   I believe Robert "Bobbi" Frappier has already been to prison at least once before for theft. I've seen that name a lot in the Arrest Log. Some people never learn. Jerks like these are stealing from all of us. Things are hard enough. Lord known he's too lazy to need Carhartt work clothing. These acts of irresponsibility hurt all of us.
