Personally, I feel these men should have received a lifetime prohibition from using or possessing hunting dogs or hunting or trapping equipment. They should also be barred from hunting, trapping or guiding activities during this time. I hate to think what else these men have done that we don't know about.
You are presuming that this part of this man's history is true. Nothing else is true, so I am thinking that is also not true. And, even if it is true; he probably gave false information to the Canadian authorities.
If LePage cares so much about education, why did he want to cut head start? Also, there is nothing in LePage's budget to fund heating the homes of the elderly. So, again, why does he want to cut funding for Maine Public Television?
Why does there have to be two separate pieces of legislation? Why not just vote on Dion's legislation? Even with agreement, they can't seem to stand together. It makes me very skeptical when the Republicans find it necessary to write a separate order -- does it cover all of the concerns? It seems to me that it wasn't just the Dirigo entity that the AG mentioned in his advisory.
I thought that it was the Maine Forest Service that originally questioned the legitimacy of Poliquin's tree growth status. Also, the town assessors may not know that there was a conservancy restriction on Poliquin's property, however, Poliquin knew. This man who would have us believe he is so honest and sets such high standards for others, appears to not believe in these standards for himself. He should be required to talk about the constitutional issues and the tree growth exemption issues. After all, he is paid with our tax dollars. We, as the taxpayers, should be able to expect a public official to honestly answer questions.
The Legislature has, for many years, considered changes to this tax law without success. I so hope that they are able to strengthen the law this time. It is a good program for those who use it properly. For the people who misuse this tax law, they need to correct the problem immediately. For every misused tree growth tax break that is given, other property tax owners pay with an increase in their taxes. Plus, communities need to be properly trained to be able to refuse people who would misuse the law.

The Legislature has the absolute responsiblity for making legislative changes to the law and programs. They will not be bullied or intimated by Paul LePage. And, the sooner he learns this the better off we will all be.
It is clear from yesterday's article that LePage was speaking about the welfare system because he lumped MaineCare and Medicare together as costing more than what is being put into the system. His press secretary's explaination is a lie also. He was not speaking about the general welfare of the state.
This is exactly what I said in my comments yesterday when LePage was quoted as saying it was energy and welfare. It is rather depressing that LePage's staff tries to cover up his lying. It is a terrible thing when a governor lies constantly. It amazes me that LePage doesn't seem to know that facts can checked or he just doesn't care.
I find it extremely interesting that LePage takes facts and twists them to fit his perspective. There was nothing in the Forbes review that stated anything about welfare. I agree that we are failing our children by not educating them properly. This is a nationwide problem. This is also a joint problem with our parents and the school system. However, when I was first starting out in the business world, companies expected to have to train their employees. For every job we had a certain amount of training time, and one either succeeded or didn't. If one didn't succeed, the company let you go. Also, I wonder why LePage found it necessary to fold in Medicare (a federal program) with MaineCare -- could it be to inflate the numbers? Plus, how did the amount owed to the hospitals increase to $400M again? Haven't we been paying the hospitals? And, finally, LePage found it so important to increase the inheritance tax exclusion amount which cost us a great deal of money, instead of paying our bills. Now, he complains about deficits. When you decrease revenues, it causes a real problem.
I am very much in agreement with your arguments. The only part that I don't agree with is that LURC has lost the goodwill and confidence of the residents of the unorganized territory. They never had the goodwill and confidence of the residents, and that is because they are a regulatory agency. No one likes having someone tell them what they can and cannot do. Now, LURC in recent years has gone overboard on the conservation side. Why this agency thought they could demand conservation land from users is beyond me, however, it did. It absolutely needs to become more user friendly and cohesive in its decision making. That does not mean that it needs to say yes to actions that are not appropriate by the users. As for fees, the rather new fee schedule appears to me to be quite fair. I do take issue with the fact that when people break the rules, the fines are very low. I think there should be a real penalty, which would escalate depending upon the infraction, for not following the rules
This is the first I've heard about Summers including an unenrollment form in his letter to the students. During this administration, the so-called "constitutional officers" are way too political. It certainly does appear that Summers has crossed the line.
It is difficult being a town manager in Maine. I don't know if it is the political climate or what. However, a Town Manager works for the Council so the Council has the right to release him/her.
A 401k is not a pension fund. A pension fund is a fund that the employer pays into only. In actuality, there are very few true pension funds anymore. If LePage includes the 401k into the picture, then he has to include the deferred compensation funds that public employees pay into.
LePage is trying to tell us that Japanese auto companies actually were thinking about building a plant in Maine? Does anyone really believe that one? As for the cost of energy, all of us Mainers suffer with the cost. It is one of the reasons many of us retired people will probably leave the state. What I don't understand is why all these windmills that are built are not keeping the energy produced in Maine. We give the companies millions of dollars in tax breaks,and they receive millions of dollars in federal tax breaks; and yet none of the energy produced is kept in Maine to help lower our costs. So, there is absolutely no benefit to Mainers.
Many years ago when I moved back to Maine that I needed to get a Maine driver's license and register my card. I was tempted not to do so because there was no registration fee in Maryland where I had previously lived. However, I complied with the law. I now live in Augusta and am aware of a number of people who live in my neighborhood who have not complied with the law. They still drive vehicles with out of state plates. Perhaps Mr. Summers should figure out how to get these people to follow the law.

This article is inaccurate with regard to the funding of LURC. The approximately $2M budget is not entirely funded by all the taxpayers of the State of Maine. The taxpayers of the Unorganized Territory Tax District and the towns/plantations that choose to have LURC do their planning and zoning pay approximately one-half of the cost of LURC's services to the State of Maine. The other half of the budget is justifably paid by the General Fund because this land is open for public use by State of Mainers and people from throughout the world. Also, although there is unorganized territory in 13 of the Maine counties, only nine of those counties have established budgets for services provided and paid by unorganized territory taxpayers. So, what happens with the other four counties? The unorganized territory in these four counties mostly consists of public lands and no residents. Who is going to pay for the services? Also, county government is the only local government in Maine that receives very little oversight by the taxpayers. Most people don't know what county government even does so they tend ignore it. There are no consistent standards between the individual counties. Implementing planning and zoning standards throughout the county unorganized territory is going to be very very difficult. The County Commissioners of each of these counties will need to be involved in the formulation and implementation of these consistent standards. For all the criticism of LURC, it has a difficult and time consuming job which I do not believe the counties are prepared for. Plus, I do believe that the costs of having county government take over LURC responsibilities is probably underestimated. The cost to the taxpayers of the unorganized territory is presently spread over and paid by all the taxpayers of the Unorganized Territory Tax District. If the counties take over these responsibilities, the cost will be paid by the small number of taxpayers located in each of the counties. It will have a much more significant impact on the taxpayers. For all the talk about the large landowners and the huge second homes of the rich in the unorganized territory, there are many many regular people in the unorganized territory who struggle every day to survive who cannot afford higher property taxes. I encourage all these people to be involved in this process.
What about that poor employees who was transporting the person who had every conceivable disease possible? What if he/she was contaminated? I think all of us realize that Sheriff's departments don't have much money, however, if you can't handle it you should have contacted someone who could.
I have a hard time believing that with all the geographical work that the State of Maine and private companies have done that this information isn't already available. Maybe the State of Maine should do some checking around to see what might already be available out in the real world. My goodness, people, Google has done mapping that allows us to drive past our homes.

So, this felon receives MaineCare, food stamps and Supplemental Security Income for a traumatic brain injury that goes back to his youth. The traumatic brain injury is probably from his drug use. I am ashamed to admit that I have a brother who has lived off our tax dollars for years. He occasionally works under the table, but most of the time he stays clean and every once in awhile he goes off which sends him into seizures. I, frankly, am very tired of people living off my tax dollars because of their past and/or present actions.

I would have more faith in his decisions if I believed he knew anything at all about state government and how it presently functions. From his comments, it is clear that he does not. How does one make changes without first knowing what one is talking about. LePage leads us to believe that he does all his own research. If this is true, I wonder what his staff does for work. Plus, I think maybe LePage is reading the wrong research or not all of the research. It is dangerous to make decisions based on incorrect or incomplete information.
Charlie Webster is bizarre. He just likes to get his name in the paper. But, sometimes I do wonder if he should leave the United States of America and start his own country where he could be dictator and chief.
Lets face it, both Democrats and Republicans have a vested interest in the final plan. However, the Republicans are being less than honest when they claim they have no political reasons for their plan. It is a well known fact that the Republicans nationwide are trying to institute redistricting plans that will benefit the Republicans in the 2012 elections. If the Maine Republicans vote their plan through by a simple majority, they will be insulting all of us Mainers. Every time they do something less than honest, they claim that the Democrats have done the same in the past. The fact is that with regard to redistricting, in the recent past, the courts have decided. If the Legislature can't get a 2/3 vote, it should go to the courts. If the Republican plan is so good and right, what are they afraid of? Plus,
Finally, some reasonableness and common sense. Of course, that doesn't mean that the Republicans are going to allow this to stand once it gets to the Legislature. We will just have to stay on top of it to ensure that this is the plan that will pass through the Legislature.
Putting like voters in the same district is not one of the requisites for redistricting. As a matter of fact, politics is not supposed to enter into the plan. Relocating voters cannot be prevented, however, it should happen to as few voters as possible. It is very clear that the Republicans only care about politics. I am not saying that the Democrats don't care about politics, however, their plan relocates the fewest voters. I think that is a good thing.
Most rulemaking has very strict timelines. LePage could disrupt this timeline. Plus, LePage is overstepping his authority. This administration continues to astound me with their lack of protocol to get whatever they want. I think they need to be taken to court. Let the courts stop this ridiculous action.
Maine has been a real windfall for First Wind and it subsidiaries. These windmill companies receive millions of dollars from the federal government in tax exemptions. In my opinion, they do not need TIFs from us Mainers. They are pulling the wool over your eyes. Take the windmill valuation and reduce the tax burden to your residents. Also, the windmill company is supposed to give you money for each kilowatt produced or each windmill (I am not sure exactly what it is). You will find that you have more money to invest in infrastructure. Set up a good sized capital reserve account for performing this and other work. And, I think these locations should demand that a percentage of the power produced be kept in Maine. I am also concerned about the fact that First Wind keeps setting up all these subsidiaries -- WHY?
Sounds like the Solomons stripped it like a person who runs out on a mortgage. Again, they show total disrespect for the taxpayers. What do they care if the state and federal government recoups any of the money they stole.

I am retired now and need to save money any way I can. I think the Public Advocate needs to get out there with this kind of information. The last Public Advocate was very much in the press with information. Mr. Davies doesn't seem to do that so much.
This state employee who LePage says has been a state employee for a year is awful. She is obviously not listening since he says everything he earns is under the table and then she proceeds to ask him for a pay stub. I am thinking there should be video cameras in each interview room. They could do it without showing the face of the person asking for help. It would also give DHHS even more evidence if the recipient ends up committing fraud. And, of course, they would have to warn the interviewee that the person is being taped which may cause some to have second thoughts about applying.
Charlie Webster does tend to use the tactics of a sensational nature. This kind of thing works for a bit, but does not have a lasting life because his information is not supported by facts and truth. After a while everyone stops listening to him because he is laughable.
That is a long time for someone to be in the same job. While I have appreciated Senator Snowe's fairly moderate stance, I think it is time for her to retire. She was virtually missing in action during this debt ceiling crisis which was manufactured by the Republicans in Congress. If she is such a great bridge builder, where was she? And, she continues to blame President Obama for not leading the Congress to the issue back in January. Since when is the President of the United States responsible for controlling Congress? Where was she? The Congress has still not acted on the President's budget. We are almost into a new year with no action. It is time for a change in the people serving in Congress, and I do not mean a teaparty Republican.
I am constantly amazed at the unknown practices that happen in local governments. I wonder if the taxpayers are aware of these arrangements. Plus, if a local government is going to have an interlocal agreement with certain organizations, what about all the other organizations in the town who might want the same agreement? I am aware that there is a benefit to joining forces in the purchasing of certain products, however, this is usually done up front. A local government is the main arm and the other organizations or towns join forces in the bid process and they pay their costs directly to the vendor not through the local government. An interlocal agreement is usually done because the town is providing a service through a contract with another town (e.g. fire protection, ambulance, etc.)not a business. These are all things that the taxpayers need to know up front.
So long as school administrators make excuses for the poor testing results, our children will continue to not be properly educated. My son was educated in the Waterville school system where they actually bragged about the dismal test results. The school board never questioned the percentage of children not being able to meet the standards. I, personally, think that public school administrators should not be people who come up through the education system -- from coach to principal to superintendent. I think it would be better if they were business oriented people. There are good teachers and bad teachers, but all teachers suffer when the principal and superintendent are more concerned about themselves than the teachers and students.
While the Republican members of Congress were playing political games, all my friends and relatives took their money out of the stock market. And, I doubt very much that they are going to race to put it back. If your intent was to hurt the economy, congratuations, you did it. We all know (because you have told us) that your intent was to do a dirty deed to President Obama. And, you didn't care what the consequences were. I, for one, am planning on making you pay a bigger price -- your seat in Congress. We need to get rid of all of you.

As we all know the Attorney General, Secretary of State, Treasurer, and State Auditor are politically appointed positions. Whichever ruling political party in the Legislature appoints these people to their positions. However, in the past, the people in these positions have been fairly apolitical in their actions. Politics came into play almost immediately with the consideration of who was appointed when LePage strongly recommended to the Republican legislators that they appoint Poliquin as Treasurer. Now, we have the Secretary of State getting very involved into the political arena. The problem is not that they are investigating voter fraud, it is that he announced that there was an investigation without any facts. His statements were full of innuendoes without any facts. It was of interest that the Attorney General did not participate in this farce. If these appointed offices are to be so political, I think it is time for them to be elected positions. Let these people run for offices and be voted in by the residents of Maine. Make them accounted to all of us.
You make comments that are not true. So, I say, prove that it is in violation of state and federal election laws for college buses to be used to bring students to voting booths. By the way, Saviello has been elected as a Democrat for that area. Of course, Saviello has been a Democrat, a Republican, an Independent and now again a Republican. He changes with the winds.
I find it offensive to have the head of the Republican party bragging about unethical behavior on the part of the University of Maine at Farmington Republican student body. It seems that the Maine Republican party is now more like Tricky Dickie (Nixon) than an honest organization. Unseemly to say the least.

He could have simply stated that there is another investigation under way and that the possible voter fraud issues raised by Webster would be jointly investigated. These are very serious accusation, and deserve to be explained to the general public. So Secretary of State Summers and the AG should immediately release the details or the Secretary of State should have not released the information.

Any and all illegal acts should be investigated and prosecuted regardless of what is going on with our voting rights. Poliquin could not keep his mouth shut with inaccurate statements for the last six months, but now he does not understand what might happen if the federal government defaults. Just so you know, Mr. Poliquin, if the federal government stops making payments to the State of Maine, there will be a horrible impact on services. Evidently, Mr. Poliquin does not realize how much money Maine receives from the federal government. Of course, considering the many false statements that he made in the past, maybe it is better if he claims ignorance.
Raye will be a formidable opponent to Congressman Michaud. I think probably Raye ran for the Legislature in order to get the name recognition to run against Michaud. If Raye is smart, he will divorce himself from the Maine Republican party leader, Charlie Webster, who makes outrageous unsupported comments.
I remember so well when my son was two years old. We were playing in the front yard, and all of a sudden he took off for the road just as a car was rounding the corner. I reach him in time, however, I was so shocked as to how quickly he moved. This is so sad. My thoughts are with the family and the driver of the car.

This is a perfect example of what drives me nuts about education systems. Superintendents do what they want to do without regard for what the voters want. Plus, if they paid $228,000 for 285 ipads, they paid $800 per ipad. This cost is high by any standard. Did they go out to bid for these ipads? Did they try to negotiate with the company? The company has always been willing to give special prices to school systems. Also, I presume they plan to have these ipads continue on with the student since they intend to buy more next year --why are they doing this? There are already laptop computers available for students in the upper grades. I am not against the use of computers,however,it is very important to still teach the basics. It certainly sounds like all of this was not well planned from not knowing about the grant requirements to how they were going to pay for the ipads. Again, planning appears to always be a problem with the education leaders.

LePage paid not one little bit of attention to all these negative responses to his taking the mural down. I will repeat my original assertion, the Maine Department of Labor exists to protect workers' rights so the mural was quite appropriate. It certainly appears that LePage does not like democracy.
First of all, I don't trust anything that Poliquin says. Secondly, one must remember that the board of the retirement system consists of LePage appointees. And, in the future it will be loaded with future gubernatorial appointees. So, I don't trust this kind of secrecy. Sawyer's statement really concern me. It sounds like this will give them a free hand to do whatever they want without anyone knowing about it until we lose our shirt.
Sure the AG's office can handle oversight of the insurance industry -- NOT!!!! The AG's office can hardly deal with the issues it is supposed to deal with everyday. Secondly, I always thought the Bureau of Insurance was responsible for dealing with the insurance companies. I am not absolutely sure of that, however, that was my presumption. It seems to me that the Republicans are hell bent on letting insurance companies do whatever they want which we already know is a huge problem. We have had a problem with the insurance companies for years -- they don't care about their customers. Insurance companies have acted irresponsibily forever. Even with oversight, they go out of their way to do wrong. I am very disgusted by these legislative actions.
With few exceptions (e.g. health insurance changes), it has taken both Republicans and Democrats to pass this year's legislation. That is why I have always thought it was wrong to blame the party in control for all legislative action. That is just not the way it is.
This article makes it sound like they were paying this man money based on estimates. Why would any public funds to paid out based on estimates? I would hope that the federal program does not allow this to be done. If it does, this should stop immediately. Plus, if the City of Lewiston was paying out funds based on estimates, then all expended funds should be investigated. This procedure is begging for fraud.
Peter doesn't need the benefits -- he is eligible for social security, state retirement and free health insurance. So, it would do him no good to get the benefits. I wonder, is he receiving mileage for travel to and from his home or a car? Having said all of this, I respect Peter Mills. I think some people may be overly optimistic. There is much to be discussed about this offer. First of all, the federal government can barely take care of the public lands it has. We are always reading about special deals made to find money to support the parks. Secondly, for a smaller group of people, if this land becomes public lands, the unorganized territory taxpayers will see an increase in their property taxes. Plus, let us not forget, even with the exchanges there will be a considerable maount of land cut off from Mainers who have used the land for recreation for years and years. No matter what George Smith says, I do not believe anyone should be completely trusted. Roxanne Quimby is used to getting what she wants, which is fine, however, that doesn't mean we have to accept whatever she says to be fact.

So, if the Manager is not consider competent by the Council, then they should fire him. And, when the Council requests the number saved by layoffs, that number should include the total figure not just the salaries.
All I know is that Anthem has, for the past few years, gone before the Insurance Board requesting 30% increases. All of these requests have been denied. Now what is going to happen? Plus, it is very clear that LePage puts a muzzle on anyone who does not agree with his point of view. He has no respect for the truth.
Health Insurance is a difficult subject, however, we all have learned that insurance companies cannot trusted to provide good, cost effective services to people. It has been proven over and over again that all they care about is profits. So, to eliminate regulations that control the insurance companies does not make one bit of sense. It really is important that we demand that our politicians care about us and our needs more than they do about their own political and personal gains.
If this is such good legislation, then it can be tabled and carried over to the next session. Let the Bureau of Insurance do and release the study without undue influence from the Governor and other politicians. Idaho's law is only a year old so no real data is available. Also, every state's population and geography is different so to compare is also misleading. Senator Raye presently thinks this is a good plan. He says it is important that people know that while it will increase the cost for the elderly, it will decrease costs for the young people. Well, Maine has a huge number of elderly people. Plus, it has been projected that there will be a substantial decrease in Washington County, but knowing politics that is due to the fact that Senator Raye is President of the Senate and supporting this legislation. Senator Raye is a good and hardworking Senator, however, if he so strongly believes in this legislation he should put the brakes on so that it can receive proper oversight. Table the legislation and carry it over until next session.
This is no time to be giving an additional tax break to people who do not need it. Any and all tax breaks for the more wealthy among us should not receive legislative approval. And, if the Legislature does approve these tax breaks, then we will throw them out of office next year.
I don't care what the Bush administration is saying, they spent no time looking for Osama Bin Laden. They were so busy invading Iraq because of Bush's own personal problems, that they had no time for anything else. Plus, because of their obsession with Iraq, they did nothing but spend money in Afghanistan. We should all make sure that Bush and his minions know that they are disrespected by the majority of us Americans. Bush should be hiding out. He should be ashamed of himself.
This legislation is way too important to push it through. When the leader of the Maine Republican Party is inserting himself into the discussion, there is a problem. It seems to me that there is way too much outside partisan behavior going on these days. This is a legislative action which requires public input which needs to be listened to and respected. I just can't understand why so many Republicans are so willing to trust the insurance companies. It has been proven over and over again that insurance companies are not to be trusted. And, yet, here we go again. All legislaton requires the time necessary to receive proper study, review and input. If indeed it has been discussed for ten years, there are reasons why the majority of legislators have not passed it. All Americans should have the right to unionize if the majority so desires. It is wrong when governments try to dictate to the people. And, in my opinion, all companies should have follow the federal regulations with regard to overtime and such.

