My classmates voted on it so I took your cancel out. I don't know who you've been talking to but my reunion response has been overwhelming. At this point and time It will be the largest attendance one to date. Why I asked the questions was for tax purposes only. I don't want taxpayers paying for your event. I was asked the question by a tax payer because I use to serve. I couldn't answer the question sir. Hope the Home coming is successful. My reunion is going to be. I'm not justifying what he did. I'm just saying it's to bad he had to do so. The owners I'm talking about are the mslum lords who do have the money and they will do anything to keep it without bringing buildings up to code and having code officials letting them slide for some reason. The blight in my area is just that. Private home owners do a good job keeping their property looking good. Is sponsoring this homecoming event. Is the Town of Rumford contributing to this organization in anyway as in an Initiated Article? Blac ck Mtn. is the location for this event. Hope they will be forthcoming when they ask for monies next year. It is a good undertaking but there has to be some type of accountability on monies made.

The yes Voters

Should be tarred and feathered. This Board is responsible to the tax payers, not themselves. Combine schools get rid of the dead weight and create courses such as Ethics and others to give students more offerings to better prepare them for life after High School. I guess' Reality' is lacking for this RSU 10 Board.

This is caused by

Stubborn people who won't let change happen. Let's Save Dirigo, at what cost? People refuse to look at combining the sports programs ,at least Mt. Valley/Dirigo. They refuse to look at combining the schools. There are cuts that have been suggested that should have been made long ago. Which are good. The RSU 10 Board needs swallow some courage seeds and make the decisions that should be made. If done right the students will be the real winners.

Unbelievable

" I encourage the voters of Rumford to do the right thing", quoted Mr. Hotham. The right thing to do voters of Rumford ,once again, is to vote "NO" across the ballot. The Selectboard and Finance Committee just doesn't get. There is going to be many more vacant houses in Rumford because people aren't going to be able to pay their taxes. These increases should be coming out the the Selectboard and Finance Committee persons pockets since it seems they are well to do enough to continually vote in increases.

Consolidation

If the boards of Rumford /Mexico had any committment to the people they would look at consildating the towns. The more people contributing to one pot would bring a tax savings to all plus the working together bring about better facilities for the entire area. Extend to idea to include Dixfield also. Use the Santa Clarita Ca. model. Combine all small towns into one major town with district names . That would be the names already present. Therefore saving individual identities for adresses etc.

Cosolidation is a plus

Positions lost could be lessened. Money saved on single sports teams . RSU 10 beating RSU10 shouldn't be happening. Additional course offerings for students could happen. 9 through 12 should be happening and 6 through 8 should be happening. This would be better for the education of the students. This is common sense.

Where was Dixfield mentioned in my comment? Nowhere!!!!! RSU 10 is made up of several towns. You singled out Dixfeild on your own. Taxes are going to go up. RSU 10 Board is afraid to act for the benefits for for creating more course options across the board by not going ahead with changes that should be made. Progress for better opportunities on on fronts is needed for the River Valley Region. You seem to be afraid of this for some reason. Doesn't matter what the topic you find faults that prevents progress. You help create negative attitudes that are destructive not constructive.

Region 9 budget approval

As I am recovering from and illness and could not attend the Region 9 meeting of April 4th I would like to go on record ,that if I was present, that I'm not in favor of the presented budget. It is bad enough that all the schools in RSU 10 have an over abundance of Ed Techs now there seems that Region 9 now desires them. Then to approve a mileage payment increase on top of and tech addition is a little overboard.
At first I was torn on both issues. It is dissappointing that two members of the RSU board ,who are on the Region 9 board, voted against the inctreases and they do nothing to stop the over spending for RSU 10 budget. There should be changes made across the Cooperative agreement that says you cannot serve on both boards. The townspeople should vote for their Region 9 member reps also. For the RSU10 board having the authority to appoint should be discontinued. The is an example of conflict of interest from one of the RSU board appointments and it is not being corrected but allowed to continue. Mr. Kauback is employed by RSU 10 and gives Region 9 contracted services and serves on the Region 9 board. The Region 9 Director has been made to believe there is no conflict. Region 9 Board Policy or any school policy states" A Board member shall not have any direct or indirect pecuniary interest(as defined by law) in a contract with the school, nor shall he/she furnish directly any labor,equipment,or supplies to Region 9. The RSU10 Board should give Mr. Kaulback a choice. If he wants to serve on the Region 9 Board he should resign from such emploment or resign from the Region 9 Board. This a reason for election by the people. Region 9 is a great school but the Board is giving in to the RSU 10 frame of mind.

This joint Buying

is not the best way of truly saving money. Town merging is where money is really saved. All for one and one for all. The more who contribute to one means savings for all. Rumford/Mexico! No double departments. One governing body! (Invite Dixfield and Peru into the fold. Look at the Santa Clarita,California model. Combine the smaller cities into one with districts. River Valley with the districts of Rumford,Mexico,Dixfield and Peru. Identity is not lost. Mail delivery stays the same. Can it work? I say it can with better people in office. All working together for the good of all. Strength is in numbers. Working as one benefits all. That's not hard to understand. Woops,for some it is hard!

Won't Happen

if the Peru residents have their minds set on Saving Dirigo. If Peru wants savings in taxes they best submit letter telling the RSU Board to look at combining ninth through twelve Grades; along with combining either sixth through eight or seventh and eighth grades. By doing so you elimnate double sports teams on both levels. Educationally, combining High schools would combine subject areas for full classrooms and not 1/2 empty classrooms which in turn could bring about more educational offerings. Expansion of educational opportunities should be the main goal. Sports should be secondary. Doesn't matter what class one plays in for sports. It is for the purpose of students to have physical activity to become more well rounded individuals. Give them a chance for athletic scholarships beyond high school. Good parenting along with good education and working the two together make for success. This area has always had difficult accepting change. What is most important? Creating better opportunities for better education or keeping old tradition alive. Right now the bang for the buck is not present.

