City deal to buy oil going bust

AUBURN - A program designed to help residents get cheaper heating oil next winter probably won't work, according to city officials.

Heating oil companies have been reluctant to take part in Auburn's aggregate heating oil program, according to acting City Manager Laurie Smith. Only one company submitted a bid this week, and it was full 33 cents higher than the going price of heating oil.

"Based on these early results, I just don't think this program will yield the type of results citizens are looking for," Smith said.

What's worse, the residential program might have pushed the price up for municipal heating oil. The lowest municipal bid, to provide 1.1 million gallons to the cities and schools in Lewiston and Auburn, the towns of Poland and Minot and Androscoggin County, came at the current market rate.

"That number is quite high, higher than we'd expected," Smith said. Both bids were rejected, and they'll be resubmitted later this summer.

She expects Auburn's councilors will take up the matter at their next meeting, on June 2.

"But I want to strongly urge residents to do whatever is most appropriate now, and not wait for the city to come up with a deal for them," she said.

Auburn's City Council decided to let residents in on the deal earlier this month. Smith said 597 residents called Auburn Hall to register with the city, agreeing to purchase 545,764 gallons.

Smith said the bids had to be broken into two categories, one for the cities with huge oil tanks of their own, and a second for residents with smaller 275-gallon tanks.

Bids for residents came in at $4.709 per gallon, Smith said. Municipal bids came in at $4.37 per gallon. Maineoil.com, a Web site that tracks the price of heating oil, listed the average gallon price in the Lewiston-Auburn area at $4.375.

The complexity of dealing with nearly 600 customers on a single bid could have soured oil dealers, Smith said.

"Delivery costs are just one of the problems," Smith said. It's much easier to fill one of the big tanks, with one trip and one tanker. But the oil delivery trucks use much more fuel on their own delivering the oil in dozens of smaller portions to customers across the city, she said.

Some companies were concerned about customers' credit, she said. The city did take names and phone numbers for potential customers, but that's very different from finding out whether customers can afford to pay for the oil.

"The companies don't know the credit worthiness of these customers, and they have no guarantee that they will actually get paid," she said. "The reality is, this oil market is unlike any oil market at any other time, and people are having a difficult time figuring out what's going to happen. There are too many questions, for oil companies and customers."

Perhaps the City needs to start a program to find other sources of heat. I don't care if they have the entire population of the city signing on - it's still too expensive!

The lack of planning from all levels of government for this eveolving economic disaster in Maine is stunning. The liberal-socialists of Maine have driven it into a very poor state and many citizens, over-taxed and working for peanuts, have been barely hanging on. They maxed out their credit cards last heating season, and have no cash to pay for C.O.D. oil at $5 to $8 a gallon from now on. The state legislature is looking for new ways to tax us and city governments are building new hotels. Meanwhile, the citizens are going to freeze in their homes. Maine is going to be the 21st Century equivalent of the Oklahoma Dust Bowl of the 1930's. People are just going to have to move to warmer climes. There is no one that can save so many people from freezing. Most of Maine's pockets, so liberally picked by the Democrats for so many years, are empty.

The landlord Association had oil deals for years for the landlords (only). It work well with the past board members but when a new board was in place in the past 5 years or so everyone joined the assocation to get oil deal. The oil company pulled out. Now the landlord assocation does not have any oil deals. So it will not work for the city. The city officials should of talk to the past board members before they took this to the residents of Auburn.

I hear you Paul. The middle class works our fingers to the bone, we actually run out of hours in a week to work...while the State continues to tax us to pay for the lazy but able body persons who insist on sitting on their butts instead of attempting to work. It used to be that $30,000 - $40,000/year was a comfortable income....not anymore. And while we are all feeling the pinch of higher gas and oil prices...if we were not TAXED TO DEATH we might be able to handle it. It's time ALL the citizens of Maine make our message heard. GET THE LIBERAL DEMOCRATS OUT OF OFFICE. Gov. Baldouchbag and all his STUPID "schemes" i.e.: Dirigo Health need to hit the road. Maine is a beautiful State, but we can not afford to continue to harbor all who only come for the handouts.

Robert, the economic situation is the same in many states. *** It could be easily said that the "conservative-capitalists" of Florida have driven it into a very poor state and many citizens, over-taxed and working for peanuts, have been barely hanging on. Most of Florida's pockets, so liberally picked by the Republicans for so many years, are empty. *** You're over-simplifying the situation by blaming "it" on the so called "liberal-socialists" and the Democrats. This rhetoric gets very tiring and solves nothing.

I hear ya Paul, I don't know what we are going to do either...I have a 3 unit and we just can't seem to cut it anymore,how sad you try to do good fix up your place exc....but taxes,oil,food,gas etc etc etc.....feel like just giving up.....

Hey people, hubby and I born and raised in Maine. He retired and we re located to Southern GA. Way cheaper to live. Bought a 10 room house for $10 K, fixer upper. Heat with Propane. Last year locked in @ 1.85. This year I can lock in @ 2.15. Property Taxes about $700 year. Rural area, 30 miles from Columbus. No snow, no ice, beautiful weather. Love it. Just couldn't afford to live in Maine. Too Bad, as we really loved Maine

I can hear it now: The oil delivery man pulls up and the driver says, "You know, this is COD." The customer replies that he understands that. "How many gallons?" asks the driver. "10 please!" Imagine sending the oil trucks out on calls to deliver oil ten gallons at a time! I wonder what hat would do to the cost ofdriving those trucks! Lot's of coal in the US guys and Paul, body heat helps create warmth. You will have lot's of company out there this winter!