No one in the administration ever stated that the taking down of the mural was poorly timed. All they ever said was that people should stop talking about it instead of the business of the state. And, there is no "we" in LePage's dictionary unless you are talking about businesses. And, yes the Department of Labor works with businesses, however, it works "for" the workers of Maine. If LePage is so concerned about the legislative session, why is he on vacation in Jamaica? LePage could put duct tape over his mouth, and it would not make any difference because we know what is in heart and mind.
I completely disagree with your commentary. First of all, I believe it was responsible for President Obama to send in CIA agents prior to making a decision with regard to action in Libya. You make it sound like the President ordered the CIA in after we joined allied forces in Libya. According to news articles, he signed the order three weeks ago -- before any action. Now, I think that we have done everything we should at this point, and that we should do no more. It is now up to NATO to handle the no fly zone. And, the Arab countries have to be exclusively involved in Gaddafi's removal, and assisting in the new government implementation.
I think Cindy made a huge mistake to have a press conference while she was still angry and hurt. I commend her for not wanting to resign because of the message it would send. However, she was fired for just cause -- her record as a coach for the last four years has only gotten worse. I think Abbott did the right thing by letting her go. It is in the university's best interest to hire someone who can repair the women's basketball program. Cindy, for whatever reason, was not capable of achieving this goal. As for any loyalty that the University of Maine should have toward her because of her player history, the University of Maine owes her nothing. She received a free education because of her basketball abilities. I think she has done herself and the university a disservice by saying the things she said at the press conference yesterday. It is a shame.
LePage's comments are not only insensitive, they are unintelligent. He not only looks like a bully, but also close minded and ignorant. We have a beautiful state with willing businesses and friendly people, however, none of that will matter. People will not come to our state so long as there is a Governor who doesn't care if they come or not. A Governor who does not welcome all to our state, is a Governor who will not bring businesses to our state no matter how many environmental laws he is willing to destroy. He can bend over backwards to businesses, however, it will do no good because no business wants to be in a state where they can't do business. For too long, many of us have lived here because it is a beautiful state. However, it is not citizen friendly to the regular people and families. And, LePage is trying to make it less so. We will leave and what you will have left is second home owners. Businesses will not be here because there will be no workers. And the fact that LePage doesn't realize this fact is astonishing.
Child labor laws are intended to protect our children. These laws need to stay on the books. I find it hard to believe that these legislators have children. It is like they do not have a clue as to the educational workload of a teenager these days. If the child is to succeed, he/she must work hard and spend a good deal of time on school work. Plus, they need sleep. I believe a teenager should work, however, it should be limited so that the teenager is able to succeed in school, get the rest they need, and spend time with the family. The GOP is so concerned about family values, however, they want to rob the family of time with the teenager. This is nuts, in my opinion.
First of all, there is not one state employee who gets any vacation time after less than four months ont he job. So, I think we should dock LePage's pay. Plus, I understand that the state arranged for the Jamaican authorities to provide protection. I would doubt that this would be done for free.
Also, evidently, LePage and his staff are not used to working long hours. Before I retired, I worked seven days a week during the legislative session without additional pay or vacation. I know several state employees who do the same. To be honest, there are many who do not. Having LePage's staff justify his taking a vacation already because he has been working six days a week is laughable. One more reason for me to have no respect for LePage. To think that he has no respect for state employees when he can't hold a candle to their work ethic.
This mural belongs in the Maine Department of Labor building. You may recommend that it be given, on loan, to the L-A Museum, however, it ultimately belongs in the Department of Labor building in Augusta. If we lose our battle to convince LePage to put the mural back, I am hopeful tht the next Governor will return it to the Department of Labor building. LePage is just showing his ignorance by removing the mural. Yesterday's visit by the business community really told us a lot yesterday. A representative from Procter Gamble was complaining there the environmental laws are not consistent from state to state. This is laughable -- of course, they are different from state to state. This paper came out supporting LePage's removal of the mural. Now. you list the history of some of the people that the rooms are named after. But, this article doesn't have a conclusion. Are you stating that these people already have enough named after them? Or, are you stating that because these people accomplished so much that the names should remain?
The artwork in public buildings is supposed to represent the purpose of the public building. The artwork fully represents the Department of Labor's purpose which is to represent the interests of the workers. Like it or not, the fact is that the Department of Labor was established because it was and is clear that the workers need someone to represent their interests. It could not be more apparent than today with the greed of businesses and some politicians. This mural is perfectly appropriate. It is not an insult to anyone. It s a historical representation of our history.
It is time that this admiistration learned about state government. My goodness, they constantly show their ignorance. The Department of Labor was not established to have "pro-business goals." It was established to protect the worker. Their lack of knowledge is embarrassing and dangerous. We must never forget the days when the American worker was abused; and the struggle for better treatment. Demerritt once stated that this administration was not dealing with small issues (like having the Governor pay more toward his retirement package like asking the state employee to do). However, now they are involving themselves in the removal of a mural at the Department of Labor that depicts the struggles that the American worker has historically gone through. This action along with the merging of the legislative Labor Committee with the Business Committee tells me that the LePage administration plans to strip all the rights of Maine worker. This administration is very dangerous.
Anyone who has dealt with county government knows that the Sheriffs have always acted like the Commissioners had no control over them and their budgets. This might open the door to more of this kind of behavior. Having said that, it does make sense that the Sheriff be allowed to set the hours of the Deputy. And, the Sheriff should be the one who does the performance reviews which should then be handed over to the Commissioners for any required action. As for qualifications, there should be individual standard qualifications for all staff.
Where does LePage gets his ideas from? I wonder if it would even be legal for the turnpike tolls to be used for other public uses. The MTA exists on tolls. If the tolls are diverted then the Authority would not be able to maintain the highway.
I don't agree with LePage most of the time, however, we do need to get our welfare costs under control. We should not provide better benefits than what federal laws require. I think every single one of us knows at least one person who is taking advantage of the system. There are people who have been on welfare for years because of their lack of the desire to work or addictions. It is not right. It needs to end.
If the US Forest Service is maintaining the road, it would makes good common sense to believe that the road is not owned by the Unorganized Territory of Oxford County. It is likely owned by the US Forest Service. It certainly can be a public way owned by the US government. For the county to claim that when the US Forest Service did work on the road, they did it as an agent of the county, is a ridiculous statement. The first thing that needs to be done is to research the ownership of the road. The fact is that most of the roads in the Unorganized Territory once belonged to large landowners. When large landowners sell the land or turn it over to public entities; they may deed the roads to the new owners or maintain ownership with the stipulation that the new owners maintain the road. I wonder what the agreement with the US government is? Plus, what was the purchase agreement with the two owners who are suing the county? Someone needs to be able to answer these questions.
All TIF funds are to be spent only in the Unorganized Territory. It is unconstitutional for the money to be spent anywhere else but the Unorganized Territory. The service needs to be specific to the Unorganized Territory. When it comes to spending money on fire protection and other public safety issues it is hard to understand where in the unorganized territory this money will be spent since there is only one fire department in the Unorganized Territory of Franklin County. If this money is being spent in towns that provide fire protection to the Unorganized Territory, there should be an equal reduction in the amount of money paid by the Unorganized Territory taxpayers to these towns. Plus, any TIF funds that are spent on county wide services (e.g. study of county emergency communications capacity and strategic plan for improvements for a one-time cost of $30,000) need to be prorated with the county paying a greater amount for this service while considering that the Unorganized Territory already pays a portion of the county tax. So, the Unorganized Territory residents need to study and understand what all this means for them.
$735,000 doesn't go very far toward paying of a $4M debt. I would hope this woman gets to spend the majority of the rest of her life behind bars. We all know this has not been the case in other instances in the past, but it is time for the people to be shown that this kind of behavior will not be tolerated.
Demeritt is good at spinning the spin, however, he didn't do such a great job this time. If LePage were to contribute more to his retirement plan, it would not be changing his salary. It would simply mean that he would take less money home. Plus, I don't know how this reduces the pension debt when the state's contribution will be reduced by 2%. Also, the Legislature and Judicial should not be exempt from this increase, even though as I understand it they are part of another division of the retirement system. I am, actually, not sure if the Legislature pays anything toward their retirement.
This is a continuous problem with DHHS. This is the second new accounting system that DHHS has had in recent years. I have no doubt that overpayments have been processed for years. And, the fact that this has continued for months without any of the vendors notifying the state is just a sign of the times. After all, someone at these hospitals and vendors must have been posting these unusually large payments. But, no one says anything because all they care about is themselves. They figure if the state is stupid enough to pay them; they will keep it and not say a word. It is sad that morality and honesty is at such a low point now.

Even if you are right, the fact still is that LePage wants state employees to pay 2% more of their money toward their retirement. However, under LePage's plan, the state is going to reduce their contribution by 2% to use the money to pay for other things -- estate tax breaks, more education costs, etc. Not only does it not do anything to reduce the unfunded liability, it should be and may be illegal. The thing that still makes me so angry is that in the early 1990s the Governor and Legislature sent us down this road by taking money that was in the retirement system and putting it into the General Fund. That money has never been paid back. And, we would not have the problems we have today (to the degree that we have today) if this had not happened. So, now the poor state employee who has faithfully contributed to the retirement system is being told "too bad." Now, we have pay even more money. And, to hell with the retirees because they are going to have to live on what they received in 2008 until 2014 with the possible chance of a 2% increase in future years (unless, of course, the Governor and Legislature decide to take that away also). All of this because we are public employees who have worked faithfully for years. But, say one word about changing anything to do with social security and all hell breaks out (which it should). For those who would be upset about their social security changing, I say please remember that the state retirement system is the social security for the public employee. And, please show us the same respect that you would have us show you.
The 15 year statement is based on no more money going into the system. This means that not one cent would be contributed to the retirement fund -- no employee contributions, no nothing. So, the 15 year statement is just stating that the fund is solvent right now.
First, I so hope that the Appropriation's Committee takes an independent look at the figure provided by the administration with regard to the cap on COLAs for retired state employees to ensure that the figure is correct. Second, I hope they realize by by affecting the future benefits of people who are already retired, they are going to be affecting the most vulnerable of us. Speaking for myself, I worked hard all of my life; and I do not deserve to be treated like a lesser person than those on social security, who have no cap. Plus, freezing and reducing the COLAs caps will have a very adverse affect on me as, I am sure, it will have on many others. As for Bruce Poliquin -- he needs to read the law to find out exactly what his job responsibilities are -- they do not include grand standing. He needs to do his job; and stay out of the political arena. Of course, this is why LePage pushed so hard to have Poliquin appointed by the Legislature; however, it is imappropriate for Poliquin to continue to act in this fashion.
In my opinion, the reason America has succeeded thus far is because we are one nation. We stand up for each other. We try to represent the best in all of us. We are not made up of rogue states. Remember the phrase, "together we stand." Yet another bill that is costing us Mainers $400 for someone to make a point. A useless point, in my opinion.
It is extremely unfair to treat one group of employees (the CEO, etc.) better than one pays the other employees. This has always been a huge problem with non-profits. They get tax exemptions and spend money like it is growing on trees. I really think there needs to be a thorough review of non-profit status. I think it is a misused category which has been ignored for far too long.
One other comment, Scott Bullock at MaineGeneral Medical Center shouldn't even be earning over half a million dollars. His hospital has not been able to qualify as one of the hospitals recommended to receive 100% reimbursement from the Maine State Employees Health program for years. There are simple requirements to meet this standard, but his hospital can't seem to do so. They are now going to build a new hospital which will solve all the problems -- NOT. It reminds me of the philsophy of the educations system -- it one builds a new school, it takes care of all the problems. Well, it doesn't as we well know.
LePage wants to spend more money on education -- this has not helped in past years. We keep throwing money at education with the results getting worse and worse. The state has not been able to meet the 55% contribution to education because the locals keep increasing the budgets too much. No one seems to pay attention to this fact.
So, we have two areas that need thorough reviews -- non-profits and education.
To hit the retirees by eliminating the possibility of COLAs and then reducing the possibility of more than 2% increases in future COLAs is especially difficult to take since us retirees have less chance (if we are healthy enough) to go go out and get new employment. It is especially difficult to accept that these cuts will pay for tax breaks for the rich. This is just simply LePage's total disrespect for state employees and teachers. And, worse yet, he doesn't have a clue as to why he disrespects us so much.
There were considerable construction jobs for the Kibby Mountain project because of road work, however, I do not believe there was at the other sites. After the windmills are up, there is only the need for approximately four people. $946M draw was before the companies received the TIF benefits with a 40% reduction in their property taxes. Perhaps, in the future, the wind power industry should be more honest. However, we all know that is not going to happen. They either pay their way in or do other dishonest things to achieve what they want.
I think just about everyone has gotten used to returning their bottles. We need to show these companies that they do not control things here in Maine with their money to politicians. We like having a clean state, thank you.

Then it was legislated that the confidentials would have to contribution a small amount toward their retirement. These confidentials tend to be paid a much higher salary, and they have received their merit increases and the negotiated increases like all state employees. Confidential were, in the very beginning, gubernatorial appointments. However, today it is very clear that this group consists of many other individuals who enter state service, stay and retire. They should not be treated any differently than other state employees. They need to pay the same percentage of their retirement as the rest of the state employees.
I worked in the Governor's office in the early 80s. All of the Governor's employees were confidential, and we were given a choice as to rather we wanted to participate in the retirement system. I was paid so little that I decided to get out of the system, however, I never saw a raise in my salary commensurate with the withdrawal from the retirement system.
I was a confidential employee back in the 80s, and I was never given a choice. If I had been I would have voted for the raise because I wasn't earning much back then. There are two kinds of confidential employees -- one is the appointed kind who may not stay with the state beyond the administration who appoints them. But, there is the classified confidential who works for years in state government, earning a higher wage as well as taking home more money because they do not contribute as much to their retirement system.. They are not under collective bargaining, but the Governor has to my knowledge always given them the wage increases that other employees get. They also get income protection at a much higher rate than employees who buy it through the union. The confidentials do not pay for income protection -- another nice little gift. While they are looking at it, they should look at the Legislative benefits -- to my knowledge these people don't pay for anything. Or, if they do, it is a very small amount.
I will say one thing for Demeritt -- he certainly has no problem with spinning lies into what this administration preceives as truth. It is very obvious that LePage is incapable of digesting anything having to do with science -- after all, he thinks that estrogen causes hair to grow on women's faces. I think this statement was just another reflection of his lack of respect for women and his ignorance about anything having to do with science. This has nothing to do with jobs. None of LePage's environmental changes have anything to do with jobs in Maine.
The present cap on COLAs is 4%; LePage wants to reduce that cap to 2%. Plus, he wants to deny us retirees any possible COLA for the next three years. COLAs for state retirees are based on the CPI-U percentage just like social security is -- only state retirees have a cap whereas social security does not. Also, state employees are not eligible for social security, and for us who did put in our 40 quarters under social security, we will not be eligible to receive the total amount due us. I strongly feel that this administration should make no changes to what us present retirees make. It is very difficult living on our retirement checks as it is since the cost of everything has skyrocketed beyond belief. As for Commissioner Bowen's explanation as to why the 2% increase to what state employees pay toward their retirement not going to the retirement liability; that is garbage. The state and local property taxes have been throwing money at education for years to no avail. Student population continues to plummet, kids are leaving K-12 without the basic education, and yet we keep throwing money at it. Money is not the solution. This is just another trick to not set the retirement system right. The first thing the state needs to do is reimburse the retirement fund for the money they took out of the hands of the retirees back in the 90s. Please do not punish us retirees because a previous Governor and Legislature were irresponsible in their actions.

I think that most people don't know that MacImage was the company who received payment from Hancock County to produce the registry images. So, they go paid a considerable amount of money to produce the images. The company originally told Hancock County's Commissioner that the company owned the records, which was proven wrong. Now, the company wants a discounted cost for a copy of all of the records. I call that double dipping. As for someone being able to change the records once they are in the other person/company's hands, there are ways to protect the record from that happening, and I would certainly hope that would be case. I would hope these records could be provided in a PDF or something similar protected format.
However, it the right of the Governor to appoint the people he wants to serve in the appointed positions. The problem with it is that we lose good, qualified people in the process. Now, one can only hope that the Governor picks qualified and knowledgeable people to fill these positions. Unfortunately, it appears thus far that LePage doesn't care if they are qualified and knowledgeable. If he appoints people who are not very well qualified and knowledgeable then there will be horrendous problems as to how these programs function.
Some peope who blog on this site don't seem to know or care that state employees have taken hits over and over again in the last twenty years. They have not received raises, they have had to pay for their health insurance and well as seen higher deductibles and less service, they have received cuts in their salaries because of forced days off. The number of state employees has been reduced. The Heritage Policy Center's report that the number of state employes to private employees in Maine is extremely misleading. This is an apples to oranges comparison. There should be a comparison to the number of state employees compared to number of residents as well as a salary/benefits comparisons state by state. It is clear that the Heritage Policy Center picks and chooses what they want to make their point. I want to know what the salaries and benefits are for the employees at the Center. When left or right oriented organizations get so heavily involved in the governmental process, for whatever reason, it leads to problems. It means that all of the citizens are not being represented. It is an extremely one sided process.
I have never been a big supporter of bonds. However, I do realize they are a necessity. I am on the fence as to whether it is a good idea to put these out to voter approval. Does it change whether the bond is based on the state's bond rating (which is not that good right now) or the rating of the quasi governmental agency (which has a better bond rating)? Instead of a knee jerk reaction, this does need to be discussed and properly considered. I hope the Treasurer will be able to give some informed guidance rather than political policy.

Thirty years ago, I was aware that the toll booth jobs were political favors. I never quite understood why this would be so, however, now that I know the toll positions pay $60,000 in salary and benefits I now understand. Mr. Violette has been in charge of the Authority forever. Change is usually good in my opinion. However, I heard the Governor talk about folding the Turnpike Authority into the MDOT. I do not agree with this suggestion. That will simply give MDOT more money to mismanage. The Turnpike Authority sould be separate. The legislature needs to hold them more accountable. The fact that the company who suggests work that needs to be done bids on the same job is outrageous. However, I am aware of one county who did this for years.

We keep throwing money at the school system with results getting worse and worse. The state has made retirement promises to its employees which I believe they should keep. I think it is awful that this Governor thinks he can take away benefits to retirees that have been promised in order to pay for other programs. No way.
Swardlick claims that he can't identify the monies owed. That does not sound plausible. Plus, I question who at the Department of Economic and Community Development is qualified to do an audit. I think maybe the department should utilize the services of the State Department of Audit to perform an audit.
Although I agree with LePage that this contract should be looked at carefully to ensure that proper procedures were followed, I think the Governor is blurring the line between the Executive Branch and the Legislative Branch. He first did this when he recommended who the Legislature should appoint as Treasurer. Now, he is the one recommending that the Legislature do something. It is up to the Legislative's Council as to whether this needs to be looked into (not the Governor). Plus, I believe that since this was federal money, there are compliance requirements connected to the grant. It seems to me that this requires an independent audit of the program.
I find Secretary of State Summers' comments very disturbing. Politics should not enter into this kind of discussion. The fact that it did, says that we are trying to implement polcies based on political viewpoints. I think we should not change the law because the process of running for office is very open and difficult already.
The town could just let them put their windmills in and take the valuation increase to lower taxes and spend some money on the things that are being discussed. The real advantage of a TIF is for the windmill companies and Eaton Peabody (who is getting rich off this business). Plus, don't forget the state law that now requires the windmill company to pay the towns additional funds for each windmill.
Exactly how much money is left from the original $1.25M contract? And, how was the original money spent? I think I am reading the article correctly that this contract was only for the original $1.25M. If it is more, then I want an explanation for all of the money given to this organization. Since the oil companies have to set aside their oil supply ahead of time, it would seem logical to me that the Maine State Housing Authority ask for proof of the order as well as financial records supporting their viability as a company. I know that, if a regular person pays ahead of time, they are advised to get insurance to cover the company going under. I think the state should do the same thing. It appears that Dale McCormick tends to defend the lost of this money as well as other money given out by stating that it is a small amount compared to what is given out. However, these "small" amounts add up over time. There should always be procedures put into place to protect our tax dollars.