The town of Rumford and Mexico make it so easy to get general assistance. That is why other towns pay taxi fares to bring them here so they don't have them. General asistance office does not need to be open 5 days a week. There was manipulation when the people voted to cut that office as to give the director working hours in other offices. Did the people vote for that? NO! It was done. We saved nothing.What will Rumford do when general assistance from the State is cut off or lessoned? Ms Lovejoy helps create our open door policy for this department but yet closes it to business growth. Let her donate her pay as selectperson to the general welfare office. Let her pay for the additional $13000.00 it adds to the salary line. And the people put her in office. Or did the two selectpersons transferring numbers without new town clerk present and verifying properly put her in? Once again people I have to say NO! Vote NO! and if No wins and the manipulation continues it means that your vote doesn't count.

Another Ed tech

School systems are over burdened with Ed Techs. There was no such person years ago and classrooms had anywhere from 30 to 50 students. The teacher went in early and left late. They didn't get the pay deserved then but they get the pay today. Ever since teacher pay increased teachers have decided that they need Ed Techs. Where has dedication gone to? Get more money give less dedication and lessen the work load. If the modern day teacher would have taught in the 50's, 60's they would have left the profession after a year. Do less for more doesn't seem right.School enrollments are declining. Teachers get paid well now but work with fewer students. The tax payers complain about tax increases but Boards will not merge schools and fill the classrooms with maximum students per class. In doing so the schools could offer more courses. I see better education taking place in doing so. RSU 10 Board is being influenced by a few and not looking at the positive results that could happen. If schools want to pull out of an RSU then let them. Change is hard to swallow by some but a necessity. Sports classes should not even enter the picture when weighing education. Stay the same and offer less. Or combine and offer more.
Where this RSU goes is up to the voters. Remember what has been stated. Good salaries less work because schools seem to think additional Ed Techs are the answer. I don't think so. Dedication by the best who do it all without assistance because they care about the student. Test scores show that ed techs don't help test scores. A good teacher and parents who want the best for their child elevate test scores. Kids don't learn if the offerings are not there ; if the teacher doesn't teach and the parents show no interest in their offsprings learning properly. One more thought, stop teachers from teaching to the test and taech all that needs to be learned to succeed.

Immigration laws

My first thought on this issue is this, has Mahamed Mahamud become a sworn in citizen yet? Has he conformed to our country ways yet? Does he still make his wife conform to the Somalia country ways of dressing? Is he contributing to the Social Security system yet? Does he pay into State income tax system? Yes this country is a melting pot> But when my ancestors came here years ago they had to take classes and learn the language and they had just so much time to be sworn in as citizens and pay their fair share. If they moved they had to inform the immigration department where they were at all times. Yes , let's allow those who need refuge to do so but they must abide by our rules. Why are these same people seeking refuge refusing to pledge the allegiance to the flag? Why are some of these refugees putting pressure on government official to tkae the word God out of our pledge. If those seeking refuge here should comply with to what we believe in,in order to stay. This is why 911 happened! This is why our country is in so much turmoil. Outsiders attempting to make our country comform to their ways. They can fly into any airport or land at any seaport with who knows what on their minds. It's time we take our country back. Conform or get out!

Arrogance is The Term

It started when RSU's were formed to save money on the state level. Knowing quite well that it would put tax burdens on communities. Unfortunately the stupidity of voters approved of this RSU and now will pay the price for their vote. School costs will continue to rise year in an year out if something is not done NOW. Teacher salaries are up but do we get our bang for our buck here? Our system has an over abundance of Ed Techs that costs money to start. Class numbers are down yet we are overstaffed with the present way of doing education. There are senior citizens who can know longer handle extra school costs. It is time for change now. Education will not take a hit if you have dedicated teachers,who really want to teach; and are not in the profession just for the pay and vacation schedule. It is arrogance on the part of people who do not want change. The best way to save is to combine . Keep the best of the best to teach. Give teachers full classrooms for teaching. Make a high school what it is meant to be 9 through 12. A true Jr. High 6 through 8 like other districts; and then look at the best configuration for K through 5. Sports is secondary to a good education but a neccesity for building self worth. Doesn't matter what Class your in A,B,C or D sports wise. It is what sports are really intended to do for a student above getting educated properly. On the financial end will it also contribute to saving tax monies. That question is a no brainer,of course it will. So I say to those who want to leave things the way they are then you should pick up the extra costs that it involves. So those who vote to not change should be listed and the are the only ones to cover all extra taxes that will have to be raised to keep things the same.

About time

This is being done. But at Mountain Valley it should be 9 through 12 and at Dirigo 6 through 8 should be the break down. Then look at the K through 5 housing at various buildings. You don't put 9th graders into a Jr. High setting. They are high schoolers. They play high school sports. Sixth through eight are Jr. High students and in most communities, sports wise, all Jr High sports competitions are 6 through 8. Stop trying to save buildings. If one or two can be closed down to save costs than so be it. Common sense is needed and you don't have to try and be rocket scientists and create multiple conclusions.

If the town of Rumford would have used fill from road constructions more wisely and filled in the land between the River and Route 2 in the TIF area in the Virginia section of Rumford could be utilized on both sides of the road. Private individuals benefited plenty from it in past years. This policy ,created by whoever, should have been stopped and used more wisely for development. Can this still be done. think so. Just tell the town Road foreman to stop giving it away and start filling it in. Once again hine site lifts its head out the missing fill.

Administrative WHAT for Police Dept.

Does that mean the chief will take a cut in pay? This department is getting way out of hand. Let's talk safety selectpersons. Not locking down access to the police department should be taking place. This department needs a total re-alignment. Starting with the chief's duties. It seems that every officer is doing detective work. What is this all about? Chief should be doing detective work that would then free up the other detective to man the window during day and do some admin work at same time. Then look at not locking Police entrance at 4PM. The department has been allowed way to many allowances and needs to be dealt with. RE-ALLIGNMENTT TIME ! And let's not leave out cutting back on the cruiser fleet.

