LIVERMORE – Among the new articles on the warrant for the annual town meeting will be one on what to do with any money realized from the newly approved fire department reimbursement policy.

That policy was adopted by the Board of Selectpersons last week. It provides for the town to seek payment from insurance companies when firefighters are called to accidents.

Voters will also act on articles seeking to have the town clerk’s and treasurer’s position changed from elected to appointed, effective in 2004-2005.

The board has approved having an article to purchase a new highway truck but declined one to use $10,000 from undesignated surplus for a one-ton, four wheel drive truck chassis for forestry operations by the Fire Department.

The town has just purchased a new firetruck and will wait a year to consider the one-ton. The highway truck is deemed necessary as the 1981 is costing a lot in repairs, they said.

Another new article is an ordinance to officially establish a Board of Appeals. Research shows that there is no ordinance establishing such a board, but one has operated for several years under a provision in the shoreland zoning ordinance.

Voters will also be asked to raise $6,500 to fund participation in the Summer Recreation Program sponsored by the town of Livermore Falls and to accept a $10,000 gift from the estate of Minerva Luciano.

The final article of the 58 in the warrant seeks approval of an Order of Discontinuance of a Public Easement pertaining to the Batten Road. It would end the current controversy on the road which has been gated for several years.

A public hearing on the Batten Road will be held at 6:30 p.m. May 27, prior to the regular 7 p.m. selectperson’s meeting.

Discontinuance is an involved process, according to Kurt Schaub, administrative assistant. The abutter must be notified, a hearing held, the amount of damages to be paid to the abutting landowners determined, and a town vote taken.

Schaub will prepare a handout for town meeting that will explain the efforts the board has taken to maintain the tax rate.

It appears that the proposed municipal budget will be about $25,000 more than this year, or just over 1 percent. This will allow the tax rate to remain at 19.5 mills, the same as this year.