In the Waterville school system, high school students who excel can take courses at Colby College for free during their senior year. The problem for my son was getting him to his classes at Colby College. We had one car, and I used it to go to work in Augusta. Transportation was a real problem. Also, because the courses were for the top 1% of students, there were very few students who participated. The course was good, but it and the advanced placement tests did not do anything to decrease the amount of money or time spent on college. This was simply because the college my son went to was so much more advanced than any education he had in Maine and the special programs I sent him to. Personally, I feel that the most important stage of a child's educational life is prior to school and the first few years of school. I believe our educational system totally destroys the eagerness to learn that our children have in their first few years. If we teach our children that learning is fun, we hook them early on. If a child does not learn to read during those first few years, he/she is lost. And, unfortunately, I think that we have been losing them for years.
He thinks we are bigger fools than we all thought. He wants the coastline and mountains owned by Mainers. Well, Mr. LePage, you will have to ensure that we are paid a heck of a lot more than we are now. And, if the departments are going to rewrite the rules, they will have to go through the administrative process which takes appxoximately one year. This process ensure that the public is involved.
If you change the pension plan for new employees than there is no new money entering the present pension system, which means that the pension system will not be properly funded. I say one of the simple steps would be to require all "confidential" and Legislative employees to pay their fair share into the retirement system. Presently, regular state employees pay 7.65% of their salary into the retirement system. "Confidential" employees (of which there are at least 700) only pay 1.5% of their salary into the retirement system. And, Legislative employees pay nothing into the retirement system. This simple change would increase revenues to the retirement system and help to reduce the deficit.
I would hope that this would mean the end of Dennis Bailey's political career. This whole site was dishonest of both he and Rhoads. I also question whether Rosa Scarcelli did or did not know about all this activity, especially since Rhoads started his research in 2009.

Why should every taxpayer in the county pay for a resource officer in one school. This should be financed at the local level. This makes so sense at all. This is not the function of county government.

When Paul LePage and I were growing up in Maine, there was a great deal of discrimination against the French. Maybe, because he grew up in "Little Canada" he was not as aware of this fact. However, the discrimination continued through the 60s and 70s. I do not believe that LePage is a racist, however, I do believe he has absolutely no respect for people who do not share his views. Plus, he tells half truths to make his point, which really is bothersome. I do hope that these personality flaws do not affect his ability to govern, however, so far he has shown that he will have a problem representing all of us Mainers. He is our Governor for the next four years -- that is a long period of time for us to have a Governor who disrespects most of us and has a hard time telling the truth.

Also, it would be nice if LePage would get his facts right -- this young man is not his son. He is not a citizen of the United States. I think, what I disliked about Baldacci was his behind closed door deals. He can call this a lack of communication, but I call it the old fashion politics when politicians controlled everything. The good old boy network. Baldacci seemed incapable of seeing how his decisions affected people down the line. Plus, I don't know how anyone worked as a Commissioner for him. He gave them absoutely no support. He would agree with a decision and back down for who knows what reason, leaving the Commissioners with egg on his/her face. On the other side of the coin, Baldacci would put a budget together, but his own Commissioners would go before the Appropriations Committee and the Legislature lobbying against the budget. I guess this is what happens when you have across the board cuts over and over again. Across the board cuts, simply mean that there was no thought put into using budget problems to reform state government. No one looked at the individual programs. A review of individual programs is a time consuming, difficult process, however, at some point it cannot be avoided.

I think some people, in the past, have felt that Bailey had principles -- obviously they were wrong. I would hope that no one will be willing to hire Dennis Bailey ever again.

Certain people did know that there were serious problems with the program, however, they were not listened to by the people who should have been listening. This is all I can say right now, but those people know who they are.
The Maine Care program is a mess. The latest theft of $4M by one care giver is an example of what is going on with this program. It has been a poorly run program for years. Unfortunately, there have been people who were willing to cover these problems up.
This commentary is right on target. I want the names (both of the people) and backgrounds of these people. I so strongly believe this that I think maybe Eliot Cutler should sue them. This is the disgusting politics that I cannot tolerate. I was so disappointed in the Libby Mitchell and Democratic party campaign this last campaign cycle. I hated that the Republican National party lied with their mailings and ads. Unfortunately, we have gotten used to this kind of behavior by the national Republican party. It is no wonder that people are not trusting the merger. The new Governor has never once talked about the worker -- he has only talked about businesses. I am glad that they will vote for START, however, they have to show that they care about middle class issues before I will vote for either one (depending on where in Maine I live).
I am sure that somethings can be done to improve DEP, but many of these comments have nothing to do with DEP. It seems like these people are taking advantage of the meetings to express their viewpoints about everything. This is to be expected, but tell it like it is. Plus, Lowe's was going to LEASE land to build a $12-15M mall? That by itself does not make much sense. Why would one lease land instead of buying the land to spend $12-15M? Sorry, either Lowe's was being poorly run or something is not right about this story.

I can't begin to tell you why I appreciate a President who is willing for fight for us so-called middle class. Instead of complaining all the time, the Democrats need to join together in passing a plan that will keep the tax benefits for us. The Democrats already tried to pass their legislation, and it failed, twice. So, come on Democrats get it together or you will be history for decades to come. Don't continue to bad mouth the President in order to make yourselves look better, because it does not make you look better. If those Democrats who lost their races this last time had stood up and proudly declared that they voted for health reform, health care for children, and several other good bills; they might still have their jobs.

I know it is handy to blame the Democrats for all the problems facing Maine, however, there were many Republicans who were also involved in the process. I encourage every citizen in Maine to either attend or listen on the internet to legislative proceedings -- especially the Appropriation Committee. I think you will find that neither side was willing to bite the bullet to make changes.
The State of Maine AG's office has many more important issues than filing suit against the federal government on the health reform legislation. I would much prefer that my AG keep his mind on the immediate issues facing the State of Maine rather than getting involved in political leaning issues.
A city the size of Auburn should have a City Manager who will be responsible for ensuring that all rules are followed. Elected officials are part time and are not expected to know everything. That is why a City Manager is a good idea.
Because the County Commissioners have, in the past at least, given these companies Tax Increment Financing exemptions, they have received their property tax money back. They pay the property taxes, but approximately 60% of the taxes are returned to the company. The remaining percentage has gone into a special account to be used by the unorganized territory in Franklin County. The unorganized territory of Franklin County is so small that it is nearly impossible to find worthy projects to fund. I like green energy when it benefits Mainers. Any and all power generated by these companies does not stay in Maine. I also do not believe that we should be giving the companies tax exemptions. They already receive millions in federal exemptions.
I wonder which nursing homes paid the unbelievable inflated price that Nutting charged? Maybe, the nursing homes and hospitals should do a review of what they pay for medical items. We all know how expensive it is to be in a nursing home, and what it costs for an aspirin in the hospital. Money could probably be saved if these places went out to bid.

I am retired now, however, in the office where I used to work, the staff used office time to do just about everything personal. They spent time chit chatting, using the computer to check investments, buy articles online, talking to investment advisors, charity meetings, personal phone calls, etc. I particularly loved it when staff said they didn't need a computer at home because they had one at work. I figure we paid them approximately one day a week just to do personal things.
When do the Republicans, including Senators Snowe and Collins, intend to represent all of us Americans? I so wish they had been more careful back in the days of the Bush administration. But, no, they just signed off on everything Bush wanted. They are doing everything possible to weaken President Obama. It is an insult to all of us who voted for President Obama. And, it is an endorsement of all the lies perpetrated by the Republicans.
How much you want to bet that our Senators are doing this in order to secure the committee assignments that they want? This action are ridculous. They certainly appear to not care about us Mainers. Our Senators were sent to D.C. to legislate not to sue. These are the same Republicans who would like to limit our ability to sue. However, it seems they have no problem joining a lawsuit. It is time to replace our Senators.

Now, if you could only convince Senators Snowe and Collins to be more honest and up front and vote to repeal this tax break for the rich. For Dana Connors to state that the revenues lost by keeping the tax break for the rich would be made up in jobs is an obvious falsehood since these companies have historically not been hiring even in the good times. And, the one thing this last election cycle told us was that the Chamber of Commerce does not care one bit about the rest of us Americans. All it cares about is making the rich richer. So, as I have stated before, we Americans need to stand up and be counted in the next election cycle. We need more than 55% (in the State of Maine) of the registered voters to vote.
How does someone like Nutting, who appears to be easily confused for many years, going to be able to run the Maine House of Representatives? The Legislative session is very stressful for all involved. I just question his ability to be able to do a good job. I also question why he should influence the operation of these programs after he has so skillfully cheated these programs. Remember, that every time he defrauded the State and Feds, he negatively impacted the amount of money available to our needy citizens.
It could have been life threatening. My goodness, how many times are we going to make excuses for this man? I would think that WalMart would be very concerned about this kind of action. I know I am. I have, in the past read stories about Pharmacies making this error so I always check my pills for correct number and appearance. I have actually called my mail order pharmacy once because the pills looked different.
The select body should be receiving monthly financial reports from the City Manager. That is the least the City Manager should be providing. The report should be a budget to actual for both expenditures and revenues. This should be part of the common practices of city government.

I found this last election cycle to be disgusting. Both of the major parties were nasty and disrespectful of each other. Well, today's appointments clearly tell us that Paul LePage is going after two programs -- DHHS and DEP. I guess a review of the rest of the budget is not top priority. For those who thought he was going to carefully review every dollar spent throughout State government can forget it. The lawyer who is going to be reviewing regulatory issues will be there to supersede our present regulation -- that is what lawyers do. As for his budget person, Bradgon does not have any budget knowledge so he is only capable to looking at DHHS programs. The thing is that he will be looking at the program; the bad thing is he has no working knowledge of budget and will not be looking at any of the other program. Increases we are still paying for -- tax breaks for the rich, two wars, etc. And, please remember the reason we passed a health insurance law is because the insurance companies have been getting 30%+ increases for years, and the latest increase is the last one they will get under this new health insurance law. Don't allow the lies being spread by the Republicans convince you to vote for these people who do not care about you at all.

I remember LePage saying that he took a leave of absence from Mardens. Now, his press person is saying he "conducting business at Marden's." Jeez, can't we believe anything this man says?
This seems to be the national behavior of Republican politicians this year. Do not attend any public events or debates because you might say something wrong. I wondered how long LePage could go without saying something awful. I guess this is his solution -- hide. He is ahead, so he feels if he can just be quiet, it will be okay.
It is my understanding that you want consistent but not huge wind. And, the fields of Aroostook County are already being tested for windpower. As I understand it, windmill technology is now capable to handling windpower in open fields. Also, I believe windmills are placed along roads in Texas.
Waterville changed their charter the first year of LePage's term as Mayor to make the Mayor a token political position. No authority. LePage has called the Waterville Sentinel to voice his opinions, however, that is all they are -- opinions which carry no weight.
Every single major newspaper in Maine has endorsed Eliot Cutler. So, it seem sot me that people should take notice and seriously consider a vote for Cutler. I have already voted for Cutler. I agree with everything written in this endorsement about Cutler. I think it was way too kind to LePage, but so be it. Cutler is the only real choice for Governor.
Mitchell and LePage's campaigns cannot justify what they have done during the campaign. They are both not worthy of being the Governor of the great State of Maine. Cutler will bring us back.
I would hope you do not believe that either LePage or Mitchell are capable of being what you state that you want. Neither one of these people is going to give more money to IF&W. Mitchell promises, which we all know is a lie. LePage claims that he has the interest of sportsmen, fisheries, and forestry. However, he doesn't have clue when it comes to any of these issues. He has to listen because he does not have an opinion because he doesn't know anything. I would hope you people have been around for long enough that you can tell when you have been fed baloney. LePage is full ot it. With all due respect to Mr. Reynolds, Eliot Cutler is on the rise. Plus, Cutler has told you the truth -- he cannot make any promises. Don't you think it is time, you listened to the truth rather than garbage?
I definitely think that immigrants should have to become citizens before they can vote. My goodness, this story is talking about an unemployed man who has been in the United States for 18 years, and yet he cannot speak English. He has nine children who have received education for free. And, evidently, we have been supporting this family all this time. The organizations that brought these people over here are to be commenting on their kindness, however, it seems to me they have an obligation to educate them, find work and get citizenship for them so that these people can become valuable citizens of the United States.
LePage has succeeded as Mayor of Waterville because he has absolutely no authority over the operation of the city. If he doesn't like something, he goes to his friendly local paper (the same paper run by the company which LePage for would not sit down with the editorial board) and makes statements. However, it is up to the Council to decide how things run in Waterville, not Paul LePage as Mayor. So, all that he claims means nothing. Absolutely nothing.
I thought the commission was already investigating the Cutler site. Well, I guess we will have to wait and find out. With the election so close, I would like some answers with regard to these two issues. If the Ethics Commission does not take up the Cutler issue, I hope Cutler sues.
Wind power has absolutely received preferential treatment under the Baldacci administration. As a matter of fact, I believe there have been less than legal dealings with First Wind. And, absolutely none of this has been done with the benefit of the Maine citizens in mind. Perhaps, Canadian power is so much cheaper partially because all of the wind power is shipped off to Canada. It is fine to be a good international citizen (as Baldacci is always saying), but our first responsibility is to the residents of Maine. We should be producing all the parts needed for windmills, solar panels and whatever else, and a portion of the power produced should remain in Maine. And, the windmill companies are ripping us off with the Tax Incremental Financing deals that they are getting. This should stop because these same companies receive millions of dollar in federal tax breaks.
While I think most of these candidates don't really know much about natural resource programs, I think LePage knows less than anyone else. He doesn't know enough qualified people to fill the Commissioner slots. And, he talks about listening to the people. Paul LePage has never listened in his life. He has always been the loud mouthed, bully that he is today.
Paul LePage will not accomplish anything with or without a Republican majority. He is incapable of doing so. And, quite frankly, most Republicans will not support his ideas. I hesitant to even call them ideas because he really doesn't have a single, informed plan. He just likes saying things for the sake of saying things. He has not taken any time whatsoever to learn about state government.