Dispatching

area towns followed Mexicos' lead to turn dispatching over to the county. This should never have been done in the first place. It has made it worse. These dispatchers at the county level do not know anything about or area. That's the problem. Wake up. Safety has been compromised. Lack of insight to what could happen was ignored. This RSU board has taken a detour into a ditch. It is time to take the blinders off and do what has been done in the Jay/Livermore area. Time to combine what we have. People are losing their homes and whatever else because of rising taxes. The RSU board has ignored the major things that could help prevent this. Another State marvel

When the State sends its engineers out to look at making corrections to improve hazadous areas and the area becomes worse, I wonder where they get these brain powered wonders. The money spent here in Rumford to correct a dandgerous problem has become worse. When the worked was started and the under lying springs were discovered seeping more vigorously the plan of correction should have changed immediately. Did the company contracting the job notify the State or not, who knows. If you want to see wasted money awards by the Stae here is a prime example.

Retaliation

That is why the empolyees signed the petition because they feared the retaliation of the Town garage foreman. A foreman who continually turned workers against workers. A foreman that was politically given the job in the first place who was not fully qualified. Interim town manager before present town manager had complete folder on town foreman that no disciplinary action was taken before he left. There should be a complete overhaul of that department. People have been singled out for years at that town garage under current management. The intire workforce should have rebelled over current head but have been afraid due to fear of retaliation. AND THEY WILL NEVER SPEAK UP OUT OF FEAR .

Bottom line the town should not be absorbing added costs placed on us by the state. Yes cab service is nice but the town doesn't have to grant licenses. The cab companies opened a business. We should not be subdisizing them. The owners regulate the drivers pay the town doesn't. Stop trying to make the town responsible for the wages paid by taxi company owners. One company keeps bouncing ownership because the original owner kept getting in trouble with the law. The drivers had to have clean records and what's wrong with the owners having to keep themselves clean. Other business owners need to pay certain fees to the town. What if they pettitioned the town to pay their fees.

Where does the truth lie?

I have heard of the Sonalies getting SSI in which they have not continued. Why did this country get away from mandary citizenship after a certain period of time. I believe that those who have been discriminated against don't file a grievance for fear of retaliation of some sort. Either by our own government whether it be state or federal. We as Americans who have contibuted are be discriminated against. Yes it is obvious! Why is it these and others who come to the US refuse to conform to our laws and our ways. They push for taking the word God out of the Pledge of Allegiance and changing the words printed on our money" In God We Trust ". Over the years this country caters to others before taking care of its own more and more each passing day. We put people in office who pay nothing to SSI themselves but will draw from it. These same people we put into office are there because they snookered us all in believing they are there for their state and their country. When do we stop believing their bull and put people into office who will at least try and end the depletion of SSI by those who don't contribute. Should there continue to be a party system in this country? The party system pits citizen against citizen. That way both parties screw the people from all angles. This country is going to ,someplace, in a hand basket and the party system is the blame. There is a saying that people become lawyers so they can legally steal. I think politicians fit that bill also.

Ed you have one disagree. It must be an anti winder. The people of Rumford will regret their decision on Tuesday. The oil owners who have been making money from CMP using their property as a lay down yard for the power line upgrade while at the same time opposing wind developement in their own community. And the people go along with them. Puzzling!!!!! These same people run Black Moutain, which could have profitted from wind and stopped asking the town for money. That's right ,the mountain might have converted to electricity and there goes the oil bid. Interesting!!!!!! Paper mill-paper mill mentality dependence. Political Bull

To much talk and no reall action. Bottom line is that same day voter registration should not be allowed. People should get off their lazy butts and get into an town or city clerks office as soon as they arrive to live in the said twon or city and stop costing extra wages being paid to put extra people on to take care of same day registrations. Are there things that should be tweaked? Yes there are. But the present people in office who put through these changes really didn't think it through thoroughly. Bottom line it is not a party change to enhance one over the other. It was an attempt to stop voting day from possible fraud. It should be about saving money. People complain about rising expenses in town government which means higher taxes but have blinders on when common sense should prevail. Same day registration costs money. Make changes should be changed. Let's take it one step further. Do away with the party system. Anyone can run for office because they want to do for the people as a whole and not for political parties. That's why this country is doomed along with states. Restored

This unit has been under restore how many times over the years. It should have been condenmed years ago. That's what we have Code Enforcement for. Winter is also around the corner. There should be no parking in the streets anyway. The only time parking seems to be a problem is during football games and the season is coming to a close and besides that no buses run at night. What agenda

Why is it that we see no work yet at bottom of Maine Ave. and Spruce to correct the on going problem there. Who ever designed that area should be fired. What about the trees destroying sidewalks on Congress St. That's right the town crew doesn't have the ability to do this work. What about the horrid growth that blocks the view of Rumford coming in on Route 108. There is plenty of work being left undone in this town. But yet we are in the road building business. So if we are going to stay in this business and the State can't get it right on the proper design on Maine and Spruce then let the town crew do it. But under different supervision than what we have. He is not an engineer. And the State surely does not have the knowledgeable person to design it either. Problem is the lack of common sense. This board doesn't have the ability either to tackle multiple problems in Rumford. And it will cost this town more money in repairs in the future. What a shame!

To much liberalism

This paper and all comments for same registering and voting are contributing to the laziness of society. On election day your clerk should be monitoring the voting machines and making sure each voter gets all their ballots needed to vote. The costs on election day could be much less if same day registration were done away with. I'm a Democrat and I feel that geting rid of same day registration does not in any way impede my right to vote. I believe the law should read that you have to register 7 days in adnvance if you are not on a towns register. Do away with provisional ballot. Show multiple proofs of your residency at time of registration. Place it on a state wide system as a check. At point of registration it automatically removes name from any previous registration. Yes in this age of technology that should be accomplishable. So to the writer of this editorial and those who want to continue to make people lazy, you are irresponsible at to the worst level.

Same day registration

Should be abolished. I will vote "NO". When I was in High school history class I learned that I should take part in all elections because it was a privilage and my civic duty. I learned that do do sdo I had to register whenever I moved to a new town and show proof to that move. I always have done that within my first week . It should be one of the first things everyone does. Being involed in local politics I do not like the fact that it costs involved in same day voting is unnecessary. There is a great deal to be saved in not allowing it to continue. It is time for change. I think each state should be automated with all communities that when a person registers in another community that the registering clerk can go on line and delete from community moved from and be on a state registry of change so people can't commit fraudulent voting in multiple municipalities. I think absentee ballots deadline should be 5 days prior to any election. And register deadline should be 30 dyas befoer an election. So if these standards are not met you don't be allowed to vote. We have helped people to become lazy. Let's put and end to laziness. Vote "NO" Change is good.

