Discouraging

I read that the National High School graduation rate for school year ended in June 2011 was 72%. So its bad news everywhere.

I'm not for more special, and usually meaningless, watered down programs thattypically do nothing much for the wayward childs education, than to cater to their self esteem and give them an A in attendance.

Right now as I understand it, if a child is habitually truant, and you want to legally pursue the issue and hold someone accountable, the most stringent result you can acheive is a small monetary fine against the parents, and you have to prove the parents are willfully making the child truant. Even the very worst parents if asked will say they wish their chld would go to school, but alas, they cannot make them. These parents are often just too lazy, indifferent, and have failed to provide the needed guidance and discipline for so long that by the time the child is in High School the situation of school attendance is very much out of control.

It would be nice to see the childs attendance linked to the parents receipt of any benefits they might be receiving from the Government.
It would also be nice to see some onus for this behavior actually put on the truant children and have them held somewhere for the day. Somewhere with no windows, electronics, since it takes a village to raise a child give these kids a village decreed forced time-out! A nice dismal punitive environment, not a self esteem sucking-up environment.

I know many people would consider this harsh, and shout that holding a wayward child of insufficient maturity or intelligence responsible for their behavior is wrong, but the other default option of allowing the same child to make the decision to wander the streets, sit hime a play video games, flaunt authority, and have a good old time, with no repercussions is a much worse option for that same child to make.

10 convictions in 2011? Up a whopping 25% over the previous year(meaning 8 convictions for 2010)

According to the U.S. Census Bureau’s American Community Survey
Maine had one of the HIGHEST rates of households accepting public assistance in 2010 despite the fact that the State’s poverty rate was NOT among the highest. - This statement alone implies fraud abounds!

In 2010, Maine saw 28,213 households on public assistance, (5.2% of the state’s population). Given the numbers using the system, the abysmal conviction numbers are basically not even worth mentioning.

Please keep in mind that "Public Assistance" was defined by this survey as either TANF or General Assistance distributed at the municipal level. It DID NOT include SNAP or SSI!

For the first printed announcement of Mr. Paradis passing, the ensuing story lends itself more to exploitation of the event as a rallying cry to force a Mayoral race "do-over", rather than any lamentation or reflection over the loss of one of Lewiston's finest people.

The delivery plan

The delivery plan for all this seems somewhat ill-conceived, sketchy and if at all practical... downright dangerous. Transporting a large bulky valuable cargo from the Kenyan border to Mogadishu relying on officials who have little to no apparent control over the area to recommend friends and "who to deal with"??? sounds like back alley dealing at its finest.

I imagine they will be getting a look at her cell phone records. I suspect there is more to determining whether you were texting of talking at the time of an accident like this other than simply taking one's word about it.

Tough One To Call

The onslaught of technology, i.e. hundreds of Cable Channels, DVD's, Internet, Cell Phones has many in the age bracket up until all hours already. Maybe it's wise to let them be able to put that idle squandered time to better use. A work ethic is not a terrible thing to foster.

Not liking it....

In reading this article and not knowing more... I shudder. We cannot afford this.

The City has done poorly making other "assets" out of other older decrepit property, the Bates Mill and the Colisee come to mind, and we're still paying for those. Now we're looking to get into the Venetian canal business. No thank you. Maintain the roads before taking on an intracate maze of ancient waterways.

The canal system freely described as a "leaky bathtub" is also falling apart. We've all seen them empty, with their 150+ year old walls are constatntly crumbling, during the periods they are emptied for servicing and to have the garabage amassed in them removed. To think we'll run them at less than half flow (because they are so weak) and hope for their simple asthetics to spurn development is way too costly a venture to even contemplate in these economic times. It's notable that Florida Power and Light is willing to simply "sign them over" to the City... which is a good indicator of their value.

Agree with editorial

Loved the part about why this legislation constitutes an "emergency"!
I also heard recently on the radio that that if this legislation were enacted and fireworks legalized, that the State of Maine would take in app. $500K to $800K annually in revenue through taxation and licensing. That's essentially the benefit.
What will the cost for medical visits, surgery, and rehabilition for the inevitable injuries received from this big revenue generator? I would think but one finger or hand blown off could negate the State's entire revenue intake for the year. Chances are good that many a victim will be a Maine Care participant.
So as the money from this rolls in the Capitol's front door, we'll need to hire a person to run it right down the hall to the Maine Care office.

Not enforceable

Nice concept but it would be unenforceable. Define a smoker... a pack a day, pack a month, a year? Once a smoker is defined trying to prove someone qualifies as a smoker "legally" these days is impossible and cost prohibitive. You certainly can't take them at their word.
