Rumford suspends 10 from fire dept.

RUMFORD - Ten firefighters accused by former Town Manager Jim Doar with violating town policy regarding politics on June 4, are serving disciplinary suspensions this week and into July.
Additionally, one longtime firefighter, Jeremy Volkernick, resigned effective July 6 after getting his one-day suspension without pay removed from his record by interim Town Manager Len Greaney.
All but one firefighter are serving or have served one-day suspensions without pay. They are acting Chief Richard Coulombe, Jeff Harren, Lt. Keith Bickford, Lt. Chris Bryant, Ed Carey, Butch Glover, Bill Johnston, deputy Chief Ben Byam and Lt. Rob Dixon.
Mark Tripp, the department's Local 1601 union chief, was suspended for one week without pay.
According to Greaney, Doar suspended the men after Tripp wrote a letter to the editor in June 4 edition of the Rumford Falls Times saying that the union supported incumbent Selectman Greg Buccina and selectman candidate Robert Cameron.
The problem, according to Greaney and Doar, is that endorsing candidates in the selectmen's race violates an ordinance governing police and fire departments.
The ordinance says no member of either department, including the chief, acting as an individual or in concert with others, can participate in any act designed to or tending to influence the election of a town official or influence any appointment.
Violating the provision constitutes cause for suspension or dismissal.
In a letter dated June 12, Doar notified Coulombe that he had to discipline the members of Local 1601 who voted to write and submit the letter by suspending them for a day without pay.
"Not only were these actions a clear violation of the town ordinances, but they serve to discredit all public servants," Doar wrote. "It is vital that, as stewards of the public trust, we strive to hold ourselves to a higher professional and ethical standard. Participating in the political process undermines public confidence in professional administrators."
Doar left the job on June 13 and has an unlisted phone number. When contacted late Tuesday night, Tripp declined to comment other than say the union is going forward with a grievance against the town over the suspensions.
Coulombe deferred comment to Greaney, who said that incumbent Selectman Mark Belanger, who with Buccina ran for re-election, complained to the town manager about the union's letter. Belanger and Cameron were elected; Buccina was not.
"If Mark had lost we could have been legally responsible for a fine by the state of Maine, so they put us at risk," Greaney said Tuesday afternoon of the firefighters being disciplined.
Regarding Volkernick, Greaney said he refused to vote to go along with the others and tried to tell them that they would be breaking town rules. Greaney removed Volkernick's suspension.
However, Volkernick, contacted Tuesday afternoon, said he resigned for personal reasons, but mostly because he is tired of the politics ongoing within the department and town regarding the Fire Department.
He served Rumford as a full-time firefighter for more than 14 years and spent three years on the town's call force.
"I'm done as a firefighter," Volkernick said. "I want to stay on the call force, but I haven't got permission yet. I've always been a firefighter 24/7, so for me to give up, it hurts my feelings."
Regarding the union vote, Volkernick said that besides himself, there was another firefighter who also didn't vote to go along with the others because he was absent when the vote was taken.
"I've had enough with what's going on internally and outside of the department. The past three town managers have come along and said they will take care of the problems and it's been five years and nothing has been done. Len said, 'Hang in there, things will get better,' but it's not worth the stress on my family," Volkernick said. "The Rumford Firefighters Union believes they are the most qualified for the job. Both are honorable men who will guide Rumford into the future with decorum and use the democratic process. They will lead with decency, propriety and dignity.
"Mr. Buccina and Mr. Cameron understand the importance of a stable and effective infrastructure to attract businesses and people while remaining fiscally responsible to the taxpayer.
"They have demonstrated a desire and ability to grasp the issues that challenge Rumford and will intelligently and objectively make their decisions. Vote for Buccina and Cameron for a better Rumford."

Let's not confuse Mr Doar doing what he had to do with Belanger being responsible. So he has filed complaints against police and fire this year and was very upset that he he was given a ticket. I am sure he also had issues with state and local police at graduation time I am waiting for his retaliation from that. Three more years of retaliation how many more police and fire will be lost?

Economic delevelopment will be pretty much non existent because what shareholder or company CEO would want to set up shop in Rumford and have to put up with this bull. This town's government needs a major house cleaning and fresh blood from outside in order to survive. I grew up in Rumford and this is the reason I left a long time ago.

Seth Carey used to as well and look where he has ended up! This department is losing its long-term members on a regular basis now. What a joke the whole town is. The rules only apply when it suits them.

Yes, you are laughed at all over the state. The current makeup of the Board of Selectmen will do nothing to improve the Town's reputation - hang onto your hats, it's only going to get worse. It will be hard to accomplish much positive with only two competent members. And now you are right back to the old days of having a hand picked, no experience necessary, individual who has been instrumental to the demise of current problems, as a town manager. Wow, what a turn around.
Keep it up, you'll have no police protection or fire protection. Don't expect your surrounding communities to bail you out (without a significant cost).
Rumford - an island unto itself. Adrift with no direction on where to go or what to do. I just hope someone can figure out how to plug the hole of the sinking ship before it goes completely down - but I wouldn't dare bet on it! I'm glad I don't live in Rumford.

I for one am sick to death to pay taxes in this town as we watch the fire department disinegrate to nothing - and now Volkernick is leaving too - we cannot afford to lose him too!! But I applaud him for putting his family first. He's a good man!!

