FARMINGTON — Franklin Community Health Network President/Chief Executive Officer Rebecca Ryder announces that Joline Hart has been appointed FCHN vice president for human resources. On June 1, she will join the organization with extensive experience in senior administration and human resources.

For the past 23 years, Hart has served as director of human resources for the Portland school system where she has provided overall direction to employee relations, benefits and payroll administration, policy development and management, and staffing, recruiting and hiring for a system of 1,500 employees. Prior to that, she served as personnel director of Community Health Services in Portland, where she established a new human resources department for the organization.

Hart received her bachelor’s degree in secondary education and a master’s degree in administration from the University of Maine at Orono. She is also a graduate of the Human Resources Certification Program at the University of Southern Maine and has completed additional course work in labor relations at Cornell University.

She is a member of the Society of Human Resources Managers and has been active in the greater Portland community through membership of the United Way of Portland, Visiting Nurses Association, and the Southern Coastal Family Planning board.

Hart is a native of Farmington, where many of her family members still reside.
