HARTFORD – Selectman Hope McCabe presented her letter of resignation to the board Thursday night, citing personal reasons.

She was re-elected last year for a three-year term.

David Bowen, who lost his bid for re-election last week, immediately said he planned to run for the seat. His term ends June 30.

Earlier, ballot clerks did a recount of the June 10 votes at Bowen’s request. There was no change in the numbers: Bowen received 96 and Jack Plumley had 102.

Nomination papers will be available June 26 and they must be returned by July 7. A special election will be held from 10 a.m. until 8 p.m. July 22.

The town will also be advertising for a code enforcement officer because Plumley can no longer serve because of his election as a selectmen.

Bowen said there was a possibility that the town could share the position with Turner.

Selectman Lee Holman said it should be advertised.

Singrid Houlette is the deputy code enforcement officer.

There was discussion about complaints of two culverts that were installed on Stetson Road by Road Commissioner Jeremy Johnson, who said he had discussed them with the road committee and no one objected at the time.

The road is being prepared for paving, and Johnson said with raising the level of the road he didn’t want to have to tear up the paving if there was a problem later.

“That’s the decision I made,” Johnson said.

Plumley will also have to resign from the road committee; he said Bob Calawa was interested in serving.

After hearing complaints about unequal treatment in citing animal violators, Bowen moved that the board rescind the March 18 policy for the animal control officer and revert back to the state law. It says no warning will be given. If a dog is loose off the owner’s property, the owner will be given a summons.

“We expect the same treatment for everyone,” Bowen told animal control officer Rick Houghton.

The board voted to have gravel hauled to the old salt/sand site for surfacing.