It's Hard Fighting

Negative people Mark. This board will run this town into the ground. They are in capable of making good decisions for Rumford. They are influenced by oil barron that see the potential in lost revenues while get monies for leasing their properties as laydown yards for the upgrades of power lines to carry power generated for the grid. We have tried to expose this type of behavior but deaf ears can't hear. This board could have adopted the states and made people aware that any change the state makes the wind companies would have to abide by. They should have sat down with the wind company and been working on deals for the town instaed of trying to write antiwind ordinances. Is incapable for not making decisions. They have wasted time on wind and got nothing else down. Now they want to waste more time with a straw poll. What good will that do. the bottom of Maine Ave. and Spruce Street. We all know what is wrong there. The entrance is to narrow and without high barrier walls and the exit on the other side needs a directional walls on the right and left side that extends to the curve behind the Viger residence. But this board can't handle getting this done at the same time. They are to busy caught up in the tangled webs that they don't know how to maneuver. One reason is they have talented members on the town crew capable of doing major repairs from a crisis but they are to busy doing major road construction work that should be bidded out. Then you have sceduling problems that should not be happening at all. We all know what causes this problem ,don't we.

The law and juveniles

The laws in Maine dealing with juveniles in Maine are outdated. Start allowing juvenile names to be public information and scutinized by the public and it would curb these types of actions. Make them shameful for these types of acts. It could even make parents of these juveniles more accountabled for the where abouts of their offsprings plus the shame it also brings them. When Domestic Violence occurs by either male or female our courts should be developing manditory sentences that are more severe so those committing these acts of violence will not do it again. Wants to upgrade it's powerline but pays no attention to maintaining work that needs to get done on local lines and poles. On High St. Rumford a pole that was hit this past winter and is splitting has not been replaced yet along with another pole that has cannister on top that is leaning so bad that it is a matter of time when this will fall over. They have been reported multiple times with no results. Maybe the town needs to hold back lighting payments until CMP starts repairing what needs to be repaired. They over charge and we get nothing in return but poor service.

Not realistic. Start making cut backs in spending. This board has to step to the plate and stop playing around. There are tingts that can and should be done ASAP to cut costs. That's right Hugh Chisholm is dead. He made his money and sold out. Each time the millo was sold , jobs were lost. If this mill have good investors it would have diversified. But they are an investment group. Has anyone ever watched PRETTY WOMan, buy something up and sell it off in pieces to make a profit. DAH ! With the present board in power the rose colored glasses will never be taken off. When Mr. Belanger and I served we tried to cut spending because we saw the writing on the wall. I saw when serving on the finance board. He and I exposed the overtime being played with in the fire department and we were chastised. At the time our informant was a fireman and now security in the mill and selectperson what a coincidence. The board has chair works in the mill and said this would never happen, WOW,great insight MR. Chairman. Spending never got better when Mrs. L served before and now she's back serving. The only working department head in the big three is the fire chief. The police force is over crowded, the highway crew has always been allowed to over hire3 during the spring and summer months and its superintendent is under qualified to be in his position. We don't need a full time Code enforcement person. And the welfare office should only be a 12 hour position, the tax office should be operating with only one part timer (non benefit) like it was suppose to be. Is there a need to overhaul. YES there is. Will iot get done no it won't. If the 2 or 3 towns merged would we save? Yes! Would our taxes stablize Yes! If the schools combined in the area at least would we save? Yes! Citizens of the entire River Valley you also have to take off the rose colored glasses. You have been listening to the wrong people. And if you continue doing so then you will continue paying the higher price.

There are many more things in the Charter that jives. The last commission did not do what it was setup to do. The members chosen were manipulated by certain individuals to do their biddings and what should have been done was not done to bring old documents up-to-date for the better running of town government. Main Ave and Spruce

Where the Bean Brook jumped its bank was do to poor design. I hope that when the road is repaired in this area that the design is changed to accomodate the next downfall of rain. Whether the state does it or the fine Rumford crew does it. Do it right. Redo the open properly for the entrance on Main street side and extend the concrete walls on the opposite side. By combining the high schools and 7th and 8th grade levels locally and using the new Peru school for K-3 and use the building that can house 4th,5th and 6th best locally would save a great deal of money. House k-8 at the new Buckfield Jr/Sr high School or K-5 there with 6,7 an8 at the Sumner building. By doing so would also cut back on sports spending three team structures into one team structures. Oh I forget this RSU board doesn't have what it takes to make these changes.

It Tickles me

To think that the town needs afull time code officer. When Mr. Kent took job with the Rumford PD it was stated at the time that the position could be done at 20 hrs. a week but when it was found that he could not do both the manager and selectboard reinstate him at full time once again. People ask me why I don't attend meetings anymore. It would be difficult to keep quiet to observe the dictatorship that the Chairman has been able to institute. I hope that in Sat. article that this newspaper informs the town on who got the fuel bid to supply the town. And I hope that all bids are printed so citizens can see how corruption works at its best. By the way Mr. B how about not wasting money on your fireworks project and leave the street lights alone. And if the board and manager are gullible enough to believe that Newpage is only considering Chapter 11 then you all should be recalled. To save paying just their taxes to the town would be a good kick in the butt for them. A town of less thann 6000 people with departments heads and unions dictating and controling this town has been happening for years. But the citizens didn't listen to us. What a shame! This lawyer cost us money the last time she held the position with the Eldrige affair. I knew this would happen as soon as Lovejoy was elected. The board of Selectpersons have 3 anti-winders on it. The Planning board has to major anti-winders on it. Should there be an ordinance that protects the town. YES! Should it enable wind development? Yes!But that won't happen because of those people in office an on planning committee. If the 2 planning board members were getting something of value for them they would probably be in favor of wind. Our oil company owners who are getting something for the power line upgrade are doing ok. If a couple of turbines were going to supply power to Black Mtn. like originally told to the old and present Selectboard members (2) then possibly the ountain could convert to total electricity. Woops! what oil company supplies Black Mtn.? Do the people ever ask themselves why the offiliated oil owners would be against wind. Did the Co-gen deal go through yet? Has anyone asked why? Could it cause the mill to file for bankruptcy? Who will be the blame if so? We definately will not be able to afford much then unless we are paying 60 or 70 mils per $1000 on our properties. Trees

