Security breach affects hundreds in Andover

ANDOVER - About 70 people attending Tuesday night's selectmen meeting were audibly dismayed to learn about two recent security breaches when personal information about hundreds of residents and 49 employees was released.

One breach was labeled an accident, the other, a theft. One involved wage reports for employees and fire department volunteers that were accidentally given out. The other pertained to stolen voter registration cards and a voter registration list for hundreds of Andover residents. More than 850 people call the town home. The state says the town has 675 voters.

The cards and list were reported as thefts to the Oxford County Sheriff's Office, which is investigating, Town Clerk Elaine Morton told selectmen on Tuesday night.

Selectman Hope Peterson said locks will be changed at the town office, no meetings will be allowed to be held there as was done in the past, and a security camera could be installed.

"With the new camera and new locks, hopefully, this is going to alleviate this," Peterson said.

Morton said that information on the cards and lists included people's names, physical and mailing addresses, phone numbers, birth dates, driver's license numbers, and the last four digits of Social Security numbers.

Resident Sid Pew took issue with selectmen regarding a letter that was mailed to townspeople on Monday, advising them of the situation and that Social Security numbers had gone out.

Peterson explained that prior to being elected a selectman at town meeting in March, Susan Merrow asked for a report regarding town employee salaries for a comparison report.

But instead of Merrow arriving at the town office to get the wage report, her husband Kevin Scott arrived and was given the document. Later that day, town office workers realized that information that was supposed to be private was inadvertently left on the wage reports.

Peterson said that when contacted that day, Scott, who was absent Tuesday night, returned the document to the town office and didn't make copies.

Merrow confirmed this when pointedly asked about it by Road Commissioner Marshall Meisner.

"My concern is that you released this to a third party, especially with the voter registration list," Pew said. "I personally have had a credit card fraud. As am employer, I'm very, very guarded with Social Security information."

Another woman, a town employee, grilled the board about why she wasn't notified before Monday after the breaches happened in March.

"My Social Security number has been out there for a month," she said.

"It was just a mistake," Peterson answered.

Selectmen Chairman Jeff Rainey said that as soon as he became aware of it, he initiated a process to change town policies to prevent future problems.

Then, when asked if anyone would be reprimanded, both Peterson and Rainey said no.

"I feel a little violated," Meisner said. "If someone comes into the town office for records about me, I should be notified. I personally would like affidavits signed by the two people involved that no copies would be made."

"Everybody in town's been violated if the voter registration list went out," resident Wayne Delano said. "It's a concern we all should have. The best thing that people can do now is to check their credit report often. The whole town's been compromised, so, you've been compromise twice, Marshall."

Again these two (Scott / Merrow) are linked to another controversy. They have systematically disrupted our town. I honestly believe that the information inadvertially was given out. However, I for one was contacted by Scott / Merrow prior to the election for selectman and I know of others that recevied phone calls asking for votes and special "meet the canidate parties". Where did their list come from? HUM??... Attention!!!People of Andover: These two are also responsible for the attempted sabotage of our FEMA grant relating to the firetruck. Wake Up! I think their credibility, trustworthiness and integrity have come into question and are ample enough for a resgination from our newest selectman, Ms. Merrow! If not voluntary, it's time for a RECALL!

I agree 110% wsup. I attended the Selectmen's Meeting last night, interesting how quickly things got done NOT having someone interupt constantly... it is funny though the point of interest with regards to the Wage Report was a no show...Merrow looked a bit uncomfortable as she kept trying to make 'the secrutiy breach' someone elses fault...

Voter lists are given out all the time, especially to party chairs. It's a shame the cards were stolen.

I realize this is small town America, that's why I moved there. I also understand that when you are employed by the town, your salary is public knowledge. My complaint is that an employee of the town handed over confidential information to a third party. That person should be held responsible. No one is ever held accountable any more and there lies the problem.

I believe the state has policy petaining to the actions taken when this occurs. I believe that they, meaning the selectman consulted MMA to make sure they followed protocall. What accountability? These things happen unintentionally Hannaford is a prime example. Lets not blow this out of proportion. Its serious I agree but The Treasure didn't try to cover it up nor did the selectman. They are working to try to prevent this from happening in the future. Thats accoutability.

