LISBON – Following three public hearings with no public comment, the Town Council has approved one ordinance and three orders, including putting a proposed $1.75 million bond issue before voters in November.

The bond would fund a new 13,000-square-foot public works building, doubling the size of the current facility. The proposal calls for demolishing the old garage. There was some question of whether the present garage should be kept and used for cold storage.

If the bond is approved by voters, a feasibility study will be conducted prior to any construction, and/or demolition. The order was approved on a vote of 5-1 with Councilor Layne Curtis opposed. Councilor Janet Henry did not arrive until after the vote was taken.

An earlier decision to have the town E-911 dispatching done by the Lewiston-Auburn 911 Center was rescinded after councilors learned there would be a $5,000 per year charge for the service.

The council instead voted to have its dispatching done by the Androscoggin County Dispatch Center, after being assured the county commissioners would not charge the town for the service.

Town officials expect the transition from local to county dispatch will take place in early October. The change was necessitated by a state law requiring 911 dispatching to be done in a few centers throughout the state rather than by individual police departments. Lisbon averages about eight 911 calls per day.

Councilors also:

• discussed the possibility of enacting a street-opening ordinance that would require permit fees for new driveways;

• approved a new ordinance designating who can sign disbursement warrants on behalf of the council;

• agreed to send seven charter amendments to voters;

• awarded the bid to replace the sewer effluent grinder at the Davis Street pump station to F.R. Mahoney of Winthrop on its higher bid of $18,989. The action came after presentations by town engineer Ryan Leighton and treatment plant superintendent Gerry Kamke, both of whom recommended going with the higher bid because it would provide a higher-quality grinder.