From what I can see, LePage would have to shut down state government entirely in order to finance what he claims he is going to do. Now, if the man has the brains and acumen he wants us to believe he has, he is blatantly lying. Anyone with any common sense and knowledge of state government knows it is not going to be possible for LePage to do what he claims. And, of course, he didn't mention the fact he was going to immediately pay the hospitals what they are due. This man is either running for Governor based on lies and/or ignorance.
I don't know about anyone else, but this story gave me a headache before I could even finish it -- which I did not. All this bickering is ridiculous. This is the side of politics that I hate.
You don't have any desire to cut the cost of education. In my opinion, the cost of education for our PreK-12 is out of control. Way out of control. Our per pupil cost has sky rocketed beyond belief in the last twenty years all while the student population has decreased which is why the per pupil cost have increased so very much). We need a Governor with new ideas who can work with the Legislature to implement laws that change how education is funded. It seems the local communities are incapable of controlling education costs so the next Governor needs to be able to convince them to change or if worse come to worse any additional costs beyond the basics (basics including music and good gym programs but not sports) would be covered by local property taxes. I know some of this sounds like what LePage is saying, however, he is not even knowledgable enough to know how the schools are presently run. He is simply saying things to say things. He doesn't understand what he is saying. It is like he listens to a tape recording and spits out what he remembers. Any time he goes off script he really messes up.
With everything LePage says, one has to decipher what he is saying. First, he does not want to lay off teachers, but he wants to increases the student-teacher ratio which means teachers would be laid off because they are no longer needed. Second, he is now saying that his previous statements were mischaracterized -- nifty new word for him. I support he is saying that he didn't say what he said. Thirdly, I guess LePage does not realize that home schooling requests in Maine are very rarely refused with very little oversight. If anything, I think more oversight is necessary for home schooling.
How can this man stand there with a straight face and say the race has nothing to do with driving record? If one is an irresponsible driver, one takes the chance that he/she will be responsible for killing someone -- either themselves and/or someone else. For this man to brush this off like it is nothing is totally lacking in character.
This man is a complete coward. Who in America was he defending? Plus, he moved his wife and kids out of America before he did anything. Also, if he was willing to die for Allah why didn't he put the bomb on himself so he would be detonated along with everyone else he wanted to hurt. This article makes it clear that both the Mitchell and LePage campaigns have and are doing exactly as Eliot Cutler claims. I think it is a good thing that Cutler has contacts in China. We need to open our export markets around the world. My nephew lived and worked in China for three years as a chef at one of the large hotels. That does not mean that he is any less of a Mainer. It doesn't surprise me that LePage does these kinds of things, however, I did think that Mitchell was a more honest person than that. Shame on them both for these kinds of underhanded politics. I now think that neither is qualified to be Governor.
What he is saying is that by telling the President to go to hell, it would change anything. It won't change anything. Paul LePage as Governor of the State of Maine will not have the power to tell the federal government that the fishermen will not follow the laws. The fishermen will still have to follow the laws. Federal law supersedes State law. So, Paul LePage could throw all the fits he wants, it will not mean a thing. Just like his little nasty statement does not mean a thing. It falsely makes people think he will be able to change things, but he won't. And, his ill temper will turn everyone off to the State of Maine. What is worse is that Paul LePage does not have a clue as to what his responsibilities will be as Governor. Just like he has proclaimed that he did things in Waterville when he didn't, he will try to do things as Governor which will not be allowed. LePage as Governor is more than scary.
LePage had a tough life forty years ago. By now, he should have learn some manners and proper respect and courtesy. I am absolutely sure that he insists that people show him respect and courtesy. His behavior tells me that his friends are probably just like him, and they have gotten away with this kind of behavior in the places that they frequent. Well, I don't want an ill tempered, obnoxious little man as my Governor. We would be the laughing stock of the nation. As a superficial Mayor, he can get away with this kind of rediculousness. Scott has a real problem with honesty and fiances, it seems. Sounds to me like he needs the Governor's salary. As for LePage -- is he still driving Marden's company car on the campaign? If so, this should be claimed as a contribution in kind since he is not working for Mardens at this point (took a leave of absence). Also, with a company car, one is to claim this benefit on the tax returns -- I wonder if LePage has done so. Finally, I wonder if Mardens knows LePage's driving record.
First of all taking one solar panel to D.C. was ridiculous. Secondly, they did not communicate with the White House before setting off on a wasted trip. I can only hope that they did not spend Unity College money on this trip. It was a total waste of time and money.
I agree that this story does seem like it the lead is manufactured. It doesn't sound to me like it is the Ethics Commission questioning the DGA. LePage and his buddies are very street smart fighters, and I wonder if they did not contact the paper with this alleged story.
This story is certainly convoluted. I think I have been able to move my way through the weeds. It appears that the state's ethic law allow one to run ads, without registration, if the ads do not advocate for a particular candidate. If this is the case, then the DGA appears to be legally running the anti LePage ads. Plus, from what I have seen, these ads are just putting forth exactly what LePage has said or done. Nothing else. As for the RGA, I don't believe I have seen their ads so I don't have an opinion with regard to them.
First of all, Senator Collins voted for this in committee. She is not claiming that it does not belong in this legislation. She was complaining that Republicans would not be able to submit all of their amendments DSDT is a military issue. It is an important military issue, and deserves attention now. I feel connecting it with the military appropriation act gives it the importance it deserves. It seems like people are so eager to dismiss this as not important. It is important to the people who want to serve our country and are not allowed to do so. This is discrimination and needs to be addressed.
Also, if Patrick Murhpy is right that Moody is doing so well, why is he not considered a spoiler? When all is said and done, if Libby Mitchell does not win it will be because of her own record not someone else's record.
I, for one, am glad that Eliot Cutler is running for Governor. Otherwise, I might be forced not to vote at all which would be difficult for me since I have voted every year since I was eligible. I have always said that Libby Mitchell is a likeable person and deserves respect for all she has accomplished, however, she is old school. Paul LePage is off the hook. He really doesn't have the knowledge he needs to be able to step into the Governor's office and does not have the people that can step into run state government. Plus, his viewpoints are way out of line with mine. Maine needs a big change. We need someone who is able to understand the problems and come up with new solutions. I feel Eliot Cutler is that person, and I will proudly vote for him as our next Governor.
I hope you are right, Charlie. However, times are different in one huge way today --24/7 news. Worse yet, we have 24/7 lies on some news stations and internet sites. People who want to believe the lies get all whipped in a frenzy, and are able to convince the people who do not take the time to educate themselves that these lies are true. And, the lies keep going round and round. I am constantly amazed at how an online lie can show up once, hide, and then once again pop up a couple of years later like a brand new idea.
Listen, the only reason Cashman and the Baldacci administration changed their tune is because it wasn't going away. And, it was handy to blame the former Chief Information Officer since he was not able to defend himself. The administration did not want to provide copies of the emails so they gave an outrageous dollar amount to be able to retrieve the emails. It is as simple as that.
LePage has had an easy political career. As Mayor of the City of Waterville with absolutely no authority, he was always in the news telling everyone which he thought should be voted in or out. The City Council never reputed what he said because they knew they were in control. The Council was responsible for how the City of Waterville was run, not Paul LePage. And, it is pretty clear by now that Paul LePage really doesn't have a clue as to how the City of Waterville operates. And, worse yet, he doesn't know the purpose of the individual departments of state government, and he doesn't care to learn. He just speaks off the top of his head -- making cute little comments and phrases which have no substance.
Okay, it is now fact that LePage is a liar. But let’s speak to his plans he announced today. None of this was new. There was a little more detail to his education idea, which I find laughable. First of all, Mr. LePage, the students that excel in the Waterville system have, for years, been able to take "Advanced Placement" courses which if they do well on the national tests mean they can skip the freshman college class for any of the courses they tested well in. Second, the students that excel in Waterville have, for years, been able to take Colby College classes their Senior year (it may be both junior and senior year -- it has been too long since my son did this for me to remember exactly). This is for the student who is top of their class. It is very apparent that the rest of the children do so poorly on the SAT that any credible college will not accept a fifth year of high school. I think it is probably more important to graduate student who can read and do math. It certainly appears that there are so many things that Paul LePage doesn't know about the City that he supposedly saved.
I think it is absolutely essential that we have a real change in Maine. I can't support LePage because he claims he is responsible for things that have happened in Waterville that he did not have the authority to influence and is not responsible for achieving. The Waterville City Charter clearly states that that the Mayor has no authority. Also, he and his campaign would evidently prefer to spend precious time doing funny walk arounds in Waterville and making cute little statements rather than learning anything about state government in order to make real decisions as to how state government should be changed. I like and have respect for Libby Mitchell's accomplishments, however, she is old school which I feel will not work for us. So, I am voting for Eliot Cutler because I feel he is intelligent and has the knowledge and ability to work with the Maine Legislature to make the changes the citizens of Maine deserve.
This is a very right wing organization, and I think maybe they are not to be trusted for providing correct figures. Certainly, other organizations such as there are not trustworthy. However, even if the figures are inflated, the State of Maine does have a problem in this area. We very badly need to stiffen up the standards -- residency requirements, high levels of standards so not so many people are eligible; a cut off period (which I believe is a federal requirement of five years already), a volunteer or paid work requirement, and the requirement that all adults get a high school or GED diploma.
I think that our requirements for receiving aide are lower thus more people are eligible. These standards need to change. Plus, we do a residency requirement of at least six months. I believe the federal requirements only allow a person to be on welfare for five years, however, if not, that should be another standard. We do receive federal money, however, we also use state matching funds to receive this money so at both levels, this need to change.
I think First Wind will get its first real opposition from the local people. And, I certainly hope that the Piscataquis County Commissioners (for the unorganized township of Blanchard) and the towns' leaders will not give this company Tax Incremental Financing agreements. These companies get millions of dollars in tax breaks from the federal government. They do not need tax breaks. Plus, commissioners, you should know that if no tax break is given, the value of the windmills will add to the valuation for the unorganized territory so the towns will see a lowering of their county property taxes.
This just goes to show that accounting figures can be used whichever way one wants. The important part is what makes up the numbers. I am glad the Sun Journal decided to investigate the figures.
I am a little confused. About a month ago the Governor was bragging about a contract with a company with regard to off shore wind off Eastport. At the time I was surprised that this was the case when I knew that the UMO had just recently received federal money to work on off shore wind. Now it appears that the PUC is just now going out to bid. Can anyone explain the difference?
The Bangor Daily News had a much more detailed article about Mitchell's plans. This is the response I had to that article. I am sorry but none of these are new or helpful ideas. The Department of Economic and Community Development has in recent years been responsible for guiding new businesses through the system. So, Mitchell wants to add another layer. Also, the State Planning Office has always been an arm of the Governor's Office as was the Department of Economic and Community Development initially. Mitchell wants yet another review of taxes. We have had several reviews (with business, legislative, plus involved) of taxes through the years; so why would this be any different? Having a case by case consideration with regulatory requirements would seem to me to be an opening for special considerations for "special" people. All state contracts now require that 5% of the total cost be withheld until the work is satisfactorily completed. Maybe the percentage should be increased, however, I think it might be detrimental to us if we had a "claw back" clause because contractors would be very hesitant to bid without adding a lot of additional costs and our AGs office would be extremely busy litigating to get money back. Perhaps a better system of oversight would work. LEAN management sounds good, but first there has to be someone who understands and knows how all the departments and agencies function in order to consider a LEAN management philosophy. And, I know that Libby Mitchell was head of the legislative arm overseeing OPEGA that has been functioning for several years now and has not done a thing; so please do not suggest that they could be of use. As for making forms and data available online, I believe the State of Maine has actually been recognized for the fact that so much information, data and forms are available online. I will agree, however, that the broadcasting of meetings would be helpful. It has certainly been helpful at the Legislative level and the Land Use Regulation Commission's Plum Creek meetings. I find it interesting that Mitchell wants to reform state government. If she really wanted to reform it, she would have done something about it during all the many years she served in powerful positions in the state legislature. So, I think this is a bunch of nothing.
If it is a forum put together by a particular organization, then the organization gets to pick who should be there. If it is a public debate, then all five should be invited. And, at this point, I feel that Libby Mitchell is being silly trying to make certain organizations invite people that they do not want to invite. It seems like an infringement on the organization. If Libby doesn't want to attend a forum hosted by a certain organization, then don't do. But, don't pretend it is because you feel the other candidates are not being treated properly.
Mr. Jenkins is a nice man, however, when he was in the state senate he just kind of sat there and did nothing. The gubernatorial race has plenty of candidates without him being involved. He will never be able to raise the money he needs to wage a decent campaign. Write in votes are hard to get. I would strongly recommend that Mr. Jenkins stay out of the gubernatorial race.
Baldacci administration wants to get these windmills in place before people realize that they are recommending tax incentives for the windmill companies so there is no tax advantage (a lower of the millrates) for the towns. And, of course, the biggest problem being that us Mainers receive not one little bit of the energy produced. It is awful and is about greed. Just like every other good idea, there are people lining up to make sure they benefit personally. What is awful about this is that it is our elected officials and the windpower companies who are benefiting.
In all his glory, Governor Baldacci led us down the green lane of no return. No return to the benefit of Maine citizens. I am not against gree power, but we must demand that a good portion of the energy produced stays in Maine. And, the windmill companies do not need any more tax incentive; they are already receiving plenty of tax incentives from the federal government.
What this says is that the town exceeded their budget by $100,000. That is not a good thing. Plus, the state should have already reimbursed the town for half of the General Assistance. It is my understanding that, if the paperwork is submitted by the town in a timely fashion, the state reimburses throughout the year. I think maybe the residents better keep a close eye on the administration of Norway.
I am so glad that this story is finally being written. This is a perfect example of how something good can go so wrong when people in power become greedy and corrupt. Now, can it be proven that what was done was corrupt, probably not, because the people in the know are the ones who did all of the bad behind closed doors agreements. I am sure they feel they had the best of intentions, however, some of us know differently. The only intention they ever had was for their own benefit. It is so sad that these politicians and their pals never once thought of the citizens of Maine. What goes around comes around all you greedy people.
This is a beautiful site, however, for the people such as I who are afraid of heights, it was extremely scary. Maybe I will feel safer with a guard rail.
I agree with the Superintendent, our students should be able to achieve at least a cumulative of 70. I also agree with the guidance counselor that new techniques should be implemented. This is why I agree with the change. School administrators, teachers and parents will be forced to do what they should have been doing all along. Parents if you instill in your children the importance of education when they are young, it will carry them through adulthood. As an example, I do not like board games but they are a great learning tool for younger children. So, I played board game after board game with my young son beginning when he was two years with bingo. He was the caller which was slow but useful. He learned his numbers and letters. And, I worked full time and was a single parent without any support from anyone else. So, I know that it can be done. It is not easy, but nothing in life worth doing is easy.
I thought convicted criminals were not allowed into Canada. And, if he still had a gun, I thought that was against anyone crossing into Canada from the USA.
This is another one of former Commissioner McGowan's many failures. He was such a great help in forcing through Baldacci's less than friendly agenda for the people of Maine. I so pray that neither McGowan nor Baldacci will be offered good jobs anywhere.
Considering your statement, I don't know how you tolerate living in the State of Maine. I have friends who visit the state every year and are thrilled that it is so beautiful and clean. I think maybe, if you do live in the State of Maine, that you should move to another state to learn just how horrible Maine is not.
This is just another example of how the Baldacci administration has pushed through what they want with no concern for any one of us residents. This also points out that the Maine Legislature does not do its job of oversight. Anyone who has dealt with the Legislature knows that simply by the timing of the legislation can be benefical. I have been involved with a couple of wind mill projects and, personally, saw the Baldacci administration push these projects through with no benefit to the residents. If the Governor cared one little bit about us, he would have been the first one to want the windmills to have a benefit to the residents of Maine. He did just the opposite -- his administration supported tax incentives without ensuring that some of the energy produced by the windmills would stay in Maine. Another message I have for the Governor is that you were suppose to lead the State of Maine not other states. You failed miserably.
I was kind of hoping that this additional funding would not happen. Our State needs to learn to live within its means, and that goes for every level -- state, county and local. Everyone should stop blaming the other levels of government, and just get their own act together.
New benefits? The only new benefit that I remember is the legislature changing the vested time from ten years to five years. And, I can guarantee you that this was done to satisfy legislators that wanted a pension from the state. Also, the General Fund does not pay all of the pension costs. If the state employee position is funded from a protected (money is only to be used for that specific purpose) account, called a special revenue account; or a federally funded account, then these accounts pay the retirement costs. One way the state could save money on retirement costs is to make the "confidential" employees pay the full employee burden. Presently, "confidential" employees only pay 1.5% of the employee costs while the state pays the remaining 6+% on top of the usual state portion. Non confidential employees pay the full burden of the employee portion. There are a number of confidential employees who receive this higher benefit than regular employees. I believe this is either a state law or one that the Governor gives; so it should be fairly easily changed. I have always thought this was a question of equality, but Governors feel that since their staff members are all confidential employees that they are lightly not going to be serving as a state employee for very long so they deserve this break. Well, Baldacci has certainly changed this premise by putting his confidential employees into more permanent position throughout state government. Plus, there are many non guberatorial employees are are confidential and receive this additional benefit. The state can save money by making these people pay the same percentage as regular state employees.
I think the Commissioners, if they looked at state law, would find that a bid process is required for all work above $2,500. What they should have done is combined the bid process for summer maintenance with the snow plowing needs. That way the bidders would have presented bids for both types of jobs.
I am upset that we have spent our money for primary runs. I do not believe that primary candidates should receive public funding. Considering that we spent almost $2M for Mitchell, Mills and McGowan to run against each other in the primary. Now, we are giving Mitchell another $600,000 for the general election. This is a lot of money for people to fulfill their egos -- not all of the candidates are doing it solely for their egos, but some are.
I am sorry to say that it looks like Mr. Gedat is trying to make a political point. When any bill is to be paid by the county, the Commissioners need to approve it being paid. So, by Mr. Gedat bringing this up as one issue, he is trying to make it political. Plus, I have worked with many counties through the years, and they do need to either legislate qualifications for the Treasurer or have the Commissioners appoint the Treasurer. We are spending extra money at the county level because many Treasurers are not qualified to do the job so the counties are forced to hire another employee to do the job that the Treasurer is incapable of doing.
These parents, in my opinion, should never be allowed to see their children again. As an example, the Amity 10 year old child's death was probably done while a drug deal was going on.
Unfortunately, this happens way too much. I just don't understand why this wouldn't get caught at the beginning of the process. Don't the federal, local and state agencies verify any information?

These shows of unity mean nothing to me. I don't vote for the party. I vote for the candidate. Plus, I am personally affronted that the MAINE Democratic Party is holding a fundraiser in Boston and spending money outside the State of Maine when our businesses need the business.
Arden Manning does not realize that Maine businesses will love this visit. Our present Governor is always spending our money to travel off to other countries which basically caters to the other countries and gives our Governor a nice little junket. Plus, once these people see our beautiful state, they may want to invest on a personal level. I like it. My nephew has spent the last three years being a chef at a major hotel in China. I think this is good for him and opens up his horizons.

Both Senator Snowe and Collins have served in important roles in the United States Senate for so many years that they must take responsibility for a lack of regulations being in place to protect the American public. For either to criticize the President of the United States is unacceptable. Ladies, it is time for you to stand up and take responsibility.
As for Representative Michaud criticizing the President to suggest that the President should have met with the BP CEO prior to this, I say that there was no reason for the President to meet with the CEO. It is prefectly appropriate that he waited to meet with the Chair of the Board. After all the Board is ultimately responsible for what BP does not the CEO. The CEO answers to the Board.
Sometimes I think that our political representatives and Senators think we are ignorant people. Well, we are not and many of us by and large will not be voting for incumbents in this coming election simply because you have treated us like we should have no opinions. You have not represented our interests but have represented your interest only.
This is exactly the kind of education our children need. It is also great that they are using this type of project with middle school children. Just when they are developing their analytical brains give them a project that truly interests them and will serve them in the future. Congratulations, Jay Middle School teachers and administrators for creating the opportunity for growth.
It was a big mistake to veto the tax reform package. It was the lies that killed this reform package. I really am beginning to wonder who can afford to live in this state.
I don't know how Snowe and Collins can justify this vote. Collins claims that she doesn't believe that the Environmental Protection Agency can deal with such complicated issues. What makes her believe that she is qualified to deal with such complicated issues. As far as I know, Collins has no environmental qualifications. Collins appears to not be able to make any good argument for her vote. This is happening more and more from the Collins camp, and I am unsure as to why. The only thing I can come up with is that she wants to make a bid for the Presidency or something. Either that or she has lost it.
I believe the opening statement is incorrect. It reads "A proposal to make the Oxford County treasurer an elected rather than appointed position was soundly defeated Tuesday."
Isn't it just the opposite? I believe the commissioners wanted to make the position appointed rather than elected.
I believe that Rosa Scarcelli did better than expected because she knew her facts and had good and interesting ideas. She blew the other candidates out of the water during the debates. The only problem with her was that she was not party connected. One cannot succeed at the level of running for Governor without the party connections. The old connected Democrats basically cut you out. This is, in my opinion, part of the problem. Rosa should have run as an independent or run for lower office in order to work her way into the close knit Democratic party.
Our world has become a very small place -- all interconnected and interrelated. We need a new Governor and administration that can think and react outside the box. I believe the reason that Maine has such a hard time of succeeding is because we are hung up on the old ways. We need to be able to access and work with other states and other countries. Our need Governor needs to be able to bring us into the 21st Century. This is why I am looking to Eliot Cutler to see if he has what it takes.
I have known Eliot for over forty years. He is a very bright individual. He also has a varied background with international knowledge which is good in today's world. He does have to spend a lot of time and money to get known here in maine, even though he was born and raised here. So, look him over and see what you think.
Steve Rowe is not a glitzy candidate, but he is an honorable man who is dedicated to serving the State of Maine. We have had enough of the games and lies. We need honesty and good strong ideas. Lets give Steve Rowe a chance to serve us in the way that we want to be served.
In days passed, a fellow Democrat of influence would not endorse anyone during the primary season. I liked it that way. It was more respectful of all candidates. Hannah Pingree would do well to go back to the days of old where there was respect between the candidates.
Windmill power can only be profitable in Maine if we produce the windmill parts. We have many closed, unused factories in Maine that would, seem to me, be able to be transformed into factories that make windmill parts. Why is no one investing money in something like this kind of factory?
Also, in the short run, we need to negotiate more strongly with the windmill companies. We need to keep some of the power produced in Maine, and there needs to be a property tax advantage to us Mainers. The windmill companies are getting all the profits and tax breaks while the State of Maine residents get nothing. The Baldacci administration has given away the farm on this one. Of course, they have seen personal profit and will probably continue to do so. John Baldacci has taken good care of himself and his friends. I wish he had been more concerned about the people of Maine.
I guess for a place that has nothing, the 17 jobs is a big improvement. However, if the wind companies are not paying property taxes, the town is not getting the full benefit of the wind farms. Plus, the windmills should be providing electricity to the town. In Maine, the windmill companies have received tax breaks and all the power is shipped out to Canada and the rest of New England. Only the company is winning with this action.
If his visa expired prior to his marrying an American woman, then if he has done nothing wrong he should be immediately deported. His wife has the choice to either stay here or leave with him.
Again, I really do not understand why we are not immediately deporting the people who are here without legitimate visas. We should know the whereabouts of everyone who is here in the USA with a visa. And, if we do not know where they are, we need to find them. Once their visas are not current, they should be immediately deported. Evidently, we are not doing that, and worse yet these people are marrying American citizens and only God knows what else. This has to end now.
It appears that BP was negligent. Thus, they need to pay the US government big penalities as well as all claims for death benefits as well as companies losses, or loss of work for however long that it is. In other words, BP needs to support the fishermen and their families as well as restaurants, etc. that lost seafood due to this spill for however long that the industry is impacted. So, if the industry is distroyed for 20 years, BP needs to support these people and businesses. They also need to provide retraining so that they will be able to possibly get other work. In other words, BP you will be paying for a very long time. If that ruins your business so be it. You cheated and destroyed peoples' lives. Oh, and you did to do whatever is necessary to return the land to it environmental use.
Selling natural gas companies and borrowing -- here we go again, our bills are going up, up, up. It is time for all of us who are not rich to leave the State of Maine.
This picture says alot about the relationship between McGowan and his wife. His wife is following behind while he grabs all the glory. Again, I say, this man is not what he claims to be.
Which towns can afford to have these taxes deferred? After all, remember that Maine is the oldest aged state in the United States. That would be a lot of deferred taxes.
Once agreements with employees are made, these employees make plans based on those agreements. The original plan to pay health insurance for spouses was a serious error in judgment, however, it was made and promised so it should stay. Unfortunately, if people looked at what the counties pay their employees for salary based on a 35 hour week, health insurance, and other benefits; I think they would be very unpleasantly surprised.
What an absolute shame. People for some reason do not listen to weather warnings before they set off in kayaks. Two young lives gone because they were not cautious.
Believe me, I am well aware of the effect of working long hours. For many years, I worked seven days a week for several months out of the year. It was extremely unhealthy for me. I knew, while I was doing it, that it was harmful to me. However, once I retired I realized that I was truly at the end of my rope by the time I decided that I must retire. The problem was that I was the only one who did this particular job, and I cared greatly about the taxpayers. So, I fought hard for them. All the while I was putting in these long hours, the people who I shared office space with did not even work their forty hour week. This occasionally really bothered me, however, they were the smart ones. Unfortunately, because they were public servants, the taxpayers were paying them not to work fulltime.
No Republican should get elected on this kind of platform. The candidates can claim they don't support the platform or like Les Otten claim he doesn't know anything about it, but the fact is the people who voted for this platform support it. It is a shameful representation of society today; and it will cause me not to vote for a Republican at any level. If the candidates really do not support this platform, they should have had enough influence to ensure that it did not pass. They did not so wihout saying it, they support it.
Pat McGowan was a good candidate against Olympia Snowe twenty years ago because he was a young attractive candidate without much of a paper trail and Senator Snowe really did not pay much attention to her constituents. Twenty years later everyone who has dealt with Pat McGowan knows who he is and realize that he is mostly about Pat McGowan not anyone else. He is not quite as honorable as he would have everyone believe. He brags that he has owned four businesses. The important thing is these businesses were unsuccessful. As Conservation Commissioner, he has enjoy flying all over the state enjoying the good life. He has not been a great commissioner. But, he has toed the line of the Baldacci administration which is not something to be proud about. We certainly do not need another Baldacci carryover as Governor.
I thoroughly oppose tax incentives for windpower so I am glad the company claims they will not ask for a tax incentive. Plus, lets face it, very few jobs (once the roads are constructed) are produced by windmills. There are maybe 5-6 positions needed to keep the windmills running. I also oppose the fact that the energy produced does not stay in Maine. Maine sees absolutely no advantage to windmills. We, in Maine, need to be smarter about negotiating with these wind companies. We can pretty much set the rules, but we must insist that there is an advantage to Maine residents. The wind companies are very good at giving people who help them rewards (behind closed doors) -- just ask Gov. Baldacci and some of his former employees as well as Washington County Commissioner Chris Gardner. However, the companies have not made any effort to care about the people of Maine. It is clear that the people mentioned above do not care about you, the Maine citizens, so you must work very hard to ensure that the people of Maine receive direct benefits.
This turn around by the state chamber is interesting, but I believe insincere. The vote is less than a month away, and all of a sudden they support it? They appear to be acting like all the federal Republicans -- lie, lie, lie. They must think that if they now support it, that they will be able to elect more Republicans. But, honestly, I don't understand their reasoning. It makes me have very little faith in the organization and its members.
It is very late, so maybe my mind is not functioning properly. However, I have read this several times, and I do not know whether the writer is for or against wind power.
While I believe that the party system is not what it used to be, I am surprised at how many people bounce back and forth between the parties. Unfortunately, it appears that many people do it for opportunistic reasons.
I have no interest in voting for anyone connected to the current administration, serving in the Legislature for extended periods of time, or people who would have us believe that they have a clue as to how state government runs, We need someone who is an innovative thinking and can surround himself/herself with qualified people who understand how government functions.
One thing about Baldacci is that he does not have the capacity to learn. He is obstinate to the point of ignorance and stupidity. He makes important decisions without input from the people who are best qualified to know a particular subject. As an example -- the corrections legislation. One of his brothers is a county commissioner in Penobscot County and is one of those responsible for running the county jail - Baldacci never once asked his opinion on the changes that he wanted to make to county jails. We, the citizens of Maine, will be well rid of him.
Through the years I worked for state government (just retired last year), I was very aware of several people viewing porn and using the office computer like it was their personal computer. In my opinion, they spent way too much time during the work day on the computer for personal reasons. I believe that if you are being paid to work, you should not be playing on the office computer. The same goes for telephone calls.
Full time is considered 32.5 hours at the counties? When county salaries and benefits are considered this should be well known by all. The county employees have always complained that they are not paid enough, however, I have found that in most counties the benefits are superior.
I agree with "welcome." Come on PETA put your money where your mouth is and buy the factor and run it for the benefit of the people who are " smart, sensitive and unique individuals who should be respected."

