE $$ in the long run. I repeat, short-sighted, agenda promoting activists hone in on the potential gross savings but do not factor in the gross expenses and calculate the net result. Or, they calculate it but hide the truth in order to advance their agenda. And, you are absolutely right, we then lose control of making our own decisions and end up solving and paying for the problems of whomever we merged with.

Currently the town can only have 49 people in the auditorium, I encourage and challenge “US” the citizens to pack it and make them move it to the American Legion. The citizens need to start showing up and challenging these people in a public forum. Make them accountable first hand not rely on the paper. It is very interesting to see the squirming that goes on when something gets uncomfortable to this “click”. I can’t stress it enough we need to be at every meeting possible as a town and remind them “we” are in control!

Town manager and mayor are two totally different jobs, most people are better at one than the other. However, I predict Mr.Doar will find employement with 2 weeks after his time in Rumford comes to an end, allow me to be the first to predict him as Lisbon's new economic development director...the apple aint failling far from the tree.

So many people are so resistant to change that they won't even entertain the idea. There would be many benefits of merging Rumford and Mexico. We could attract federal or state funding that generally goes to larger areas, we'd have increased buying power and credit strength, we would be creating a larger media market and could better compete for new industry, shared machinery and equipment would cut costs. That is just pointing out a few benefits. Just consolidating our services such as police and fire would benefit both communities. I feel in the long run it makes financial and economic sense.

I am not sure why Lincoln is comparing Jim Doar’s departure to the previous Town Managers departure. Jim Doar is leaving on his own wisdom and accord. The town is losing a great asset and professional leader. I am sure he will find success wherever he goes. However, I seriously doubt he would decide to take a position in Lisbon.

MaineGal: Yes, C.P is in with that group. I would have agree with you about him being manager if it wasn't for that fact. He would be much better than the editor of the Rumford Reporter. Has anyone noticed that they pulled the blog about Mr Carey. I guess they couldn't take the heat. In that article did anyone notice who testified for Carey. Two of our select board were down there protecting one of their own. They have lied in board meetings now they are down at the bar hearing lying there. When will they stop. I know when we all band together and take them out.

Mag, stay tuned, more to come, but clearly there is a connection between Doar & Eldridge, and even clearer, no one from Maine would want the job in Rumford regradless of who is elected as town fathers, those opposed would still be loud and vocal and make life miserable if you don't kiss their backside. I say they get what they deserve, chaos and a guarentee of no economic development.

Several years ago seth(the other living legend) was using plates off of one of my old vehicles and running around using them like dealer plates until I was notified by P.D. My problem for leaving plates on the a car but thats not the kind of lawyer I want defending me or representing my town or casino business.

Read the lastest head line from the sun. Carey resigns post on casino campaign is what the headline states. It goes on to talk about problem in his home town. Sounds like one of the select group is in hot water now.

MaineGal: I agree with you. I really is to bad for Jen's business. She has done so much for the community and continues to be very active even after they tried to drag her through the mud. I'm glad she has continued to be a strong supporter of the community. I know I appreciate all that she did before and continues to do.

I was just looking into seeing how difficult it would be to start a phpBB- I'd only be interested in joining if there was impartial moderation and strict rules regarding personal attacks and derogatory remarks. I think it would be a good place to debate Rumfords issues, generate ideas etc. Blogs don't offer easy communication.

sick of the click, that would be Jennifer Stowell-Norris. This is her website: http://www.therumfordreporter.com/ She often interviews herself and reports it as though it was a legitimate news story. Look for her to be Rumford's next town manager.

It's too bad that Rumford is losing such a talented, fine, upstanding manager like Mr. Doar. However, I can't say that I blame him. Having to work with people like Arthur Boivin, who displayed his arrogance and intelligence (or, lack of) by his comment in the article would make me want to leave, too; let alone having to work with him. As long as he remains in his present position, the town of Rumford will continue to sink like the Titanic. Here's wishing you and your family nothing but the very best in your new endeavor, Mr. Doar.

Unfair. to bad your off the mark. From what I hear this board did not run off Mr Madigan. Look at the previous Boards with their longevity people who wouldn't let Mr. Madigan do his job because they wanted a puppet. Then they hired to puppets. One did the job and built our reserves and then their next puppet spent them all. Mr Doar came on board at the wrong time. He allowed those longevity individuals of past boards stear him in the wrong direction. Good look Mr. Doar. Those past select people use you as a pawn.