This treatement has been going on ever since Belanger has been a selectmen. It is obvious that he has a personal vendetta although he states that it is not. I beleive that if you are going to reprimand the whole local union for endorsing potential candidates then the suspension should be equal. Why Volkernick did not get a day surprises me as he endorsed a candidate by allowing him to put his sign on his lawn. Does it make it okay for Volkernick to support a potential candidate by doing so? The answer to that question is yes, when it is Mark Belanger that you are supporting however no when you are not supporting him. I am sad to see another firefighter leave the department but wake up people they will continue to leave as they are tired of the big target that has been put on their chest for the selectmen to continue to harass.

As a retired CEO of a Fortune 500 company, Mr. Greaney has the experience needed to deal with these personnel matters. You don't get penalized unless you've done something wrong!

The individual who resigned from the RFD left because he was being harassed by his own dept. And was look over many times for promotion because he didn't kiss butt. All he wanted to be was a good fire person and his own dept. wouldn't let him. It's unfortunate that you knuckleheads don't know all the facts.

There is such thing as compentency in doing your job. Every firefighter who has to put his life on the line and his life in another hands needs to be confident they can do it and make the right decisions.

(they are looking out for themselves) take off the rose colored glasses people and take a good look at their lack of credentials. when your fire dept and police departments are empty then what? Belanger with his bucket of water & a sqirt gun to protect you?

They will forget to mention that they created the overtime by pulling out a outdated piece of the town by-laws (by-laws people not the contract like some of you have stated.. thus the department did not sign off on this as a contracted issue) and cause the need for overtime that they will be complaining about.

No I do not think so. I think the problem is here that there is a double standard. Belenger, Len, Frank, and Boivin have many times written in to the newspaper and been published trying to influence the towns voters. Now a firefighter does it so and he gets a day off ... are you kidding me? I guess what is good for the goose is not good for the gander. What is the difference of an appointed employee posting a comment to an elected official posting a comment? The rule should be abolished. I think this is the time to do so.

I to have been in the position where one needs to put there family first. It terrible to think people will carry a point to the extreme and cause harm to others with there actions and there views. You will be an asset where ever you end up next. As for Rumford, Like Andover, Times are changing and the future doesnt look to bright.

Two selectman destroyed public property and cost the taxpayer's money to clean up their mess both physically and financially and all they got was a wimpy slap on the wrist!! Citizen's of Rumford, you had the opportunity to make changes and you blew it!! Now you have Len Greaney, who is a rubber stamp for the three stooges(Boivin, Belanger and Diconzo) running the town. instituted by the ruling authority of the town of Rumford. This is taking away the basic right
of freedom of speech and the right to make your own selection in the most basic right of
free elections. I also believe that the "town fathers" would not be influenced by support by
any entity, be it firefighters police officers or the like. But I do believe that there is a vendetta
by some of the former firefighters that have managed to be elected to selectmens positions.
After serving the town of Rumford for twenty five plus years these selectmen who rose from the
ranks of private to Chief of Department have done nothing to support the people they worked with.

Posted By:sable1974 at June 25, 2008 7:03 PM (Suggest Removal) you know, this is absolutely pathetic, and very disturbing that our community is being run like this... politics sucks, to be frank..what about the people of the community and their safety and comfort of knowing that we have some darn good firefighters that care about what they are suppose to care about, THE PUBLIC, and the importance of it...town sanctioned or not, everyone deserves to their own opnion, everyone should be treated equally...whether a town worker or not... maybe not straight up publically, but quietly and closed in area.. i'm not saying not to give them some kind of punishment, yes maybe by contracts that they did wrong, but it really has nothing to do w/ the public... they are there to take care of and save us... and if you ask any of them what is important to them in their line of duty, they would say, doin my job the best i know how and possibly having to save someone and put their own life in jepordy... doesn't that matter... so you take them off of there line of duty for one day, and that could've been the day when we needed them most, and for what, stupid bs...it's a wonder why people hate politics so much, and then don't want to vote because it's all a crock of bull..and apparently when the town decided to take these firefighters off they where not thinking of the public, just their dam arrogant selves.... very sad... to all you firefighters out there, you deserve more than this kind of bull, but to let you know we are all supportive of you no matter what...god bless

People need to vote! Until that happens we get the people who know that only 1,300 people vote. It is what it is!

Posted By:A at June 26, 2008 3:27 AM (Suggest Removal) Whether you agree with the selectmen or not, we chose them and we have to stand behind them and there decisions. The problem with the town is that the people in it need to get lives, if Siasi, Carey, Theriault, etc. would get hobbies that didn't include continually stirring the pot our elected officials would have time to concentrate on moving our town forward. We elected them, they appointed Greaney, Greaney is dealing with the fire fighters. That is how it works, if you don't like it, VOTE! I, for one, support Doar's decision to suspend the firemen and let's face it, it is only one day and with all the overtime they get, they will not even notice the loss of pay. People, find something else to occupy your time, go on a vacation, pick up a good book, go hiking or fishing just let up on the selectmen and let them do what we elected them to do intead of settling these petty issues over and over again. I bet we get more people at a selectmen's meeting then we do at the library all day or at a community concert, albeit the citizens who have a little culture and participate in the arts or library probably aren't the ones at the meetings.

We are always looking for experienced firefighters and it looks like your town is looking to export its professionals. I know of no place that fire and police unions do not endorse candidates. Your loss will be other communities gains. I'm glad my family and I do not depend on what you are turning your fire department into for our safety and the protection of our property in the event of fire or other emergency.