I really think it's time for Mr.Scott and Ms. Merrow to move to a another town and see if they can cause trouble there.Sooner or later they will run out of small town.

All this controversy in this town is just due to the fact that we have a few people that think they are Town Managers? They are not!!! If their were no errors at all in this world they would not have erasers on pencils. This Town is a beautiful town, and has many great people in it. But all it takes is a couple of know-it-alls to try to change things to their way of thinking. Give these Town Officers some credit, they're doing a good job for their Town. Maybe some of these others should get a job and take up some of their spare time.

I think it's great that town of Andover has taken responsiblity for this......unlike so many others. I commend the town office staff and the "TWO" select people that actually care about the town and its citizens. Eveyone makes mistakes, let's get on with life and show some respect for the people that we elected to represent us. For the other two in town who simply want to cause trouble and focus on themselves... get a life and act like adults. We are tired of your games, and eventually the good guys "win"!

This is a bit far fetched. People are making statements about two people in town that are finally doing things right. As for the letting out of info about employees, that has nothing to do with them. Put the blame where it belongs. This has nothing to do with Susan and Kevin. Keep up the good work you two!

I read the story in the paper and saw it on the news tonite as well. I do not live or work in Andover and I know nothing about small town or big city politics. What I DO know is this: Andover residents ELECTED these town officials and therefore BELIEVE in them. At least this was so before the Scott/Merrow "dynamic" duo came to town. I have nothing against them in that I don't know them personally but when Mr. Scott goes about questioning people's integrity and their ability to do the job they were elected for simply because an honest mistake was made, now THAT is a problem! Also, that lady on tonite's news cast. Don't know her either but has she NEVER made an honest mistake? Let's also not forget that if this WERE intentional, WHY then would the EMPLOYEES/OFFICIALS also sacrifice their OWN personal information? Just to get back at someone? I THINK NOT!!

hillside: If you were a little more involved with the community of Andover you too would realize what Scott / Merrow are up to. They lie, they are the ones who received the personal information of all employees, they harass townspeople and ELECTED OFFICALS both at home & in public, that don't allow them to control all situations. If you were ever to sit through a selectman's meeting you would realize how disruptive they are. They have a greater plan, hopefully...the TOWN OF ANDOVER wakes and realizes it before it is too late. Hillside / Beanie stick to making sandwiches!

I'm not sure if either Scott or Merrow are really respoinsible for the security breach, but why did she want to do a "comparison report" of the wages of twon employees? Are they the next targets in Andover? Get rid of the ambulance service. Sink the fire department. Now the employees of The Town of Andover?

I live in Andover but did not attend the meeting and know nothing about this scandal. Time will tell who is responsible, and we should not jump to conclusions. That having been said, I would like comment on Susan and Kevin's activities, not the gossip, but my own personal observations. I think they need to realize that newcomers in a small town will always be resented if they appear too eager to change the town to meet their needs, instead of simply enjoying the town they were attracted to in the first place. And, you will not get people to like and accept you by being condescending, pushy, and by threatening to sue them for not doing as you wish. Perhaps your intent in coming to Andover is not to have people like you... Then, what exactly is it?

Congratulations Susan Merrow on being part of one of the most heavily attended selectman elections I can remember, and winning. (This as opposed to another election in which the selectman won, with 13 total votes. 13!) This means, of course, that a large portion of Andover voters have indeed "woke up," but not to the spin the above poster would have you or others believe. Nice work with the transfer station. The employee's act like they belong to something worth belonging to. Amazing. Please avoid 'voluntary resignation' requests especially by posters with alias's like 'wtf.. (ie, what the f---). This is why you were elected, the above is confirmation from the usual suspects. Great Job! Both Of You.

Nice try, sport. At first, I was astonished and alarmed that anyone might find words of encouragement and congratulations to be construed as arrogant or denigrating of anyone. That most certainly was not my intended message. I reread my posting numerous times, searching for a phrase or a word that I may have misstated, or perhaps a type-o, giving someone an impression other than that intended. Then, I realized the comment came from someone who wishes to be addressed as "you fools."
