Budgets

Issue: Councilors expect to bring in a no-increase budget for the fiscal year beginning July 1.

The Scoop: The School Committee presented its revised $14.54 million budget to the council Tuesday. It’s $735,394 less than this year. The $6.65 million municipal budget is down by $735,394, a reduction of 10 percent.

Printing contract

Issue: Six bids, ranging from $997 to $2,400, were received for printing 500 town reports.

The Scoop: Councilors awarded the contract to Xpress of Maine of Portland, which submitted the lowest bid.

Software upgrade

Issue: Councilors approved upgrading and changing the financial package computer software from Northern Data to TRIO. It will include motor vehicle, taxes, sewer and water billing, and licensing.

The Scoop: The transition is under way and expected to be completed by July 1.

Stimulus money

Issue: The $11 million state project to reconstruct Route 9 from Frost Hill Avenue in Lisbon Falls to the turnpike interchange in Sabattus will be funded with federal stimulus money with no local match, Town Manager Steve Eldridge said.

The Scoop: Bids will be advertised in June and work is expected to begin on the first section in late summer with completion in spring 2010. Specifications call for an 11-foot-wide road with 6-foot paved shoulders.

Announcements

The Scoop: Councilors approved the renewal of a special entertainment permit and liquor license for the Raymond J. Lavigne VFW Post.

The Scoop: Joe Normand was appointed to the Trails Commission and Nicholas Craig to the Technology Committee, both for indefinite terms.

Eldridge’s report

The Scoop: Charter changes approved by voters last November have been made and the updated versions put online.

The Scoop: The state highway department will work on Durgin Bridge on King Road this summer.

The Scoop: Adjustments to town employees’ health insurance package include a reduction in buyback provisions, from $4,300 to $3,000. A change in the salaried personnel account eliminates compensation time after 40 hours.