And like all other trees in Rumford they will not be maintained properly and will over grow and not look good. Cities are now developing tree height ordinances in order to prevent damages to property in all forms. I think it's time that Rumford should get out of road construction . A towns road crew should be for maintenance of roads and sidewalks with a tree division. There would be plenty of work to do by doing so. Property owners who want to plant trees next to road ways have to maintain them so they cannot grow above the wires on the poles that decorate our roads that carry phone and power lines. Common sense for prevention for safety and cut back costs to a the town.

The three amigoes who can't except progress in any way or form. Yes I've always been in favor if wind developement but not without written protections and benefits for the town. If those benefits are not written in from the beginning and the wind companies do not want to abide by them ,then that is when you become unfriendly and not before. But we cannot infringe on a land owners rights to lease his/her land for erection of towers on his/her property. The state has guidelines for developement and when these guidelines change then the wind companies must comply. Congress Trees

Thank you Mr. Puiia for mentioning the trees on Conress Street for removal. I showed pictures 2 years ago of the damage these trees are doing to our sidewalks and nothing has been done. That's the problem in Rumfod ,NOTHING GETS DONE. We have town garage employees that are good workers and can take care of such things and at the same take care of our trees leading into Rumford on Rte. 108 so tourists can at least see the town way in advance and decide to drive down Canal St. sooner. What is the problem? We all know what it is. Maybe it's time for a major shake up at the town garage. Trees can be replaced on Congress with large concrete planters and then place dwarf trees in them for the green effect. It can be done with the right people behind the wheels.

Streetlights? REALLY

This board does not have the guts to save money and make changes where they should to save monies. And the people approved $56,000.00 for Black Mtn. ,what's wrong with this picture. Rightful conditons

If the library board would have worked properly years ago the library would be updated with necessary repairs. Prime example is when the roof was done. You don't do half at a time. It should have been the entire roof at once. Then the next year the windows should have been replaced; then the heating system. But let's remember the past librarian and board could have had an addition but refused to listen to the people and pushed for a new library. They can look all they want but will they start doing the needed repairs in stages and stay on track. They can't even get the town garage foreman to get road holes fixed around town. Ctizens Beware

First off I would like to thank all the voters who have always supported me in the town of Rumford. In the 21 years of service on the muninipal end I've strived to make taxes reasonable for the citizens. It seems that those I've worked with just didn't want to do the same. These people seem to have greater influence on people than anyone could imagine. This is unfortunate for the seniors and others living on fixed incomes. I've written letters to inform the public of waste spending and what could be done and people are deaf to it. The windpower vote defeat will cost the town of Rumford dearly. It would have helped Black Mt. greatly. Especially with their dependency for monies from town. It would have been non existent. The Libra Foundation and the board it allowed to stay in place are at odds with one another over this issue. The Libra Foundation should be ashamed for allowing that board to do what they have accomplished over wind. The people should ask about who is making land lease monies by allowing the use of their land for lay down area to the wind developers for Roxbury. Some of those people pushed for no wind in Rumford. But are making money from Roxbury wind. The land owners who stepped up and stated they would close their lands down should do so now. Or was is it just bull. We lost the veterans home. We lost the chipping mill. We the Budwieser brewery. It's because of who sits on your boards and past managers who have drivin them away. Less than 5000 people but levels of service have increased and not decreased. Poor work management and loosey work ethics by some,not all, add to increases. The RSU that could save millions but won't. Having people in positions they are truly not qualified for add to increase taxes. Put them all together voters ,who. Time for Changes

This RSU board has to get moving on consolidation of schools. Enough of just sitting around the table and socializing. There are monies to be saved without losing programs if this is done. One high school, one 7 and 8; one 4,5 ,6 and K thru 3 in River Valley area; one K thru 8 in Buckfield area. Then if Bucfield doesn't agree to it then refigure their share paid into the RSU. But at least do it in the old SAD's of 43 and 21. We have schools to accommodate this. We don't need expensive bonds to build new ones. This would be ludicrousness.

With immigration laws in any state or country. Would be a better proposal for the size of our state houses. Let it coinside with the number of counties. Giving the largest populated county the extra seat in Senate and the lowest populated county gets the extra seat in the representative side. And term limits are fine but at same time 12 yearss service should not warrant a pension from the State of Maine. Then go one more critical step. No party affiliations. People are elected by qualifications and not party offiliation. This takes the boxing gloves off and puts common sense in all the seats. Rotary Accident under Investigation

What is there to investigate. Mr. Dubendris was in the cross walk. To say speed was not a factor is not comprehendable when there was head injuries as reported and Mr. Dubendris had to be life flighted. This area can't afford anymore new buildings. Use existing buildings for restructuring RSU 10 is in line. Mt. Valley high becomes 9 to 12 level; Dixfield High becomes 7 and 8; 4 to 6 can be housed in the building that needs the least in upgrades and the ne w Peru building can house pre-K to 3. Gov. LePage seems to be very disproportionate when it comes to areas of cuts. That's what some republicans do. If he really wants to save the state some monies then he should make real changes that would do that. Our house reps an state sens. should not be eligible for any benefits either if they don't serve at least 24 yeras in the respective houses. And speaking of those houses the size of both should be no more than 17 in each. This would save billions. But you know as well as I do that our politicians that are in office would never allow that. It's time to clump all the private schools togther and let them have their own tournament. But let's go one step further. Non privates are now recruiting the same way because of the current set-up. There are superintendent agreements between schools etc. that should not be allowed. With the new RSU system set-up none of these things should be happening. with good managing skills any budget can be met. Working department heads help decrease budgets with no loss of services. Make it happen board. Eliminate a few police cars. Contract out new roads that have to be done. Town crew then do maintainance from that point on. Make the garage foreman complete his job description requirements that he suppose to do when Mr. Greaney was in office and that helps manpower in that department. No mre vehicle use of deptment heads back in forth to work. Only the on call detective gets to take home. Gas saving,gas savings. Less vehicle maintenance. Think About This!

