HARTFORD – Residents will vote Aug. 17 on whether to authorize the town to borrow up to $220,000 by issuing bonds to build a salt and sand shed.

The town approved the spending at the annual town meeting, but inclusion of the treasurer’s financial report in the article is required by the bonding company. Annual payments over 10 years will be approximately $26,393.

Residents will also vote on spending $12,615.76 from the fund balance to cover the paving account and $5,115.50 from the fund account to cover the sanitation account.

Buckfield Town Manager Glen Holmes addressed a letter he had sent to selectmen here concerning an open day for Hartford residents to bring universal waste to the Buckfield/Sumner Transfer Station. Androscoggin Valley Council on Governments will charge $50 for partial loads.

Universal waste includes computer and TV monitors, batteries, mercury switches and thermometers and fluorescent type light bulbs. The open day is Thursday, Aug. 24, from noon to 7 p.m.

Holmes also presented a request by a Buckfield resident to use the Hartford beach on Canton Lake. Selectman Chairman David Bowen said because of the agreement with the Patten Corp., which developed the subdivision where the beach is located, they could not legally accept other townspeople.

Holmes also asked the board to agree to spend money for fixing 1.2 miles on Town Line Road. The road belongs to Hartford and Buckfield, and the towns will share the cost from an existing fund.

Ron Garry, who owns summer property on Canton Lake, asked why he pays more in taxes per linear foot than people on adjoining lots. Judy Hamilton, also an owner of lake property, said she would like answers as well.

Bowen said he would contact the assessor and try to set up a meeting.

Road Commissioner Cathy Lowe said the grader was finally repaired and some grading would be done immediately. She also said people were being contacted to cut the trees around the new bridge site on Town Farm Road.

Bowen asked her to get estimates for the work from contractors.

Bids were opened for tax-acquired property. A 1.6 acre lot went to Matt McMorrow for $2,777. Alan McNeil’s bid of $1,100 for . 76 acres was accepted, as was Norm Jones’ of $4,200 for 10 acres.

Jim Irish brought maps, which he says proves that the state owns an abandoned road to the Irish Museum. He wants the road plowed in winter for access. No action was taken by the board.

Town Clerk Lianne Bedard is asking residents to register their vehicles in Hartford rather than other towns. She said the town lost $684 last year from vehicles being registered out of town.

Bedard also said she will be sending out 30-day lien notices in September for all unpaid 2005 taxes.
