GREENWOOD – Several residents told selectmen Tuesday that they approved of the acquisition of property for a hiking park, but were concerned over usage issues.

On Feb. 19, selectmen learned that Margaret Ring offered the town about 84 acres off the Greenwood Road for $200 per acre. It came with the provision that it must be kept pristine, it must be used as a hiking park, and no motorized vehicles would be allowed.

Ring also suggested constructing picnic tables, a few benches and maybe a kiosk.

Ron and Lana Testa own nearby property and were concerned about how people would leave parking facilities that would be needed for the property.

Loretta Mikols, who was also sworn in as a Planning Board alternate, said it would be important to plan for proper use of the property.

“Security, maintenance, sanitation and parking,” Mikols said. “We need to address these issues and have a plan for them.”

She said she and her husband, Paul, have been bothered by all terrain vehicles using nearby roads between 2 and 3 a.m. and said control over the hours of operation of trails on the property was necessary.

She said outhouses would raise sanitation issues, and there is no place to park along the property.

The Testas and Mikols volunteered to be on any committee formed to determine the future of the land.

Selectmen also said they would review a request by David Duguay concerning two lots next to those he has been developing near Mt. Abraham Ski Resort.

Duguay purchased 21 of 23 lots from Norway Savings Bank in 1998 and learned lots 22 and 23 were overlooked by the bank and were taken by the town for unpaid taxes. He offered to pay $4,000 for each lot, which was the price he paid for the other lots. One has a septic disposal system on it.

Selectman Ivan Roberts favored giving Duguay the septic disposal lot and selling him the other lot for $4,000.

Selectmen Wayne Hakala and Fred Henderson didn’t want to rush into a decision and said they would decide by the March 16 meeting.
