Among the findings of the Maine Chiefs of Police Association review of the Monmouth Police Department:

n The chain of command is not functioning and is violated from the top down and the bottom up.

n There is a perceived lack of professionalism in the agency that even its supporters acknowledge exists.

n Morale is exceedingly low.

n There is no opportunity for walk-in, face-to-face discussion with police when the station is empty, which is most of the time.

n The department has not submitted a monthly crime report since December 2004.

n The department has no detective or criminal investigator.

n The police facility can very easily be broken into.

n The department has issued different-caliber handguns to its officers.

n One of the patrol cars does not have a partition between seats to protect the officer from a person in custody.

n In violation of state law, one officer has been working for more than a year without attending the Maine Criminal Justice Academy.

n The department does not receive enough training to maintain or improve professional performance.

Copies of the report can be viewed at the Town Office or library. The report is posted on the town’s Web site, www.townofmonmouth.com, and paper copies may be ordered from the town for $15 apiece.
