LISBON – Following a public hearing Tuesday night, selectmen unanimously approved several additional transfer station disposal fees, but didn’t decide when they will be implemented.

About a dozen people attended the meeting, which was in stark contrast to the last one, when it was standing room only. Most seemed resigned to the fact that new fees would probably be adopted, but many questioned how stickers would be issued and the cost.

Selectmen finally decided to approve the new fees, but postponed a decision on when they will take effect until administrative details can be worked out. Another public hearing on that issue will be held in late August, meaning that it could be two months before the new system goes into effect.

It was agreed that some sort of sticker system be used to allow vehicles into the transfer station. But many administrative details need to be worked out. Among them are:

• Will those who have multiple cars in the household have to buy a sticker for each vehicle?

• If so, will they pay a lower rate?

• How will the stickers be issued?

• How much will contractors pay for stickers.

• Will there be a data base to quickly determine if an individual is a bonafide resident entitled to a sticker?

• What will be required in order to obtain a sticker?

Selectman Paul Chizmar said some people he had talked with thought that under the new system individuals would be subsidizing trash haulers. But that was discounted by others, who pointed out that trash haulers bring in household waste, not the items on the list of disposal fees.

When curbside pickup was mentioned, Solid Waste Director Wayne Ricker didn’t rule it out sometime in the future. “The day is going to come,” he said, adding that he has thought about both pay per bag fees and curbside pickup.

Once the administrative details are worked out, another public hearing will be scheduled to hear public comment before selectmen take final action, which means it will probably be two months before the additional fees are assessed.

New fees that were approved, but are not yet in effect: shingles, (with Lisbon sticker and code enforcement officer slip), $25 yard; without slip, $50 yard; TVs and computers, $5; carpets, $10 per room; mattresses, $5; chairs and sofas, $10; wood, 4-foot length, $10 yard; brush under 4 inches, $5 yard; over 4 inches, $15 yard; mixed load of oversized bulky waste such as shingles, drywall, wood, etc., $60 yard.