Have you wondered why are taxes are going higher? Its because the tax payer doesn't propose the budget. Have you thought about who is responsible for such high taxes in Rumford? You should! Let's figure out the list: Department heads, Selectboard,Finance Committee, town manager, the taxpayer and maybe all the town employees and quasi- municipal boards. If the budget is in the red, it's because they want it in the red. I cannot think of a single problem that is not traceable directly to these people or groups. Of the above mentioned , the taxpayer, can solve the municipal problems , this includes the tax increase, in Rumford. The taxpayers have the power to make all the above mentioned accountable and responsible when they enter the voting booth. They alone can send the message that enough is enough. The taxpaying voters have to show the gumption to manage those who prepare the budgets, solicit money, and employees of the town. We the taxpayer ,who votes, who have contributed to the rise in taxes and other problems in Rumford, must clean up this growing mess. The voter can vote out of office the big spenders. They can tell the selectboard to bring the level of services in line with the 4795 population of our town. Taxpayer Beware

You said it right Ed. No one wants to be withoutout a job. But something has to give. I've said it for years and no one has listened. If you want an over abundant amount of services you have to pay for them. People are now realizing that they can't afford them. It could have been a gradual change if started long time ago and more palatable but certain factions in this town just make that hard to do. Two of those factions are the book ends on either side of the selectboard. The taxpayer has to step up to the plate and say it's time to stop the over spending and send the message to the selectboard, finance comm. and town manger. Most of the people who work for the town have two family incomes so they do quite well for themselves and they are no doubt big spenders. They don't have it as hard as fixed income people . We have businesses struggling to keep their heads above water because people can't afford the things they use to. We have a bowling alley that might have to close it's doors because it can't afford to stay open. A recreation facility that has been here for years but gets no help from the town yet Black Mtn. asks and gets help each year. The census figures are out. Rumford has 4795 people. Of those people how many are actual taxpayers. That means that means we have approx. 1 police and fire employee for every 342 people and in 1960 we had 1 for every 1000 people. Whats wrong with this picture? You have one selectperson still fighting for the people, Mr. Belanger. Let's give hime support and vote no to every money item this June. This would send the message for sure.

Is a good word for the Selectboard of Rumford. The problem is the catering process the chairman is showing towards MR. Buccina and Volkernick. You don't own the mountains. Work with thw wind developers so what they want to accomplish will benefit the towns they are being built in. See if they will invest in modern technology like the jet turbine (less destructive land involvement). If they have jumped the gun already and purchased the old fashion turbines then shame on them. The town crew can't seem to find time to cut trees along Route 108 entering the town in order to expose it better to traffic and maybe get travelers to turn onto the Island. Downfall

It's a contract year for the Rumford mill. What the workers and the town does not fathom yet is that New page is an investment company. If you remember the movie Pretty Woman the investment company buys a corporation and then sells it off in pieces to make a profit for it's investors. The writing has been on the wall for years. They could shut what remains down in a heart beat without batting an eye. Then what would this town do. The taxes would rise for sure because of the loss tax revenue. Now what happens to level of service that the department heads seem to use as fear tactic to keep their budget requests higher than they should be. Mr. Belanger has warned of such happenings since he has been in office. I got voted out of office by the big spenders. You have some finance members who, along with the remaining selectboard and manager, that don't realize yet that this town cannot afford higher taxes. Somehting has to be done. Yet they won't consider sitting down with the towns of Dixfield and Mexico for the betterment of all three and talk town merger the rescuing of of three before the bottom falls out. And let's go further to say it's time that dept. heads become workers in order to save monies. It is difficult to fathom that the board and manager just don't say from here on in that the big 3, police, fire and town garage foreman will be working dept. heads and not just sit on their butts an get wages. I know the fire chief is a working administrator,now, so let's make it across the board in this area. I fought for it for a long time but my fellow board members couldn't step to the plate. It boiled down to the fact of being affraid of retaliation by certain dept. heads. The dept. heads work for the town. We don't for them. Again I say we have to take our town back from them. The police chief is qualified in all areas and no training is needed to step up. The fire cheif is working chief already. The town garage foreman is not being told to become qualified for his job in order to step up. So there you have it. No money savings. Gas is another area where savings could happen. Does the chief of police need to take vehicle back and forth to work at town expense. Does the road foreman need to do the same. Do both detectives need to take the cars back and forth from home. I can see one when on call but not both. And getting this humvy gas guzzler approved. What's wrong with this board? Time for the spenders to be recalled. It's time for the people also to realize that most of the finance board appointtees were appointed by the selectboard because they wanted those who would be like them. Spenders!

Common sense trashed

Once again the heads of depts. and selectboard have their heads in the sand. Depts. are to large in all areas. Allowing certain dept. heads to use dept. vehicles to go back and forth to work; excessive vehicles in the police dept.; eliminating the savings in the tax office; remaking the Code office full time; favoring certain initiated articles over others. I think you get the message. This is where savings have been lost and taxes will continue to rise if nothing is done in these areas. Moving the election from the legion to the town hall is just and effort to eliminate the convenience for the voter to vote. If this is done then the entire board and manager should be recalled. Great Game

