NEW GLOUCESTER – The Planning Board this week heard proposals for a 12-lot residential development off Tobey Road and a retirement community for pastors on Bald Hill Road.
Robert Hale wants to use 82 of 210 acres on Tobey Road for house lots of between 5 and 8 acres. A road has been constructed over an old woods road, and a fire pond has been built.
Roger Lund, who is granting Hale a right of way through his property, said he does not want to be included in any future road association agreement or subject to paying fees. He said the road spans nine-tenths of a mile that will be the responsibility of future lot owners.
The board agreed that only homeowners in the subdivision can be assessed and two properties along the easement are not subject to the subdivision provisions.
Engineer Chris Branch, spokesman for the project, said a drainage study shows four 27-inch culverts are required to handle storm water runoff along the 66-foot right of way.
The right of way easement was cleared by New Gloucester’s attorney and is acceptable, Planning Board Chairman Jean Libby said.
The board will require an easement from Hale to Chandler Brothers to access its land.
The board granted three waivers to the plan: No stone markers; no underground utilities and 25-foot wetland setback on all lots except number 3.
In other business, the board heard preliminary plans for Village Missions of Dallas, Ore., to develop 6 acres at Bald Hill Road and Route 122 under the town’s Mobile Home Park ordinance. Eight lots measuring 20,000 square feet each are intended to serve retired clergy, said Steve Roberge of STR Engineering of Augusta.
Pastor Dan Michaud of the New Gloucester Bible Church said Village Missions is looking for an affordable place for retired clergy to live. The renters would be required to construct their own residence on a leased lot.
“This is a totally different thing you look at for a mobile home park,” Roberge said.
The board will inspect the site today and hold a preliminary public hearing on the proposal April 18.