I do not believe we should be indebting the residents of Maine any more than we already have thus far. I will vote against the bond package. However, I know the citizens of Maine tend to endorse bond issues.

I understood that from the article, however, First Wind's only turbines in the State of Maine (right now) are in Washington County which is one of the counties in our state that are desperate for jobs. Plus, First Wind is receiving a huge tax break from the taxpayers in the unorganized territory and it seems to me that some of these jobs should go to these people. And, of course, they are receiving federal tax breaks so it really isn't costing them hardly anything to put these turbines up. So, "Common Sense" this is my common sense. Maybe, if you knew the facts, you would understand what is being said.

I am glad the company is having training sessions, however, in my opinion I think these training sessions should be held in Washington County. Many Washington County people cannot afford to travel and stay overnight in the Portland area.

The town should absolutely have someone from Revenue Services for free. Eaton Peabody is only representing the business. It will not provide the town with any information that would cause the selectmen to vote against a TIF. They have represented TIF agreement issues around the state and have not provided the complete truth.

Excellent suggestion. However, Governor Baldacci cannot show you the money. There is no benefit to the people of Maine. Governor Baldacci has gone beyond reasonableness in order to give tax breaks to these large wind companies who are already making huge profits from wind power. This administration could not be more stupid about their pursuit of windpower. It is quite unbelievable the extent that this administration and some counties will go to when negotiating with the wind companies. I swear it makes one wonder if they are not receiving some payback.

Why does there have to be two separate pieces of legislation? Why not just vote on Dion's legislation? Even with agreement, they can't seem to stand together. Interesting
I thought that it was the Maine Forest Service that originally questioned the legitimacy of Poliquin's tree growth status. Also, the town assessors may not know that there was a conservancy restriction on Poliquin's property, however, Poliquin knew. This man who would have us believe he is so honest and sets such high standards for others, appears to not believe in these standards for himself. He should be required to talk about the constitutional issues and the tree growth exemption issues. After all, he is paid with our tax dollars. We, as the taxpayers, should be able to expect a public official to honestly answer questions.
It is about time
The Legislature has, for many years, considered changes to this tax law without success. I so hope that they are able to strengthen the law this time. It is a good program for those who use it properly. For the people who misuse this tax law, they need to correct the problem immediately. For every misused tree growth tax break that is given, other property tax owners pay with an increase in their taxes. Plus, communities need to be properly trained to be able to refuse people who would misuse the law.

LePage being LePage
It is so much garbage. LePage is going to close schools -- no, he isn't. One does not have anything to do with the other. As for DHHS spending fourth quarter money, that is not ususual. Usually there is a supplemental budget done to cover the shortfall. That doesn't mean that taxes are increased. Also, his idea that people who lose the health coverage will have to register with a primary physician after one visit to the emergency room, doesn't make any sense. First of all, these people can's afford a doctor. Secondly, where are all these doctors going to come from who are not going to get paid and who already have full patient loads. The State of Maine doesn't have clinics like other states do, so there will be no place for these people to get health care. LePage is very shortsighted and unrealistic. And, his threats are meaningless. And, if he cares so much about education why is he trying to cut millions of dollars in headstart funds?

LePage put out a press release today saying that the independent review had confirmed that the administration's figures were correct. Not true.

It is clear from yesterday's article that LePage was speaking about the welfare system because he lumped MaineCare and Medicare together as costing more than what is being put into the system. His press secretary's explaination is a lie also. He was not speaking about the general welfare of the state.
I rest my case
This is exactly what I said in my comments yesterday when LePage was quoted as saying it was energy and welfare. It is rather depressing that LePage's staff tries to cover up his lying. It is a terrible thing when a governor lies constantly. It amazes me that LePage doesn't seem to know that facts can checked or he just doesn't care.
LePage's ability to twist the facts
I find it extremely interesting that LePage takes facts and twists them to fit his perspective. There was nothing in the Forbes review that stated anything about welfare. I agree that we are failing our children by not educating them properly. This is a nationwide problem. This is also a joint problem with our parents and the school system. However, when I was first starting out in the business world, companies expected to have to train their employees. For every job we had a certain amount of training time, and one either succeeded or didn't. If one didn't succeed, the company let you go. Also, I wonder why LePage found it necessary to fold in Medicare (a federal program) with MaineCare -- could it be to inflate the numbers? Plus, how did the amount owed to the hospitals increase to $400M again? Haven't we been paying the hospitals? And, finally, LePage found it so important to increase the inheritance tax exclusion amount which cost us a great deal of money, instead of paying our bills. Now, he complains about deficits. When you decrease revenues, it causes a real problem.

It sounds to me like Representative Burns needs to be removed from the Legislature. And, he should be prosecuted.

I am very much in agreement with your arguments. The only part that I don't agree with is that LURC has lost the goodwill and confidence of the residents of the unorganized territory. They never had the goodwill and confidence of the residents, and that is because they are a regulatory agency. No one likes having someone tell them what they can and cannot do. Now, LURC in recent years has gone overboard on the conservation side. Why this agency thought they could demand conservation land from users is beyond me, however, it did. It absolutely needs to become more user friendly and cohesive in its decision making. That does not mean that it needs to say yes to actions that are not appropriate by the users. As for fees, the rather new fee schedule appears to me to be quite fair. I do take issue with the fact that when people break the rules, the fines are very low. I think there should be a real penalty, which would escalate depending upon the infraction, for not following the rules

This is the first I've heard about Summers including an unenrollment form in his letter to the students. During this administration, the so-called "constitutional officers" are way too political. It certainly does appear that Summers has crossed the line.

It is difficult being a town manager in Maine. I don't know if it is the political climate or what. However, a Town Manager works for the Council so the Council has the right to release him/her.
Exemptions for pensions
A 401k is not a pension fund. A pension fund is a fund that the employer pays into only. In actuality, there are very few true pension funds anymore. If LePage includes the 401k into the picture, then he has to include the deferred compensation funds that public employees pay into.
Something new?
LePage is trying to tell us that Japanese auto companies actually were thinking about building a plant in Maine? Does anyone really believe that one? As for the cost of energy, all of us Mainers suffer with the cost. It is one of the reasons many of us retired people will probably leave the state. What I don't understand is why all these windmills that are built are not keeping the energy produced in Maine. We give the companies millions of dollars in tax breaks,and they receive millions of dollars in federal tax breaks; and yet none of the energy produced is kept in Maine to help lower our costs. So, there is absolutely no benefit to Mainers.

Many years ago when I moved back to Maine that I needed to get a Maine driver's license and register my card. I was tempted not to do so because there was no registration fee in Maryland where I had previously lived. However, I complied with the law. I now live in Augusta and am aware of a number of people who live in my neighborhood who have not complied with the law. They still drive vehicles with out of state plates. Perhaps Mr. Summers should figure out how to get these people to follow the law.

Funding for LURC
This article is inaccurate with regard to the funding of LURC. The approximately $2M budget is not entirely funded by all the taxpayers of the State of Maine. The taxpayers of the Unorganized Territory Tax District and the towns/plantations that choose to have LURC do their planning and zoning pay approximately one-half of the cost of LURC's services to the State of Maine. The other half of the budget is justifably paid by the General Fund because this land is open for public use by State of Mainers and people from throughout the world. Also, although there is unorganized territory in 13 of the Maine counties, only nine of those counties have established budgets for services provided and paid by unorganized territory taxpayers. So, what happens with the other four counties? The unorganized territory in these four counties mostly consists of public lands and no residents. Who is going to pay for the services? Also, county government is the only local government in Maine that receives very little oversight by the taxpayers. Most people don't know what county government even does so they tend ignore it. There are no consistent standards between the individual counties. Implementing planning and zoning standards throughout the county unorganized territory is going to be very very difficult. The County Commissioners of each of these counties will need to be involved in the formulation and implementation of these consistent standards. For all the criticism of LURC, it has a difficult and time consuming job which I do not believe the counties are prepared for. Plus, I do believe that the costs of having county government take over LURC responsibilities is probably underestimated. The cost to the taxpayers of the unorganized territory is presently spread over and paid by all the taxpayers of the Unorganized Territory Tax District. If the counties take over these responsibilities, the cost will be paid by the small number of taxpayers located in each of the counties. It will have a much more significant impact on the taxpayers. For all the talk about the large landowners and the huge second homes of the rich in the unorganized territory, there are many many regular people in the unorganized territory who struggle every day to survive who cannot afford higher property taxes. I encourage all these people to be involved in this process.

What about that poor employees who was transporting the person who had every conceivable disease possible? What if he/she was contaminated? I think all of us realize that Sheriff's departments don't have much money, however, if you can't handle it you should have contacted someone who could.

Our tax dollars
So, this felon receives MaineCare, food stamps and Supplemental Security Income for a traumatic brain injury that goes back to his youth. The traumatic brain injury is probably from his drug use. I am ashamed to admit that I have a brother who has lived off our tax dollars for years. He occasionally works under the table, but most of the time he stays clean and every once in awhile he goes off which sends him into seizures. For someone who wanted to cut state government, LePage is intending to do and has done just the opposite. He keeps tryng to increase the number of state government employees. I would have more faith in his decisions if I believed he knew anything at all about state government and how it presently functions. From his comments, it is clear that he does not. How does one make changes without first knowing what one is talking about. LePage leads us to believe that he does all his own research. If this is true, I wonder what his staff does for work. Plus, I think maybe LePage is reading the wrong research or not all of the research. It is dangerous to make decisions based on incorrect or incomplete information.

Charlie Webster is bizarre. He just likes to get his name in the paper. But, sometimes I do wonder if he should leave the United States of America and start his own country where he could be dictator and chief.

Lets face it, both Democrats and Republicans have a vested interest in the final plan. However, the Republicans are being less than honest when they claim they have no political reasons for their plan. It is a well known fact that the Republicans nationwide are trying to institute redistricting plans that will benefit the Republicans in the 2012 elections. If the Maine Republicans vote their plan through by a simple majority, they will be insulting all of us Mainers. Every time they do something less than honest, they claim that the Democrats have done the same in the past. The fact is that with regard to redistricting, in the recent past, the courts have decided. If the Legislature can't get a 2/3 vote, it should go to the courts. If the Republican plan is so good and right, what are they afraid of? Plus,

Finally, some reasonableness and common sense. Of course, that doesn't mean that the Republicans are going to allow this to stand once it gets to the Legislature. We will just have to stay on top of it to ensure that this is the plan that will pass through the Legislature.
Not the purpose of redistricting
Putting like voters in the same district is not one of the requisites for redistricting. As a matter of fact, politics is not supposed to enter into the plan. Relocating voters cannot be prevented, however, it should happen to as few voters as possible. It is very clear that the Republicans only care about politics. I am not saying that the Democrats don't care about politics, however, their plan relocates the fewest voters. I think that is a good thing.
Take him to court
Most rulemaking has very strict timelines. LePage could disrupt this timeline. Plus, LePage is overstepping his authority. This administration continues to astound me with their lack of protocol to get whatever they want. I think they need to be taken to court. Let the courts stop this ridiculous action.

Maine has been a real windfall for First Wind and it subsidiaries. These windmill companies receive millions of dollars from the federal government in tax exemptions. In my opinion, they do not need TIFs from us Mainers. They are pulling the wool over your eyes. Take the windmill valuation and reduce the tax burden to your residents. Also, the windmill company is supposed to give you money for each kilowatt produced or each windmill (I am not sure exactly what it is). You will find that you have more money to invest in infrastructure. Set up a good sized capital reserve account for performing this and other work. And, I think these locations should demand that a percentage of the power produced be kept in Maine. I am also concerned about the fact that First Wind keeps setting up all these subsidiaries -- WHY?

Sounds like the Solomons stripped it like a person who runs out on a mortgage. Again, they show total disrespect for the taxpayers. What do they care if the state and federal government recoups any of the money they stole.

Thank you Lewiston Sun Journal for writing this article. I knew there was some difference, but I really didn't know how to go about making any changes. I am retired now and need to save money any way I can. I think the Public Advocate needs to get out there with this kind of information. The last Public Advocate was very much in the press with information. Mr. Davies doesn't seem to do that so much.
My goodness
This state employee who LePage says has been a state employee for a year is awful. She is obviously not listening since he says everything he earns is under the table and then she proceeds to ask him for a pay stub. I am thinking there should be video cameras in each interview room. They could do it without showing the face of the person asking for help. It would also give DHHS even more evidence if the recipient ends up committing fraud. And, of course, they would have to warn the interviewee that the person is being taped which may cause some to have second thoughts about applying.
The tactics are wrong
Charlie Webster does tend to use the tactics of a sensational nature. This kind of thing works for a bit, but does not have a lasting life because his information is not supported by facts and truth. After a while everyone stops listening to him because he is laughable.
32 years
That is a long time for someone to be in the same job. While I have appreciated Senator Snowe's fairly moderate stance, I think it is time for her to retire. She was virtually missing in action during this debt ceiling crisis which was manufactured by the Republicans in Congress. If she is such a great bridge builder, where was she? And, she continues to blame President Obama for not leading the Congress to the issue back in January. Since when is the President of the United States responsible for controlling Congress? Where was she? The Congress has still not acted on the President's budget. We are almost into a new year with no action. It is time for a change in the people serving in Congress, and I do not mean a teaparty Republican.
continues to amaze me
I am constantly amazed at the unknown practices that happen in local governments. I wonder if the taxpayers are aware of these arrangements. Plus, if a local government is going to have an interlocal agreement with certain organizations, what about all the other organizations in the town who might want the same agreement? I am aware that there is a benefit to joining forces in the purchasing of certain products, however, this is usually done up front. A local government is the main arm and the other organizations or towns join forces in the bid process and they pay their costs directly to the vendor not through the local government. An interlocal agreement is usually done because the town is providing a service through a contract with another town (e.g. fire protection, ambulance, etc.)not a business. These are all things that the taxpayers need to know up front.
Excuses
So long as school administrators make excuses for the poor testing results, our children will continue to not be properly educated. My son was educated in the Waterville school system where they actually bragged about the dismal test results. The school board never questioned the percentage of children not being able to meet the standards. I, personally, think that public school administrators should not be people who come up through the education system -- from coach to principal to superintendent. I think it would be better if they were business oriented people. There are good teachers and bad teachers, but all teachers suffer when the principal and superintendent are more concerned about themselves than the teachers and students.

While the Republican members of Congress were playing political games, all my friends and relatives took their money out of the stock market. And, I doubt very much that they are going to race to put it back. If your intent was to hurt the economy, congratuations, you did it. We all know (because you have told us) that your intent was to do a dirty deed to President Obama. And, you didn't care what the consequences were. I, for one, am planning on making you pay a bigger price -- your seat in Congress. We need to get rid of all of you.
Not true
Come on now. In other instances of fraud, we find out the facts after the investigations not before. You might accuse them of a cover-up, but I certainly would not. And, in case you haven't noticed, these days many are picking and choosing just what they want the public to know or not to know. All I am asking is that these political appointments not be political and just do their jobs. If they can't, then they should be elected and be accountable to all us Mainers. Webster can do whatever he pleases since he does not represent all Mainers.

Neither Webster or Summers said there was absolutely fraud. They both said that there may have been. As a matter of fact what Summers talked about was someone getting a driver's license for what reason we do not know.
Courts and the police are very careful about the information they release until they are sure of the findings.
I did not say that they should name names. What I said was that Summers should not have said anything. He said just enough for people to wonder who was in charge when these alleged acts occurred. He could have simply said that he has asked the AG's office to investigate the materials that Webster gave him. But, instead he puts out no facts just innuendoes. Summers is supposed to represent all of us Mainers. It is not appropriate for him to be so political. Please note that the AG, rightfully, kept his opinions to himself.
Politics
As we all know the Attorney General, Secretary of State, Treasurer, and State Auditor are politically appointed positions. Whichever ruling political party in the Legislature appoints these people to their positions. However, in the past, the people in these positions have been fairly apolitical in their actions. Politics came into play almost immediately with the consideration of who was appointed when LePage strongly recommended to the Republican legislators that they appoint Poliquin as Treasurer. Now, we have the Secretary of State getting very involved into the political arena. The problem is not that they are investigating voter fraud, it is that he announced that there was an investigation without any facts. His statements were full of innuendoes without any facts. It was of interest that the Attorney General did not participate in this farce. If these appointed offices are to be so political, I think it is time for them to be elected positions. Let these people run for offices and be voted in by the residents of Maine. Make them accounted to all of us.

Prove it
You make comments that are not true. So, I say, prove that it is in violation of state and federal election laws for college buses to be used to bring students to voting booths. Tricky
I find it offensive to have the head of the Republican party bragging about unethical behavior on the part of the University of Maine at Farmington Republican student body. It seems that the Maine Republican party is now more like Tricky Dickie (Nixon) than an honest organization. Unseemly to say the least.
I realize that it is an investigation
However, I think maybe Secretary of State Summers should have not released this information yet. He could have simply stated that there is another investigation under way and that the possible voter fraud issues raised by Webster would be jointly investigated. And, he could have said that since it is in the preliminary stages, it was not appropriate for him to explain anything further. However, by disclosing details about an investigation he is implying that wrong was done by upper level employees in a previous administration.
Why have we not heard about these employees before now?
I presume that the Secretary of State employees who are accused of these heinous acts are former employees. I do not understand why we are just now hearing about these alledged accusations. These are very serious accusation, and deserve to be explained to the general public. So Secretary of State Summers and the AG should immediately release the details or the Secretary of State should have not released the information.
If there has been wrong doing
Then, it needs to be investigated. However, that has nothing to do with voting rights. Any and all illegal acts should be investigated and prosecuted regardless of what is going on with our voting rights. I, personally, do not believe that any changes to voting rights should have happened. I hope we overturn the change.

Raye will be a formidable opponent to Congressman Michaud. I think probably Raye ran for the Legislature in order to get the name recognition to run against Michaud. If Raye is smart, he will divorce himself from the Maine Republican party leader, Charlie Webster, who makes outrageous unsupported comments.

I remember so well when my son was two years old. We were playing in the front yard, and all of a sudden he took off for the road just as a car was rounding the corner. I reach him in time, however, I was so shocked as to how quickly he moved. This is so sad. My thoughts are with the family and the driver of the car.

I retired almost two years ago, and with the high price of everything, I decided to grow a raised garden this year. It is great fun watching everything grow. I can't wait to taste the vegetables I have grown on my own.

This is a perfect example of what drives me nuts about education systems. Superintendents do what they want to do without regard for what the voters want. Plus, if they paid $228,000 for 285 ipads, they paid $800 per ipad. This cost is high by any standard. Did they go out to bid for these ipads? Did they try to negotiate with the company? The company has always been willing to give special prices to school systems. Also, I presume they plan to have these ipads continue on with the student since they intend to buy more next year --why are they doing this? There are already laptop computers available for students in the upper grades. I am not against the use of computers,however,it is very important to still teach the basics. It certainly sounds like all of this was not well planned from not knowing about the grant requirements to how they were going to pay for the ipads. Again, planning appears to always be a problem with the education leaders.

LePage paid not one little bit of attention to all these negative responses to his taking the mural down. I will repeat my original assertion, the Maine Department of Labor exists to protect workers' rights so the mural was quite appropriate. It certainly appears that LePage does not like democracy.

First of all, I don't trust anything that Poliquin says. Secondly, one must remember that the board of the retirement system consists of LePage appointees. And, in the future it will be loaded with future gubernatorial appointees. So, I don't trust this kind of secrecy. Sawyer's statement really concern me. It sounds like this will give them a free hand to do whatever they want without anyone knowing about it until we lose our shirt.

Sure the AG's office can handle oversight of the insurance industry -- NOT!!!! The AG's office can hardly deal with the issues it is supposed to deal with everyday. Secondly, I always thought the Bureau of Insurance was responsible for dealing with the insurance companies. I am not absolutely sure of that, however, that was my presumption. It seems to me that the Republicans are hell bent on letting insurance companies do whatever they want which we already know is a huge problem. We have had a problem with the insurance companies for years -- they don't care about their customers. Insurance companies have acted irresponsibily forever. Even with oversight, they go out of their way to do wrong. I am very disgusted by these legislative actions.

With few exceptions (e.g. health insurance changes), it has taken both Republicans and Democrats to pass this year's legislation. That is why I have always thought it was wrong to blame the party in control for all legislative action. That is just not the way it is.

This article makes it sound like they were paying this man money based on estimates. Why would any public funds to paid out based on estimates? I would hope that the federal program does not allow this to be done. If it does, this should stop immediately. Plus, if the City of Lewiston was paying out funds based on estimates, then all expended funds should be investigated. This procedure is begging for fraud.

