DIXFIELD — Voters will decide Tuesday whether to enact a zoning ordinance and a curfew law, and approve a $250,000 bond for sewer work and amendments to the comprehensive plan.

Polls will be open from 9 a.m. to 8 p.m. Nov. 2 at the American Legion Hall.

A citizens petition circulated by Freemont Tibbetts and Dan McKay triggered the ballot question that calls for zoning along the ridgelines of Colonel Holman and Sugarloaf mountains that would ban all development above 1,000 feet elevation, except for logging and communication towers.

If residents approve the question, the Planning Board must devise a zoning ordinance and voters must approve it.

The zoning initiative was prompted by a planned 13-turbine wind project for the Colonel Holman Mountain area by Patriot Renewables LLC of Quincy, Mass.

A second question dealing with potential wind projects asks residents to approve amendments to the town’s Comprehensive Plan that would bring it into compliance with a possible future wind ordinance and that proposed development.

Another question asks voters to approve a $250,000 bond to pay for a new sewer main under the planned new bridge along Route 2 that connects Dixfield with Mexico. 

The Maine Department of Transportation plans to replace the bridge in 2012.

The money would be borrowed through the U.S. Department of Agriculture at a low interest rate. Repayment would come from sewer system users and not from property taxes.

The fourth question asks for a curfew for youths under age 18. It also requires more responsibility from parents for their child’s misbehavior. The question is the result of vandalism and malicious mischief, particularly in the Pine Street neighborhood.

A question on a wind ordinance was withdrawn from the ballot this week because some parts of it were unclear.