I've never been to a Class A Sate Hockey Championship game before at the Collisee. After sitting through this exciting event I will attempt to never miss an other. The young men I observed on the ice put all their energies on the line and played one heck of a game and should be congratulated. The only disappointment I observed was at the end of the game when back up goal keeper for Lewiston ,when the teams were lining up, showed lack of sportmanship by kicking a TA helmet very angrily towards the TA players. These chip trucks have had tip overs, their speed is excessive all the time and nothing is done to deter them from continuing. Now this! What's next. Local police have to start ticketing them for excessive speed. Just last week an empty truck was passing on Falls hill and was in the down lane and forced me onto sidewalk. In the time of rising costs the department heads are attempting to bankrupt the town of Rumford with their requests. Thank you Linnell Geronda for your consideration of the tax payers of our town. All department heads should follow her lead in their budget requests.
The select board should take the hard line across the board and hold the line on any and all increases in department budgets.
Approval of increases of pay above the proposed 3 percent is not keeping with the current climate of state and national reductions of costs.
For the population of Rumford the current levels of service employees should be decreased to lower cost levels; and in certain departments there are ways to reduce costs effectively without increasing manpower. Department heads need to become a working participent and not just an administrator.
With what is happening at the state and national levels the select board should realize that they need to be cost effective in all matters to money requests. If any member of the board is unable to step up to the plate and to do what is right then they should take themselves out of the ballgame because they would be doing an injustice to the people who put them in office.

consolidation was talked about then when a few members of the present Rumford board turned tail an ran then the entire Mexico board turned tail an ran also. These two towns should have merged years ago instead of the schools. It would have broadened the tax base and all would be one. Instead we both see tax increases with no let up. It's time for Change

What does consolidate really mean. To me it means to combine where ever possible and it's not being done. This is because people don't want to move forward from keeping their own identties in tack. This comes with cost with this frame of mind. I've given this scenario once before and it seems that their are way to many deaf ears on this RSU Board. One high school, one Jr. high 7-8, one K-3, and one 4-6. At least here in River Valley. Then look at the sports programs. What kind of training do these officers get that the chief cries safety all the time to keep force at these numbers. That school systems have to consider closing schools but reality says that the student teacher ratios are out of wack and something needs to be done. It is the same everywhere. A classroom should have more than 15 students in them. I remmeber when there were 30 plus in a class room. The teachers then, taught, and we learned. They didn't say their classes were to large. They taught because they wanted to. It was their calling to want to contribute to kids learning ,at all levels ,and making a life for themselves after high school. The kids you want to learn and who have a support system at home will learn and be successful. To many mandates on class size and teachers whining they can teach more if class sizes were small. Number of students does not dictate learning. It comes from the enthusiasm of the teacher who is committed and innovated to entise children to learn that breeds success. Again , throw in home support and it will work. Learning that is. The people voted down the moneys initially and BMOM started whiningt about it. They weren't the only ones that got voted no monies. The Selectboard vcoted that it wasn't a critical circumstance and voted not to have a special town meeting twice. By process BMOM got 500 signatures for over-ride to get their special town meeting to get another vote for it being a critical circumstance and to get a special election. The board could have made the motion once again not to give a revote but they buckled once again to the whiners 4 to 1. $51000 is not a big junk of an opperating budget. When defeated at the polls they should have immediately started fund raising but they chose not to. Instaed they , BMOM, are the ones that have cost the town extra legal fees because they couldn't except the vote of the people like other organizations who got voted $0 amounts. The others that got $0 didn't whine and they weren't assisted with circumventing the vote like BMOM was. They got off their butts and look at other avenues for getting the monies.

And should be said again. If Lepage wants to really help our state then he should move to cut the size of our State Legislature and Senate down in size. This is where the States waste is located. Sixteen counties > 16 reps and 16 state senators. To get the odd vote give the extra senate seat to the largest populated area and the extra rep seat the largest county that is largest land area. at its best. I remember when the Falls Hill was being reconstructed. People were concerned back then and asking why are they not taking away that 90 degree at the bottom. Could it be changed now? Off Base Kevin

The delay is not the fault of the people Kevin. It's the fault of those who have manipulated what should have been done. We all know who they are. They voted 4 to 1 and then allowed management to manipulate hrs. which save the town no money. So contrary to what you want people to believe Kevin you have become part of the manipulating problem that has taken place in the town Hall. The people have spoken and the people who are suppose to listen have done just the opposite. Is that a surprise ? Nope! And is your backing them a surprise? Nope! Let's look at what they have done and what you are supporting.
1. The General Asst. person statated" if the hours were cut to 12 she wouldn"t stay". The town manager did some manipulating to give her more hrs. so she could stay on and keep insurance coverage. This is coat saving.
2. If she didn't want to stay for the 12 hrs. then it was her choice. This should be run within a certain office. But that will never happen. It would save money.
3. The personnel policy grandfathering has cost the town money also. Yet you blame the people who expose it. Guess we know your not on the side of the tax payer but on the side of the manipulating spenders.
The people should be told the real facts. And they are not. It's not their vote that is costing money. And you know it. So just continue siding with those who are really manipulating and costing the town money because you fit right in with them.

Hooray for special interests! They've done it again. The people have spoken but they don't like the outcome. They found a loop hole in the charter but the ordinance is plain and simple. It says a vote is a vote when Initiated articles are concerned. The only one that realizes this is Mr. Belanger. But being on the short end of a 4 to1 or 3 to 1 vote and the Town Manager continually skirting the issues does not sit well for the majority of taxpayers. Does the charter and ordinance say that changes such as is trying to be proposed can only be done once a year? And that once a year is in April for the June poll. Again is this board and manager trying to side step. Have any of the Board members taken the time to thoroughly read our town chater and ordinances? Growing Up with Etiquette

1. You don't wear hats in the house.

Will It Continue

It probably will because there is only one person on the board who cares about the citizens rights and not special interests groups and that's Mark Belanger. The others are not listening to the voters. And it's not over. Call your board members and town manager and tell them not to grandfather the personnel policy. If they do , they will not be able to correct tax office wrong doings. Citizens in Rumford are saving there pennies, nickels,dimes and quarters to pay their taxes and put food on the table but yet the board minus one and town manager try to manipulate the inner workings to spend money. Is It Enough

So much for watching out for the taxpayer in his campaign. Mr. Volkernick was the lone vote in last nights meeting on both the Welfare and BM issues. He also wants to give additional vacation time. Mr. Belanger again was misquoted in the discussion on the Welfare budget. And it was obvious that the town manager was not on board for the welfare being run out of his office. There can be additional savings if this is done. Now this selectboard has to deal with a new personnel policy solely written by department heads and town hall employees. If this goes through as written then the great error created by the tax collector and not corrected by the town manager will be allowed to go on and cost the town monies.BM should be self sustaining by now. They say that they have brainstormed ideas but they just can't sit on them. Why don't they start fund raisers on there own. Let's see if the people who really use the mountain step up to the plate.