Peter doesn't need the benefits -- he is eligible for social security, state retirement and free health insurance. So, it would do him no good to get the benefits. I wonder, is he receiving mileage for travel to and from his home or a car? Having said all of this, I respect Peter Mills. However, it should have been stated that Peter doesn't need the benefits -- $104,000 a year is probably the best income Peter has seen in years.
Overly optimistic
I think some people may be overly optimistic. There is much to be discussed about this offer. First of all, the federal government can barely take care of the public lands it has. We are always reading about special deals made to find money to support the parks. Secondly, for a smaller group of people, if this land becomes public lands, the unorganized territory taxpayers will see an increase in their property taxes. Plus, let us not forget, even with the exchanges there will be a considerable maount of land cut off from Mainers who have used the land for recreation for years and years. No matter what George Smith says, I do not believe anyone should be completely trusted. Roxanne Quimby is used to getting what she wants, which is fine, however, that doesn't mean we have to accept whatever she says to be fact.

It is interesting that the councilors do not trust the budget work of their Manager. The Council hires and fires the Manager. So, if the Manager is not consider competent by the Council, then they should fire him. And, when the Council requests the number saved by layoffs, that number should include the total figure not just the salaries.
A shame
All I know is that Anthem has, for the past few years, gone before the Insurance Board requesting 30% increases. All of these requests have been denied. Now what is going to happen? Plus, it is very clear that LePage puts a muzzle on anyone who does not agree with his point of view. He has no respect for the truth.
Difficult subject
Health Insurance is a difficult subject, however, we all have learned that insurance companies cannot trusted to provide good, cost effective services to people. It has been proven over and over again that all they care about is profits. So, to eliminate regulations that control the insurance companies does not make one bit of sense. It really is important that we demand that our politicians care about us and our needs more than they do about their own political and personal gains.

If this is such good legislation, then it can be tabled and carried over to the next session. Let the Bureau of Insurance do and release the study without undue influence from the Governor and other politicians. Idaho's law is only a year old so no real data is available. Also, every state's population and geography is different so to compare is also misleading. Senator Raye presently thinks this is a good plan. He says it is important that people know that while it will increase the cost for the elderly, it will decrease costs for the young people. Well, Maine has a huge number of elderly people. Plus, it has been projected that there will be a substantial decrease in Washington County, but knowing politics that is due to the fact that Senator Raye is President of the Senate and supporting this legislation. Senator Raye is a good and hardworking Senator, however, if he so strongly believes in this legislation he should put the brakes on so that it can receive proper oversight. Table the legislation and carry it over until next session.
inheritance tax
This is no time to be giving an additional tax break to people who do not need it. Any and all tax breaks for the more wealthy among us should not receive legislative approval. And, if the Legislature does approve these tax breaks, then we will throw them out of office next year.
Incompetence from the Bush administration
I don't care what the Bush administration is saying, they spent no time looking for Osama Bin Laden. They were so busy invading Iraq because of Bush's own personal problems, that they had no time for anything else. Plus, because of their obsession with Iraq, they did nothing but spend money in Afghanistan. We should all make sure that Bush and his minions know that they are disrespected by the majority of us Americans. Bush should be hiding out. He should be ashamed of himself.
Necessary time
This legislation is way too important to push it through. When the leader of the Maine Republican Party is inserting himself into the discussion, there is a problem. It seems to me that there is way too much outside partisan behavior going on these days. This is a legislative action which requires public input which needs to be listened to and respected. I really think this legislation needs to be tabled and carried over so that it receives the proper overview. There is no need to rush.

I just can't understand why so many Republicans are so willing to trust the insurance companies. It has been proven over and over again that insurance companies are not to be trusted. And, yet, here we go again. All legislaton requires the time necessary to receive proper study, review and input. For some legislators to state that this subject has been discussed for the least ten years so it deserves passage now is ridiculous. If indeed it has been discussed for ten years, there are reasons why the majority of legislators have not passed it. I would think that this legislation, at a minimum, should be tabled and carried over into the next session so that it receives the proper review, study and input.

All Americans should have the right to unionize if the majority so desires. It is wrong when governments try to dictate to the people. And, in my opinion, all companies should have follow the federal regulations with regard to overtime and such.

It would help if you got your facts right. Lamoine was State Treasurer appointed by the Legislature (just like the present State Treasurer). Baldacci had nothing to do with his appointment unlike Poliquin who the Governor requested be appointed State Treasurer.

No one in the administration ever stated that the taking down of the mural was poorly timed. All they ever said was that people should stop talking about it instead of the business of the state. And, there is no "we" in LePage's dictionary unless you are talking about businesses. And, yes the Department of Labor works with businesses, however, it works "for" the workers of Maine. If LePage is so concerned about the legislative session, why is he on vacation in Jamaica? LePage could put duct tape over his mouth, and it would not make any difference because we know what is in heart and mind.

I completely disagree with your commentary. First of all, I believe it was responsible for President Obama to send in CIA agents prior to making a decision with regard to action in Libya. You make it sound like the President ordered the CIA in after we joined allied forces in Libya. According to news articles, he signed the order three weeks ago -- before any action. Now, I think that we have done everything we should at this point, and that we should do no more. It is now up to NATO to handle the no fly zone. And, the Arab countries have to be exclusively involved in Gaddafi's removal, and assisting in the new government implementation.

I think Cindy made a huge mistake to have a press conference while she was still angry and hurt. I commend her for not wanting to resign because of the message it would send. However, she was fired for just cause -- her record as a coach for the last four years has only gotten worse. I think Abbott did the right thing by letting her go. It is in the university's best interest to hire someone who can repair the women's basketball program. Cindy, for whatever reason, was not capable of achieving this goal. As for any loyalty that the University of Maine should have toward her because of her player history, the University of Maine owes her nothing. She received a free education because of her basketball abilities. I think she has done herself and the university a disservice by saying the things she said at the press conference yesterday. It is a shame.

LePage's comments are not only insensitive, they are unintelligent. He not only looks like a bully, but also close minded and ignorant. We have a beautiful state with willing businesses and friendly people, however, none of that will matter. People will not come to our state so long as there is a Governor who doesn't care if they come or not. A Governor who does not welcome all to our state, is a Governor who will not bring businesses to our state no matter how many environmental laws he is willing to destroy. He can bend over backwards to businesses, however, it will do no good because no business wants to be in a state where they can't do business. For too long, many of us have lived here because it is a beautiful state. However, it is not citizen friendly to the regular people and families. And, LePage is trying to make it less so. We will leave and what you will have left is second home owners. Businesses will not be here because there will be no workers. And the fact that LePage doesn't realize this fact is astonishing.
child labor laws
Child labor laws are intended to protect our children. These laws need to stay on the books. I find it hard to believe that these legislators have children. It is like they do not have a clue as to the educational workload of a teenager these days. If the child is to succeed, he/she must work hard and spend a good deal of time on school work. Plus, they need sleep. I believe a teenager should work, however, it should be limited so that the teenager is able to succeed in school, get the rest they need, and spend time with the family. The GOP is so concerned about family values, however, they want to rob the family of time with the teenager. This is nuts, in my opinion.
Poor LePage
First of all, there is not one state employee who gets any vacation time after less than four months ont he job. So, I think we should dock LePage's pay. Plus, I understand that the state arranged for the Jamaican authorities to provide protection. I would doubt that this would be done for free.
Also, evidently, LePage and his staff are not used to working long hours. Before I retired, I worked seven days a week during the legislative session without additional pay or vacation. I know several state employees who do the same. To be honest, there are many who do not. Having LePage's staff justify his taking a vacation already because he has been working six days a week is laughable. One more reason for me to have no respect for LePage. To think that he has no respect for state employees when he can't hold a candle to their work ethic.

This mural belongs in the Maine Department of Labor building. You may recommend that it be given, on loan, to the L-A Museum, however, it ultimately belongs in the Department of Labor building in Augusta. If we lose our battle to convince LePage to put the mural back, I am hopeful tht the next Governor will return it to the Department of Labor building. LePage is just showing his ignorance by removing the mural. Yesterday's visit by the business community really told us a lot yesterday. A representative from Procter Gamble was complaining there the environmental laws are not consistent from state to state. This is laughable -- of course, they are different from state to state. It is called states' rights.

The artwork in public buildings is supposed to represent the purpose of the public building. The artwork fully represents the Department of Labor's purpose which is to represent the interests of the workers. Like it or not, the fact is that the Department of Labor was established because it was and is clear that the workers need someone to represent their interests. It is time that this admiistration learned about state government. My goodness, they constantly show their ignorance. The Department of Labor was not established to have "pro-business goals." It was established to protect the worker. Their lack of knowledge is embarrassing and dangerous. We must never forget the days when the American worker was abused; and the struggle for better treatment. Demerritt once stated that this administration was not dealing with small issues (like having the Governor pay more toward his retirement package like asking the state employee to do). However, now they are involving themselves in the removal of a mural at the Department of Labor that depicts the struggles that the American worker has historically gone through. This action along with the merging of the legislative Labor Committee with the Business Committee tells me that the LePage administration plans to strip all the rights of Maine worker. This administration is very dangerous.
Legislature must be careful
Anyone who has dealt with county government knows that the Sheriffs have always acted like the Commissioners had no control over them and their budgets. This might open the door to more of this kind of behavior. Having said that, it does make sense that the Sheriff be allowed to set the hours of the Deputy. And, the Sheriff should be the one who does the performance reviews which should then be handed over to the Commissioners for any required action. As for qualifications, there should be individual standard qualifications for all staff.

Where does LePage gets his ideas from? I wonder if it would even be legal for the turnpike tolls to be used for other public uses. The MTA exists on tolls. If the tolls are diverted then the Authority would not be able to maintain the highway.
Control our costs
I don't agree with LePage most of the time, however, we do need to get our welfare costs under control. We should not provide better benefits than what federal laws require. I think every single one of us knows at least one person who is taking advantage of the system. There are people who have been on welfare for years because of their lack of the desire to work or addictions. It is not right. It needs to end.

This makes no sense
If the US Forest Service is maintaining the road, it would makes good common sense to believe that the road is not owned by the Unorganized Territory of Oxford County. It is likely owned by the US Forest Service. It certainly can be a public way owned by the US government. For the county to claim that when the US Forest Service did work on the road, they did it as an agent of the county, is a ridiculous statement. The first thing that needs to be done is to research the ownership of the road. The fact is that most of the roads in the Unorganized Territory once belonged to large landowners. When large landowners sell the land or turn it over to public entities; they may deed the roads to the new owners or maintain ownership with the stipulation that the new owners maintain the road. I wonder what the agreement with the US government is? Plus, what was the purchase agreement with the two owners who are suing the county? Someone needs to be able to answer these questions.
TIF money to be spent in Unorganized Territory only
All TIF funds are to be spent only in the Unorganized Territory. It is unconstitutional for the money to be spent anywhere else but the Unorganized Territory. The service needs to be specific to the Unorganized Territory. When it comes to spending money on fire protection and other public safety issues it is hard to understand where in the unorganized territory this money will be spent since there is only one fire department in the Unorganized Territory of Franklin County. If this money is being spent in towns that provide fire protection to the Unorganized Territory, there should be an equal reduction in the amount of money paid by the Unorganized Territory taxpayers to these towns. Plus, any TIF funds that are spent on county wide services (e.g. study of county emergency communications capacity and strategic plan for improvements for a one-time cost of $30,000) need to be prorated with the county paying a greater amount for this service while considering that the Unorganized Territory already pays a portion of the county tax. So, the Unorganized Territory residents need to study and understand what all this means for them.
Not much
$735,000 doesn't go very far toward paying of a $4M debt. I would hope this woman gets to spend the majority of the rest of her life behind bars. We all know this has not been the case in other instances in the past, but it is time for the people to be shown that this kind of behavior will not be tolerated.
Oh my goodness
Demeritt is good at spinning the spin, however, he didn't do such a great job this time. If LePage were to contribute more to his retirement plan, it would not be changing his salary. It would simply mean that he would take less money home. Plus, I don't know how this reduces the pension debt when the state's contribution will be reduced by 2%. Also, the Legislature and Judicial should not be exempt from this increase, even though as I understand it they are part of another division of the retirement system. I am, actually, not sure if the Legislature pays anything toward their retirement.

Continuous problem
This is a continuous problem with DHHS. This is the second new accounting system that DHHS has had in recent years. I have no doubt that overpayments have been processed for years. And, the fact that this has continued for months without any of the vendors notifying the state is just a sign of the times. After all, someone at these hospitals and vendors must have been posting these unusually large payments. But, no one says anything because all they care about is themselves. They figure if the state is stupid enough to pay them; they will keep it and not say a word. It is sad that morality and honesty is at such a low point now.

Even if you are right, the fact still is that LePage wants state employees to pay 2% more of their money toward their retirement. However, under LePage's plan, the state is going to reduce their contribution by 2% to use the money to pay for other things -- estate tax breaks, more education costs, etc. Not only does it not do anything to reduce the unfunded liability, it should be and may be illegal. The thing that still makes me so angry is that in the early 1990s the Governor and Legislature sent us down this road by taking money that was in the retirement system and putting it into the General Fund. That money has never been paid back. And, we would not have the problems we have today (to the degree that we have today) if this had not happened. So, now the poor state employee who has faithfully contributed to the retirement system is being told "too bad." Now, we have pay even more money. And, to hell with the retirees because they are going to have to live on what they received in 2008 until 2014 with the possible chance of a 2% increase in future years (unless, of course, the Governor and Legislature decide to take that away also). All of this because we are public employees who have worked faithfully for years. But, say one word about changing anything to do with social security and all hell breaks out (which it should). For those who would be upset about their social security changing, I say please remember that the state retirement system is the social security for the public employee. And, please show us the same respect that you would have us show you.
15 years
The 15 year statement is based on no more money going into the system. This means that not one cent would be contributed to the retirement fund -- no employee contributions, no nothing. So, the 15 year statement is just stating that the fund is solvent right now.
thoughts
First, I so hope that the Appropriation's Committee takes an independent look at the figure provided by the administration with regard to the cap on COLAs for retired state employees to ensure that the figure is correct. Second, I hope they realize by by affecting the future benefits of people who are already retired, they are going to be affecting the most vulnerable of us. Speaking for myself, I worked hard all of my life; and I do not deserve to be treated like a lesser person than those on social security, who have no cap. Plus, freezing and reducing the COLAs caps will have a very adverse affect on me as, I am sure, it will have on many others. As for Bruce Poliquin -- he needs to read the law to find out exactly what his job responsibilities are -- they do not include grand standing. He needs to do his job; and stay out of the political arena. Of course, this is why LePage pushed so hard to have Poliquin appointed by the Legislature; however, it is imappropriate for Poliquin to continue to act in this fashion.
America
In my opinion, the reason America has succeeded thus far is because we are one nation. We stand up for each other. We try to represent the best in all of us. We are not made up of rogue states. Remember the phrase, "together we stand." Yet another bill that is costing us Mainers $400 for someone to make a point. A useless point, in my opinion.
Unfair practices
It is extremely unfair to treat one group of employees (the CEO, etc.) better than one pays the other employees. This has always been a huge problem with non-profits. They get tax exemptions and spend money like it is growing on trees. I really think there needs to be a thorough review of non-profit status. I think it is a misused category which has been ignored for far too long.
One other comment, Scott Bullock at MaineGeneral Medical Center shouldn't even be earning over half a million dollars. His hospital has not been able to qualify as one of the hospitals recommended to receive 100% reimbursement from the Maine State Employees Health program for years. There are simple requirements to meet this standard, but his hospital can't seem to do so. They are now going to build a new hospital which will solve all the problems -- NOT. It reminds me of the philsophy of the educations system -- it one builds a new school, it takes care of all the problems. Well, it doesn't as we well know.
LePage wants to spend more money on education -- this has not helped in past years. We keep throwing money at education with the results getting worse and worse. The state has not been able to meet the 55% contribution to education because the locals keep increasing the budgets too much. No one seems to pay attention to this fact.
So, we have two areas that need thorough reviews -- non-profits and education.
These are difficult times, however,
To hit the retirees by eliminating the possibility of COLAs and then reducing the possibility of more than 2% increases in future COLAs is especially difficult to take since us retirees have less chance (if we are healthy enough) to go go out and get new employment. It is especially difficult to accept that these cuts will pay for tax breaks for the rich. This is just simply LePage's total disrespect for state employees and teachers. And, worse yet, he doesn't have a clue as to why he disrespects us so much.
Questionable
There were considerable construction jobs for the Kibby Mountain project because of road work, however, I do not believe there was at the other sites. After the windmills are up, there is only the need for approximately four people. $946M draw was before the companies received the TIF benefits with a 40% reduction in their property taxes. Perhaps, in the future, the wind power industry should be more honest. However, we all know that is not going to happen. They either pay their way in or do other dishonest things to achieve what they want.

I think just about everyone has gotten used to returning their bottles. We need to show these companies that they do not control things here in Maine with their money to politicians. We like having a clean state, thank you.
Saying the confidentials have not received that 10.5% increase
does not hold water, Commissioner Millett. The State of Maine paid the entire cost of their retirement contribution until a few years ago. Then it was legislated that the confidentials would have to contribution a small amount toward their retirement. These confidentials tend to be paid a much higher salary, and they have received their merit increases and the negotiated increases like all state employees. Confidential were, in the very beginning, gubernatorial appointments. However, today it is very clear that this group consists of many other individuals who enter state service, stay and retire. They should not be treated any differently than other state employees. They need to pay the same percentage of their retirement as the rest of the state employees.
As a matter of fact
I worked in the Governor's office in the early 80s. All of the Governor's employees were confidential, and we were given a choice as to rather we wanted to participate in the retirement system. I was paid so little that I decided to get out of the system, however, I never saw a raise in my salary commensurate with the withdrawal from the retirement system.
It is about time
I was a confidential employee back in the 80s, and I was never given a choice. If I had been I would have voted for the raise because I wasn't earning much back then. There are two kinds of confidential employees -- one is the appointed kind who may not stay with the state beyond the administration who appoints them. But, there is the classified confidential who works for years in state government, earning a higher wage as well as taking home more money because they do not contribute as much to their retirement system.. They are not under collective bargaining, but the Governor has to my knowledge always given them the wage increases that other employees get. They also get income protection at a much higher rate than employees who buy it through the union. The confidentials do not pay for income protection -- another nice little gift. While they are looking at it, they should look at the Legislative benefits -- to my knowledge these people don't pay for anything. Or, if they do, it is a very small amount.

I will say one thing for Demeritt -- he certainly has no problem with spinning lies into what this administration preceives as truth. It is very obvious that LePage is incapable of digesting anything having to do with science -- after all, he thinks that estrogen causes hair to grow on women's faces. I think this statement was just another reflection of his lack of respect for women and his ignorance about anything having to do with science. This has nothing to do with jobs. None of LePage's environmental changes have anything to do with jobs in Maine.
Please get the facts right
The present cap on COLAs is 4%; LePage wants to reduce that cap to 2%. Plus, he wants to deny us retirees any possible COLA for the next three years. COLAs for state retirees are based on the CPI-U percentage just like social security is -- only state retirees have a cap whereas social security does not. Also, state employees are not eligible for social security, and for us who did put in our 40 quarters under social security, we will not be eligible to receive the total amount due us. I strongly feel that this administration should make no changes to what us present retirees make. It is very difficult living on our retirement checks as it is since the cost of everything has skyrocketed beyond belief. As for Commissioner Bowen's explanation as to why the 2% increase to what state employees pay toward their retirement not going to the retirement liability; that is garbage. The state and local property taxes have been throwing money at education for years to no avail. Student population continues to plummet, kids are leaving K-12 without the basic education, and yet we keep throwing money at it. Money is not the solution. This is just another trick to not set the retirement system right. The first thing the state needs to do is reimburse the retirement fund for the money they took out of the hands of the retirees back in the 90s. Please do not punish us retirees because a previous Governor and Legislature were irresponsible in their actions.

