Selectmen mull special referendum

RUMFORD - Selectmen want to work out a deal with neighboring Mexico to share its town manager, so they are considering a special referendum to change the charter to make it happen.

The board, at its May 1 meeting, asked town lawyer Tom Carey to come up with a procedure to allow voters to change the municipal charter so that both towns could share one manager.

However, since the Charter Commission was asked to call a special meeting on May 1 to write the a proposal, Carey told the board that not enough time remains to hold required public hearings before the June 10 vote.

"Hopefully, we won't be deterred by that. It will benefit our citizens," Selectman Frank DiConzo said.

Plans for Rumford selectmen to meet with the Mexico selectmen on Monday, May 19, are going ahead. At that meeting, both boards hope to come up with a salary and benefit package for Mexico Town Manager John Madigan to serve both towns if an arrangement can be reached.

The plan is to try sharing management for a year. In that time, Madigan would be charged with working toward merging some of the department in each town.

Rumford Town Manager Jim Doar, who is leaving his post on June 10, said selectmen can call a special referendum election to make a charter change. He will meet with Carey to work out a time frame for calling a referendum.

The chairman of the selectmen would serve as temporary town manager until an interim or permanent manager is hired.

Also at Thursday's board meeting, selectmen unanimously voted to have the Rumford blog shut down.

Selectman Mark Belanger said profanity and obscenities have been appearing on the blog regularly. There is no way to identify bloggers.

The blog will be shut down Friday, Doar said.

In other matters, SAD 43 Superintendent Jim Hodgkin gave selectmen a summary of the school budget and voting time line.

Rumford's share of the proposed $15,476,000 budget has increased by $204,800 because of fewer revenues and higher costs.

A public informational meeting on the budget is scheduled for 6:30 p.m., June 3, in Muskie Auditorium of Mountain Valley High School. A vote will be taken at 6:30 p.m., June 5, also at the high school. The validation referendum vote on the proposed budget is scheduled in each of the four district towns during the primary elections on June 10.

Of course Mr Belanger wants the blog shut down because he is about to get caught in another lie and it does not look good for him. But on a side note the blog being shut down I assumed was coming quickly as Mr Doar is departing.

That will surely help our economic development efforts...NOT! Our staff waited until 4:30 P.M. to see if the Open Doar blog site had been taken off line and it had not. We checked again at 4:55 P.M and it had still not been taken off line. When we checked again at 5:15, the site redirected you to a page that stated, "Supporting and Endorsing Our Freedom of Speech" and then took you to a Mexico, Maine blog site. By 5:30 P.M., the link had disappeared and the Open Doar blog was history. We find it terribly sad that Mr. Doar would show disrespect to our Board of Selectmen once again by eluding that they were attempting to "censor" freedom of speech. That is not what they were trying to do in the least bit. And, the above video clearly shows you that."

Oh Belanger crying a river at a board meeting what a surprise...He was mad because the blog mentions him lying about and to law enforcement but his has his good friend jsn crying and lying for him also. No one believes you Belanger...there are so many lies that you hide and are hidden from you things are not as perfect as they seem.

Submitted by The Rumford Reporter Staff at 5/11/2008 06:15:00 PM: The Rumford Reporter was contacted by one of our loyal readers and informed that an off duty Rumford Fire Truck was showcased on a WGME feature called "Streets of Speed". Apparently, the Rumford Fire Truck was clocked and busted doing 47 in a 30 by a Day Care on the River Road in Brunswick, Maine. The Rumford Reporter went to the WGME website to check it out. We found the link to the Brunswick River Road Street of Speed feature but the video coverage was not there (it is now). We contacted WGME to find out about the incident and WGME informed us that they would forward our concern to their computer gurus regarding the technical difficulties with the video coverage. WGME also informed us that a Rumford FD union representative called yesterday and said it wasn't a firefighter who was driving the truck; it was a person who was "servicing" the vehicle. The union representative also said they had received lots of calls about the show. The Rumford Fire Department has been telling the community for years that the only people allowed to drive those fire trucks are the firefighters per the union contracts. But, now that they have been busted speeding through a neighborhood, they claim that it wasn't one of their firefighters. So now we are supposed to believe that volunteers with a CDL can't drive the fire truck after receiving training but a person who is servicing the Fire Truck can. What is wrong with this picture? We are patiently waiting for the video coverage to reappear. We will find out for ourselves who was driving that truck. If it was a firefighter, shame on you. You are not above the law in other towns like you are here in Rumford. And, if it was not a firefighter, shame on you. Because once again you are lying to the public when you tell us that only the Rumford firefighters, not our volunteers, can drive those trucks. No wonder they all quit. Submitted by The Rumford Reporter Staff at 5/16/2008 07:00:00 PM: Board of Selectman member Frank DiConzo announced at last night's Selectmen's meeting that he has confirmed that a Rumford firefighter was NOT driving the Rumford Fire Truck that was busted speeding (47/30) through a neighborhood in Brunswick, Maine. The driver was a mechanic who was hired by the Rumford Fire Department to take care of some routine maintenance. Selectmen DiConzo asked soon to be ex-town manager, Jim Doar, to get a letter from the company admitting such so that the firefighters can clear their name in the incident.