Welfare and Other Situations

The people want the selectboard to do their research. Rumford does not need a fulltime director. The town manager doesn't want it run out of his office. Why not? Does he truly want to save money? the town can achieve general asst. by doing it on Tues. and Thurs. afternoons from 1 to 3 PM by one of the girls in the town managers office. The selectboard better do the right things by the town. Right now they are not. The town manager did nothing about the tax office issue and yet is attempting to place a grandffather clause in the personnel policy handbook that will not allow correction of that fiasco. What about the fire department contract? Here is one union that wants to assist in creating higher taxes with their demands. At this point the town should nullify what was discussed and go back to all previous contract changes that the board wanted from the get go. The people are speaking out on every corner. The selectboard except one is turning a deaf ear.

Don't you think there has a charge, a cost for hosting the events. When their is a High school regional or state meet BM gets paid. Do they charge the local schools for the use of the mountain for practice and meets? Yes they do! Ask your local school departments what they pay for the use of BM. What do they really give back? Insignificant "T"

Let's get one thing straight. The Welfare program should be run out of the town managers office. I'm not saying the town manager is the person who has to do it. He was put into office to make changes that the taxpayers could afford. This means making the town departments run more efficiently. It means making the decisions that have to be made. The selectpersons work for the people and they must make the hard decisions also. One step was taken when hiring the new fire chief. He became a working department head. It should be the same for Highway and police. The tax office was given the ok to hire two part-time people as deputies to save monies and it didn't happen because the powers to be didn't right the wrong that was created. What happened to the building inspections? A full time code office was created but now that the police department wants to hire the person and the statement has been made that this code office only need be part-time now. Should have been part-time from get-go. There is no need to keep police at their numbers. Now, back to welfare. Even if we stayed at $35000.00 for welfare benefits we could save $45000.00 by not having a full time director. Let's also ask the question why were town hall employees allowed to contribute in creating the new employee personnel policy book. This should have been done between Selectpersons and town manager.

Real Truths

Mr. Arsenault should reveal why he's against windpower. He's in the oil business. Black Mtn. could have generated tours and made some self sufficiency dollars by assisting with tours when finished. And could have made a few bucks for himself by granting a right-of-way through his property for windpower line but he wanted more than what First Wind was giving to everyone else. It's called greed and wanting to be treated differently than his neighbors. So Black Mtn. loses oppotunity to make money. His neighbors lose chance to make money and the town loses money. Yes I do know! Watchdog I thought was appropriate because for 21 years I have tried to keep taxes down in this Town. We are not a city but a town with a dwindling population. We can no longer afford escalating taxes. Example 1. A full time Welfare person. This should be administered out of town managers office. 2. The tax office was given the ok to hire two part-time people to save monies. This did not happen because the new collector was allowed to give one individual and extra hr. as to be eligible for a benefit package as well as giving one 3 dollars more than the other because he was a male. Discrimination ! Both were hired with no prior experince. and both at same rate of pay. 3. Special interest groups have run this town for years. The secret ballot ended that but has created a snowl at the voting booths because of lack of insight from clerks office by not having more than two machine at polls at a time. 4. We have three major dept. that are oversized for our population. 5. We rentivated the town hall but is it really handicapped exceesible. I don't think so ! 6. Is locking the door at 4pm everyday to access the police dept. a safety issue? 6. Will there be a push for consolidation of/merging of towns . 7. Not with this Board or manager. Mandates

The state mandates that municipalities have control over ordinances governing welfare. The citizens should watch the town Business meeting on local access where Mr. Theriault stated it very well. Mr. Madigan use to do it for the town of Mexico. The town of Rumford took it over as a part of the start for consolidating services. So why not have him speak at our meetings to sway selectpersons from not taking steps to give the people of Rumford what it voted for. The citizens of Rumford should realize that the states reimbursements will be getting less so we can't give more and get back less. This position should be part or even one better it should be done within the town managers office at certain times by appt. only . Example Tues./Thurs 8 to 10. Making a point

This recount is to show that Rumford made a good decision to go to the secret ballot and not about who won or lost. There should be more than two voting machines at the polls. That is what this recount is all about. The town was told by the clerk that the state was looking into different types and would be buying in bulk so would be less expensive for towns to purchase. If you wait for the State then you are doomed. Mr. DiConzo requested that the town purchase at least two more machines and have them at the polls in order to make it easier for the voters since the voter turn outs have become substantial. That's common sense ! But who listens to common sense. It showed during this election. Mr. DiConzo was fourth out of six. He's not challenging the difference between him and Adley. It's the difference between 2,3 and 4. Are they correct? If they are prove it! The break downs were not Mr. DiConzos fault so why should he be made to pay anything for this recount. The town created this problem a few years back when the office or powers to be lacked insight to correct problems in future.

Read it Right ,you are way off base. When Mr. DiConzo was warden the ballots you observed were ones that had already gone through the machine and had to be taken out because machine was to full to continue. They were being seperated by what they were and placed in locked boxes as counted. And if you were so observent you would have noticed that he was prepared for a breakdown. Thanks Mr. Belanger for your efforts.  And "T" you are unaware that selectpersons nor Finance members cannot specicify where cuts can be made.  They set the amounts that they feel the citizens can afford and it's up to the department heads to work within the amounts. It's unfortunate that Mr. DiConzo is on medical do to open heart surgery.  It seems that when Mr. Adley read something from Mr. DiConzo about trimming Initiated Articles down to no more than $100,000.00 from the previous year of $215,000.00 no one but Mr. Belanger attempted to do so. I wonder what Mr. DiConzo would have suggested on the Towns budget. I bet there would have been cuts made there also. I guess people should realize who is really looking out for the taxpayer and at the same time realizing what levels of service can continue at an affordable amount.