Unknown side
I think that most people don't know that MacImage was the company who received payment from Hancock County to produce the registry images. So, they go paid a considerable amount of money to produce the images. The company originally told Hancock County's Commissioner that the company owned the records, which was proven wrong. Now, the company wants a discounted cost for a copy of all of the records. I call that double dipping. As for someone being able to change the records once they are in the other person/company's hands, there are ways to protect the record from that happening, and I would certainly hope that would be case. I would hope these records could be provided in a PDF or something similar protected format.
It is too bad
However, it the right of the Governor to appoint the people he wants to serve in the appointed positions. The problem with it is that we lose good, qualified people in the process. Now, one can only hope that the Governor picks qualified and knowledgeable people to fill these positions. Unfortunately, it appears thus far that LePage doesn't care if they are qualified and knowledgeable. If he appoints people who are not very well qualified and knowledgeable then there will be horrendous problems as to how these programs function.
Are people Obvious?
Some peope who blog on this site don't seem to know or care that state employees have taken hits over and over again in the last twenty years. They have not received raises, they have had to pay for their health insurance and well as seen higher deductibles and less service, they have received cuts in their salaries because of forced days off. The number of state employees has been reduced. The Heritage Policy Center's report that the number of state employes to private employees in Maine is extremely misleading. This is an apples to oranges comparison. There should be a comparison to the number of state employees compared to number of residents as well as a salary/benefits comparisons state by state. It is clear that the Heritage Policy Center picks and chooses what they want to make their point. I want to know what the salaries and benefits are for the employees at the Center. When left or right oriented organizations get so heavily involved in the governmental process, for whatever reason, it leads to problems. It means that all of the citizens are not being represented. It is an extremely one sided process.
Bonds
I have never been a big supporter of bonds. However, I do realize they are a necessity. I am on the fence as to whether it is a good idea to put these out to voter approval. Does it change whether the bond is based on the state's bond rating (which is not that good right now) or the rating of the quasi governmental agency (which has a better bond rating)? Instead of a knee jerk reaction, this does need to be discussed and properly considered. I hope the Treasurer will be able to give some informed guidance rather than political policy.

It is about time
Thirty years ago, I was aware that the toll booth jobs were political favors. I never quite understood why this would be so, however, now that I know the toll positions pay $60,000 in salary and benefits I now understand. Mr. Violette has been in charge of the Authority forever. Change is usually good in my opinion. However, I heard the Governor talk about folding the Turnpike Authority into the MDOT. I do not agree with this suggestion. That will simply give MDOT more money to mismanage. The Turnpike Authority sould be separate. The legislature needs to hold them more accountable. The fact that the company who suggests work that needs to be done bids on the same job is outrageous. However, I am aware of one county who did this for years.

Senator Langley should know that the Revisor's Office has a bill writing booklet and has, in the past, held classes. I think Senator Langley's statement is weak because he doesn't write the bill anyway. The Revisor's office writes the bill under with the direction of the Revisor's office.

Swardlick claims that he can't identify the monies owed. That does not sound plausible. Plus, I question who at the Department of Economic and Community Development is qualified to do an audit. I think maybe the department should utilize the services of the State Department of Audit to perform an audit.

Although I agree with LePage that this contract should be looked at carefully to ensure that proper procedures were followed, I think the Governor is blurring the line between the Executive Branch and the Legislative Branch. He first did this when he recommended who the Legislature should appoint as Treasurer. Now, he is the one recommending that the Legislature do something. It is up to the Legislative's Council as to whether this needs to be looked into (not the Governor). Plus, I believe that since this was federal money, there are compliance requirements connected to the grant. It seems to me that this requires an independent audit of the program.
Disturbing
I find Secretary of State Summers' comments very disturbing. Politics should not enter into this kind of discussion. The fact that it did, says that we are trying to implement polcies based on political viewpoints. I think we should not change the law because the process of running for office is very open and difficult already.

The town could just let them put their windmills in and take the valuation increase to lower taxes and spend some money on the things that are being discussed. The real advantage of a TIF is for the windmill companies and Eaton Peabody (who is getting rich off this business). Plus, don't forget the state law that now requires the windmill company to pay the towns additional funds for each windmill.

Exactly how much money is left from the original $1.25M contract? And, how was the original money spent? I think I am reading the article correctly that this contract was only for the original $1.25M. If it is more, then I want an explanation for all of the money given to this organization. And, I will reiterate, that what I find unsightly and unacceptable is the fact that the Governor's office used it power to influence the PUC and other agencies of state government.

Since the oil companies have to set aside their oil supply ahead of time, it would seem logical to me that the Maine State Housing Authority ask for proof of the order as well as financial records supporting their viability as a company. I know that, if a regular person pays ahead of time, they are advised to get insurance to cover the company going under. I think the state should do the same thing. It appears that Dale McCormick tends to defend the lost of this money as well as other money given out by stating that it is a small amount compared to what is given out. However, these "small" amounts add up over time. There should always be procedures put into place to protect our tax dollars.

Just the beginning
This is a perfect example of what happened throughout the Baldacci administration. Favoritism was rampant in this administration -- legal or not. The PUC, which is supposed to be an independent regulatory agency, just became a partner with John Baldacci's office. The whole business with wind mill companies was handled the same way. And, I am sure that there are other things that were improperly done. It is just a matter of time before it all comes out.

The PUC, which is supposed to be an independent regulatory agency, just became a partner with John Baldacci's office. The whole business with wind mill companies was handled the same way. And, I am sure that there are other things that were improperly done. It is just a matter of time before it all comes out.

In the Waterville school system, high school students who excel can take courses at Colby College for free during their senior year. The problem for my son was getting him to his classes at Colby College. We had one car, and I used it to go to work in Augusta. Transportation was a real problem. Also, because the courses were for the top 1% of students, there were very few students who participated. The course was good, but it and the advanced placement tests did not do anything to decrease the amount of money or time spent on college. This was simply because the college my son went to was so much more advanced than any education he had in Maine and the special programs I sent him to. Personally, I feel that the most important stage of a child's educational life is prior to school and the first few years of school. I believe our educational system totally destroys the eagerness to learn that our children have in their first few years. If we teach our children that learning is fun, we hook them early on. If a child does not learn to read during those first few years, he/she is lost. And, unfortunately, I think that we have been losing them for years.

He thinks we are bigger fools than we all thought. He wants the coastline and mountains owned by Mainers. Well, Mr. LePage, you will have to ensure that we are paid a heck of a lot more than we are now. And, if the departments are going to rewrite the rules, they will have to go through the administrative process which takes appxoximately one year. This process ensure that the public is involved.

Not sensible
If you change the pension plan for new employees than there is no new money entering the present pension system, which means that the pension system will not be properly funded. I say one of the simple steps would be to require all "confidential" and Legislative employees to pay their fair share into the retirement system. Presently, regular state employees pay 7.65% of their salary into the retirement system. "Confidential" employees (of which there are at least 700) only pay 1.5% of their salary into the retirement system. And, Legislative employees pay nothing into the retirement system. This simple change would increase revenues to the retirement system and help to reduce the deficit.

I would hope that this would mean the end of Dennis Bailey's political career. This whole site was dishonest of both he and Rhoads. I also question whether Rosa Scarcelli did or did not know about all this activity, especially since Rhoads started his research in 2009.

What achievements? LePage hasn't done anything yet. He hasn't even named all his cabinet members yet. Why should every taxpayer in the county pay for a resource officer in one school. This should be financed at the local level. This makes so sense at all. This is not the function of county government.

The TIF agreements should stop. There is absolutely no reason for a wind company to receive local tax breaks when they receive so many from the federal government (our tax dollars) already.

Maine discrimination
When Paul LePage and I were growing up in Maine, there was a great deal of discrimination against the French. Maybe, because he grew up in "Little Canada" he was not as aware of this fact. However, the discrimination continued through the 60s and 70s. I do not believe that LePage is a racist, however, I do believe he has absolutely no respect for people who do not share his views. Plus, he tells half truths to make his point, which really is bothersome. I do hope that these personality flaws do not affect his ability to govern, however, so far he has shown that he will have a problem representing all of us Mainers. He is our Governor for the next four years -- that is a long period of time for us to have a Governor who disrespects most of us and has a hard time telling the truth.

I think, what I disliked about Baldacci was his behind closed door deals. He can call this a lack of communication, but I call it the old fashion politics when politicians controlled everything. The good old boy network. Baldacci seemed incapable of seeing how his decisions affected people down the line. Plus, I don't know how anyone worked as a Commissioner for him. He gave them absoutely no support. He would agree with a decision and back down for who knows what reason, leaving the Commissioners with egg on his/her face. On the other side of the coin, Baldacci would put a budget together, but his own Commissioners would go before the Appropriations Committee and the Legislature lobbying against the budget. I guess this is what happens when you have across the board cuts over and over again. Across the board cuts, simply mean that there was no thought put into using budget problems to reform state government. No one looked at the individual programs. A review of individual programs is a time consuming, difficult process, however, at some point it cannot be avoided.
Love this statement

The Maine Care program is a mess. The latest theft of $4M by one care giver is an example of what is going on with this program. It has been a poorly run program for years. Unfortunately, there have been people who were willing to cover these problems up.

It is no wonder that people are not trusting the merger. The new Governor has never once talked about the worker -- he has only talked about businesses. He wants to bring new business to Maine, but at no time talks about decent wages. Plus, I still don't understand why the Republicans need more office space than what the Democrats had when they were in the majority. This coming session will need to be watched very carefully. Of course, the first regular session of the Legislature is always a nightmare with many tricks being pulled. So, we shall see.

When people make excuses for dishonest acts and accept this kind of behavior it is like saying that there is no problem. And, as usual, the lowly worker gets the shaft. I hope these lawyers pay the price for their bad behavior. This is the same kind of thing that has happened with Speaker Nutting. Good, but
I am glad that they will vote for START, however, they have to show that they care about middle class issues before I will vote for either one (depending on where in Maine I live).
Questionable
I am sure that somethings can be done to improve DEP, but many of these comments have nothing to do with DEP. It seems like these people are taking advantage of the meetings to express their viewpoints about everything. This is to be expected, but tell it like it is. Plus, Lowe's was going to LEASE land to build a $12-15M mall? That by itself does not make much sense. Why would one lease land instead of buying the land to spend $12-15M? Sorry, either Lowe's was being poorly run or something is not right about this story.

I can't begin to tell you why I appreciate a President who is willing for fight for us so-called middle class. Instead of complaining all the time, the Democrats need to join together in passing a plan that will keep the tax benefits for us. The Democrats already tried to pass their legislation, and it failed, twice. So, come on Democrats get it together or you will be history for decades to come. placing the blame
I know it is handy to blame the Democrats for all the problems facing Maine, however, there were many Republicans who were also involved in the process. I encourage every citizen in Maine to either attend or listen on the internet to legislative proceedings -- especially the Appropriation Committee. I think you will find that neither side was willing to bite the bullet to make changes.
More important issues
The State of Maine AG's office has many more important issues than filing suit against the federal government on the health reform legislation. I would much prefer that my AG keep his mind on the immediate issues facing the State of Maine rather than getting involved in political leaning issues.
City Manager?
A city the size of Auburn should have a City Manager who will be responsible for ensuring that all rules are followed. Elected officials are part time and are not expected to know everything. That is why a City Manager is a good idea.
tax breaks
Because the County Commissioners have, in the past at least, given these companies Tax Increment Financing exemptions, they have received their property tax money back. They pay the property taxes, but approximately 60% of the taxes are returned to the company. The remaining percentage has gone into a special account to be used by the unorganized territory in Franklin County. The unorganized territory of Franklin County is so small that it is nearly impossible to find worthy projects to fund. I like green energy when it benefits Mainers. Any and all power generated by these companies does not stay in Maine. I also do not believe that we should be giving the companies tax exemptions. They already receive millions in federal exemptions.
Question
I wonder which nursing homes paid the unbelievable inflated price that Nutting charged? Maybe, the nursing homes and hospitals should do a review of what they pay for medical items. We all know how expensive it is to be in a nursing home, and what it costs for an aspirin in the hospital. Money could probably be saved if these places went out to bid.

I am retired now, however, in the office where I used to work, the staff used office time to do just about everything personal. They spent time chit chatting, using the computer to check investments, buy articles online, talking to investment advisors, charity meetings, personal phone calls, etc. I particularly loved it when staff said they didn't need a computer at home because they had one at work. I figure we paid them approximately one day a week just to do personal things.

Now, if you could only convince Senators Snowe and Collins to be more honest and up front and vote to repeal this tax break for the rich. For Dana Connors to state that the revenues lost by keeping the tax break for the rich would be made up in jobs is an obvious falsehood since these companies have historically not been hiring even in the good times. And, the one thing this last election cycle told us was that the Chamber of Commerce does not care one bit about the rest of us Americans. All it cares about is making the rich richer. How does someone like Nutting, who appears to be easily confused for many years, going to be able to run the Maine House of Representatives? The Legislative session is very stressful for all involved. I just question his ability to be able to do a good job. The select body should be receiving monthly financial reports from the City Manager. That is the least the City Manager should be providing. The report should be a budget to actual for both expenditures and revenues. This should be part of the common practices of city government.

I am so in agreement with these journalists. I have discovered that a few friends find it more important to believe a lie than to know the truth. They only read and listen to whatever supports the lies, and when one corrects the lies with facts they get very upset. I found this last election cycle to be disgusting. Both of the major parties were nasty and disrespectful of each other. I was very disappointed with the influx of money from outside our state in order to spread lies about the candidates. However, I was also very disappointed with the Democratic and Republican parties. So disappointed in fact, that this long time Democrat is going to register as an Independent.
The Congress needs to pass legislation to close this loop hole in the campaign finance laws. I don't hold out much hope since this all benefited the Republicans, however, we get to vote again in two years so there is always hope.

I am the first one to state that most voters are not as well informed as they should be before they vote. However, taking advantage of absentee voting does not mean that the voters would be more responsible in their choices. Anyone running for office today needs to know that he/she must take advantage of absentee voting. It is a convenience that many of us like. On our way
Well, today's appointments clearly tell us that Paul LePage is going after two programs -- DHHS and DEP. I guess a review of the rest of the budget is not top priority. For those who thought he was going to carefully review every dollar spent throughout State government can forget it. The lawyer who is going to be reviewing regulatory issues will be there to supersede our present regulation -- that is what lawyers do. As for his budget person, Bradgon does not have any budget knowledge so he is only capable to looking at DHHS programs. The thing is that he will be looking at the program; the bad thing is he has no working knowledge of budget and will not be looking at any of the other program. As for the Central Maine Growth Council person, she hasn't achieved anything in centrral Maine so why would we expect her to achieve anything at the state level.
People voting Republican need to remember
that Republican President Bush and Republican Congress voted through millions of dollars in increases for us taxpayers. Increases we are still paying for -- tax breaks for the rich, two wars, etc. And, please remember the reason we passed a health insurance law is because the insurance companies have been getting 30%+ increases for years, and the latest increase is the last one they will get under this new health insurance law. Don't allow the lies being spread by the Republicans convince you to vote for these people who do not care about you at all.

It is my understanding that you want consistent but not huge wind. And, the fields of Aroostook County are already being tested for windpower. As I understand it, windmill technology is now capable to handling windpower in open fields. Also, I believe windmills are placed along roads in Texas.
Waterville's charter
Waterville changed their charter the first year of LePage's term as Mayor to make the Mayor a token political position. No authority. LePage has called the Waterville Sentinel to voice his opinions, however, that is all they are -- opinions which carry no weight.

Every single major newspaper in Maine has endorsed Eliot Cutler. So, it seem sot me that people should take notice and seriously consider a vote for Cutler. I have already voted for Cutler. citizenship first
I definitely think that immigrants should have to become citizens before they can vote. My goodness, this story is talking about an unemployed man who has been in the United States for 18 years, and yet he cannot speak English. He has nine children who have received education for free. And, evidently, we have been supporting this family all this time. The organizations that brought these people over here are to be commenting on their kindness, however, it seems to me they have an obligation to educate them, find work and get citizenship for them so that these people can become valuable citizens of the United States.
LePage as Mayor
LePage has succeeded as Mayor of Waterville because he has absolutely no authority over the operation of the city. If he doesn't like something, he goes to his friendly local paper (the same paper run by the company which LePage for would not sit down with the editorial board) and makes statements. However, it is up to the Council to decide how things run in Waterville, not Paul LePage as Mayor. So, all that he claims means nothing. Absolutely nothing.

I thought the commission was already investigating the Cutler site. Well, I guess we will have to wait and find out. With the election so close, I would like some answers with regard to these two issues. If the Ethics Commission does not take up the Cutler issue, I hope Cutler sues.
Canada and wind power
Wind power has absolutely received preferential treatment under the Baldacci administration. As a matter of fact, I believe there have been less than legal dealings with First Wind. And, absolutely none of this has been done with the benefit of the Maine citizens in mind. Perhaps, Canadian power is so much cheaper partially because all of the wind power is shipped off to Canada. It is fine to be a good international citizen (as Baldacci is always saying), but our first responsibility is to the residents of Maine. We should be producing all the parts needed for windmills, solar panels and whatever else, and a portion of the power produced should remain in Maine. And, the windmill companies are ripping us off with the Tax Incremental Financing deals that they are getting. While I think most of these candidates don't really know much about natural resource programs, I think LePage knows less than anyone else. He doesn't know enough qualified people to fill the Commissioner slots. And, he talks about listening to the people. Paul LePage has never listened in his life. You don't have any desire to cut the cost of education. In my opinion, the cost of education for our PreK-12 is out of control. Way out of control. Our per pupil cost has sky rocketed beyond belief in the last twenty years all while the student population has decreased which is why the per pupil cost have increased so very much). We need a Governor with new ideas who can work with the Legislature to implement laws that change how education is funded. It seems the local communities are incapable of controlling education costs so the next Governor needs to be able to convince them to change or if worse come to worse any additional costs beyond the basics (basics including music and good gym programs but not sports) would be covered by local property taxes. I know some of this sounds like what LePage is saying, however, he is not even knowledgable enough to know how the schools are presently run. He is simply saying things to say things. He doesn't understand what he is saying. It is like he listens to a tape recording and spits out what he remembers. Any time he goes off script he really messes up.
Interpreting Paul LePage
With everything LePage says, one has to decipher what he is saying. First, he does not want to lay off teachers, but he wants to increases the student-teacher ratio which means teachers would be laid off because they are no longer needed. Second, he is now saying that his previous statements were mischaracterized -- nifty new word for him. I support he is saying that he didn't say what he said. Thirdly, I guess LePage does not realize that home schooling requests in Maine are very rarely refused with very little oversight. If anything, I think more oversight is necessary for home schooling.
Character and responsibility
How can this man stand there with a straight face and say the race has nothing to do with driving record? If one is an irresponsible driver, one takes the chance that he/she will be responsible for killing someone -- either themselves and/or someone else. For this man to brush this off like it is nothing is totally lacking in character.

This article makes it clear that both the Mitchell and LePage campaigns have and are doing exactly as Eliot Cutler claims. I think it is a good thing that Cutler has contacts in China. We need to open our export markets around the world. My nephew lived and worked in China for three years as a chef at one of the large hotels. That does not mean that he is any less of a Mainer. It doesn't surprise me that LePage does these kinds of things, however, I did think that Mitchell was a more honest person than that. Shame on them both for these kinds of underhanded politics. I now think that neither is qualified to be Governor.

What he is saying is that by telling the President to go to hell, it would change anything. It won't change anything. Paul LePage as Governor of the State of Maine will not have the power to tell the federal government that the fishermen will not follow the laws. The fishermen will still have to follow the laws. This story is certainly convoluted. I think I have been able to move my way through the weeds. It appears that the state's ethic law allow one to run ads, without registration, if the ads do not advocate for a particular candidate. If this is the case, then the DGA appears to be legally running the anti LePage ads. Plus, from what I have seen, these ads are just putting forth exactly what LePage has said or done. Nothing else. As for the RGA, I don't believe I have seen their ads so I don't have an opinion with regard to them.

First of all, Senator Collins voted for this in committee. She is not claiming that it does not belong in this legislation. She was complaining that Republicans would not be able to submit all of their amendments DSDT is a military issue. It is an important military issue, and deserves attention now. I feel connecting it with the military appropriation act gives it the importance it deserves. It seems like people are so eager to dismiss this as not important. It is important to the people who want to serve our country and are not allowed to do so. This is discrimination and needs to be addressed.

I, for one, am glad that Eliot Cutler is running for Governor. Otherwise, I might be forced not to vote at all which would be difficult for me since I have voted every year since I was eligible. I have always said that Libby Mitchell is a likeable person and deserves respect for all she has accomplished, however, she is old school. Paul LePage is off the hook. He really doesn't have the knowledge he needs to be able to step into the Governor's office and does not have the people that can step into run state government. Listen, the only reason Cashman and the Baldacci administration changed their tune is because it wasn't going away. And, it was handy to blame the former Chief Information Officer since he was not able to defend himself. The administration did not want to provide copies of the emails so they gave an outrageous dollar amount to be able to retrieve the emails. It is as simple as that.
Personality and character
LePage has had an easy political career. As Mayor of the City of Waterville with absolutely no authority, he was always in the news telling everyone which he thought should be voted in or out. The City Council never reputed what he said because they knew they were in control. The Council was responsible for how the City of Waterville was run, not Paul LePage. And, it is pretty clear by now that Paul LePage really doesn't have a clue as to how the City of Waterville operates. And, worse yet, he doesn't know the purpose of the individual departments of state government, and he doesn't care to learn. He just speaks off the top of his head -- making cute little comments and phrases which have no substance.
Some facts that LePage seems to not know about Waterville
Okay, it is now fact that LePage is a liar. But let’s speak to his plans he announced today. None of this was new. There was a little more detail to his education idea, which I find laughable. First of all, Mr. LePage, the students that excel in the Waterville system have, for years, been able to take "Advanced Placement" courses which if they do well on the national tests mean they can skip the freshman college class for any of the courses they tested well in. Second, the students that excel in Waterville have, for years, been able to take Colby College classes their Senior year (it may be both junior and senior year -- it has been too long since my son did this for me to remember exactly). This is for the student who is top of their class. It is very apparent that the rest of the children do so poorly on the SAT that any credible college will not accept a fifth year of high school. I think it is probably more important to graduate student who can read and do math. It certainly appears that there are so many things that Paul LePage doesn't know about the City that he supposedly saved.

Need a Change
I think it is absolutely essential that we have a real change in Maine. I can't support LePage because he claims he is responsible for things that have happened in Waterville that he did not have the authority to influence and is not responsible for achieving. The Waterville City Charter clearly states that that the Mayor has no authority. Also, he and his campaign would evidently prefer to spend precious time doing funny walk arounds in Waterville and making cute little statements rather than learning anything about state government in order to make real decisions as to how state government should be changed. I like and have respect for Libby Mitchell's accomplishments, however, she is old school which I feel will not work for us. So, I am voting for Eliot Cutler because I feel he is intelligent and has the knowledge and ability to work with the Maine Legislature to make the changes the citizens of Maine deserve.
Maine Heritage Policy Center
This is a very right wing organization, and I think maybe they are not to be trusted for providing correct figures. Certainly, other organizations such as there are not trustworthy. However, even if the figures are inflated, the State of Maine does have a problem in this area. We very badly need to stiffen up the standards -- residency requirements, high levels of standards so not so many people are eligible; a cut off period (which I believe is a federal requirement of five years already), a volunteer or paid work requirement, and the requirement that all adults get a high school or GED diploma.
Something is definitely wrong
I think that our requirements for receiving aide are lower thus more people are eligible. These standards need to change. Plus, we do a residency requirement of at least six months. I believe the federal requirements only allow a person to be on welfare for five years, however, if not, that should be another standard. We do receive federal money, however, we also use state matching funds to receive this money so at both levels, this need to change.
This should be interesting
I think First Wind will get its first real opposition from the local people. And, I certainly hope that the Piscataquis County Commissioners (for the unorganized township of Blanchard) and the towns' leaders will not give this company Tax Incremental Financing agreements. These companies get millions of dollars in tax breaks from the federal government. They do not need tax breaks. Plus, commissioners, you should know that if no tax break is given, the value of the windmills will add to the valuation for the unorganized territory so the towns will see a lowering of their county property taxes.

Off shore wind
I am a little confused. About a month ago the Governor was bragging about a contract with a company with regard to off shore wind off Eastport. At the time I was surprised that this was the case when I knew that the UMO had just recently received federal money to work on off shore wind. Now it appears that the PUC is just now going out to bid. Can anyone explain the difference?
Mitchell plan
The Bangor Daily News had a much more detailed article about Mitchell's plans. This is the response I had to that article. I am sorry but none of these are new or helpful ideas. The Department of Economic and Community Development has in recent years been responsible for guiding new businesses through the system. So, Mitchell wants to add another layer. Also, the State Planning Office has always been an arm of the Governor's Office as was the Department of Economic and Community Development initially. Mitchell wants yet another review of taxes. We have had several reviews (with business, legislative, plus involved) of taxes through the years; so why would this be any different? Having a case by case consideration with regulatory requirements would seem to me to be an opening for special considerations for "special" people. All state contracts now require that 5% of the total cost be withheld until the work is satisfactorily completed. Maybe the percentage should be increased, however, I think it might be detrimental to us if we had a "claw back" clause because contractors would be very hesitant to bid without adding a lot of additional costs and our AGs office would be extremely busy litigating to get money back. Perhaps a better system of oversight would work. LEAN management sounds good, but first there has to be someone who understands and knows how all the departments and agencies function in order to consider a LEAN management philosophy. And, I know that Libby Mitchell was head of the legislative arm overseeing OPEGA that has been functioning for several years now and has not done a thing; so please do not suggest that they could be of use. As for making forms and data available online, I believe the State of Maine has actually been recognized for the fact that so much information, data and forms are available online. I will agree, however, that the broadcasting of meetings would be helpful. It has certainly been helpful at the Legislative level and the Land Use Regulation Commission's Plum Creek meetings. I find it interesting that Mitchell wants to reform state government. If she really wanted to reform it, she would have done something about it during all the many years she served in powerful positions in the state legislature. So, I think this is a bunch of nothing.
forums or debates?
If it is a forum put together by a particular organization, then the organization gets to pick who should be there. If it is a public debate, then all five should be invited. And, at this point, I feel that Libby Mitchell is being silly trying to make certain organizations invite people that they do not want to invite. It seems like an infringement on the organization. If Libby doesn't want to attend a forum hosted by a certain organization, then don't do. But, don't pretend it is because you feel the other candidates are not being treated properly.
Jenkins
Mr. Jenkins is a nice man, however, when he was in the state senate he just kind of sat there and did nothing. The gubernatorial race has plenty of candidates without him being involved. He will never be able to raise the money he needs to wage a decent campaign. Write in votes are hard to get. I would strongly recommend that Mr. Jenkins stay out of the gubernatorial race.
The rush is the
Baldacci administration wants to get these windmills in place before people realize that they are recommending tax incentives for the windmill companies so there is no tax advantage (a lower of the millrates) for the towns. And, of course, the biggest problem being that us Mainers receive not one little bit of the energy produced. It is awful and is about greed. Just like every other good idea, there are people lining up to make sure they benefit personally. What is awful about this is that it is our elected officials and the windpower companies who are benefiting.
Baldacci
In all his glory, Governor Baldacci led us down the green lane of no return. No return to the benefit of Maine citizens. I am not against gree power, but we must demand that a good portion of the energy produced stays in Maine. And, the windmill companies do not need any more tax incentive; they are already receiving plenty of tax incentives from the federal government.
poor budgeting
What this says is that the town exceeded their budget by $100,000. That is not a good thing. Plus, the state should have already reimbursed the town for half of the General Assistance. It is my understanding that, if the paperwork is submitted by the town in a timely fashion, the state reimburses throughout the year. I think maybe the residents better keep a close eye on the administration of Norway.
It is about time
I am so glad that this story is finally being written. This is a perfect example of how something good can go so wrong when people in power become greedy and corrupt. Now, can it be proven that what was done was corrupt, probably not, because the people in the know are the ones who did all of the bad behind closed doors agreements. I am sure they feel they had the best of intentions, however, some of us know differently. The only intention they ever had was for their own benefit. I agree with the Superintendent, our students should be able to achieve at least a cumulative of 70. I also agree with the guidance counselor that new techniques should be implemented. This is why I agree with the change. School administrators, teachers and parents will be forced to do what they should have been doing all along. Parents if you instill in your children the importance of education when they are young, it will carry them through adulthood. As an example, I do not like board games but they are a great learning tool for younger children. So, I played board game after board game with my young son beginning when he was two years with bingo. He was the caller which was slow but useful. He learned his numbers and letters. And, I worked full time and was a single parent without any support from anyone else. So, I know that it can be done. It is not easy, but nothing in life worth doing is easy.

Considering your statement, I don't know how you tolerate living in the State of Maine. I have friends who visit the state every year and are thrilled that it is so beautiful and clean. I think maybe, if you do live in the State of Maine, that you should move to another state to learn just how horrible Maine is not.
wind power
This is just another example of how the Baldacci administration has pushed through what they want with no concern for any one of us residents. This also points out that the Maine Legislature does not do its job of oversight. Anyone who has dealt with the Legislature knows that simply by the timing of the legislation can be benefical. I have been involved with a couple of wind mill projects and, personally, saw the Baldacci administration push these projects through with no benefit to the residents. If the Governor cared one little bit about us, he would have been the first one to want the windmills to have a benefit to the residents of Maine. He did just the opposite -- his administration supported tax incentives without ensuring that some of the energy produced by the windmills would stay in Maine. Another message I have for the Governor is that you were suppose to lead the State of Maine not other states. You failed miserably.
Last time?
I was kind of hoping that this additional funding would not happen. Our State needs to learn to live within its means, and that goes for every level -- state, county and local. Everyone should stop blaming the other levels of government, and just get their own act together.

state retirement costs
New benefits? The only new benefit that I remember is the legislature changing the vested time from ten years to five years. And, I can guarantee you that this was done to satisfy legislators that wanted a pension from the state. Also, the General Fund does not pay all of the pension costs. If the state employee position is funded from a protected (money is only to be used for that specific purpose) account, called a special revenue account; or a federally funded account, then these accounts pay the retirement costs. One way the state could save money on retirement costs is to make the "confidential" employees pay the full employee burden. Presently, "confidential" employees only pay 1.5% of the employee costs while the state pays the remaining 6+% on top of the usual state portion. Non confidential employees pay the full burden of the employee portion. There are a number of confidential employees who receive this higher benefit than regular employees. I believe this is either a state law or one that the Governor gives; so it should be fairly easily changed. I have always thought this was a question of equality, but Governors feel that since their staff members are all confidential employees that they are lightly not going to be serving as a state employee for very long so they deserve this break. Well, Baldacci has certainly changed this premise by putting his confidential employees into more permanent position throughout state government. Plus, there are many non guberatorial employees are are confidential and receive this additional benefit. The state can save money by making these people pay the same percentage as regular state employees.

It is kind of disgraceful for the editorial board of a sizable newspaper to not get their facts correct. The fact is that Maine legislators are paid:

Sorry Commissioners, but I think you are breaking state law
I think the Commissioners, if they looked at state law, would find that a bid process is required for all work above $2,500. What they should have done is combined the bid process for summer maintenance with the snow plowing needs. That way the bidders would have presented bids for both types of jobs.
public funds
I am upset that we have spent our money for primary runs. I do not believe that primary candidates should receive public funding. Considering that we spent almost $2M for Mitchell, Mills and McGowan to run against each other in the primary. Now, we are giving Mitchell another $600,000 for the general election. This is a lot of money for people to fulfill their egos -- not all of the candidates are doing it solely for their egos, but some are.
Printing bill for referendum
I am sorry to say that it looks like Mr. Gedat is trying to make a political point. When any bill is to be paid by the county, the Commissioners need to approve it being paid. So, by Mr. Gedat bringing this up as one issue, he is trying to make it political. Plus, I have worked with many counties through the years, and they do need to either legislate qualifications for the Treasurer or have the Commissioners appoint the Treasurer. We are spending extra money at the county level because many Treasurers are not qualified to do the job so the counties are forced to hire another employee to do the job that the Treasurer is incapable of doing.
Parents selling drugs with children
These parents, in my opinion, should never be allowed to see their children again. As an example, the Amity 10 year old child's death was probably done while a drug deal was going on.

Unfortunately, this happens way too much. I just don't understand why this wouldn't get caught at the beginning of the process. Don't the federal, local and state agencies verify any information?

Arden Manning does not realize that Maine businesses will love this visit. Senators and Representatives from Maine
Both Senator Snowe and Collins have served in important roles in the United States Senate for so many years that they must take responsibility for a lack of regulations being in place to protect the American public. For either to criticize the President of the United States is unacceptable. Ladies, it is time for you to stand up and take responsibility.
As for Representative Michaud criticizing the President to suggest that the President should have met with the BP CEO prior to this, I say that there was no reason for the President to meet with the CEO. It is prefectly appropriate that he waited to meet with the Chair of the Board. After all the Board is ultimately responsible for what BP does not the CEO. The CEO answers to the Board.
Sometimes I think that our political representatives and Senators think we are ignorant people. Off base
I don't know how Snowe and Collins can justify this vote. Collins claims that she doesn't believe that the Environmental Protection Agency can deal with such complicated issues. What makes her believe that she is qualified to deal with such complicated issues. As far as I know, Collins has no environmental qualifications. Collins appears to not be able to make any good argument for her vote. This is happening more and more from the Collins camp, and I am unsure as to why. The only thing I can come up with is that she wants to make a bid for the Presidency or something. Either that or she has lost it.

I believe that Rosa Scarcelli did better than expected because she knew her facts and had good and interesting ideas. She blew the other candidates out of the water during the debates. The only problem with her was that she was not party connected. One cannot succeed at the level of running for Governor without the party connections. The old connected Democrats basically cut you out. This is, in my opinion, part of the problem. Rosa should have run as an independent or run for lower office in order to work her way into the close knit Democratic party.
Need to think outside the box
Our world has become a very small place -- all interconnected and interrelated. We need a new Governor and administration that can think and react outside the box. I believe the reason that Maine has such a hard time of succeeding is because we are hung up on the old ways. We need to be able to access and work with other states and other countries. Our need Governor needs to be able to bring us into the 21st Century. This is why I am looking to Eliot Cutler to see if he has what it takes.

I have known Eliot for over forty years. He is a very bright individual. He also has a varied background with international knowledge which is good in today's world. He does have to spend a lot of time and money to get known here in maine, even though he was born and raised here. So, look him over and see what you think.
Steve Rowe
Steve Rowe is not a glitzy candidate, but he is an honorable man who is dedicated to serving the State of Maine. We have had enough of the games and lies. We need honesty and good strong ideas. Lets give Steve Rowe a chance to serve us in the way that we want to be served.
primary endorsements
In days passed, a fellow Democrat of influence would not endorse anyone during the primary season. I liked it that way. It was more respectful of all candidates. Hannah Pingree would do well to go back to the days of old where there was respect between the candidates.
What is wrong with the leadership in Maine
Windmill power can only be profitable in Maine if we produce the windmill parts. We have many closed, unused factories in Maine that would, seem to me, be able to be transformed into factories that make windmill parts. Why is no one investing money in something like this kind of factory?
Also, in the short run, we need to negotiate more strongly with the windmill companies. We need to keep some of the power produced in Maine, and there needs to be a property tax advantage to us Mainers. The windmill companies are getting all the profits and tax breaks while the State of Maine residents get nothing. The Baldacci administration has given away the farm on this one. Of course, they have seen personal profit and will probably continue to do so. John Baldacci has taken good care of himself and his friends. I wish he had been more concerned about the people of Maine.

I guess for a place that has nothing, the 17 jobs is a big improvement. However, if the wind companies are not paying property taxes, the town is not getting the full benefit of the wind farms. Plus, the windmills should be providing electricity to the town. In Maine, the windmill companies have received tax breaks and all the power is shipped out to Canada and the rest of New England. Only the company is winning with this action.
Visa
If his visa expired prior to his marrying an American woman, then if he has done nothing wrong he should be immediately deported. His wife has the choice to either stay here or leave with him.
Again, I really do not understand why we are not immediately deporting the people who are here without legitimate visas. We should know the whereabouts of everyone who is here in the USA with a visa. And, if we do not know where they are, we need to find them. Once their visas are not current, they should be immediately deported. Evidently, we are not doing that, and worse yet these people are marrying American citizens and only God knows what else. This has to end now.
BP MUST PAID PENALITIES AS WELL AS CLAIMS
It appears that BP was negligent. Thus, they need to pay the US government big penalities as well as all claims for death benefits as well as companies losses, or loss of work for however long that it is. In other words, BP needs to support the fishermen and their families as well as restaurants, etc. that lost seafood due to this spill for however long that the industry is impacted. So, if the industry is distroyed for 20 years, BP needs to support these people and businesses. They also need to provide retraining so that they will be able to possibly get other work. In other words, BP you will be paying for a very long time. If that ruins your business so be it. You cheated and destroyed peoples' lives. Oh, and you did to do whatever is necessary to return the land to it environmental use.

Selling natural gas companies and borrowing -- here we go again, our bills are going up, up, up. It is time for all of us who are not rich to leave the State of Maine.

deferral
Which towns can afford to have these taxes deferred? After all, remember that Maine is the oldest aged state in the United States. That would be a lot of deferred taxes.
contractual agreements
Once agreements with employees are made, these employees make plans based on those agreements. The original plan to pay health insurance for spouses was a serious error in judgment, however, it was made and promised so it should stay. Unfortunately, if people looked at what the counties pay their employees for salary based on a 35 hour week, health insurance, and other benefits; I think they would be very unpleasantly surprised.
Shame
What an absolute shame. People for some reason do not listen to weather warnings before they set off in kayaks. Two young lives gone because they were not cautious.

What I find a waste of time and money is that so many different committees have to hold expensive hearings on the same subject.
long hours
Believe me, I am well aware of the effect of working long hours. For many years, I worked seven days a week for several months out of the year. It was extremely unhealthy for me. I knew, while I was doing it, that it was harmful to me. However, once I retired I realized that I was truly at the end of my rope by the time I decided that I must retire. The problem was that I was the only one who did this particular job, and I cared greatly about the taxpayers. So, I fought hard for them. All the while I was putting in these long hours, the people who I shared office space with did not even work their forty hour week. This occasionally really bothered me, however, they were the smart ones. Unfortunately, because they were public servants, the taxpayers were paying them not to work fulltime.

No Republican should get elected on this kind of platform. The candidates can claim they don't support the platform or like Les Otten claim he doesn't know anything about it, but the fact is the people who voted for this platform support it. It is a shameful representation of society today; and it will cause me not to vote for a Republican at any level. If the candidates really do not support this platform, they should have had enough influence to ensure that it did not pass. They did not so wihout saying it, they support it.
Pat McGowan
Pat McGowan was a good candidate against Olympia Snowe twenty years ago because he was a young attractive candidate without much of a paper trail and Senator Snowe really did not pay much attention to her constituents. Twenty years later everyone who has dealt with Pat McGowan knows who he is and realize that he is mostly about Pat McGowan not anyone else. He is not quite as honorable as he would have everyone believe. He brags that he has owned four businesses. The important thing is these businesses were unsuccessful. As Conservation Commissioner, he has enjoy flying all over the state enjoying the good life. He has not been a great commissioner. But, he has toed the line of the Baldacci administration which is not something to be proud about. We certainly do not need another Baldacci carryover as Governor.
Windpower is not free
There is nothing free about windpower. The companies receive our tax money from both the federal and state governments and receive all the profits.
keep the energy in Maine
I thoroughly oppose tax incentives for windpower so I am glad the company claims they will not ask for a tax incentive. Plus, lets face it, very few jobs (once the roads are constructed) are produced by windmills. There are maybe 5-6 positions needed to keep the windmills running. I also oppose the fact that the energy produced does not stay in Maine. Maine sees absolutely no advantage to windmills. We, in Maine, need to be smarter about negotiating with these wind companies. We can pretty much set the rules, but we must insist that there is an advantage to Maine residents. The wind companies are very good at giving people who help them rewards (behind closed doors) -- just ask Gov. Baldacci and some of his former employees as well as Washington County Commissioner Chris Gardner. However, the companies have not made any effort to care about the people of Maine. It is clear that the people mentioned above do not care about you, the Maine citizens, so you must work very hard to ensure that the people of Maine receive direct benefits.

This turn around by the state chamber is interesting, but I believe insincere. The vote is less than a month away, and all of a sudden they support it? They appear to be acting like all the federal Republicans -- lie, lie, lie. They must think that if they now support it, that they will be able to elect more Republicans. One thing about Baldacci is that he does not have the capacity to learn. He is obstinate to the point of ignorance and stupidity. He makes important decisions without input from the people who are best qualified to know a particular subject. As an example -- the corrections legislation. One of his brothers is a county commissioner in Penobscot County and is one of those responsible for running the county jail - Baldacci never once asked his opinion on the changes that he wanted to make to county jails. We, the citizens of Maine, will be well rid of him.

Through the years I worked for state government (just retired last year), I was very aware of several people viewing porn and using the office computer like it was their personal computer. In my opinion, they spent way too much time during the work day on the computer for personal reasons. I believe that if you are being paid to work, you should not be playing on the office computer. The same goes for telephone calls.

Full time is considered 32.5 hours at the counties? When county salaries and benefits are considered this should be well known by all. The county employees have always complained that they are not paid enough, however, I have found that in most counties the benefits are superior.

I understood that from the article, however, First Wind's only turbines in the State of Maine (right now) are in Washington County which is one of the counties in our state that are desperate for jobs. Plus, First Wind is receiving a huge tax break from the taxpayers in the unorganized territory and it seems to me that some of these jobs should go to these people. And, of course, they are receiving federal tax breaks so it really isn't costing them hardly anything to put these turbines up. So, "Common Sense" this is my common sense. I am glad the company is
I am glad the company is having training sessions, however, in my opinion I think these training sessions should be held in Washington County. Many Washington County people cannot afford to travel and stay overnight in the Portland area.

The town should absolutely
The town should absolutely have someone from Revenue Services for free. Eaton Peabody is only representing the business. It will not provide the town with any information that would cause the selectmen to vote against a TIF. They have represented TIF agreement issues around the state and have not provided the complete truth.

Excellent suggestion. However, Governor Baldacci cannot show you the money. There is no benefit to the people of Maine. Governor Baldacci has gone beyond reasonableness in order to give tax breaks to these large wind companies who are already making huge profits from wind power. This administration could not be more stupid about their pursuit of windpower. It is quite unbelievable the extent that this administration and some counties will go to when negotiating with the wind companies. I swear it makes one wonder if they are not receiving some payback.
Senator Snowe, it is time
